Abstract:Freshwater resources are fundamental to supporting humanity, and measures of water scarcity have been critical for identifying where human water requirements and water availability are imbalanced. Traditional metrics for water scarcity primarily focus on actual blue water withdrawal, while the contribution of rain-fed water requirements (RWR) and water quality – dimensions with important implications for multiple societal sectors – to overall water scarcity remains unclear. Here we address this gap by explicitly merging the three dimensions of water scarcity into an integrated index (iWSI). Specifically, combining a process-based crop water model with spatially detailed information on water pollution and sector-specific withdrawals, we first develop global gridded (30 arcminute) estimates of iWSI and its individual dimensions (blue water, RWR, and water quality) averaged over the period 2001–2010. We then perform a quantitative comparison of water scarcity indices that consider different combinations of the three water scarcity dimensions, together or in isolation, and estimate their water withdrawals and associated global land area and population under conditions of monthly and annual water scarcity. We find that the global land area and population under water scarcity increases by 126% (119–133%) and 53% (49–57%) using this integrated index relative to assessments focusing only on blue water. These effects are most pronounced for populations in Africa and Asia. Examining seasonal water scarcity, we estimate that 4.4 billion people are exposed to integrated water scarcity at least one month per year – 31% more people than under blue water scarcity alone. Our research highlights that water scarcity challenges are more widespread than previously understood. As such, our findings underscore the need for actions to bring human pressure on freshwater resources into balance with both water quantity and quality, addressing previously overlooked blindspots in global water sustainability.

Abstract:This paper presents a global scale assessment of the impact of climate change on water scarcity. Patterns of climate change from 21 Global Climate Models (GCMs) under four SRES scenarios are applied to a global hydrological model to estimate water resources across 1339 watersheds. The Water Crowding Index (WCI) and the Water Stress Index (WSI) are used to calculate exposure to increases and decreases in global water scarcity due to climate change. 1.6 (WCI) and 2.4 (WSI) billion people are estimated to be currently living within watersheds exposed to water scarcity. Using the WCI, by 2050 under the A1B scenario, 0.5 to 3.1 billion people are exposed to an increase in water scarcity due to climate change (range across 21 GCMs). This represents a higher upper-estimate than previous assessments because scenarios are constructed from a wider range of GCMs. A substantial proportion of the uncertainty in the global-scale effect of climate change on water scarcity is due to uncertainty in the estimates for South Asia and East Asia. Sensitivity to the WCI and WSI thresholds that define water scarcity can be comparable to the sensitivity to climate change pattern. More of the world will see an increase in exposure to water scarcity than a decrease due to climate change but this is not consistent across all climate change patterns. Additionally, investigation of the effects of a set of prescribed global mean temperature change scenarios show rapid increases in water scarcity due to climate change across many regions of the globe, up to 2 °C, followed by stabilisation to 4 °C.

Abstract:Global freshwater resources are vital to humanity and Earth's ecosystems, yet about one third of the global population is affected by water scarcity for at least one month per year. In these areas, the overuse of freshwater resources can lead to the threat of depletion, marking them as the global "water scarcity hotspots". This study combines outputs from a global hydrological model (PCR-GLOBWB 2) with an extensive literature search to provide a comprehensive intercomparison of the key Drivers, Pressures, States, Impacts and Responses (DPSIR) that shape the water gap between water demand and availability at the most important water scarcity hotspots worldwide. Hydroclimatic change, population growth, and water use for the industrial, municipal and agricultural sectors are the most important driving and pressuring forces on the water gap, affecting both water quality and quantity. These Drivers and Pressures have been showing increasing trends at all hotspots, which is concerning for the future development of the water gap. Additionally, we identify and characterize seven clusters of hotspots based on shared DPSIR patterns, revealing their common mechanisms. Our work highlights the diversity of water scarcity related issues at hotspots, especially the variety of impacts involved and governmental responses in place. The results of our DPSIR analysis provide valuable insights for building causal networks representing water gap dynamics at the hotspots. They form a foundation for conceptual models that illuminate human-water interactions, trade-offs, and synergies at the hotspots, while guiding policymakers in addressing the multifaceted challenge of closing the water gap.

