Abstract:Abstract The effects of weather on economic growth continue to be debated. Previous studies focused on economic output, but income better reflects living standards; income and output are the same at the national level, but differ at a finer spatial scale. This study assembles a unique database comprising global subnational GDP and GDI per capita data from over 1600 regions across more than 180 countries and analyzes the effects of weather conditions on economic growth. The results reveal the following: 1) There is a significant negative effect of annual mean temperature on GDI per capita growth, while weather conditions do not significantly affect GDP per capita growth. 2) We find significant interaction effects between weather and weather variability, as well as different adaptations between rich and poor regions. 3) The omission of data from a large number of poor and hot countries in previous subnational research leads to an underestimation of the economic impact of weather shocks. Focusing on output rather than income and omitting data, previous studies appear to have underestimated the impact of climate change.

Abstract:Global warming is the most serious environmental problem due to rising temperatures. Previous studies showed CO2 is the primary greenhouse gas. CO2 emission is caused by the burning of fossil fuels. Humans pursue industrial growth at the expense of releasing CO2 into the atmosphere. Economic development is represented by Gross Domestic Product (GDP). The growth of CO2 emission increases more and more and does not reach the peak. The global temperature is facing a 2˚C crisis. The global emissions and global economy have a strong indication of relative sensitivity. We found out that countries with higher GDP emit more CO2. Individuals who have higher GDP per capita emit more CO2 to the atmosphere. GDP has a positive correlation with global temperature. Climate change is one of the biggest inequalities around the world. Richer countries caused more damage to global warming, but poor countries suffer more from global warming’s damage. GDP per capita has a positive correlation with temperature and CO2 emissions. The development of a country has a trend of increasing CO2 emissions at an early stage and decreasing CO2 emissions at a later stage. Total GDP although cannot positively correlated to CO2 emissions, but multicollinearity tests proved the two variables are related.

Abstract:An updated and extended meta-analysis confirms that the central estimate of the social cost of carbon is around $200/tC with a large, right-skewed uncertainty and trending up. The pure rate of time preference and the inverse of the elasticity of intertemporal substitution are key assumptions, the total impact of 2.5K warming less so. The social cost of carbon is much higher if climate change is assumed to affect economic growth rather than the level of output and welfare. The literature is dominated by a relatively small network of authors, based in a few countries. Publication and citation bias have pushed the social cost of carbon up.

Abstract:The social cost of carbon dioxide (SC-CO2) measures the monetized value of the damages to society caused by an incremental metric tonne of CO2 emissions and is a key metric informing climate policy. Used by governments and other decision-makers in benefit-cost analysis for over a decade, SC-CO2 estimates draw on climate science, economics, demography, and other disciplines. However, a 2017 report by the US National Academies of Sciences, Engineering, and Medicine1 (NASEM) highlighted that current SC-CO2 estimates no longer reflect the latest research. The report provided a series of recommendations for improving the scientific basis, transparency, and uncertainty characterization of SC-CO2 estimates. Here we show that improved probabilistic socioeconomic projections, climate models, damage functions, and discounting methods that collectively reflect theoretically consistent valuation of risk, substantially increase estimates of the SC-CO2. Our preferred mean SC-CO2 estimate is 44-413/t-CO2: 5-95% range, 2020 US dollars) at a near-term risk-free discount rate of 2 percent, a value 3.6-times higher than the US government's current value of $51/t-CO2. Our estimates incorporate updated scientific understanding throughout all components of SC-CO2 estimation in the new open-source GIVE model, in a manner fully responsive to the near-term NASEM recommendations. Our higher SC-CO2 values, compared to estimates currently used in policy evaluation, substantially increase the estimated benefits of greenhouse gas mitigation and thereby increase the expected net benefits of more stringent climate policies.

Abstract:Earlier meta-analyses of the economic impact of climate change are updated with more data, with three new results: (1) The central estimate of the economic impact of global warming is always negative. (2) The confidence interval about the estimates is much wider. (3) Elicitation methods are most pessimistic, econometric studies most optimistic. Two previous results remain: (4) The uncertainty about the impact is skewed towards negative surprises. (5) Poorer countries are much more vulnerable than richer ones. A meta-analysis of the impact of weather shocks reveals that studies, which relate economic growth to temperature levels, cannot agree on the sign of the impact whereas studies, which make economic growth a function of temperature change do agree on the sign but differ an order of magnitude in effect size. The former studies posit that climate change has a permanent effect on economic growth, the latter that the effect is transient. The impact on economic growth implied by studies of the impact of climate change is close to the growth impact estimated as a function of weather shocks. The social cost of carbon shows a similar pattern to the total impact estimates, but with more emphasis on the impacts of moderate warming in the near and medium term.

