It is established that each method used autonomously does not solve the entire complex of management tasks. Abstract:In world practice, practical experience has been accumulated in the application of enterprise management methods based on value, which serve as a highly effective tool for the transition from the current systems of economic assessment of production productivity to valuation systems, and also allow the enterprise management to use the cost factors at its disposal. to continuously improve financial performance. Everyone is accustomed to paying attention to the growth of income, but for further progress, the main thing is the growth of the value and return on investments. In some cases, this means forgoing business expansion, which was always welcome in earlier years. In other cases, go for a decrease in profits, since from an economic point of view it is expedient to invest in research and development or in advertising, which have a long-term payback. Also, an understanding is being formed that the main goal of the strategic management of an enterprise is to increase its value, and the main criterion for the effectiveness of management is the increase in this value. At the same time, cost management should be considered as an integrating process aimed at the qualitative improvement of strategic and operational decisions at all levels of management by concentrating common efforts on the most important cost factors. In order for an enterprise to operate successfully, improve product quality, reduce costs, expand production capacity, increase the competitiveness of its products and strengthen its position in the market, it must invest capital, and invest it profitably. Therefore, he needs to carefully develop an investment strategy and constantly improve it, and an investor needs an assessment of the value of the enterprise.

Abstract:The research subject is the cost management system of an industrial enterprise. The purpose of the article is the theoretical substantiation of the methodical aspects of the cost management system as a part of the industrial enterprise management system. Each company pays attention to the formation of costs because they affect the financial results. The improvement of the enterprise management system in modern economic conditions will not be effective without the establishment of a functional efficient cost management system, the formation of which is advisable to implement using both domestic and international practices. However, not every Ukrainian industrial enterprise has an efficient cost management system that optimizes the level of costs. Methodology. The empirical and theoretical methods such as analysis and synthesis, logical approach, interpretation, modelling, and visual systematization using the graphical method have been used in the work. The article considers the place of the cost management system in the management system of an industrial enterprise. There has been shown the influence of the cost management system on the strategic and tactical purpose of the enterprise. Subsystems of the cost management system have been considered and their components have been disclosed. Functions of the cost management system have been presented and the value of each subsystem element has been considered. The structure of the cost management system in the enterprise management system is clearly represented. Practical implications. An efficiently operating cost management system cannot only be aimed at an enterprise’s surviving in today’s market conditions. It should facilitate the implementation of tactical and strategic enterprise goals. As tactical goals, we can note the growth of enterprise profitability. The enterprise strategic goal in a market environment is to increase its value. However, the efficient cost management is a rather complicated process, because costs are variable and consist of numerous elements of different content and origin depending on various factors that are sensitive to the external environment, often have a controversial composition and are hardly subjected to the desired regulation. Value/originality. The system approach has revealed the dual nature of the company’s cost management system. On the one hand, the enterprise cost management system is a subsystem of the enterprise management system. On the other hand, the cost management system can be considered as an independent system, which includes subsystems and a set of interconnected elements that interact with each other to achieve a high economic performance of the enterprise. Among the subsystems, there have been distinguished economic and functional, organizational and managerial. For the formation of the economic and functional subsystem, M. Porter’s approach to the creation of the value chain of production was used. Moreover, the value chain for an industrial enterprise should start not from the material and technical supply, as M. Porter proposed, but from the study of market demand for products.

Abstract:A study is made of the theoretical and methodological characteristics of cost management when carrying out the foreign economic activity of the enterprise, and the features of this process are determined. The authors give their reasons for the necessity to analyze the costs of foreign economic activity and determine the peculiarities of foreign economic activity affecting the costs of the enterprise. The classification of costs of foreign economic activity has been considered, and specific costs spent in the process of foreign economic activity are distinguished, among them, there are costs for: the process of carrying out foreign economic operations; customs clearance of export and import transactions; prevention of foreign economic activity risks; export activity; transport provision of foreign economic agreements; insuring the parties against foreign currency risks during the execution of monetary, financial and payment terms of foreign economic contracts. It is noted that the process of managing costs of foreign economic activity is a system process that is based on general management functions and should include two aspects – target and cost-oriented. Due to the functioning of such a system, it is possible to plan, optimize and control costs from the long-term perspective and achieve the company's goals in the field of foreign economic activity. The tasks faced by the enterprise when managing the costs of foreign economic activity are defined. The research considers the cost management methods that are expedient to use at the enterprise during the management of foreign economic costs. The article substantiates the need to create a unified cost management system for both domestic market enterprises and operations conducting economic activity on international markets. It highlights the role of the state as a legal institution, which directs its activities to unite the interests of society and satisfy the consumer needs, as well as everyone due to the realization of power obtained during the creation of a unified system of cost management. Methods of management and state regulation of enterprise costs are determined.

