Abstract:The resilience of the problem of child labour in the global economy has been amply documented, but, we suggest, the reasons for this situation have not yet been fully captured in the associated debates. Our aim is to advance a way of thinking about those forms of child labour which occur in the context of global production networks (gpns), and to contend that greater attention must be paid to the organisation and functioning of gpns, and the social foundations on which they rest, if we are to grasp more fully the conditions and processes which facilitate the persistence and evolution of child labour. The way of thinking we propose is rooted in the concept of ‘adverse incorporation’ in the global economy, which we develop by drawing together currents in gpn analysis and poverty research to explore the commercial and social dynamics in gpns which give rise to these forms of labour exploitation. We illustrate our arguments with reference to the garments industry in New Delhi, India.

Abstract:Like other areas of occupational health and safety (OHS) ergonomics is evolving and becoming more integrated into overall work management systems. As we learn more about the complex interaction between psychosocial and physical factors in the aetiology of work-related illness and injury the more we rely on managers to 'get it right' if we are to prevent these conditions. Risks to health and safety in the mining industry posed by longer shift lengths, higher work loads, less task variation and decision latitude have not really been well researched. Heavy physical workloads and stresses are still areas of concern, but are likely to be intermittent rather than constant. Recent research confirms current thinking rather than shedding new light on the subject. The contribution of slips, trips and falls and increasing age of miners to manual handling injuries is still not clear. In some cases sedentary work and the operation of machinery has completely replaced heavy physical work. The issues of machinery design for operations and maintenance and whole-body vibration exposures when operating machines and vehicles are becoming more critical. The link between prolonged sitting, poor cab design and vibration with back and neck pain is being recognized but has yet to be addressed in any systematic way by the mining industry. On the plus side some mining companies have well-developed participative approaches to problem solving and these need to be extended to areas such as ergonomics.
Varieties of platform unionism: a view from the Global South on workers’ power in the digital economy

Abstract:Nearly three decades ago, Manuel Castells declared the atomising effects of the new technologies of the ‘information age’ to presage the ‘end of labour’. There is little doubt that the labour movement worldwide is no longer the social force it was in the twentieth century. Much of the debate on the future of work and consequences for worker organisation, moreover, has focused on defensive struggles against the introduction of new technologies in the Global North. Technological change has also led, however, to struggles in the Global South. These ‘technological fixes’ have historically contributed to the ‘remaking’ of new working classes and related ‘offensive’ struggles, the latest of which is digitalisation and algorithmic management. In this primarily conceptual article, we adopt a power resources approach to an analysis of these changes, using as our basis, a project encompassing eight empirical case studies on recent labour organising in on-location platform economies of both the Global North and South. Analysis of food-delivery and private ride-hailing platforms in Argentina and Uganda, respectively, showed different varieties of platform unionism, with forms of worker organisation in the Global South tending to more autonomy and hybridity. In some cases, these self-organised worker collectives go beyond established forms of unionism in attempts to control the platform technologies. We conclude by suggesting that the experiments of platform workers with new forms of power and organisation, particularly in the Global South, are important to follow in the Global North.
Global labor flow network reveals the hierarchical organization and dynamics of geo-industrial clusters in the world economy

Abstract:Groups of firms often achieve a competitive advantage through the formation of geo-industrial clusters. Although many exemplary clusters, such as Hollywood or Silicon Valley, have been frequently studied, systematic approaches to identify and analyze the hierarchical structure of the geo-industrial clusters at the global scale are rare. In this work, we use LinkedIn's employment histories of more than 500 million users over 25 years to construct a labor flow network of over 4 million firms across the world and apply a recursive network community detection algorithm to reveal the hierarchical structure of geo-industrial clusters. We show that the resulting geo-industrial clusters exhibit a stronger association between the influx of educated-workers and financial performance, compared to existing aggregation units. Furthermore, our additional analysis of the skill sets of educated-workers supplements the relationship between the labor flow of educated-workers and productivity growth. We argue that geo-industrial clusters defined by labor flow provide better insights into the growth and the decline of the economy than other common economic units.