Abstract:Abstract A key statistic describing climate change impacts is the ‘social cost of carbon dioxide’ (SCCO 2 ), the projected cost to society of releasing an additional tonne of CO 2 . Cost-benefit integrated assessment models that estimate the SCCO 2 lack robust representations of climate feedbacks, economy feedbacks, and climate extremes. We compare the PAGE-ICE model with the decade older PAGE09 and find that PAGE-ICE yields SCCO 2 values about two times higher, because of its climate and economic updates. Climate feedbacks only account for a relatively minor increase compared to other updates. Extending PAGE-ICE with economy feedbacks demonstrates a manifold increase in the SCCO 2 resulting from an empirically derived estimate of partially persistent economic damages. Both the economy feedbacks and other increases since PAGE09 are almost entirely due to higher damages in the Global South. Including an estimate of interannual temperature variability increases the width of the SCCO 2 distribution, with particularly strong effects in the tails and a slight increase in the mean SCCO 2 . Our results highlight the large impacts of climate change if future adaptation does not exceed historical trends. Robust quantification of climate-economy feedbacks and climate extremes are demonstrated to be essential for estimating the SCCO 2 and its uncertainty.

Abstract:Abstract Global warming is a worldwide and protracted phenomenon with heterogeneous local economic effects. We propose a dynamic economic assessment model of the world economy with high spatial resolution to assess its consequences. Our model features several forms of adaptation to local temperature changes, including costly trade and migration, local technological innovations, and local natality rates. We quantify the model at a 1∘×1∘ resolution and estimate damage functions that determine the impact of temperature changes on a region’s fundamental productivity and amenities conditional on local temperatures. Welfare losses from global warming are very heterogeneous across locations, with 20% losses in parts of Africa and Latin America but also gains in some northern latitudes. Overall, spatial inequality increases. Uncertainty about average welfare effects is significant but much smaller for relative losses across space. Migration and innovation are shown to be important adaptation mechanisms. We use the model to study the impact of carbon taxes, abatement technologies, and clean energy subsidies. Carbon taxes delay consumption of fossil fuels and help flatten the temperature curve but are much more effective when an abatement technology is forthcoming.

Abstract:There is great uncertainty about future climate conditions and the appropriate policies for managing interactions between the climate and the economy. We develop a multidimensional computational model to examine how uncertainties and risks in the economic and climate systems affect the social cost of carbon (SCC)---that is, the present value of the marginal damage to economic output caused by carbon emissions. The SCC is substantially increased by economic and climate risks at both current and future times. Furthermore, the SCC is itself a stochastic process with significant variation; for example, the basic elements of risk incorporated into our model cause the SCC in 2100 to be, with significant probability, ten times what it would be without those risks. We have only imprecise information about what parameter values are best for approximating reality. To deal with this parametric uncertainty we perform extensive uncertainty quantification and show that these findings are robust for a wide range of alternative specifications. More generally, this work shows that large-scale computing can enable economists to examine substantially more complex and realistic models for the purposes of policy analysis.

Abstract:Most people are convinced that climate change is a threat and that it should somehow be dealt with. It is also clear that CO2 emissions are still too cheap and must be priced higher to sufficiently curtail emissions. Yet how high should a carbon tax be? Answering this question requires scientific insights on the costs and benefits of a carbon tax but also ethical - and thus political - judgements on how we value the damages from climate change that will happen in the near and in the far future. This paper discusses the key tradeoffs for policy makers, reviews the evidence on the social cost of carbon, and discusses global and unilateral policy options. It finds that a price of $77 per metric ton of carbon is defensible if we give 95% weight to damages occurring two generations (or 50 years) from now but higher if we want to further reduce the risk of catastrophic change. It is best implemented as part of trade agreements and in combination with R&D investment.

Abstract:I propose a new conceptual framework to disentangle the impacts of weather and climate on economic activity and growth: A stochastic frontier model with climate in the production frontier and weather shocks as a source of inefficiency. I test it on a sample of 160 countries over the period 1950-2014. Temperature and rainfall determine production possibilities in both rich and poor countries; positively in cold countries and negatively in hot ones. Weather anomalies reduce inefficiency in rich countries but increase inefficiency in poor and hot countries; and more so in countries with low weather variability. The climate effect is larger that the weather effect.

