Abstract:The growing uses of algorithm-based decision-making in human resources management have drawn considerable attention from different stakeholders. While prior literature mainly focused on stakeholders directly related to HR decisions (e.g., employees), this paper pertained to a third-party observer perspective and investigated how consumers would respond to companies' adoption of algorithm-based HR decision-making. Through five experimental studies, we showed that the adoption of algorithm-based (vs. human-based) HR decision-making could induce consumers' unfavorable ethicality inferences of the company (study 1); because implementing a calculative and data-driven approach (i.e. algorithm-based) to make employee-related decisions violates the deontological principles of respectful employee treatment (study 2). However, this effect was attenuated when consumers had high (vs. low) power distance beliefs (study 3); the algorithm served as assistance (vs. replacement) for human decisions (study 4); or the adoption was framed as employee-oriented (vs. company-oriented) motivated (study 5). Our findings suggested that consumers are aversive to algorithm-based HR decision-making because it is deontologically problematic regardless of its decision quality (i.e. accuracy). This paper contributes to the extant understanding of stakeholders' responses to algorithm-based HR decision-making and consumers' attitudes toward algorithm users.

Abstract:Personality and Social Psychology Review, Ahead of Print. Academic Understanding and reducing intergroup discrimination is at the forefront of psychological research. However, efforts to find flexible, scalable, and durable interventions to reduce discrimination have produced only mixed results. In this review, we highlight one potential avenue for developing new strategies for addressing discrimination: adapting prior research on debiasing—the process of lessening bias in judgment errors (e.g., motivated reasoning, overconfidence, and the anchoring heuristic). We first introduce a taxonomy for understanding intervention strategies that are common in the debiasing literature, then highlight existing approaches that have already proven successful for decreasing intergroup discrimination. Finally, we draw attention to promising debiasing interventions that have not yet been applied to the context of discrimination. A greater understanding of prior efforts to mitigate judgment biases more generally can expand efforts to reduce discrimination.Public Scientists studying intergroup biases are often concerned with lessening discrimination (unequal treatment of one social group versus another), but many interventions for reducing such biased behavior have weak or limited evidence. In this review article, we argue one productive avenue for reducing discrimination comes from adapting interventions in a separate field—judgment and decision-making—that has historically studied "debiasing": the ways people can lessen the unwanted influence of irrelevant information on decision-making. While debiasing research shares several commonalities with research on reducing intergroup discrimination, many debiasing interventions have relied on methods that differ from those deployed in the intergroup bias literature. We review several instances where debiasing principles have been successfully applied toward reducing intergroup biases in behavior and introduce other debiasing techniques that may be well-suited for future efforts in lessening discrimination.

Examining the effectiveness of interventions to reduce discriminatory behavior at work: An attitude dimension consistency perspective

Abstract:Academic interest in reducing discrimination has produced substantial research testing interventions to mitigate biased outcomes. However, disparate findings and a scarcity of studies examining work-related behavioral measures make it challenging to determine which interventions are better suited to reduce workplace discrimination. Derived from the tripartite theory of attitudes and the principle of compatibility, I develop a conceptual model mapping the attitude focus of interventions and code studies in this literature from the past two decades for these common properties. Based on a meta-analysis of 70 articles totaling 208 effect sizes, I test this conceptual model, finding that it helps explain why some interventions to reduce discrimination yield superior outcomes relative to others. In particular, results indicate that passive interventions, such as short-term education or reminders of bias processes, are largely ineffective in shifting behavior. Conversely, the class of interventions that targets behavior directly by attempting to inhibit the manifestation of bias (e.g., making individuals accountable for their decisions or changing social norms) emerged as the most helpful category of interventions in this area. Overall, results support a key prediction of the attitude dimension consistency perspective, demonstrating that aligning the attitude dimension primarily targeted by an intervention and the outcome measured could lead to improved results in this area. Abstract:Behavioral economics is an increasingly influential field across the social sciences, including public administration. But while some behavioral economics ideas have spread rapidly in public administration research, we argue that a broader range of behavioral economics concepts can and should be applied. We begin by outlining some central models and concepts from behavioral economics to fix ideas, including the rational model and the “behavioral” response. We then discuss how a variety of heretofore underutilized behavioral economics concepts can be applied to a specific area of work in public administration – bureaucratic decision making. Our aim in doing so is two-fold. First, we hope to provide fresh food for thought for researchers and practitioners working in the broader behavioral public administration space. Second, we hope to demonstrate that there is substantial scope for expanding behavioral economics’ influence on public administration research.