Abstract:Because tens of millions of Chinese industrial workers make up the backbone of the global information economy, whether Chinese ICT workers will unite domestically and internationally is a question of historic and political-economic significance. Although this question cannot be fully answered, it is important, as a first step towards a tentative evaluation, to examine recent cases of labour activism. Following bits and pieces of information about labour actions in the aftermath of the global economic downturn, this paper tries to trace new features of labour activism and to make sense of recent episodes of labour activism within broader changes in the labour market, the official trade union, and regional production networks.

Abstract:The article develops a novel conceptualisation of labour unrest and trade unionism in the platform economy, extending current understandings in two ways. First, we situate platform work historically, in the longue durée of paid work under capitalism. Secondly, we introduce a consideration of social structure into debates on union practices often framed in terms of agency. Building on Silver and the Webbs, we highlight the importance in platform work of associational power over structural power; legal enactment over collective bargaining; and geographical over workplace unionism. While mainly a theoretical article, we draw on empirical evidence from research into platform work over five years, comprising interviews, case study, observation and documentary analysis. We conclude that platform labour unrest and unionism bear marked similarities with 19th century forms rather than the 20th century models that often dominate industrial relations perspectives. Consequently, unions organising platform workers should consider adapting their approach accordingly.
Wealth and poverty in mining Africa: migration, settlement and occupational change in Tanzania during the global mineral boom, 2002–2012

Abstract:This article interrogates place, process and people's quest for enhanced welfare during the 2002–2012 global mineral price boom in northwest Tanzania. Mass in-migration of miners, traders and service providers generated diversified residential settlements. Processes of occupational change and urbanization, catalyzed by acquisition of employment, land, housing and other possessions at six contrasting mining locations were compared from a geo-social perspective. Our surveyed gold and diamond mining sites represented different manifestations of the mining trajectory namely: (1) artisanal rushes, (2) mature artisanal and (3) industrial mining. The article investigates who benefitted locationally and who lost in residents' scrambles to gain improved living standards. Survey data on 216 household heads' occupations, educational backgrounds, consumption and investments were collected, followed by construction of a household welfare index, revealing modest welfare improvements relative to rural consumption norms for the majority of interviewed resident households. However, in line with Picketty's theoretical insights, extreme material inequality surfaced on the welfare spectrum between the outlier affluent and poor quintile groups. Those with higher educational attainment enjoyed superior welfare and occupational status, coalescing towards middle class formation. At the opposite end, single female-headed households stood out as extremely disadvantaged, handicapped by high child dependency ratios and occupational immobility.

Abstract:Abstract Global trade is often understood by trade union officials to be an abstract policy-level issue without a direct role for workers or shop floor influence. As the UK establishes an independent trade policy in the wake of Brexit, this article explores the concept of strategic supply chain organizing as the basis for a shop steward-led strategy to counter the industrial impact of trade. Based on interviews with Unite shop stewards and work with the union’s Research Department, this article explores efforts within Unite the Union, the largest private and public sector trade union in the UK and Ireland, to advance such a strategy through the union’s activist shop stewards and democratic structures. While considering the limitations of existing union approaches to trade issues as well as the challenges of developing such a strategy within the context of a large multisector trade union, the article puts forward a methodology of applied industrial research rooted in the principles of workers’ inquiry and supply chain solidarity. Taken together, the article considers the potential for new collaboration between the union’s shop stewards within supply chains to more fully realize their latent collective industrial power.
From Grounded Skills to Sky Qualifications: A Study of Workers Creating and Recreating Qualifications, Identity and Gender at an Underground Iron Ore Mine in Sweden

