Abstract:Review of Public Personnel Administration, Ahead of Print. Enhanced communication technologies increasingly allow us to work anytime and anywhere. Many organizations have moved from traditional offices to flexible workplaces in which employees are allowed to vary their work hours and work at different locations both outside and inside the office. So far, findings are inconclusive regarding the effects of teleworking and few studies have examined its use by employees. Our study, which addresses the pre-COVID-19 context, is based on COR theory and explores how employees working in a Dutch public sector organization (N = 873) use teleworking and what the consequences of this are for individual perceived performance. With respect to teleworking, we focus on time spent working from home and time spent working elsewhere. To test hypotheses, we conducted SEM in AMOS using a two-step approach. Mediation analysis showed that the paths from teleworking to performance via autonomy and work-life balance satisfaction were significant for working from home.

Abstract:After the considerable excitement caused by COVID-19 and the first telework measures, many management issues became apparent and some questions quickly arose, especially about efficiency of employees' work and conditions for successful telework adoption. This study focuses on the following questions: what is the new interest to telework for employees and what are the potential reasons for this? How much employees feel able to do their work remotely now and why? To answer these questions, we conducted a survey over several weeks, that involved employees coming from different industries (N=170), in order to collect their experience, skills and motivations for teleworking. The results show that adoption of telework is real for the respondents. Those who have experienced it present a strong motivation and a real capacity to use it, with almost no technological barriers. The theoretical model that we used, based on Technology Acceptance Models (TAM), has highlighted an important new factor of telework adoption: time saved in commuting. The study points out that adoption of telework could be sustainable for both public and private organizations, and this requires a critical examination and discussion.

Abstract:Studies of teleworking and well-being increased dramatically during the COVID-19 pandemic. This article aims to provide an overview of this emerging body of knowledge. Following the PRISMA guidelines, we performed a scoping review using Social Sciences Citation Index (Web of Science), Sociological Abstracts (PROQUEST), and SocINDEX with full text (EBSCOhost). Articles published in English up to December 2022 were included. The result was a total of 2695 potentially relevant studies. After a double-screening procedure, 132 studies were chosen for data extraction. A content analysis was carried out to provide a summary of the social mechanisms linking teleworking to indicators of well-being related to mental health and quality of life. A complex picture of variables emerges on the impact of teleworking through direct or indirect mechanisms and a number of interactions with worker's characteristics. First, the features of the environment matter, as it affects well-being, for example, depending on a better digital infrastructure, access to daylight and sufficient space. Second, it is not only a question of "where" we telework, but also "how much". The advantages of a hybrid mode seem to be emerging to avoid an excessive lack of in-person social interaction, while offering greater flexibility in organizing daily life and reducing commuting times. Third, beyond the modalities of teleworking per se, it is key to take into account how these interact with workers' personalities, their choices and preferences, which are often dictated by the stage of life they are in, e.g., parenting and career stages. In sum, the literature suggests that a straight answer on the positive or negative effects of teleworking is neither useful nor necessary. Multiple answers are possible to unveil the specific working arrangements that makes workers' lives better according to their different needs. It seems essential to continue research on teleworking away from the exceptional stressors of the COVID-19 pandemic, which have greatly skewed the evidence on the detrimental effects of teleworking. Planning more complex research designs using longitudinal data and network analyses could improve understanding of how teleworking is changing careers, lifestyles and social relationships.

Abstract:Purpose Telework has been widely used during the COVID-19 pandemic. However, distance work performed through teleworking may hinder organisational operations in public services owing to lower-than-expected work performance. This research paper aims to explore how teleworking relates to work performance and flexibility during the COVID-19 pandemic. Design/methodology/approach The sample included 178 managers and employees in public services. The relationships between the variables were evaluated using linear regression. Findings The findings indicated that telework affected work performance in public services in different ways. This research also explored the relationship between work performance and work flexibility. The findings revealed that telework had not improved the efficiency of public service work performance; however, the implementation of flexible work schedules owing to teleworking has improved the work performance of public services. Research limitations/implications This study only focussed on organisations operating in the public services in Greece. Practical implications Teleworking in public services may negatively affect organisational operations due to lower-than-expected work performance. Social implications This study could assist managers by showcasing that telework may be better implemented to improve work performance through work flexibility rather than as organisational change. Originality/value This novel research aims to gain a better understanding of the impact of telework on factors such as work performance and flexibility.