Abstract:HR research has shown that HR practitioners are influenced by different biases in their decision making. But do they know they are biased? This study looks at blind spots. These findings contribute to behavioural research in HR and practical tips to address workplace bias, whether deliberate or not Recognising and addressing biases is key to a fair and inclusive work environment across the globe whether international, national or local to identify common biases and their impact on the organisation and employees as well as ways to mitigate the unfair outcome. Cultural stereotypes, personal biases and institutionalised practices that unintentionally favour some groups over others are the main sources of HR bias. Gender, race, age and socio-economic status can for example determine who gets hired, evaluated for performance or promoted by employers. Without diversity considerations the result is uniform teams that stifle creativity as marginalisation excludes certain perspectives from consideration through exclusionary means. The impact of HR bias goes beyond individual employees to the organisation as a whole. Biased HR practices can erode trust in management, reduce employee engagement and increase turnover rates. This in turn can harm the organisation's reputation making it less attractive to top talent and potentially lead to legal challenges. Biased decision making can also result in suboptimal talent management where the most qualified candidates are overlooked and the organisation's overall performance is compromised. To address HR bias you need a 3 prong approach, bias awareness training, standardised and transparent HR processes and a culture of inclusion. Organisations need to actively work to identify and mitigate biases in their HR practices to be fair, equitable and utilise human capital optimally.

Abstract:Purpose The purpose of this paper is twofold: to provide a clear picture on the cognitive biases affecting managers’ decision-making process of implementing a performance management system (PMS), and to identify managerial practices, measures and the key challenges to manage the cognitive biases in the corporate strategy. Design/methodology/approach Semi-structured interviews, based on theoretical milestones of performance management and cognitive psychology, gathered from 104 experienced professionals’ evaluations on the likelihood and impact of managers’ cognitive biases in PMS implementation, potential solutions as well as drivers and connected criticalities. Findings Recurring cognitive biases, together with considerable impacts, emerged in the first, and most strategic, phases of the PMS implementation. The authors developed a roadmap to support corporate transition to integrate behavioral strategy into the PMS implementation aiming to achieve economically and efficiently sound performance. Research limitations/implications From the view of proper behavioral strategy affirmation in performance management literature, in a small way, the authors contribute to a desirable taxonomy of cognitive biases so differentiated decision-making scenarios may be built to compare results and draw new observations. Behavioral studies could transversally connect the cognitive biases of performance management to actors’ sociodemographic features and personality types. Practitioners may check biases affecting their organizations by means of the questionnaire and, consequently, adopt the framework illustrated to reduce them. Originality/value Performance management literature has constantly investigated positive and negative behavioral factors related to the PMS. This study, instead, makes a theoretical and methodological contribution to the PMS implementation as a decision-making process. The authors propose a theoretical framework that integrates cognitive psychology insights and applies measures to reduce biases.

Interventions That Affect Gender Bias in Hiring: A Systematic Review

Abstract:PURPOSE: To systematically review experimental evidence for interventions mitigating gender bias in employment. Unconscious endorsement of gender stereotypes can undermine academic medicine's commitment to gender equity.METHOD: The authors performed electronic and hand searches for randomized controlled studies since 1973 of interventions that affect gender differences in evaluation of job applicants. Twenty-seven studies met all inclusion criteria. Interventions fell into three categories: application information, applicant features, and rating conditions.RESULTS: The studies identified gender bias as the difference in ratings or perceptions of men and women with identical qualifications. Studies reaffirmed negative bias against women being evaluated for positions traditionally or predominantly held by men (male sex-typed jobs). The assessments of male and female raters rarely differed. Interventions that provided raters with clear evidence of job-relevant competencies were effective. However, clearly competent women were rated lower than equivalent men for male sex-typed jobs unless evidence of communal qualities was also provided. A commitment to the value of credentials before review of applicants and women's presence at above 25% of the applicant pool eliminated bias against women. Two studies found unconscious resistance to "antibias" training, which could be overcome with distraction or an intervening task. Explicit employment equity policies and an attractive appearance benefited men more than women, whereas repeated employment gaps were more detrimental to men. Masculine-scented perfume favored the hiring of both sexes. Negative bias occurred against women who expressed anger or who were perceived as self-promoting.CONCLUSIONS: High-level evidence exists for strategies to mitigate gender bias in hiring.

