Abstract:Published 30 years ago, my article on “Public Administrative Theory and the Separation of Powers” introduced what is often called the “three perspectives” approach or framework for understanding public administration at a macro-level by viewing it through the lenses of management, politics, and law. Each of these perspectives is anchored in a function of government—execution, legislation, and adjudication respectively—which at the U.S. federal level is housed primarily in the institutional structures of the executive branch, Congress, and the courts. The article has been reprinted several times in edited works and widely cited while the textbook elaborating on it, Public Administration: Understanding Management, Politics, and Law in the Public Sector (1st ed., 1986), has gained widespread adoption. The present article reflects on what the three perspectives framework did, did not do, and whether it is useful in application to the vast changes in public administrative thought and practice that have occurred since its publication. Specifically addressed are whether the framework retains utility in the wake of reinventing government and the advent of collaborative governance as well as how it might be strengthened to inventory and cumulate public administrative knowledge in the future.

Abstract:Administrative Reform. By Gerald Caiden. (Chicago: Aldine Publishing Company, 1969. Pp. 239. $6.50.) This book started with the author's efforts to fashion a graduate course on administrative reform. It is offered as a "preliminary survey map" of the subject. Since he found no comprehensive treatment of administrative reform in any "major textbook," and since he found many references "unsatisfactory, unrewarding, and even irrelevant," he bolstered the minutes of his class discussions with a survey of the literature up to 1968, and seeks in his own volume to present existing knowledge more systematically, to abstract preliminary generalizations, and to prepare "for the stage when purposeless, superficial, and sporadic research on uncoordinated topics can be avoided." Few of the thoughts to which the author ascribes putative importance are expressed less than four or five times in this garrulous, rambling treatment. If the publisher (or his non-reform minded editor) would pay the reader a dollar for each separate instance in which the author complains about the lack of precision or rigor in the writings of others, or the damage done to the subject by variations in definitions, the reader would come off with a free book and pocket money. The author chooses as his definition "the artificial inducement of administrative transformation against resistance," thereby distinguishing reform from patterns of organizational cooperation that adapt to change without obstruction. His initial chapters deal with the relationship of the subject to administrative theory and to writings about social change. In a chapter on the process of administrative reform he offers some process stages from the works of Mosher and Goodenough. A chapter on obstacles to administrative reform summarizes historical, social, technological and other general categories of difficulties. And a concluding chapter on the "Quintessence of Administrative Reform" includes some typologies of reformers and sixteen maxims for reformers starting with "He should not attempt everything at once" and ending with "He should balance gains and losses. . . ." Unless he reads it rapidly—at the pace it seems to have been written and published—the reader is likely to stub his toes on so many unsupported generalizations, carelessly used words, repetitions, tautologies, diversions, and apparent contradictions that his irritation may cause him to close his mind against the possibility that administrative reform may be a concept worth deeper and more systematic study (a possibility that had already been eminently established in 1968 with the work of Mosher and in John Montgomery's insightful, thorough study for the Comparative Administration Group). For example, the longest chapter, "Perspectives on Administrative Reform," opens with a declaration of the usefulness of case studies in seeking "universal features that can be combined into a general theory of administrative reform." This inducement to read 50 pages of so-called case studies is fortified by a statement that " . . . a survey of administrative reform in public bureaucracies over the past three hundred years reveals that it is timeless— the same sorts of motives stirred reform advocates in ancient China as in Czarist Russia and modern Brazil. . . ." The first case study is a seven-page synthesis of the experience of all "premodern Empires" with administrative reform. The author gives us his version of the relevant parts of Eisenstadt's book without mentioning a single empire by name. The next section describes the achievement of "contemporary bureaucratic" status from feudal starting points by France (two pages), Prussia (one), England (almost two), Russia (two plus), and the U.S. (one-quarter). Each concludes with a summary of the features of administrative reform that strike the author as noteworthy. This five-nation assortment is then rounded off with a list of seven comparative observations, one of which is: "Though specific reforms may appear pragmatic and empirical, they are manifestations of ideological and ethical values." The latter distillation, for which, characteristically, virtually no detailed evidence is offered, will surprise the reader who recalls that two pages earlier the author in summarizing the British experience started with the statement that its "Administrative reforms were pragmatic; they bad no ideological motive," and that one page before that he made the same summary statement about Prussia.