Abstract:This study focuses on modern methods of enterprise cost management. The development of market relations in Ukraine, intensification of competition in the market for goods and services contribute to the growth of organizations' attention to the issue of increasing the level of efficiency of their activities. Improving the efficiency of activities can be achieved by increasing the result, or reducing the costs which allowed to obtain these results. Thus, cost management is one of the determining factors in improving the efficiency of enterprises and should be seen us their essential permanent function. Despite the sufficient number of publications on the study of cost management, among scientists there is still no single approach to the interpretation of the concept of "cost management" and methods of managing them, which necessitates and relevance of research in this area. Most cost management methods, currently used in the practice of domestic enterprises, focused on finding reserves to reduce costs in the internal environment of the organization, to achieve short-term results and do not take into account the impact of current market environment and its strategic goals. Novel approaches to cost management which have been advocated include activity based costing, Strategic Cost Management, life-cycle costing, among others. The application of modern methods and concepts of cost management has a number of advantages: the creation of a relevant information base for making timely and effective management decisions, strengthening the potential of the enterprise, increasing its competitiveness. The presence of numerous methods and concepts of cost management, the lack of their clear classification complicates the choice of appropriate methods that take into account the needs and goals of a certain enterprise. For this purpose, the authors clarified the essence of cost management concept, described the cost management process main stages content and clarified their composition. The authors group the main methods by stages of the cost management process that improves understanding using certain methods feasibility depending on the enterprises’ needs.

Abstract:The article discusses the theoretical aspects of managing the value of industrial enterprises based on models that have become as wide-spread as possible, such as economic value added — EVA (Economic Value Added), MVA (Market Value Added), Equity value added — SVA (Shareholder Value Added), monetary value added — CVA (Cash Value Added), RCF (Resident Cash Flow) and Balanced Scorecard (BSC). The given models were chosen from a large number of proposed instruments in the works of domestic and foreign scientists, as the later concepts only developed the theory of their application. The purpose of the article was to share the determinants of the increase in the cost of industrial enterprises. The study is based on the theory of VBM (Value-Based Management) — valuebased management. The formation of this theory and the above-mentioned models in the historical aspect taking into account the factors of their occurrence are considered. The characteristic features of each model in terms of their application to cost management of modern domestic industrial enterprises were assessed. On the basis of the conducted study, the determinants of the increase in the cost of industrial enterprises and the methodology of their management have been determined.

Abstract:The article analyzes the problem of formation of a single, effective and universal methodological approach to cost management of an industrial enterprise as an important aspect for its success in the competitive domestic markets of Ukraine and in the conduct of foreign economic activity in the world market. The necessity of a clear understanding of the economic essence of the category "costs" is revealed and it is determined that the category "costs" is all the resources and factors of production that require accounting, expressed in monetary form, as well as used in the process of economic activity to obtain a financial result and necessary for its analysis, management decision – making, and is an internal price-forming factor. We systematize the components of the concept of "expenses". The approaches to the concept of the economic essence of costs in General covers all spheres of activity and summarizes the types of costs inherent in the enterprises of the industrial complex. The proposed definition of the category "costs" will improve the efficiency of their management; strengthen the control of their consumption; identify reserves to improve performance; improve the organization and methodology of cost accounting at the industrial enterprise. Negative factors of influence on financial and economic activity of industrial enterprises are also allocated and it is proved that efficiency of actions for reduction of expenses depends on degree of their coordination with tasks of activity and development of the enterprise. Built a mechanism for the distribution functions of the system management costs of industrial enterprises and revealed that the distribution of functions and objectives of the cost management system must be implemented in concert with management functions of an industrial enterprise. It is concluded that the cost management system of an industrial enterprise is a complex of related elements and relations in the enterprise management system, which, due to the rational use of its resources, ensure its stable functioning. Each individual element performs the corresponding functions and tasks of the cost management system. The effectiveness of the functions and tasks of the cost management system depends on the degree of feedback from the control of the cost management activities of the enterprise to its planning.