Abstract:The advent of technologies that enable virtual work arrangements brings with it a challenge to managers: do they trust their employees to work outside of their presence? A perceived loss of control and a sense of being taken advantage of, may be experienced by a manager as employees disappear from the manager's daily gaze. To enable the transition of employees to virtual work arrangements, managers who work in bureaucratic organizations that value a high degree of control and stability may need to change their management style to accommodate new methods of employee communication and interaction. Alternately, corporate cultures well suited for the transition value results and are characterized as having the atmosphere of trust (a shared emotional understanding about who is to be trustee based on compatible values and open communications/attitudes). Telecommuting, as one form of virtual work arrangement, provides a prime opportunity to look into the management attitudes and corporate cultures that may hinder the transition of workers into remote settings. The study of telecommuting among information technology (IT) professionals suggests that management trust of employees, the ability to secure the technology involved, a rational culture, and a group culture, which emphasizes human resources and member participation, facilitate telecommuting implementation. Thus the study offers strong support for the important role of trust, security, and culture in the implementation of virtual work arrangements.

Abstract:Purpose The disruptions brought by COVID-19 pandemic compelled a large part of public sector employees to remotely work from home. Home-based teleworking ensured the continuity of the provision of public services, reducing disruptions brought by the pandemic. However, little is known about the implications of telecommuting from home on the ability of remote employees to manage the work-life interplay. The article adopts a retrospective approach, investigating data provided by the sixth European Working Conditions Survey (EWCS) to shed lights into this timely topic. Design/methodology/approach An empirical, quantitative research design was crafted. On the one hand, the direct effects of telecommuting from home on work-life balance were investigated. On the other hand, work engagement and perceived work-related fatigue were included in the empirical analysis as mediating variables which intervene in the relationship between telecommuting from home and work-life balance. Findings Home-based telecommuting negatively affected the work-life balance of public servants. Employees who remotely worked from home suffered from increased work-to-life and life-to-work conflicts. Telecommuting from home triggered greater work-related fatigue, which worsened the perceived work-life balance. Work engagement positively mediated the negative effects of working from home on work-life balance. Practical implications Telecommuting from home has side effects on the ability of remote workers to handle the interplay between work-related commitments and daily life activities. This comes from the overlapping between private life and work, which leads to greater contamination of personal concerns and work duties. Work engagement lessens the perceptions of work-life unbalance. The increased work-related fatigue triggered by remote working may produce a physical and emotional exhaustion of home-based teleworkers. Originality/value The article investigates the side effects of remotely working from home on work-life balance, stressing the mediating role of work engagement and work-related fatigue.

Abstract:In 2022, the pandemic showed the first signs of diminishing the virulence and lethality of the coronavirus and its variants. Gradually, workers had to re-adapt from mandatory teleworking into a massive comeback to face-to-face work, while some preferred to stay home office. Through extensive archival research, this research investigated the different types of work and their influence on Psychological Well-Being (PWB) in the Brazilian IT industry. Key findings revealed psychological fallout caused by the pandemic, affecting not only the workers’ performance but also the way workers should work. Some prefer staying home due to fewer distances traveled and lower mobility costs, for instance. In contrast, others prefer face-to-face work because it facilitates communication and meetings, helps establish trust, facilitates clarity in conversations, and saves time during the workday. Finally, we found evidence that face-to-face work also helps improve satisfaction and PWB.

Abstract:This study examines the impact of crisis‐induced telework during the COVID‐19 pandemic 2020 on public sector employees' job satisfaction (JS) and retention intention (RI). Analyses of the 2020 Federal Employee Viewpoint Survey data reveal a negative association between the amount of COVID‐induced telework and the federal employees' JS and RI. However, this negative effect is mitigated by offering adequate organizational telework support for mandatory telework during the COVID peak and subsequently decreasing the amount of telework after the peak. Nevertheless, the findings also indicate that solid organizational support for teleworkers during the pandemic's peak can ironically discourage them from returning to the regular work setting even when it is safe, potentially compromising organizational performance—a hidden cost of the organizational support. Still, this hidden cost does not appear to be significant enough to warrant revisions in the level of crisis‐specific organizational support.