Abstract:Over a period of 50 years at Kiruna iron ore mine in the far north of Sweden we can see a transformation of work from underground to remote control at surface level. What characterized the old underground workface was the close relation between man and the hard rock centred on arduous physical work under dangerous conditions. Today, the face miners are located ‘up in the sky’ on the seventh level of an office building close to the mine. The workers leave their job at the end of the shift just as clean as when they arrived. The contact with the hard rock is mediated by machines controlled by remote control technology. The modern technology has created a new type of work - new in terms of competencies and knowledge as well as workload. The purpose of this article is to reflect on the technical development of underground mining in Kiruna and to consider the implications it has had on qualifications, identity and gender. There is an emerging, and in many aspects already evident, knowledge transformation - from the old and obsolete physical and tacit knowledge and skills (for example the ability to ‘read the rock’) to something new which can be described as abstract knowledge. But the old culture still provides an important context for workplace learning and the construction of identity and gender. This is associated with a degree of ‘worker identity lag’ and to difficulties in adapting attitudes and norms to the demands and structures that result from the new technology and the new work tasks. The new forms of work in the mine have less need for the traditional mining competencies, attitudes and ideals. The traditional workplace culture and its ‘macho style’ have also been challenged. Workers have to find new ways to learn and to develop a workplace culture more attuned to a new type of worker identity and masculinity.

Abstract:Objective/Context: The paper provides a comprehensive overview of Latin American mining history, exploring cross-pollination opportunities between mining historians and scholars of the emerging field of the history of capitalism. The analysis spans from the region’s integration into global markets during the 1500s to the twilight of export-led growth in the early twentieth century. Methodology: The study builds on an overview of both classic and contemporary literature, offering new insights into understanding existing data on mining history within a global context. By incorporating perspectives from geology, ecology, and economics, the article investigates the connections between specific mineral deposits and different paths of capitalistic development across Latin America. Originality: The paper sketches some of the gaps in the analysis of global and local flows of minerals and comments on notable contributions to the broader field of Latin American history. It introduces innovative approaches for the study of output cycles, geological and ecological endowments, technological spillovers, and mining economics. Conclusions: First, the existing literature has predominantly focused on precious metals, with few scholars studying non-precious metals and non-metallic minerals. Second, the narratives surrounding mining history have been primarily centered on silver, overshadowing the significance of bimetallism in understanding the emergence of global capitalism. Thirdly, examining the microeconomic dynamics of mining in the region may present fresh opportunities to explore the impact of mining on sectoral and managerial transformations. Finally, studies of the two-way interaction of capitalism and mining need to include research on the energy and environmental systems that underpinned mineral extraction and production.

Abstract:This article examines the relations between workplace and local labor regimes, global production networks (GPNs), and the state-led creation of expanded markets as spaces of capitalist regulation through trade policy. Through an examination of the ways in which labor regimes are constituted as a result of the articulation of local social relations and lead-firm pressure in GPNs, the article examines the limits of labor provisions in European Union trade policy seeking to ameliorate the worst consequences of trade liberalization and economic integration on working conditions. The article takes as its empirical focus the Moldovan clothing industry, the leading export-oriented manufacturing sector in the country. Trade liberalization has opened up a market space for EU lead firms to contract with Moldovan-based suppliers, but in seeking to regulate labor conditions in the process of trade liberalization, the mechanisms in place are not sufficient to deal with the consequences for workers’ rights and working conditions. Indeed, when articulated with national state policy formulations seeking to liberalize labor markets and deregulate labor standards, the limits of what can be achieved via labor provisions are reached. The EU’s trade policy formulation does not sufficiently take account of the structural causes of poor working conditions. Consequently, there is a mismatch between what the EU is trying to achieve and the core labor issues that structure social relations in, and labor regimes of, low-wage labor-intensive clothing export production for EU markets.