Abstract:With the development of digitalization in Ukraine, which has led to an increase in opportunities for foreign economic activity, interest in cost management as one of the factors of competitiveness of products and services has increased significantly. Cost management in competitive business conditions is one of the main components of managing the activities of enterprises, which allows to achieve effective functioning and has the ability to influence the vital activities of the enterprise. That is, costs are the main limiter of profit and, at the same time, the main factor of efficiency, the level of which is affected by the volume of supply and management decisions of the management of the enterprise in the economic system. In these languages, it is impossible to do without cost management and planning of their value for the future. The article examines the organizational and economic aspects of the household cost management mechanism, which begins with the cost management strategy at the enterprise. The strategy begins with the composition and structure of costs by operations and by functional divisions, then the carriers of costs and the method of distribution of costs, their accounting, analysis by divisions, types of activities and types of products (services) are determined. The next step is the selection of the cost calculation method and the organization of the accounting system, which takes into account: information support, technical support, personnel training, separation of rights and responsibilities, interaction of departments. Consolidation of responsibility: type of expenses, volume, type and size of responsibility, motivation. Then we conduct a cost analysis and, based on the results, leave the cost management system unchanged or take measures to reduce costs. After the measures, the result is evaluated. Cost measurement and analysis is the first step in a cost management system. This is a holistic analytical procedure that includes a set of interdependent stages and is the main element of the cost management mechanism. Also, the article describes two main approaches to the analysis and subsequent management decisions regarding cost optimization: analysis of the cost structure and reduction of critical types of costs and analysis of comparative indicators.

Abstract:This article gives consideration to the concept of cost management at an enterprise; it describes the structure of the said accounting process; offers the authors’ vision of the principal approaches to the creation of a cost management system at the level of a business entity. The study is novel in that the management accounting methods current in both Russian and foreign practices are treated by it with consideration to the peculiarities of today’s stage in the development of the accounting technologies and the whole economic situation. The authors describe in detail the strategies of cost management matching them with the decision making levels at a company; they also point out the key goal of the info accumulated at cost management, i.e. a raise of the economic effect due to the enterprise performance. The current monitoring of the assets spent for manufacturing (services delivery) and formed, at this basis, the report info, in the authors’ opinion, are to meet the requirements of topicality, completeness and timeliness. All in all, the value and role of management accounting are viewed in the article as a basis for the cost management corporate system whose stable functioning will significantly improve and simplify conduct of business in current times.

Abstract:Introduction. One of the factors that affects the effectiveness of the cost management system is the formation of an effective methodology for determining the cost of production, which would contribute to successful pricing and the success of the enterprise in the long term. In this process, it is necessary to take into account that recently business structures have undergone fundamental changes that relate to the gradual introduction of the concept of sustainable development into the mechanisms of management decision-making. Purpose. The article is devoted to the issues of improving the theoretical and methodological principles of cost management of economic entities based on the existing achievements of economic science and taking into account the positional foundations of the concept of sustainable development of enterprises. In this regard, it is appropriate to analyze the existing cost management systems and the latest trends in the development of management as a science, as it will make it possible to identify the shortcomings of current methods, as well as outline ways to eliminate them and adapt them to conceptual changes in economic realities. The methodology of this study is based on the systematization, timing and analysis of existing scientific works, as well as the foundations of the theory of management decision-making. Results. In order to achieve the established strategic goals in the cost management of the enterprise, its managers are suggested, based on the assessment of the internal and external environment, to choose the appropriate methodology, which should include the following elements: methods of measurement, accumulation, attribution of costs per unit of production, as well as methods of drawing up and analyzing management reports accounting for the development of alternatives. The emergence of the concept of sustainable development became a new stage in increasing the responsibility of managers in terms of decision-making regarding the use of resources. Currently, when choosing the optimal alternative, it becomes almost impossible to ignore the social and environmental consequences of its practical implementation without losing reputation, prospects for further successful functioning. At the same time, the sphere of influence of persons responsible for decision-making expanded to the limits of the influence of factors of indirect influence. Cost management methods based on the concept of sustainable development of the enterprise require further development.