Abstract:Over the past decades, water scarcity has become prevalent in many regions of the world. Previous water scarcity assessments largely considered "blue water" (surface and groundwater) and overlooked "green water" (soil moisture), despite its key role in supporting crop production. Moreover, the long-term evolution of water scarcity remains unclear. Here, we propose an agricultural water scarcity index (WSIAW) that explicitly combines green and blue water. The WSIAW measures the degree to which both green and blue water availabilities can satisfy the agricultural water requirement. The WSIAW can directly indicate water scarcity in both rainfed and irrigated areas, which cannot be captured by the blue water scarcity index alone. Using the WSIAW, we assessed the evolution of water scarcity across regions of the world during 1971-2010 at a spatial resolution of 0.5 arc degree. We found that 22% of the 228 river basins with a WSIAW of >1 presented a much broader geographical coverage compared with estimates of water scarcity based on blue water only (8% of total basins). The WSIAW also exhibited a clear trend of increasing severity over the study period, particularly in major agricultural regions. Expanding cropland and increasing/competing water withdrawals by other sectors were the main reasons for the intensification of water scarcity, which was pronounced in some Asian and African river basins. The proposed WSIAW can be applied to different regions with various scales and is important for addressing global water scarcity issues.

Abstract:Water scarcity has become a major issue to sustainable development. It can be estimated by available fresh water resources and human water withdrawal, which are affected by both climate change and human activities. However, the key drivers for the changes in water scarcity at global scale remain unclear due to large uncertainties in the estimations of the contributions from changes in water withdrawal and water availability. By using a newly reconstructed water withdrawal dataset and multi-model simulations of water availability, this study assessed global water scarcity evolution during 1971–2010 at half degree resolution and monthly time scale by applying the water stress index (WSI). Results showed that WSI increased in areas with 61.1% of global population during 1971–2010, and the increase in water withdrawal (especially agricultural sector) was the key driving factor for areas with 57.5% of global population. Specifically, growing water withdrawal led to increased water scarcity for areas with 21% of global population in spite of rising water availability resulted from climate change, such as in southeastern China, Southeast Asia, southern India, and Central Africa. In contrast, water scarcity mitigated over some developed areas including parts of USA, Europe and Japan with 8.8% of global population, which resulted from decreased human water withdrawal (especially industrial sector) and increased water availability. This study reveals the synergistic or contrary effects of changes in water withdrawal and water availability on the changes in water scarcity over the globe, and provides useful information for regional water planning and management.

Abstract:The inadequate availability of clean water presents systemic risks to human health, food production, energy generation and ecosystem functioning. Here we evaluate population exposure to current and future water scarcity (both excluding and including water quality) using a coupled global hydrological and surface water quality model. We find that 55% of the global population are currently exposed to clean water scarcity at least one month per year, compared with 47% considering water quantity aspects only. Exposure to clean water scarcity at least one month per year increases to 56–66% by the end of the century. Increases in future exposure are typically largest in developing countries—particularly in sub-Saharan Africa—driven by a combination of water quantity and quality aspects. Strong reductions in both anthropogenic water use and pollution are therefore necessary to minimize the impact of future clean water scarcity on humans and the environment.

Abstract:Universal access to safe drinking water for all is a key target of the United Nations Sustainable Development Goal 6. However, how water accessibility improvement impacts domestic water demand and surface-water deficit (the quantity of water demand that exceeds surface-water availability) are poorly known due to uncertainty and variability in domestic water use intensities (WUIdom). Here, we developed a data-driven model to create global gridded maps of historical and future WUIdom, constrained by 1758 survey-based records spanning 220 administrative units. The results show that water accessibility improvement dominated the growth in WUIdom over the period 1990-2015, particularly in developing and least-developed economies. Achieving universal water accessibility by 2030 may lead to an additional growth in global mean WUIdom by 21.7 L capita 1 day(-1). Additional 88.3 million people, from 14 developing countries and 9 least-developed countries, may move into domestic surface-water deficit. Another 16% of global irrigated areas would be at risk of irrigation surface-water deficit mainly in South Asia, Central Asia, and North Africa. These findings imply the need of spatially flexible set of actions to achieve global universal water accessibility by 2030 without worsening surface-water deficit.

Abstract:Urbanization and climate change are together exacerbating water scarcity-where water demand exceeds availability-for the world's cities. We quantify global urban water scarcity in 2016 and 2050 under four socioeconomic and climate change scenarios, and explored potential solutions. Here we show the global urban population facing water scarcity is projected to increase from 933 million (one third of global urban population) in 2016 to 1.693-2.373 billion people (one third to nearly half of global urban population) in 2050, with India projected to be most severely affected in terms of growth in water-scarce urban population (increase of 153-422 million people). The number of large cities exposed to water scarcity is projected to increase from 193 to 193-284, including 10-20 megacities. More than two thirds of water-scarce cities can relieve water scarcity by infrastructure investment, but the potentially significant environmental trade-offs associated with large-scale water scarcity solutions must be guarded against.