Abstract:Despite its ubiquity in psychology and behavioral economics, and its utility in the assessment of cognitive processes, decisions, behavior, and actions, priming as a technique embedded in experimental designs is novel in behavioral public administration. And there is no clear guidance on how it should be done. We address this gap. Based on an illustrative study involving the priming of three institutional logics among public and private sector workers, and on a supplemental review of the literature, we present a synopsis of the theoretical underpinnings of priming research, and highlight methodological and practical considerations for experimental research using priming techniques. We additionally provide guidance for subsequent research and scholarship, and foreground the development of a methodology for conducting high-quality experimental research using priming techniques.

Abstract:Proponents of the behavioral public administration movement call for greater use of theories from psychology and experimental research designs to improve the rigor of public administration research. We agree that the use of such theories and methods will provide much‐needed reinforcements to public administration research, but the approach taken so far might be too narrow and might unnecessarily alienate scholars using other perspectives and research approaches. Reflecting their own training and experiences, we suggest that adopting a more inclusive approach that employs insights and research tools not only from psychology but also from other disciplines will provide public administration scholars with a stronger footing in their efforts to generate actionable knowledge for public managers and policy makers. We also identify some key methodological issues that behavioral public administration scholars need to consider and address as the use of experiments becomes more common in public administration research. Finally, we encourage public administration scholars interested in behavioral research questions to do more to contribute to broader management and organizational behavior research.

Abstract:The last decade has seen remarkable growth in the field of behavioral public administration, both in practice and in academia. In both domains, applications of behavioral science to policy problems have moved forward at breakneck speed; researchers are increasingly pursuing randomized behavioral interventions in public administration contexts, editors of peer‐reviewed academic journals are showing greater interest in publishing this work, and policy makers at all levels are creating new initiatives to bring behavioral science into the public sector. However, because the expansion of the field has been so rapid, there has been relatively little time to step back and reflect on the work that has been done and to assess where the field is going in the future. It is high time for such reflection: where is the field currently on track, and where might it need course correction?

Abstract:Governments, political parties and public institutions regularly design and launch communication campaigns emphasising their successes, fostering participation in democratic acts, promoting the use of public services and seeking to boost electoral support. Accordingly, researchers in the fields of politics and public administration have long sought to enhance our understanding of how individuals perceive the performance of services offered by the private and public sectors. In this respect, conflicting findings have been reported: some studies affirm there is an anti-public sector bias, others detect a preference towards public-sector providers, and some have found no evidence of a sector bias, pro or anti. We believe it crucially important to understand the mechanisms underlying sector bias, if it exists. To address the current research gap in this area, we make use of theories and tools drawn from neuropolitics (namely, functional Magnetic Resonance Imaging, fMRI) to elucidate the neurobiological foundations of perceptions regarding the performance of public-sector service providers. The neural findings obtained reveal that brain networks associated with reward and positive values provide a neurobiological explanation for pro-public sector bias, while neural mechanisms linked to aversion, risk, ambiguity and motivated reasoning are associated with an anti-public-sector bias. The implications of these findings should be considered by policymakers; for example, to promote acceptance of public-sector service provision, people must be clearly informed about the goals achieved and other positive aspects.

Abstract:Artificial intelligence algorithms are increasingly adopted as decisional aides by public bodies, with the promise of overcoming biases of human decision-makers. At the same time, they may introduce new biases in the human-algorithm interaction. Drawing on psychology and public administration literatures, we investigate two key biases: overreliance on algorithmic advice even in the face of warning signals from other sources (automation bias), and selective adoption of algorithmic advice when this corresponds to stereotypes (selective adherence). We assess these via three experimental studies conducted in the NetherlandsWe discuss the implications of our findings for public sector decision making in the age of automation. Overall, our study speaks to potential negative effects of automation of the administrative state for already vulnerable and disadvantaged citizens.