Mechanism of an economic regulation

Abstract:Thes article proves that the actual direction of effective enterprise management is the use of network management concept of production and commercial activities, which is based on the theory of stakeholders. This area of research is widely discussed in foreign economic publications, where a significant number of innovative developments and proposals have already accumulated. Research, generalization and use of foreign experience in the field of stakeholder theory are extremely important for domestic industrial enterprises. The purpose of the study is to study the methods of substantiation of theoretical and methodological approaches and practical recommendations for managing relations with stakeholders on the basis of a cost approach, identification and grouping of stakeholders of industrial enterprises taking into account their interests. Achieving this goal is carried out using a conceptual approach to the formation of total value, which includes the value of the industrial enterprise and the value of its stakeholders, who jointly create the overall contribution of this economic entity in achieving society as a whole. The proposed approach differs positively from the conceptual provisions available in the theory of stakeholders and can be based on the theoretical provisions of managing the relationship of an industrial enterprise with its stakeholders on the basis of a cost approach. The implementation of the proposed approach allows an industrial enterprise to rank stakeholders by value, analyze the dynamics of the structure and parameters of flows of material and financial resources of the enterprise and its stakeholders.

Abstract:В статье раскрываются проблемы повышения эффективности управления, важным объектом которого выделяются затраты. Автором предлагается создание системы управления затратами, позволяющей достичь поставленной цели с помощью таких элементов, как маркетинговые исследования, формирование проекта по изготовлению нового продукта с использованием новых технологий, определение метода учета затрат и системы контроллинга, формирование соответствующей организационной структуры, влияющей на бизнес-процессы. Приоритетом в управлении затратами выдвигается правильный выбор метода управления ими в виде Таргет-костинг и Кайзенкостинг, которые, по мнению автора, следует применять одновременно, что позволит эффективно управлять себестоимостью и составляющими ее затратами. The article reveals the problems of improving the efficiency of management, the important object of which is the allocation of costs. The author proposes the creation of a cost management system that allows you to achieve this goal with the help of such elements as marketing research, the formation of a project for the manufacture of a new product using new technologies, the definition of a cost accounting method and a controlling system, the formation of an appropriate organizational structure that affects business processes. The priority in cost management is the correct choice of cost management method in the form of Target Costing and Kaizen Costing, which, in the author's opinion, should be applied simultaneously, which will effectively manage the cost and its constituent costs.

Abstract:Methods. The classical method of scientific abstraction and the historical approach to the formation of the value-oriented method of financial management of the enterprise were used in the study of models of value-oriented financial management of the enterprise; system approach was used in the formation of the main models and methods of estimating the value of the enterprise. Results. It was found that the choice of approach and method depends on the purpose of the assessment and limitations in use, which are determined by the characteristics of the enterprise; the choice of the model is influenced by the user's subjective perception of information about the value of the asset and directions of its use, taking into account past (incurred) expenses, today's situation and future prospects; the application of the market approach to the assessment seems possible only in the presence of similar enterprises, information about which in domestic practice is difficult to access; for enterprises that for some time did not carry out full-fledged economic activities or did not generate sufficient positive cash flows from operational activities, it is advisable to apply the cost model to estimate the value; the most accurate from the point of view of future prospects and taking into account the variability and uncertainty of the financial and economic environment is the method of discounted cash flows (income approach), which allows modeling when certain factors change. Novelty. The historical aspect of the formation of a value-oriented approach to the financial management of an enterprise was analyzed, three main levels of perception of this direction by the financial management of companies, based on those goals that are most relevant for this or that enterprise at this stage were determined by the authors. Based on the results of the research, it was determined that each of the methods of assessing business value can be correlated with the assessment goals, based on the time perspective (present, future and past); a visual author's interpretation of this approach was present. Practical value. The study of existing methodological approaches, methods and models for estimating the value of an enterprise allows to conclude that it is impossible to use any of them as a basis, and that it is expedient to use several methods when evaluating a business. At the same time, the real value of the company is in the interval between the maximum estimate and the minimum of them.

Abstract:The problems associated with cost management become especially acute and urgent in modern competitive environment. These issues are much more relevant for the construction industry than for other industries, since the costs and expenses on the construction products are much higher than those of other industries. Cost management is an excellent tool for the development and justification of many diverse management decisions, which can be associated not only with reduction, costs optimization or product pricing, but also with the production program of the enterprise, and in some cases with the organizational structure of enterprise management. However, the current cost management tools are currently poorly adapted to the Russian conditions and the Russian mentality and practically are not adapted for construction. This is the relevance of the chosen research topic. The methodology developed by the author for sharing the enterprise total costs into fixed and variable components will make it possible to quickly and inexpensively obtain the initial data for the use of existing and non-adapted Western tools for domestic enterprises in modern market conditions. Also, any classification is the additional information that gives an opportunity to more thoroughly and accurately examine the selected object, which in our case is the cost.