Abstract:Water scarcity has become a major threat to sustainable development under climate change. To reduce the population exposure to water scarcity and improve universal access to safe drinking water are important targets of the Sustainable Development Goal (SDG) 6 in the near future. This study aims to examine the potential of applying adaptive inner-basin water allocation measures (AIWAM), which were not explicitly considered in previous studies, for mitigating water scarcity in the future period (2020–2050). By incorporating AIWAM in water scarcity assessment, nonagricultural water uses are assumed to have high priority over agricultural water use and thus would receive more water supply. Results show that global water deficit is projected to be ~3241.9 km3/yr in 2050, and severe water scarcity is mainly found in arid and semi-arid regions, e.g. Western US, Northern China, and the Middle East. Future warming climate and socioeconomic development tend to aggravate global water scarcity, particularly in Northern Africa, Central Asia, and the Middle East. The application of AIWAM could significantly mitigate water scarcity for nonagricultural sectors by leading to a decrease of global population subject to water scarcity by 12% in 2050 when compared to that without AIWAM. However, this is at the cost of reducing water availability for agricultural sector in the upstream areas, resulting in an increase of global irrigated cropland exposed to water scarcity by 6%. Nevertheless, AIWAM provides a useful scenario that helps design strategies for reducing future population exposure to water scarcity, particularly in densely populated basins and regions. Our findings highlight increasing water use competition across sectors between upstream and downstream areas, and the results provide useful information to develop adaptation strategies towards sustainable water management.

Abstract:Alleviating water scarcity is at the core of Sustainable Development Goal 6. Yet the timing of water scarcity in its onset and possible relief in different regions of the world due to climate change and changing human population dynamics remains poorly investigated. Here we assess the timing of the first emergence of water scarcity (FirstWS) and disappearance of water scarcity (EndWS), by using ensembles of simulations with six Global Hydrological Models under two representative concentration pathways (i.e., RCP2.6, RCP6.0) combined with two shared socioeconomic pathways (i.e., SSP2, SSP3) for 1901-2090. Historically (1901-2020), FirstWS occurred predominantly in Asia (e.g., China and India) and Africa (e.g., East Africa); the peak time of emerging water scarcity began around the 1980s. Under all the four future RCPs-SSPs scenarios (2021-2090), FirstWS will likely occur mainly in some regions of Africa, for which the newly added area is double that in Asia. On the other hand, EndWS will mostly occur in China after 2050, primarily due to the projected declining population. We, therefore, call for specific attention and effort to adapt to the looming water scarcity in Africa.
Global assessment of current water resources using total runoff integrating pathways

Abstract:The anticipated water scarcity in the first half of this century is one of the international issues of most concern, which needs to be adequately addressed. However, even though the issue has an international impact and worldwide monitoring is critical, there are limited global estimates at present. In this study, annual water availability has been derived from annual runoff estimated by land surface models using total runoff integrating pathways (TRIP) with 0.5° by 0.5° longitude/latitude resolution globally. The global distribution of abstraction was esti- mated for each sector at the same spatial resolution based on country-based statistics of municipal water use, industrial water use, and agricultural intakes, using a global geographical information system with global distribution of population and irrigated crop land area. The total population under water stress estimated for 1995 corresponded very well with earlier estimates. However, the number is highly dependent on how one assumes the volume of water from upstream of a region, which can be considered as "available" water resources within the region. Therefore it is important, even for global scale analysis, to evaluate the regional water quality deterioration and the real consumption of water resources in the upper part of the stream, as well as the accessibility of water. Further studies should be promoted by an integrated approach to improve the accuracy of future projections on both the natural and social aspects of water resources.

Abstract:Dynamic assessment of water scarcity utilising blue water (BW) and green water (GW) can enhance water resource management. The traditional water scarcity assessment mainly considers blue water, ignoring GW, for static evaluation. The improvement objective of this study is dynamically quantifying water scarcity, integrated BW and GW. This study proposed a framework to present an overview of water scarcity within multiple indicators and pinpoint water-stressed areas within an ever-changing process. The framework is based on the theorem of mutual change of quality and quantity to assess the spatiotemporal variability of BW and GW availability and to quantify the water scarcity in watersheds. A case study was carried out in Taoer River Basin, a semiarid region of China, to demonstrate the use of the framework. The anthropogenic elements (such as water demand) and natural conditions were combined to quantify water scarcity, as measured by BW and GW scarcity indices. This study also analysed the variation of water scarcity on different spatiotemporal scales. The findings demonstrate that severe water scarcity has been occurring downstream with a tendency towards upstream of the watershed. Collectively, this study provides a useful tool for dynamic water scarcity assessment, helping develop policies to promote sustainable development.