A Conflict Resolution Approach to Public Administration

Abstract:Public administrators often have to deal with conflicts. However, many public administrators have not been adequately exposed to the skills and rationales of conflict resolution. Ample literature about conflict exists in sister disciplines such as sociology, international relations, and labor relations. These studies focus on the impact of conflict, the nature of conflict, the players in the conflict, and possible strategies for conflict resolution. These studies can help public administrators better understand the nature of their work as well as their roles as conflict resolvers, conflict observers, or parties to conflict. The field of public administration could benefit greatly by incorporating the conflict resolution perspective into its teaching and research. Public administration literature has dealt extensively with how to execute the will of the people effectively and efficiently (Wilson, 1992; Gulick and Urwick, 1937; Brownlow, Merriam, and Gulick, 1937); how to deliver public services entrepreneurially and innovatively (Savas, 1987; Osborne and Gaebler, 1992); and how to be accountable and responsive to the public in general (Waldo, 1948; Ostrom, 1973; Goodsell, 1986; Rourke, 1992; Ingraham and Romzek, 1994). However, the field has had much less emphasis on conflict resolution, although sporadic studies have described the conflictual nature of public administrators' work or addressed microlevel (individual and organizational) conflict resolution in public organizations (Simon, 1957; Lipsky, 1980; Vizzard, 1995). The Civil Justice Reform Act of 1990 (28 U.S.C. sec. 471 et seq.), the Administrative Dispute Resolution Act of 1990 (Public Law 101-552), and the Negotiated Rulemaking Act of 1990 (Public Law 101-648) explicitly expressed support, outlined methods, or stated requirements for federal agencies and departments to implement alternative strategies to resolve their administrative disputes (Madigan, 1992; Susskind, Babbit, and Segal, 1993; Manring, 1994; Deavel, 1994).[1] These acts are Congressional responses to the incredible growth in costs of civil litigation and delays that contribute to those costs.[2] They send out a strong message that conflict resolution is an indispensable component of contemporary public administration and that it is time the field started paying serious attention to it. Indeed, moving into the 1990s, the conflicts public administrators confront are much more complex, multifaceted, and intense. Besides the typical interpersonal and interorganizational conflicts, such as personnel grievances, labor disputes, and organizational jurisdiction disputes, many institutional-level conflicts have also surfaced or intensified. Such conflicts include economic development versus environmental protection; rising public interest concerns versus the call for more dependence on private methods; decentralization of power versus the need for coordinating larger tasks of high technology development and global competition; increased social wealth versus the enduring problems of poverty and crime; shaken public confidence in government versus increased need for confidence in the nation's economy; uncompetitive compensation versus the requirement for high-quality public service personnel; organizational uncertainty versus increased reliance on employee loyalty to public service; high-level national debt versus increased pressure for public spending on social and environmental programs; postmodern democratic demands versus modern quests for efficiency and effectiveness; special interests versus the general public interest; national homogeneity versus cultural diversity claims; need for cooperation versus tensions among ethnic groups and between genders; nationalism versus internationalism; and promotion for free international markets versus new tariffs to protect domestic industries. The length of this list, which is by no means exhaustive, underscores the message that today's public administrators cannot manage well without adequate understanding of, and skills in, conflict resolution. …

Understanding the Field of Public Policy in the Context of Public Administration Evolution

Abstract:Public policy is classified as a major field in public administration. Therefore, to understand the context of public policy as a field, it is essential to explore its root developments in public administration from epistemological and chronological perspectives. This chapter is a review study referring to main scholarly works including books, academic articles, and studies. The chapter first helps researchers and students in comprehending the evolution of public administration in its four main stages including classical public administration, new public administration, new public management, and new public governance. Second, the chapter presents a general overview of the evolution of the public policy field with particular attention paid to the concepts of Harold Lasswell who is seen as the father of public policy. The chapter then discusses different definitions of public policy. Various classifications of public policy are also investigated. The chapter ends with a critical discussion of the stages model (heuristics).

