Abstract:Offshore wind energy has become a hot spot in new-energy development due to its abundant reserves, long power generation time, high unit capacity and low land occupation. In response to the current situation whereby wind energy, and natural and human factors have not been taken into account in the selection of sites for offshore wind-energy-resource development in the traditional "21st Century Maritime Silk Road" region, this paper intends to establish a new risk assessment framework that comprehensively considers the influence of wind resources, the natural environment, and the geopolitical and humanistic environment. The rationality of the new index system and weight determination methods are separately investigated. Some interesting results are obtained by comparing the new framework with traditional frameworks. The results show that the Persian Gulf, the Timor Sea in northern Australia, and the northern part of Sri Lanka in southern India are rich in wind-energy resources and have a low overall risk, making them recommended sites. In addition, unlike the results of previous studies, this paper does not recommend the Somali Sea as a priority area for wind-energy siting due to its high geographic humanity risks.

Abstract:The rapid uptake of renewable energy technologies in recent decades has increased the demand of energy researchers, policymakers and energy planners for reliable data on the spatial distribution of their costs and potentials. For onshore wind energy this has resulted in an active research field devoted to analysing these resources for regions, countries or globally. A particular thread of this research attempts to go beyond purely technical or spatial restrictions and determine the realistic, feasible or actual potential for wind energy. Motivated by these developments, this paper reviews methods and assumptions for analysing geographical, technical, economic and, finally, feasible onshore wind potentials. We address each of these potentials in turn, including aspects related to land eligibility criteria, energy meteorology, and technical developments relating to wind turbine characteristics such as power density, specific rotor power and spacing aspects. Economic aspects of potential assessments are central to future deployment and are discussed on a turbine and system level covering levelized costs depending on locations, and the system integration costs which are often overlooked in such analyses. Non-technical approaches include scenicness assessments of the landscape, expert and stakeholder workshops, willingness to pay / accept elicitations and socioeconomic cost-benefit studies. For each of these different potential estimations, the state of the art is critically discussed, with an attempt to derive best practice recommendations and highlight avenues for future research.

Abstract:The urgency to mitigate the effects of climate change necessitates an unprecedented global deployment of offshore renewable-energy technologies mainly including offshore wind, tidal stream, wave energy, and floating solar photovoltaic. To achieve the global energy demand for terawatt-hours, the infrastructure for such technologies will require a large spatial footprint. Accommodating this footprint will require rapid landscape evolution, ideally within two decades. For instance, the United Kingdom has committed to deploying 50 GW of offshore wind by 2030 with 90--110 GW by 2050, which is equivalent to four times and ten times more than the 2022 capacity, respectively. If all were 15-MW turbines spaced 1.5 km apart, 50 GW would require 7,500 km 2 and 110 GW would require 16,500 km 2 . This review paper aims to anticipate environmental impacts stemming from the large-scale deployment of offshore renewable energy. These impacts have been categorised into three broad types based on the region (i.e., atmospheric, hydrodynamic, ecological). We synthesise our results into a table classifying whether the impacts are positive, negative, negligible, or unknown; whether the impact is instantaneous or lagged over time; and whether the impacts occur when the offshore infrastructure is being constructed, operating or during decommissioning. Our table benefits those studying the marine ecosystem before any project is installed to help assess the baseline characteristics to be considered in order to identify and then quantify possible future impacts.

Before the construction of solar or wind plants, it is crucial to thoroughly investigate their environmental impact. This study conducts a comprehensive review of literature to summarize how solar and wind energy systems affect factors such as land use, water consumption, biodiversity, visual and noise impacts, health considerations, and microclimate effects. While the benefits of these renewable energies are substantial, there may be negative perceptions hindering their widespread adoption in certain regions. This review provides a critical and comprehensive analysis of the environmental impact of solar and wind energy, serving as a valuable resource for conducting thorough environmental impact assessments. It also offers insights for developers, policymakers, and decision-makers involved in planning future solar and wind projects.