Abstract:Estimates of the social cost of carbon are the yardstick for climate policy targets. However, there is great uncertainty and we do not know how estimates have evolved over time. Here I present a meta-analysis of published estimates showing that the social cost of carbon has increased as knowledge about climate change accumulates. Correcting for inflation and emission year and controlling for the discount rate, kernel density decomposition reveals a non-stationary distribution. In the past 10 years, estimates of the social cost of carbon have increased from US$9 per tCO 2 to US$40 per tCO 2 for a high discount rate and from US$122 per tCO 2 to US$525 per tCO 2 for a low discount rate. This trend is statistically significant if sensitivity analyses are discounted and paper quality weighted. Actual carbon prices are below its estimated value almost everywhere and should therefore go up.

Abstract:Of the carbon dioxide that we emit, a substantial fraction remains in the atmosphere for thousands of years. Combined with the slow response of the climate system, this results in the global temperature increase resulting from CO2 being nearly proportional to the total emitted amount of CO2 since preindustrial times. This has a number of simple but far-reaching consequences that raise important questions for climate change mitigation, policy and ethics. Even if anthropogenic emissions of CO2 were stopped, most of the realized climate change would persist for centuries and thus be irreversible on human timescales, yet standard economic thinking largely discounts these long-term intergenerational effects. Countries and generations to first order contribute to both past and future climate change in proportion to their total emissions. A global temperature target implies a CO2 “budget” or “quota”, a finite amount of CO2 that society is allowed to emit to stay below the target. Distributing that budget over time and between countries is an ethical challenge that our world has so far failed to address. Despite the simple relationship between CO2 emissions and temperature, the consequences for climate policy and for sharing the responsibility of reducing global CO2 emissions can only be drawn in combination with judgments about equity, fairness, the value of future generations and our attitude towards risk.

Abstract:A carbon emission trading system (ETS) is a carbon finance system based on carbon allowances and emission reductions to address climate risks. This study investigates the effects of Chinaâ€™s pilot ETSs on firm productivity using a quasi-natural experiment. The results show that the ETS effectively addresses the challenges of climate change but has a significant negative effect on productivity. Theoretical and empirical mechanism tests indicate that the ETS affects productivity by crowding out technological innovation, productive capital, and productive labor, leading to a decline in technology productivity, labor productivity, and capital productivity. Moreover, this study finds that the effects of the ETS on productivity depend on the ownership type and the institutional environment. No statistically significant effects of the ETS on productivity occur in state-owned firms, but significant negative effects are observed in private firms and foreign-owned firms, with larger effects in the former than the latter. The magnitude of the significant negative effects is twice as large for firms with poor institutional environments than for those with good institutional environments.
Urban and non-urban contributions to the social cost of carbon

Abstract:The social cost of carbon (SCC) serves as a concise gauge of climate change's economic impact, often reported at the global and country level. SCC values are disproportionately high for less-developed, populous countries. Assessing the contributions of urban and non-urban areas to the SCC can provide additional insights for climate policy. Cities are essential for defining global emissions, influencing warming levels and associated damages. High exposure and concurrent socioenvironmental problems exacerbate climate change risks in cities. Using a spatially explicit integrated assessment model, the SCC is estimated at USD$137-USD$579/tCO2, rising to USD$262-USD$1,075/tCO2 when including urban heat island (UHI) warming. Urban SCC dominates, with both urban exposure and the UHI contributing significantly. A permanent 1% reduction of the UHI in urban areas yields net present benefits of USD$484-USD$1,562 per urban dweller. Global cities have significant leverage and incentives for a swift transition to a low-carbon economy, and for reducing local warming.

Abstract:The damage function used to assess the economic impact of secular changes in temperature is one of the most speculative components of integrated assessment models of climate change. Existing work informing this debate is based on pooled empirical models incorporating limited non-linearity and giving little regard to dynamics. We use aggregate and agricultural data for 151 countries over the past six decades to estimate dynamic heterogeneous models which (a) allow the weather-output nexus to differ freely across countries, (b) help distinguish short-run from long-run effects, and (c) account for unobserved time-varying heterogeneity. Overall, we find that, in low-income or high-temperature countries, a permanent 1 °C rise in temperature is associated with a fall in income per capita of about 1.3% in the short-run and 8.5% in the long run. These long-run effects are substantially larger than those commonly suggested in the literature.