Abstract:Emphasis on the study of public administration has in recent years become so marked that of all the fields in the study of government it stands out as the most rapidly growing. What Woodrow Wilson called attention to some fifty years ago has in fact become the center of interest in political science. No longer is hard study confined to the problem of making constitutions. The study of administration has concerned itself extensively with the processes and procedures, with the ways of carrying out public policy. However, Woodrow Wilson's advice, recommending the careful determination of the basic political conceptions necessary for the student of public administration, has not always been followed; and the present note is designed to suggest some factors bearing on these basic political conceptions. Specifically, it is to be emphasized that the means through which the state carries on its functions cannot be adequately analyzed except in relation to its ends.

Abstract:The last decade has seen remarkable growth in the field of behavioral public administration, both in practice and in academia. In both domains, applications of behavioral science to policy problems have moved forward at breakneck speed; researchers are increasingly pursuing randomized behavioral interventions in public administration contexts, editors of peer‐reviewed academic journals are showing greater interest in publishing this work, and policy makers at all levels are creating new initiatives to bring behavioral science into the public sector. However, because the expansion of the field has been so rapid, there has been relatively little time to step back and reflect on the work that has been done and to assess where the field is going in the future. It is high time for such reflection: where is the field currently on track, and where might it need course correction?

Abstract:In 1993, the author analyzed the state of public administration for the American Political Science Association's book, Political Science: The State of the Field. This article reviews the state of public administration at the start of the new millennium: the field's big theoretical questions, enduring theoretical ideas, and its unanswered theoretical puzzles. In the middle of the twentieth century, public administration found itself under attack by both academics and practitioners for theory that provided only weak guidance. New approaches developed in the last third of the century—notably formal theory, network theory, and the “new public management”—have helped bridge the gap. In the end, however, the field's enduring problems are rooted deeply in historic conflicts in the American political tradition. These conflicts make it unlikely that the field will ever be able to escape the struggles that have long bedeviled it. But an understanding of the ways political tradition shapes administrative theory—and of the ways that administrative theory bring political traditions to life—helps provide keen insight into the theoretical issues that matter most.

Abstract:Public administration scholarship has been a dynamic field of study since the discipline was established. While struggling with an identity crisis of whether it is part of political science or is an independent discipline, public administration has evolved to become an important area of study. Scholars have recognised and appreciated the need to evolve with the discipline, which explains the change in topics and thematic areas of research over the decades. This study sought to examine the nature of changes public administration scholarship has experienced since the turn of the new millennium. The 21st century has brought with it new set of experiences, as well as expectations that have in turn shaped the issues that are being studied in the field. Furthermore, with globalisation also on the rise, the question of who and from where public administration scholarship is making contributions has become increasingly important, especially considering the voices of the global south and women in leading journals. Apart from that, there is a growing concern over the scientific nature and rigor of studies/research being done within departments of public administration. Therefore, this study also examines the trending methodological orientation of public administration research since the year 2000. Funding has become a key factor in academic research, and it has become a sign of how relevant a discipline is, depending on the amount of research funding which scholars in that field are able to attract. The paper also presents findings on the trends in funding public administration research since the year 2000.

Abstract:Research in the field of public administration has changed and advanced significantly in recent years. These advancements concern both how we engage in research—such as the methods we apply, the interdisciplinary nature of the theories we use, and the research questions we ask. Increasingly, we are witnessing a shift in public‐sector values away from efficiency and effectiveness and toward a paradigm that highlights equity. In this article, we reflect on these changes from our position as editors‐in‐chief of some of the leading journals in the field. In addition to describing the progress of this discipline, we explore emerging windows of opportunity for new research. One such window is research on ways to incorporate interdisciplinary perspectives and methods. We also see the need for work in such areas as social equity, comparative administration, artificial intelligence, and climate change. Finally, we argue for a more proactive approach in disseminating research to those involved in the day‐to‐day decision‐making processes of public organizations.