Abstract:Long-term sustainable development of European offshore wind energy requires knowledge of the best places for installing offshore wind farms. To achieve this, a good knowledge of wind resources is needed, as well as knowledge of international, European, and national regulations regarding conflict management, marine environment conservation, biodiversity protection, licensing processes, and support regimes. Such a multidisciplinary approach could help to identify areas where wind resources are abundant and where conflicts with other interests are scarce, support measures are greater, and licensing processes are streamlined. An overview of offshore wind power studies at present, and of their future projections for the 21st century, allows for determining the optimal European locations to install or maintain offshore wind farms. Only northern Europe, the northwest portion of the Iberian Peninsula, the Gulf of Lyon, the Strait of Gibraltar, and the northwest coast of Turkey show no change or increase in wind power, revealing these locations as the most suitable for installing and maintaining offshore wind farms in the future. The installation of wind farms is subject to restrictions established under international law, European law, and the domestic legal framework of each EU member state. Europe is moving toward streamlining of licensing procedures, reducing subsidies, and implementing auction systems.

Abstract:<p>Offshore wind and wave energy resources are possibly the last significantly untapped renewable energy resource, and could play a significant role in mitigating the impacts of climate change via the generation of renewable electricity. While often considered independently, there are significant technical advantages to co-deployment of wave and offshore wind technologies, and will be future competition for limited marine real estate, so there is a distinct need to development holistic assessments of these offshore resources. Currently, offshore wind and wave energy resource assessments have been conducted as independent parallel processes, with little interaction with regard to best practices, lessons learnt, or opportunities to create compatible methodologies for future utilization by the broader marine energy sector. Based on the latest technical specifications from the International Electrotechnical Commission, and the highest fidelity publicly available datasets, the offshore wind and wave conditions at the PacWave site off Oregon, USA were quantified. At the 70m depth site, the results clearly show a significant untapped energy resource an annual average wave energy flux of ∼35 kW/m and a mean average wind speed of 7.8 m/s; suitable for significant offshore wind (fixed and floating) and wave energy technology deployment The offshore wind and wave energy resources both show significant seasonal variation, with offshore wind also featuring a consistent daily profile during summer. Finally, opportunities and challenges associated with developing a holistic assessment of offshore marine energy resources were discussed and recommendations provided.</p>

Abstract:The maritime environment is the setting for a variety of economic activities, such as offshore wind energy, aquaculture, salt extraction, and oil and gas platforms. While some of these activities have a long-term presence, others require decarbonization as they head towards their demise. In this context, the aim of this study is to develop a methodology to replace the electrical energy from offshore high-emission industrial processes with clean electricity generated by offshore wind energy. The proposal is structured in three phases: initiation, which involves the collection of quantitative, technical, and geospatial information of the study area; indicators, where the main indicators are calculated, and the best alternative is selected using multi-criteria evaluation methods; and finally, short-, medium-, and long-term scenarios are proposed. The methodology is evaluated in Spain, and the best alternative, which has a nominal power of 225 MW, is capable of avoiding up to 1.44 MtCO2 by 2050.

Abstract:Deploying onshore wind energy as a cornerstone of future global energy systems challenges societies and decision-makers worldwide. Expanding wind energy should contribute to a more sustainable electricity generation without harnessing humans and their environment. Opponents often highlight the negative environmental impacts of wind energy to impede its expansion. This study reviews 152 studies to synthesize, summarize, and discuss critically the current knowledge, research gaps, and mitigation strategies on the environmental impacts of onshore wind energy. The investigated effects comprise impacts on the abiotic and biotic environment, with birds and bats in particular, noise and visual impacts. Effects are discussed in the context of social acceptance, other energy technologies, and wind energy expansion in forests. This review illustrates that many effects are highly case-specific and must be more generalizable. Studies are biased regarding the research focus and areas, needing more standardized research methods and long-term measurements. Most studies focus on the direct mortality of birds and bats at wind farms and are concentrated in Europe and North America. Knowledge gaps persist for many impact categories, and the efficacy of mitigation strategies has yet to be proven. More targeted, unbiased research is required that allows for an objective evaluation of the environmental impacts of wind energy and strategies to mitigate them. Impacts, such as those on biodiversity, need to be addressed in the context of other anthropogenic influences and the benefits of wind energy. This forms the basis for a socially acceptable, efficient, and sustainable expansion of wind energy.