Abstract:Abstract Objectives (1) assessing the effectiveness of resource allocation in the public utility sector groups during remote work, (2) examining the efficiency of remote work compared to stationary work from the entire public utility organization point of view. Methodology To operationalize the research aim, ten research questions (RQ1-RQ9) and a research hypothesis (H1) were prepared for the identification of the effectiveness of resource allocation (Table 1). H1. If remote work improves time management effectiveness for daily tasks, employees are willing to invest their resources to work remotely. Research question RQ10 was prepared to achieve this goal, and the second hypothesis (H2) was formulated. H2. Remote working reduces public utility sector institutions’ resource consumption (utility expenses). Findings (1) remote work requirements do not occupy a significant portion of annual budgets for public utility services, (2) remote work allows reducing the fixed costs of maintaining stationary working in the short term, (3) even if remote work is a cost-effective method for public utility services and decreases indirect employee costs, it has yet to be incorporated successfully. Value added: Consequently, remote work saves resources and is cost-effective for employers. It lowers indirect employee costs (real tax deductible costs) in terms of utility expenses because employees work out of their institutions’ premises in civil and administrative services. In addition, the employer does not finance the psychological and physiological needs of employees adapting to remote work in both services. Recommendations Future research will be essential to assess whether remote work applications have improved in the public utility sector in this regard. Additionally, it would be best practice to conduct a study with a similar research concept in the private sector to compare findings and implementation strategies and offer solutions to the challenges caused by remote work.

Abstract:This study examines the relationships among telework, job satisfaction, and quality of work life among employees in the Peruvian public sector, specifically at the National University Pedro Ruiz Gallo in Lambayeque. Using a quantitative approach with an explanatory scope and a nonexperimental cross-sectional design, data were collected from 194 employees through a structured questionnaire. Structural equation modeling (SEM) was employed to analyze the relationships between variables. The results reveal a positive impact of telework on both job satisfaction (β = 0.389, p < 0.001) and quality of work life (β = 0.323, p < 0.001). Job satisfaction was found to mediate the relationship between telework and quality of work life (β = 0.425, p < 0.001). Additionally, years of work experience negatively moderated the relationship between telework and job satisfaction (β = −0.114, p = 0.017), whereas gender had a positive moderating effect (β = 0.275, p = 0.016). These findings contribute to the understanding of telework dynamics in the public sector and offer valuable insights for tailoring telework policies to maximize employee well-being and organizational effectiveness.

Abstract:Eager to learn from private sector trends, practitioners in (semi)public organizations across the world have recently turned their eyes to the concept of work engagement to improve employee performance. Studies in the private sector show that work engagement is a more robust predictor of performance than, for example, satisfaction. The goal of this study is to find out whether the effects of work engagement on attitudinal, behavioral, and performance outcomes within the semipublic and public sector are also as high as expected and whether these relationships differ between the public, semipublic, and private sector. The results of the cross-sectoral meta-analysis of 130 studies showed that the most noticeable significant sectoral differences can be found in the mean work engagement and the effects of work engagement on the level of attitudinal outcomes (job satisfaction and commitment) and behavioral outcomes (workaholism and turnover intention).

Abstract:Review of Public Personnel Administration, Ahead of Print. This article systematically reviewed the body of literature concerning work engagement in public organizations, aiming to examine the antecedents of work engagement in the public sector. Web of Science and Scopus, two prominent journal databases, were utilized to identify relevant literature. Adopting the Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) approach, a final of 48 articles were systematically analyzed as research samples. The review identified five main themes: organizational and team factors, perceived leadership, job-related experience, individual, and organizational intervention factors. Generally, most studies reviewed emphasized individual and job-design-related factors as antecedents of work engagement in the public sector. Only minimal emphasis has been placed on organizational intervention compared to the other factors. This study also found that most literature addressed a single or a few themes of work engagement antecedents instead of a comprehensive work engagement model comprising all related aspects. This systematic review ends with directions for future studies to aid future scholars.

Abstract:Teleworking, a restructuring of the manner in which work occurs, based on information communication technologies (ICTs), is a promising way of further integrating people with disabilities into the workplace. In contrast to telecommuting, in which the work is primarily shifted in locale, telework is a restructuring of the tasks to be accomplished within the larger work setting which could result in "work" being done remotely, or collaboratively with coworkers (remotely or not) using ICTs. Drawing upon a review of the literature, this paper explores the relationship between telework and people with disabilities. While the advent of telecommuting and subsequently "teleworking" might open increased opportunities for the hiring of people with disabilities, it may also place severe constraints on the type of work, workplace environment and interactions, and accumulation of social capital for people with disabilities. Whereas much of the prevailing literature on telework and disability is often proscriptive in nature and is written with an audience of employers in mind, it is just as important to consider policy options from the standpoint of the employee as well. This paper proposes a number of policy approaches for the creation of an inclusive work environment for teleworkers with disabilities that can minimize, as much as possible, the social isolation faced by teleworkers with disabilities while maximizing their participation within the workplace community. Policy objectives for enhancing telework for people with disabilities fall into three general categories: 1) research, 2) outreach, and 3) interventions.