Abstract:With growing discussion and action around inequality, climate change, and a global pandemic, do the current pillars of public administration, economy, efficiency, and effectiveness, also known as the 3Es, meet the needs of the public administration? We propose that there are new pillars which better respond to 21st century problems in ways not addressed through values of efficiency, effectiveness, and economy. In this article, we will explore these new 4Es (empathy, engagement, equity, and ethics) in more depth, as well as articles in the first half of this double special issues on the topic. Through this article and special issue, we are eager to move the field of public administration forward towards creating more engaged, empathetic, equitable, and ethical public and nonprofit organizations.

Abstract:Reform is a common theme in American public administration. During the twentieth century at least 12 major administrative reforms have taken place at the federal level and countless others in state and local governments. Frequently, these reforms have addressed the operation of public personnel management systems. Recent efforts associated with the reinventing government movement, for example, have proposed numerous alterations to civil service rules and procedures, and many jurisdictions have implemented significant changes in their personnel practices. This article examines the extent to which these kinds of personnel reforms have been implemented by state governments. A reform index is developed to document the considerable variation among the states in their approach to personnel practices. Several state characteristics are associated with scores on this index, including legislative professionalism, which bears a positive relationship to reform, and the level of unemployment within a state and the proportion of state employees associated with public employee unions, which are both negatively associated with reform.

Abstract:The “Handbook of Research Methods in Public Administration, Management and Policy”, edited by Eran Vigoda-Gadot and Dana R. Vashdi and published by Edward Elgar in 2020, offers researchers, students, and practitioners a comprehensive and application-oriented insight into established and newer research designs and analytical methods in empirical administrative science. With this approach, the handbook fills a gap in the existing literature on methods in administrative science. The handbook chapters follow a two-part structure, in which the respective method is, first, presented and discussed theoretically and conceptually. The second part of the chapter provides an example of how the specific research design or method is applied to an administrative science research question. Therefore, the handbook can be used both in methods courses and as an aid for doctoral students who want to familiarize themselves with current and innovative methods in empirical administrative science in a short time.

Abstract:Scholars of public administration apply different perspectives to understand bureaucratic institutions. Many excellent studies consider the influence of bureaucracies on one aspect of their environment, like politics, society, culture, or the economy. Alternatively, scholars sometimes analyze the impact of one of these factors on the public administration. However, the recent literature on institutional entanglement shows us that relationships between social institutions are often mutually constitutive, meaning that their interaction is not one-directional. In this chapter, I build upon a large number of previous studies on public administration to create a synthesized perspective of how public bureaucracies interact with their broader environment, including the social, cultural, economic, and political context in which they operate. Through a number of empirical examples, I show how useful this view can be for understanding the characteristics of public bureaucracies.

Abstract:The Handbook of Leadership and Administration for Special Education brings together research informing practice in leading special education from preschool through transition into postsecondary settings. The second edition of this comprehensive handbook has been fully updated to provide coverage of disability policy, historical roots, policy and legal perspectives, as well as effective, collaborative, and instructional leadership practices that support the administration of special education. It can be used as a reference volume for scholars, administrators, practitioners, and policy makers, as well as a textbook for graduate courses related to the administration of special education.

Abstract:In the current age of globalization, there is a greater need for comparative studies in public administration to explore cross-national variations in adopting new global models. Many of the major challenges impeding the intellectual promises of earlier waves of comparative administration continue to affect the contemporary state of the field. As a part of the PAR Symposium on Comparative Public Administration, this short article explores the ideational, epistemological, structural, and institutional challenges to comparative administration and briefly suggests some remedial alternatives.