Three labour governance mechanisms for addressing decent work deficits in global value chains

Abstract:<p>The GVC literature has identified six governance mechanisms for addressing decent work deficits (Gereffi and Lee 2016). Building on this work, this article argues that since decent work deficits are often the result of power imbalances in GVCs, the most effective governance mechanisms are those that mitigate these asymmetries. Three such mechanisms are: 1. Public governance, because it brings in the power of the state; 2. Labour‐centric governance, because it brings in the power of collective organization and bargaining; and 3. Transnational multi‐stakeholder binding agreements, because they entail employer‐labour co‐governance and legal consequences for violators. The labour governance mechanism that most effectively address decent work deficits will differ depending on variations in gaps in national labour relations regimes, and it will be shaped by patterns and strategies of worker resistance.</p>

Abstract:Abstract Trade unions in Zambia and in several other developing countries have been understood to create ‘detribalising’ class consciousnesses. In contrast, we argue that Zambian understandings of unionism have developed through similar political economic processes to those that generated ‘tribes’. Values and structures that enable concepts of the good life more commonly found among Bemba speakers and Eastern Zambians have been naturalised into Zambia’s mining unions, guiding union policy and practice in a manner which limits North Western Zambians’ union participation. Utilising Lazar's (2018) understanding of unionism as kinship, we explore how Zambians of various tribes attempt to utilise unions to achieve what they see as human flourishing and social justice. We foreground that people’s understandings of the good life frequently incorporate gendered and gerontocratic hierarchies and we demonstrate that intra-national unionisms are co-created through (and influence) local cultural norms and political histories. This encourages anthropologists of trade unionism to ask what values and hierarchies are rendered invisible in other union ‘families’, and to explore intertwinements between unions and communities enabled through kinship, rather than through Civil Society Organisations.

Abstract:The increased digitalization of work results in practices that are increasingly networked and knowledge-based. As such, we need to continuously inquire how digital technology leads to changes in work and not be content knowing that it leads to change. This paper contributes to advancing such knowledge through an analysis of digitalized condition-based maintenance of machinery in a Swedish iron ore mine. Drawing on the distinction between digital representation and digital meditation figurations of human and material agency, we analyze how the distributed network of workers used a diverse portfolio of digital technologies to make complex knowledge-based decisions on when and how to maintain the mining machinery. We combine these empirical insights with extant literature to advance a new theoretical perspective on how key characteristics of digital technologies are implicated in networked, knowledge-based work practices.

Abstract:The development and testing of ergonomics and safety audits for small and bulk bag filling, haul truck and maintenance and repair operations in coal preparation and mineral processing plants found at surface mine sites is described. The content for the audits was derived from diverse sources of information on ergonomics and safety deficiencies including: analysis of injury, illness and fatality data and reports; task analysis; empirical laboratory studies of particular tasks; field studies and observations at mine sites; and maintenance records. These diverse sources of information were utilised to establish construct validity of the modular audits that were developed for use by mine safety personnel. User and interrater reliability testing was carried out prior to finalising the audits. The audits can be implemented using downloadable paper versions or with a free mobile NIOSH-developed Android application called ErgoMine. Practitioner Summary: The methodology used to develop ergonomics audits for three types of mining operations is described. Various sources of audit content are compared and contrasted to serve as a guide for developing ergonomics audits for other occupational contexts.