Abstract:Energy generated by land-based wind power is expected to play a crucial role in the decarbonisation of the economy. However, with the looming biodiversity and nature crises, spatial allocation of wind power can no longer be considered solely a trade-off against local disamenity costs. Emphasis should also be put on wider environmental impacts, especially if these challenge the sustainability of the renewable energy transition. We suggest a modelling system for selecting among a pool of potential wind power plants (WPPs) by combining an energy system model with a GIS analysis of WPP sites and surrounding viewscapes. The modelling approach integrates monetised local disamenity and carbon sequestration costs and places constraints on areas of importance for wilderness and biodiversity (W&B). Simulating scenarios for the Norwegian energy system towards 2050, we find that the southern part of Norway is the most favourable region for wind power siting when only the energy system surplus is considered. However, when local disamenity costs (and to a lesser extent carbon costs) and W&B constraints are added successively to the scenarios, it becomes increasingly beneficial to site WPPs in the northern part of Norway. We find that the W&B constraints have the largest impact on the spatial distribution of WPPs, while the monetised costs of satisfying these constraints are relatively small. Overall, our results show that there is a trade-off between local disamenities and loss of W&B. Siting wind power plants outside the visual proximity of households has a negative impact on W&B.

Abstract:Continued dependence on imported fossil fuels is rapidly becoming unsustainable in the face of the twin challenges of global climate change and energy security demands in Europe. Here we present scenarios in line with REPowerEU package to identify Renewables Acceleration Areas that support rapid renewable expansion, while ensuring minimal harm to places important for biodiversity and rural communities. We calculated the area needed to meet renewable energy objectives under Business-as-Usual (BAU) and Low-conflict (LCON) development scenarios within each country, providing a broad overview of the potential for renewable energy generation to reduce impacts when development is steered toward lower conflict lands. Our analysis shows that meeting renewable energy objectives would require a network of land-based wind turbines and solar arrays encompassing upwards of 164,789 km 2 by 2030 and 445,654 km 2 by 2050, the latter roughly equivalent to the land area of Sweden. Our results highlight that BAU development patterns disproportionately target high-conflict land cover types. By 2030, depending on the development pathway, solar and wind development are projected to impact approximately 4,386–20,996 km 2 and 65,735–138,454 km 2 of natural and agricultural lands, respectively. As renewable energy objectives increase from 2030 to 2050 impacts to natural and agricultural lands also increase, with upwards of 33,911 km 2 from future solar development and 399,879 km 2 from wind development. Despite this large footprint, low-conflict lands can generate substantial renewable energy: 6.6 million GWh of solar and 3.5 million GWh of wind, 8–31 times 2030 solar objectives and 3–5 times 2030 wind objectives. Given these patterns, we emphasize the need for careful planning in areas with greater impact potential, either due to a larger demand for land area or limited land availability. Top-emitting countries with large renewable energy objectives (Germany, Italy, Poland, France, Spain) and those with limited flexibility in meeting objectives on low-conflict land (Albania, Slovenia, Montenegro, Hungary, Croatia, Serbia, Bosnia Herzegovina, Finland, Greece, Portugal, and Norway) should be priorities for country-level customizations to guide low-conflict siting and avoid disproportionate impacts on high-value areas.

Abstract:In context of increasing use of renewable sources, it is of importance to correctly evaluate the actual sustainability of their implementation. Emergy analysis is one of the possible methods useful for such an assessment. This work aims to demonstrate how the emergy approach can be used to assess the sustainability of wind energy resource in Europe. The Emergy Index of Sustainability (EIS) and the Emergy Yield Ratio (EYR) are used to analyze 90 stations of European regions for three types of wind turbines. To do so, the simplified Chou wind turbine model is used for different set of parameters as: nominal power and size of the wind turbines, and cut-in and cut-out wind speeds. Based on the calculation of the emergy indices, a mapping is proposed to identify the most appropriate locations for an implementation of wind turbines in European regions. The influence of the wind turbine type on the sustainability is also analyzed, in link with the local wind resource. Thus, it is concluded that the emergy sustainability indices are sensitive to the wind turbine design parameters (size, cut-in and cut-out wind speed).

Abstract:This paper aims to study the current regulation and governance of wind energy turbines on the high seas and detect regulatory challenges. We focus on the existing regulatory framework to develop marine wind farms in areas beyond national jurisdiction (ABNJ), the nature of wind farms and wind turbines in said areas, and which governance schemes and institutions ought to coordinate and regulate any future marine wind energy development. Our research shows that under public international law, the deployment of wind turbines on (most parts of) the high seas for all States is possible, but many issues still remain, either thinly regulated or unanswered. We inquire where, by whom, and how can marine wind parks be built on the high seas according to public international law and the United Nations Convention on the Law of the Sea (the LOSC). Lastly, we evaluate the possible role of marine spatial planning (MSP) in developing wind energy on the high seas.