Abstract:In their book ‘Nudge: Improving Decisions About Health, Wealth and Happiness’, Thaler & Sunstein (2009) argue that choice architectures are promising public policy interventions. This research programme motivated the creation of ‘nudge units’, government agencies which aim to apply insights from behavioural science to improve public policy. We closely examine a meta-analysis of the evidence gathered by two of the largest and most influential nudge units (DellaVigna & Linos (2022 Econometrica 90 , 81–116 ( doi:10.3982/ECTA18709 ))) and use statistical techniques to detect reporting biases. Our analysis shows evidence suggestive of selective reporting. We additionally evaluate the public pre-analysis plans from one of the two nudge units (Office of Evaluation Sciences). We identify several instances of excellent practice; however, we also find that the analysis plans and reporting often lack sufficient detail to evaluate (unintentional) reporting biases. We highlight several improvements that would enhance the effectiveness of the pre-analysis plans and reports as a means to combat reporting biases. Our findings and suggestions can further improve the evidence base for policy decisions.

What You See Is What You Get? The Impact of Representation Criteria on Human Bias in Hiring

Abstract:Although systematic biases in decision-making are widely documented, the ways in which they emerge from different sources is less understood. We present a controlled experimental platform to study gender bias in hiring by decoupling the effect of world distribution (the gender breakdown of candidates in a specific profession) from bias in human decision-making. We explore the effectiveness of \textit{representation criteria}, fixed proportional display of candidates, as an intervention strategy for mitigation of gender bias by conducting experiments measuring human decision-makers' rankings for who they would recommend as potential hires. Experiments across professions with varying gender proportions show that balancing gender representation in candidate slates can correct biases for some professions where the world distribution is skewed, although doing so has no impact on other professions where human persistent preferences are at play. We show that the gender of the decision-maker, complexity of the decision-making task and over- and under-representation of genders in the candidate slate can all impact the final decision. By decoupling sources of bias, we can better isolate strategies for bias mitigation in human-in-the-loop systems.

Abstract:The connection between public administration and behavioral economics goes back to Herbert Simon, who recognized the tension between the institutional demands of rational efficiency and the reality of individuals’ alternate objectives. There is now a concentrated research push at the intersection of behavioral economics and governance, following recently publicized evidence of favorable synergies. Public administration can use behavioral economics in a variety of implementations, from boosting public service motivation to improving policy compliance. This article reviews the current discourse on the development of behavioral public administration, describes some dominant concepts currently being applied, and then offers a framework with propositions for a theory of behavioral public administration in order to enable further experimental inquiry and inform better governance. Points for practitioners Behavioral public administration is a developing theory that may enable practitioners to employ alternative approaches to policy design and implementation. Using concepts of behavioral economics that describe individual decision-making with alternative objectives to traditional utility maximization, behavioral public administration shifts the reliance on traditional causal models away from rational ideals and toward actual behaviors that inhabit empirically evident biases.

Abstract:BACKGROUND: BACKGROUND: Research investigating the implicit bias of employers towards individuals with disabilities emphasizes the importance of increased attention to implicit bias in the workplace. Previous research supports the use of trainings to promote awareness and education of implicit and explicit bias toward people with disabilities among employers. OBJECTIVE: The purpose of the current study was to better understand employers’ stigmatizing attitudes toward individuals with disabilities and develop effective strategies to increase awareness and knowledge related to these negative attitudes. METHODS: Two focus groups of HR professionals were conducted to investigate guidelines and content areas that should be included in training. Data was analyzed using qualitative content analysis (QCA) methodology. RESULTS: Researchers identified four major themes regarding guidelines for training development: 1) educational information on implicit and explicit bias, 2) disability inclusion information and strategies, 3) consideration of multiple learning modalities, and 4) case studies. CONCLUSION: Training interventions incorporating these needs and preferences of HR professionals may more effectively increase awareness of implicit bias in the workplace. Sharing evidence regarding implicit and explicit bias, along with current information on disability inclusion, while using varied instructional strategies may lead to a reduction in disability-related stigma and discrimination in the workplace.
Perceived warmth and competence predict callback rates in meta-analyzed North American labor market experiments