Abstract:OCCUPATIONAL APPLICATIONSWork-related Musculoskeletal Disorders (WMSDs) are prevalent in many industries worldwide, including the large and labor-intensive mining sector. A systematic review was carried out to understand problems in the mining sector issues from three broad perspectives: 1) the prevalence of WMSDs among miners; 2) the association of occupational, psychosocial, environmental, and other risk factors with WMSDs causation; and 3) ergonomics interventions already proposed or implemented, and scope for design interventions. Our review revealed that automation, job aids, and displays are methods suitable for ergonomic design interventions. Ergonomic intervention strategies at various hierarchical levels, and the successive way forward as proposed in our review, could act as a catalyst in formulating problem-specific solution strategies by the participation of diverse stakeholders to implement a more human-centric workplace.Work-related Musculoskeletal Disorders (WMSDs) are prevalent in the mining sector. While there are numerous factors responsible for the occurrence of WMSDs in this labor-intensive sector, research pertaining to ergonomic design interventions that address various causative factors has not been thoroughly addressed.We aimed to present an overview of WMSDs in the mining sector, along with plausible intervention strategies in diverse task contexts as suggested by earlier researchers. We also sought to identify the prominent research gaps and propose a way forward to formulate context-specific solutions by involving all stakeholders.Relevant research publications were identified from electronic databases (Google Scholar and ScienceDirect) using appropriate search terms applicable to the mining sector and WMSDs. The literature search was restricted to journal papers, conference proceedings, books, reports, and relevant websites in the English language published between 1990 and 2020.Information extracted from the literature review was categorized under three broad topics: 1) the prevalence of WMSDs among miners; 2) associations of psychosocial, occupational, environmental, and other risk factors with WMSDs; and 3) ergonomics interventions in the mining sector. Following the systematic literature review, we outline ergonomics intervention strategies at various levels and provide future research directions to assist all stakeholders in implementing appropriate and context-specific ergonomics design interventions to provide a more human-centric workplace.Based on our findings, it is evident that there is an urgent need for formulating and applying job-related ergonomics design intervention plans for occupational safety and well-being of miners in the mining sector.

Abstract:Economic and Industrial Democracy, Ahead of Print. In contemporary literature, bargaining is often construed as an instrument in the hands of the employer, a practice that is sustained by undermining worker solidarity and promoting interests of privileged unionized workers at the expense of other workers. This article challenges such narratives by foregrounding the idea of solidarity and highlighting the complex interplay of solidarity emanating from the multiple ways consciousness about worker identity plays out. Drawing on the literature on new social movements (NSM) and industrial relations (IR), the article shows that the relevance of bargaining is not merely confined to instrumental economic goals but extends to politically constitutive action. In the process of bargaining the political agency of workers and distinctive articulations of solidarity are identified. This article presents and classifies three kinds of solidarity that correspond to the three dimensions of political consciousness, namely critical solidarity, limited solidarity and absent solidarity across cases that are shaped by contextual realities of labour politics.

Abstract:There is a growing recognition that the “Rising Powers”, namely the emerging economies, in particular, but not only, China, India and Brazil, whose economic dynamism has begun to transform the contours of the global economy, will bring about radical shifts in global governance. A critical question that arises is how might these countries influence the “rules of the game” that pertain to international trade, particularly those relating to process standards associated with labour conditions and environmental impacts. This special issue provides an initial attempt to address this agenda. This article defines the concept of “Rising Powers” and considers how these economies might challenge the governance of labour and environmental standards. It outlines the objectives of this collection, provides an overview of individual contributions and suggests areas for further research.
The Designers’ Perspective on Autonomous Mining Systems and Sociotechnology

Abstract:Abstract Digitalization and automation technology offer new possibilities to increase productivity and obtain higher levels of autonomy in mining operations. Introducing autonomous systems into mining is not only a technical problem in terms of effectiveness and efficiency, nor a problem of safety in human-automation interactions. The systems also need to be designed and developed so that they foster healthy and attractive working environments. The design and development phase of new mining technology has not been extensively studied previously. To fill this knowledge gap, we investigated technology developers’ basic assumptions about humans and their interactions with the technology they develop. We conducted five semi-structured workshops within an EU funded project concerned with developing digitalization and automation solutions for the mining industry. The data suggests that many critical functions will still be under human control in future mining systems. The results also indicate increased complexity in the interaction between autonomous systems and humans as the technology becomes more advanced. As a result, we suggest that a human perspective, based on sociotechnical principles, should not only be considered in implementing the technology at mines but also in the early conceptual phases of developing and designing the technology. This will ensure healthy and attractive work environments in the future mining industry.