Abstract:Irrigation expansion is often posed as a promising option to enhance food security. Here, we assess the influence of expansion of irrigation, primarily in rural areas of the contiguous United States (CONUS), on the intensification and spatial proliferation of freshwater scarcity. Results show RFtoIF transition will result in an additional 169.6 million hectares or 22% of the total CONUS land area facing moderate or severe water scarcity. Analysis of just the 53 large urban clusters with 146 million residents shows that the transition will result in 97 million urban population facing water scarcity for at least one month per year on average versus 82 million before the irrigation expansion. Notably, none of the six large urban regions facing an increase in scarcity with RFtoIF transition are located in arid regions. in part because the magnitude of impact is dependent on multiple factors including local water demand, abstractions in the river upstream, and the buffering capacity of ancillary water sources to cities. For these reasons, areas with higher population and industrialization also generally experience a relatively smaller change in scarcity than regions with lower water demand. While the exact magnitude of impacts are subject to simulation uncertainties despite efforts to exercise due diligence, the study unambiguously underscores the need for strategies aimed at boosting crop productivity to incorporate the effects on water availability throughout the entire extent of the flow networks, instead of solely focusing on the local level. The results further highlight that if irrigation expansion is poorly managed, it may increase urban water scarcity, thus also possibly increasing the likelihood of water conflict between urban and rural areas.

GLOBAL WATER RESOURCES: CHALLENGES OF THE 21st CENTURY

Abstract:The article provides an analytical overview of the state of global water resources and their use in the world. The focus is on the most important component of water resources – freshwater, which on the planet is only 2.5 % of the total. The most accessible renewable water resources are river runoff, which is distributed unevenly on the surface of the planet: Asia (32 %), South America (28 %), North America (18 %), Africa (9 %), Europe (7%), Australia and Oceania (6 %). Along with the characteristics of the known components of freshwater resources (river runoff, groundwater, glaciers), attention is also focused on trends in attracting unconventional sources (recovered wastewater or gray water, desalinated, specially collected rainwater). The total use of fresh water in the world is only 9 % of the total river flow of the planet. At the same time, the problem of water scarcity was included in the list of the World Economic Forum 2015, as one of the global risks in terms of the potential impact on human society in the next decade. Among the causes of global water, scarcity are geographical and socio-economic. Geographical reasons are the spatial and temporal (seasonal) mismatch of the demand for fresh water and its availability. Socio-economic reasons are the growth of the world’s population, urbanization, improving living standards, changes in consumption patterns, and an increase in irrigated land. The latter has become key to the growth of global water demand. Experts forecast that the limited access to fresh water in 2050 can be felt by 3.3 billion more people than in 2000. The article gives examples of a methodology for the hydrological assessment of water scarcity (calculation of the ratio of the volume of annual renewable water resources to the population) and the methodology of economic and geographical assessment. Other approaches to assessing water resources by creating new paradigms (water – blue, green, virtual, water footprint) have been characterized. Throughout the history of mankind, there have been many conflicts related to water. Active water cooperation between countries today reduces the risk of military conflicts. This conclusion was made after studying transboundary water relations in more than 200joint river basins, covering 148 countries. The right to safe water and sanitation is a fundamental right of everyone (UN, 2010). Therefore, among the 17 sustainable development goals adopted by the UN for implementation for the period 2015-2030, Global Goal 6 “Clean Water and Good Sanitary Conditions” is aimed at ensuring sustainable management of water resources and sanitation for all. This will save people from diseases, and society will be given the opportunity to be more productive in economic terms.

Abstract:Water scarcity is increasingly perceived as a great challenge to the sustainable development of human society. The economic output loss due to water scarcity is defined as water scarcity risk (WSR), which constitutes local water scarcity risk (LWSR, local economic output loss in water-using sectors due to water scarcity) and virtual water scarcity risk (VWSR, the spread of LWSR through trade systems). However, the traditional water stress index used in the existing WSR assessment research is limited in its accuracy and descriptiveness. Here we address these limitations by quantifying the LWSR with the consideration of environmental flow requirement, water intensity, economic output, and further assessing the VWSR. Results show that the WSR of the world is around 2.7 trillion US dollars in 2016. We also identify the hotspots of WSR at the national and sectoral levels. Our findings help lay the foundation for nations to develop strategies for mitigating WSR.
A quantitative investigation of the thresholds for two conventional water scarcity indicators using a state‐of‐the‐art global hydrological model with human activities