Abstract:The exploitation of renewable energy resources is an effective option to respond to climate change challenges. Wind energy can be exploited more efficiently and effectively than any other renewable energy source. By switching from onshore wind energy projects to offshore, the positive aspects of onshore wind energy remain and, at the same time, no valuable onshore area is occupied, while their efficiency (e.g., capacity factor) is increased. Greece has a rich wind potential and the maritime region of Thrace is one of Greece's maritime regions with the greatest potential for the development of offshore wind energy. The aim of the present paper is to identify the most appropriate sites for the deployment of offshore wind farms in the region of Thrace. The methodology includes (i) the delineation of the study area and the definition of the support structure of the wind turbine, (ii) the identification of seven (7) exclusion and fifteen (15) assessment criteria, (iii) the suitability analysis under five different zoning scenarios (equal weight, environmental, social, techno-economic, and researchers' subjective), and (iv) the micro siting and qualitative assessment of the most suitable sites based on energy, environmental, social, and economic criteria. The methodology is based on the combined use of Geographical Information Systems (GISs), specifically ArcGIS Desktop version 10.8.1, wind assessment software tools (WaSPs), specifically WaSP version 12.8, and multi-criteria decision-making methods. The results of the paper illustrate that the optimal suitability area that is proposed for offshore wind farm deployment is located at the easternmost end of the Greek part of the Thracian Sea. The planning and the deployment of offshore wind farm projects should follow a holistic and environmentally driven approach to ensure the integrity of all habitats and species affected.

Abstract:Government and commercial forecasts indicate global ambitions for 2000 GW of installed offshore wind (OW) by 2050 to meet the targets of the Paris Agreement. Set against a current global installed capacity of 56 GW offshore wind, which has taken over 30 years to achieve, the challenge of installing 35 times that capacity in the coming 30 years is considerable. Aside from the issue of the necessary pace of OW installation, another challenge is scale: Where in the ocean could and should this new infrastructure be placed? This paper presents a spatial analysis approach for assessing the location of future offshore wind that collates and integrates, metocean, geoscience, ecological and anthropogenic features and intersects with engineering requirements. A new contribution to the field is made through calibration in relation to current ocean 'crowdedness', which leads to a suitability ranking of new sea regions. A case study is presented to illustrate the workflow and methodology of this approach based on the United Kingdom (UK)-Economic Exclusive Zone (EEZ). The UK has been selected as an exemplar due to its well-developed offshore wind sector, having the greatest installed capacity globally until the close of 2021, and as a region with ambitious and legislated offshore wind targets to meet net zero. The modelling and analysis quantify the need to eliminate the water depth barrier through floating OW technology, open up new sea regions and the associated port and grid infrastructure, as well as to assess the potential impact of increased utilisation of ocean space for OW.

Abstract:We diagnosed on status and problems of environmental assessment regarding development of offshore wind power, and also on reasonable core assessment items. Most of the coastal wind power are located on the western coastline of Korea and Jeju Island. In the selections of the site for the offshore wind farms, a previous investigations should be conducted with regard to distances from the land, stabilities from external forces (tide, wave, etc.) and topographical changes, and characteristics of the surroundings (distributions of protected area, fishing ground, artificial seagrasses, and shipping traffic). It is needed to assess dispersion of suspended solids, changes of the sea bottom, and impacts on fisheries resources and fishing activities under construction of offshore wind power. Furthermore, the responses of marine organisms to noise and vibration, impacts by electromagnetic fields, impacts on sea birds, hindrances to sea lane routes, and damaged scenery and marine protection areas are thoroughly assessed during operation processes. Balancing Stakeholders' Perspectives for Sustainability: GIS-MCDM for Onshore Wind Energy Planning

Abstract:This study supports Jamaica's renewable energy implementation strategies by providing updated wind atlases and identifying suitable locations for future wind farms. Using a GIS-based Analytic Hierarchy Process with multi-criteria decision-making (AHP-MCDM), this research integrates stakeholders' opinions, environmental considerations, and technical factors to assess land suitability for wind energy development. The analysis reveals that Jamaica has the potential to increase its wind power output by 8.99% compared to the current production of 99 MW. This expansion could significantly contribute to offsetting fossil fuel-based energy consumption and reducing carbon dioxide emissions. It identifies sites across several parishes, including Westmoreland, Clarendon, St. Mary, and St. James, as highly suitable for utility-scale wind farm development. By providing detailed spatial information and estimated energy outputs, this research offers valuable insights for energy planners, investors, and policymakers to create sustainable energy policies and advance Jamaica's 50% renewable energy goal by 2030.