Abstract:Extensive literature probes labor market discrimination through correspondence studies in which researchers send pairs of resumes to employers, which are closely matched except for social signals such as gender or ethnicity. Upon perceiving these signals, individuals quickly activate associated stereotypes. The Stereotype Content Model (SCM; Fiske 2002) categorizes these stereotypes into two dimensions: warmth and competence. Our research integrates findings from correspondence studies with theories of social psychology, asking: Can discrimination between social groups, measured through employer callback disparities, be predicted by warmth and competence perceptions of social signals? We collect callback rates from 21 published correspondence studies, varying for 592 social signals. On those social signals, we collected warmth and competence perceptions from an independent group of online raters. We found that social perception predicts callback disparities for studies varying race and gender, which are indirectly signaled by names on these resumes. Yet, for studies adjusting other categories like sexuality and disability, the influence of social perception on callbacks is inconsistent. For instance, a more favorable perception of signals like parenthood does not consistently lead to increased callbacks, underscoring the necessity for further research. Our research offers pivotal strategies to address labor market discrimination in practice. Leveraging the warmth and competence framework allows for the predictive identification of bias against specific groups without extensive correspondence studies. By distilling hiring discrimination into these two dimensions, we not only facilitate the development of decision support systems for hiring managers but also equip computer scientists with a foundational framework for debiasing Large Language Models and other methods that are increasingly employed in hiring processes.

Abstract:Abstract Public administration has seen an influx of work addressing something that has been called “behavioral public administration (BPA)”; A hallmark of BPA is the examination of public administration from a micro‐level perspective with attention to the psychological aspects of human behavior. However, scholars of public administration have long applied a micro‐level lens to their research, even from a psychological standpoint. We argue here that the call for BPA is mainly an appeal for greater reliance on an analytical lens or research method, namely experimental designs. As argued here, however, little attention has been given to major drawbacks: experiments tend not to be theory driven, they overstate their importance to policy and management, and they fail to capture the significance of politics and institutions. If BPA is to be more than a passing fancy, the limits of experimentation must be reevaluated for public administration.

Abstract:Behavioral public administration (BPA) research aspires not only to draw on developments in behavioral science but also, importantly, to address central themes in public administration. By focusing a symposium on bureaucratic red tape, administrative burden, and regulation, we encouraged BPA scholarship to engage with fundamental public administration topics that are also relevant for the broader literature on organizations and management. Indeed, the symposium contributions demonstrate how BPA can better meld the behavioral science and public administration literatures. They expand on existing conceptions of BPA, with respect to both methodology and topical focus, and provide a basis for demarcating what might and might not be usefully described as BPA. The symposium contributions provide a blueprint for how BPA research might usefully evolve and the introduction offers a philosophical reflection on the future development of BPA and behavioral science.

Abstract:Gender bias continues to be a concern in many work settings, leading researchers to identify factors that influence workplace decisions. In this study we examine several of these factors, using an organizing framework of sex distribution within jobs (including male- and female-dominated jobs as well as sex-balanced, or integrated, jobs). We conducted random effects meta-analyses including 136 independent effect sizes from experimental studies (N = 22,348) and examined the effects of decision-maker gender, amount and content of information available to the decision maker, type of evaluation, and motivation to make careful decisions on gender bias in organizational decisions. We also examined study characteristics such as type of participant, publication year, and study design. Our findings revealed that men were preferred for male-dominated jobs (i.e., gender-role congruity bias), whereas no strong preference for either gender was found for female-dominated or integrated jobs. Second, male raters exhibited greater gender-role congruity bias than did female raters for male-dominated jobs. Third, gender-role congruity bias did not consistently decrease when decision makers were provided with additional information about those they were rating, but gender-role congruity bias was reduced when information clearly indicated high competence of those being evaluated. Fourth, gender-role congruity bias did not differ between decisions that required comparisons among ratees and decisions made about individual ratees. Fifth, decision makers who were motivated to make careful decisions tended to exhibit less gender-role congruity bias for male-dominated jobs. Finally, for male-dominated jobs, experienced professionals showed smaller gender-role congruity bias than did undergraduates or working adults.