Abstract:In an unstable external environment, an urgent task for enterprise managers is to determine a pricing strategy based on internal accounting and financial data to preserve the market position in the long term. The article aims to form a model for making strategic management decisions in the field of pricing at enterprises of the commercial sector of the economy based on accounting and analytical data on the costs of the enterprise. Analysis of accounting and financial models of strategic pricing at enterprises based on market, cost and mixed approaches was carried out. Accounting and financial models of price calculation based on accounting data on the costs of production and sale of products, as well as analysis of the life cycle of products, taking into account the expected rate of return, are given. It was determined that the basis of the market approach to price determination in the long term is the life cycle of products, which allows setting a competitive price for products taking into account the stages of market development and the position of products on it. The characteristic stages of the product life cycle are product development, market use, growth, maturity, and decline. The article analyzes the process of incurring costs at all stages of the product life cycle, which is the accounting and financial basis of strategic pricing at the enterprise and management in the long term. The cost approach involves the application of mark-up to various types of pricing for the base (variable costs, production cost of products, full costs of production and sale of products). It reduces managers' motivation for strategic cost management. Transfer pricing methods in the framework of the activities of a group of interrelated enterprises, which can be determined by cost and market approach, were also considered. The research results show that when making strategic pricing decisions, it is necessary to combine market-oriented pricing models and accounting-financial cost pricing models skillfully.

Abstract:The article presents the results of the study of factors affecting the costs of an enterprise. The main goal of the study is an analysis of cost-generating factors and their systematization to improve the efficiency of enterprise cost management at the tactical and strategic levels.The relevance of the scientific problem is in the fact that a systematization of cost-forming factors depending on the strategic goal and tactical goals of an enterprise will contribute to increasing the level of efficiency of a cost management system. This affects not only the increase in profitability of an enterprise but also its successful development by increasing the level of competitiveness of the enterprise's products on principles of cost optimization.The study of literary sources and scientific approaches to the systematization of cost-forming factors made it possible to assert that this issue remains unresolved in full and requires research. Thus, cost-forming factors have varied classifications: structural and functional; production and non-production; national, sectoral and internal production; foreign economic, inter-branch and domestic, etc.The results of the analysis of scientific approaches to the definition of cost-forming factors made it possible to provide the definition of cost-forming factors as such conditions of the internal and external environment, because of which a level, volume, structure and dynamics of enterprise costs change.The classification of factors influencing the formation of enterprise costs is proposed, taking into account the state of the internal and external environment. The factors of the internal and external environment are proposed to be grouped according to the following characteristics: the possibility of their influence on costs, with the identification of groups of factors of a direct and an indirect influence; depending on a level of management with a selection of groups of strategic and tactical level factors. In addition, for the strategic level of cost management, it is proposed to single out the following groups of factors: economic, market, tax, financial, systemic.The results of the study may be of practical importance to may have applied value for heads of manufacturing enterprises in terms of cost management in relation to a company's achievement of strategic and tactical goals.

Abstract:Стратегическое управление затратами проявляется, прежде всего, в обилии моделей процессов, таких как разработка "глобальных" стратегий. Анализ деятельности предприятий в различных сферах деятельности доказывает, что несмотря на обилие публикаций по стратегическому менеджменту, редко бывает, чтобы предприятие не могло продемонстрировать организационную структуру стратегического управления. По этой причине следует ознакомиться с зарубежным опытом на примере автомобильного производства, чтобы провести мониторинг и изучить успешно применяемые виды и методы стратегического управления затратами. Strategic cost management is manifested primarily in the abundance of process models, such as the development of "global" strategies. An analysis of the activities of enterprises in various fields of activity proves that despite the abundance of publications on strategic management, it rarely happens that an enterprise cannot demonstrate the organizational structure of strategic management. For this reason, one should get acquainted with foreign experience on the example of automotive production in order to monitor and study successfully applied types and methods of strategic cost management.