Abstract:Review of Public Personnel Administration, Ahead of Print. This article aims to analyze workplace dynamics in the public sector under highly disruptive environments. Survey data collected from 1,430 public employees in South Korea reveal that workload and work intensity have increased 13% to 15% on average compared to pre-pandemic conditions. Yet this impact on working conditions seems to be unevenly distributed across the public sector; the proportion of pandemic-affected workforce in each public organization ranged from 10% to 80%. More than 70% reported flexible work arrangements in place to alleviate the disruption, though less than 20% enjoyed access to occupational health and safety consultation to handle this change. We found that baby boomer men, who have the fewest family responsibilities, are most satisfied with flexible work arrangements, while millennial women, with the most domestic commitments, are least satisfied, leaving ample room for improvement. Results of a randomized survey experiment showed that resilience-enhancing Human Resource Management (HRM) practices such as special leave assistance programs influenced civil servants' perceptions of workload and work intensity. Higher levels of satisfaction with resilience-enhancing HRM were found to be associated with lower levels of turnover intention, though this relationship was weaker among employees whose work became too intense or heavy ("numbing effect") under the pandemic.

Abstract:Background: Telework is increasingly prevalent and holds the potential to serve as an accommodation, facilitating inclusion and promoting healthy participation among various segments of the workforce, such as aging employees, individuals with chronic illnesses or those living alone with one or more dependents. Nevertheless, this promising avenue presents management challenges that remain underexplored in the literature. Objective: This study aimed to identify the challenges in telework management related to accommodations, inclusion and the health of workers with life situations entailing specific needs. Methods: We conducted a descriptive interpretative study grounded in Social Exchange Theory, by collecting data through interviews with 9 managers and conducting focus groups involving 16 workers. We used a thematic-analysis approach to analyze the data. Results: We identified seven overarching themes encapsulating management challenges that relate to accommodation (e.g., maintaining a balance between the benefits for the worker and the impacts on the organization) inclusion (e.g., maintaining team cohesion) and health (e.g., managing teleworkers' emotions). Conclusions: The findings underscore the significance of fostering robust social exchanges across hierarchical levels, and they highlight the necessity of equipping managers with the requisite tools to navigate the ethical quandaries arising from accommodation requests.

Abstract:Public Personnel Management, Ahead of Print. The COVID-19 pandemic has accelerated the adoption of flexible work arrangements within the Italian public administration. While much of the existing research has focused on the drawbacks of such arrangements, there has been less exploration of their benefits. Cognitive demands related to the structure of work activities, planning of working hours, planning of workplaces, and coordination with others, under flexible working conditions, might be considered as job resources that act as challenging demands within the Job Demand-Resource (JD-R) model. This study aimed to explore how the "cognitive challenge of flexible work" (CCFW) impact job satisfaction through home-based performance, taking into account the role of weekly working hours on home-based performance. Furthermore, the potential moderating role of cognitive and physical job demands between CCFW and home-based performance was explored. Using structural equation modeling on data from 484 public employees, the findings confirmed the positive impact of the structure of work tasks and planning of working times on both job satisfaction and home-based performance. In addition, cognitive demands (i.e., perception of cognitive work overload) played a moderating role in the mediated relationship between coordinating with others on job satisfaction and the structure of working tasks on job satisfaction through home-based performance.

Abstract:Teleworking has become an increasingly adopted modality in organizations. However, changes in working conditions have led to several challenges regarding its impacts on professionals' health. The aim of this study is to provide a systematic review of the literature about the impact of teleworking on workers' mental health. The PRISMA protocol and VOSviewer were used to identify the main trends from the set of 64 articles. The co-occurrence analyzes showed combined relationships between this new type of work and its effects on workers' health, which resulted in four different clusters and a robust knowledge structure. Furthermore, the findings indicate that working from home has a dualistic nature. This study offers a prominent and promising framework regarding the teleworking impact on workers' health research agenda.

Amid a global pandemic, unprecedented numbers of citizens relied on essential public employees as lifelines for their health, safety, and connectedness to the broader community. These public servants worked tirelessly through collective trauma to ensure their neighbors had what was needed to maintain some semblance of a routine in an otherwise unpredictable environment. This article uses narrative inquiry to examine the implications of the COVID-19 pandemic disruption on the public sector workplace, the quality of work life, and to investigate how employees coped during the crisis. Our research reports on interviews with 43 front-line and behind-the-scenes public employees who describe how they coped, maintained their public service motivation, and worked through increased demands for emotional labor in this new work-life environment. The findings suggest the need for human resources policies that allow for a flexible, reflective, holistic, and person-centered approach.