Abstract:Abstract In theory, market-based regulatory instruments correct market failures at least cost. However, evidence on their efficacy remains scarce. Using administrative data, we estimate that, on average, the European Union Emissions Trading System (EU ETS)—the world’s first and largest market-based climate policy—induced regulated manufacturing firms to reduce carbon dioxide emissions by 14–16% with no detectable contractions in economic activity. We find no evidence of outsourcing to unregulated firms or markets; instead, firms made targeted investments, reducing the emissions intensity of production. These results indicate that the EU ETS induced global emissions reductions, a necessary and sufficient condition for mitigating climate change. We show that the absence of any negative economic effects can be rationalized in a model where pricing the externality induces firms to make fixed-cost investments in energy-saving capital that reduce marginal variable costs.

Abstract:A meta-analysis of published estimates shows that the social cost of carbon has increased as knowledge about climate change accumulates. Correcting for inflation and emission year and controlling for the discount rate, kernel density decomposition reveals a non-stationary distribution. In the last 10 years, estimates of the social cost of carbon have increased from $33/tC to $146/tC for a high discount rate and from $446/tC to $1925/tC for a low discount rate. Actual carbon prices are almost everywhere below its estimated value and should therefore go up.

Abstract:Abstract Climate change is the challenge of the century, and achieving the goals of the Paris Agreement will require worldwide cooperation and mutual effort. Over 120 countries have made their net-zero commitments, and quantifying the social cost of carbon (SCC), i.e. the climate damage caused by an additional ton of CO 2 emissions, under a carbon-neutral pathway would provide a carbon price benchmark for policymakers. Here, we set in detail the emission trajectories of different jurisdictions under a carbon-neutral pathway based on the submitted nationally determined contributions. We then assess global and regional warming, climate change damages, and the SCC with the Policy Analysis of Greenhouse Effect integrated assessment model. We find a peak warming of about 2.1 °C relatives to pre-industrial levels in this century under our carbon-neutral emission pathway. And even if all countries meet their carbon-neutral commitments, this would not be sufficient to limit global warming to 1.5 °C relative to pre-industrial levels. We compare the SCC using fixed discount rates, dynamic discounting, and an equity weighting approach. Notably, the introduction of equity weights would increase the estimated SCC from 79 (11–186) to 291 (83–592) US$ per tCO 2 . Climate change damages will be borne primarily by warmer and poorer countries, and this profound inequality would likely undermine efforts to eradicate extreme poverty. Statistics on current carbon taxes and carbon trading prices show that they are notably lower than global or even regional SCCs, suggesting that the current system does not adequately reflect the global externalities of CO 2 emissions. More studies are needed to assess the equity aspects of climate change impacts, to help refine mechanisms to align domestic interests with global interests, and to facilitate the implementation of national carbon-neutral commitments in place.

Abstract:Fully considering income inequality (ICIE) and its potential environmental effects can help achieve the goal of reducing carbon emissions. Based on this, to effectively explore the nexus between ICIE and carbon dioxide (CO2) emissions, we first deduce the theoretical framework and then empirically check the spatial impact of ICIE on greenhouse effect based on a global dataset from 1995 to 2016. In addition, this study also conducts the regional heterogeneous analysis and further detects the causal mediating route (i.e., indirect route) between variables. The findings suggest that: (i) Rising ICIE affects CO2 emissions positively; in other words, narrowing income gap can effectively mitigate greenhouse effect across the globe; (ii) In countries with high gross domestic product (GDP) level, expanded ICIE will exacerbate the greenhouse effect, while in low-GDP countries, ICIE is negatively correlated with CO2 emissions; and (iii) ICIE can indirectly influence greenhouse effect through substantial economic and technical routes, while the composition route is insignificant. Finally, this paper highlights policy suggestions for carbon reduction by adjusting income distribution, formulating targeted strategies in various countries, and promoting technical innovation.

Effects of carbon pricing and other climate policies on CO2 emissions

Abstract:We provide ex-post empirical analysis of the effects of climate policies on carbon dioxide emissions at the aggregate national level. Our results are based on a comprehensive database of 121 countries. As climate policies we examine carbon taxes and emissions trading systems (ETS), as well as the overall stringency of climate policies. We use dynamic panel regressions, controlling for macroeconomic factors such as economic development, GDP growth, urbanisation, as well as the energy mix. We find that higher carbon taxes and prices of permits in ETS reduce carbon emissions. An increase in carbon taxes by $10 per ton of CO2 reduces CO2 emissions per capita by 1.3% in the short run and by 4.6% in the long run.