Abstract:Abstract Among published global water resource assessments, regions where annual total water withdrawal exceeds 20% and 40% of the availability, or where per capita water availability falls below 1,700 and 500 m 3 person ‐1 year ‐1 , are categorized as being moderately and highly water stressed, respectively, but the rationale for using these thresholds has not been fully explained. Here we show that these thresholds represent the sufficiency of local and renewable water resources, which are estimated daily by a state‐of‐the‐art global hydrological model. We found that water abstraction from local and renewable sources is insufficient (i.e., more than 1% of the annual total water requirement becomes unmet) in a majority of grid cells where annual total water withdrawal exceeds 20% of the availability and/or per capita water availability falls below 1,700 person ‐1 year ‐1 (moderate stress). In grid cells where the corresponding values are 40% and/or below 500 m 3 person ‐1 year ‐1 (high water stress), more than 20% and 60% of the annual total water requirement must be supplied by non‐local and non‐renewable sources, respectively. These results indicate that conventional indicators and thresholds can be used as a surrogate for measuring daily variations in the sufficiency of local and renewable water sources at the global scale. At the same time, the substitutability of WTA and APC varies by region, which can be primarily attributed to the intensity of the seasonal variation in river flow and irrigated area per capita, respectively. Based on the analyses, new sets of thresholds for WTA and APC are proposed.

Abstract:Global transboundary river basins (TRBs) cover about 47% of land surface and 52% of population. Water scarcity is driving the potential risks as a result of competition for the limited water resources in TRBs, which turns to be both of an urgent environment issue and economic/political problems. In this study, we used a water supply-demand balance approach to estimate the impact of climate change on the water scarcity occurrence likelihood (WSOL) and water scarcity potential intensity (WSPI) in TRBs at a global scale. We projected the WSOL and WSPI by applying the global hydrological models (GHMs), which were driven by the bias-corrected data of four general circulation models (GCMs) considering different scenarios of the representative concentration pathways (RCP2.6 and RCP6.0), respectively. The results indicated that the WSOL in TRBs were expected to increase between 28% (at RCP2.6) and 42% (at RCP6.0) by 2080s in comparison with those during 1981–2010. The most significant increase of WSOL were found in the countries of West Asia as well as China and North Africa. We also found that the projection of WSPI showed less consistent trends across different basins in TRBs, with variations in a range from −10% to 5% by 2080s. In general, WSPI increased in West Asia but decreased in north Asia, Europe and North America. The results highlighted that the water scarcity in TRBs would be exacerbated by climate warming, likely overwhelming the efforts of nations to collaboratively use freshwater resources of TRBs in future, and potentially preceding more water conflicts.

Abstract:Climate change was projected to have negative effects on water availability and consequently a serious constraint to food production in many areas of the world. However, such effects have not been well understood, particularly over rainfed croplands, partly because of the poor representation of green water in associated assessments. In this study, we develop an integrated agricultural water scarcity index (WSIag) that incorporates blue and green water components to examine the agricultural water scarcity in the baseline (1981–2005) and future (2026–2050) periods under the Representative Concentration Pathway (RCP)2.6 and RCP6.0 scenarios. Results show that ∼3.8 million km2 (∼39% of total) croplands experienced water scarcity in the baseline period and it would expand by more than 3% in the future. Under the two scenarios, WSIag projections are similar overall and are higher than that under the baseline in 83%–84% of global total croplands. Differences are found between the scenarios in Amazonia, Southern Africa, and South Asia. The increases in future WSIag are dominated by the decreased water availability in ∼60% of total croplands and ∼24% of which is dominated by the increased crop water requirement. Changes in green water availability have a significant contribution to changes in WSIag in 16% of global croplands, mostly in arid/semiarid regions (e.g., the South edge of the Sahel, Southern Africa, Northeast China, and Central America). This implies the important role of green water management for agriculture in these regions. The integrated assessment can help develop effective strategies for agricultural water management under climate change.

Abstract:More than one billion South Asians are affected by water scarcity. Pressure on water resources is likely to grow as a result of population growth, urban expansion, and climate change. This paper assesses the impacts of these effects on the historical hydrological baseline, with particular focus on irrigation. A geospatial water balance model was developed for this purpose based on geo‐referenced information available in scientific public domain databases. Annual water supply and demand for a baseline period 1950–2000 were calculated and projected to 2050 using (1) outputs from 19 Global Circulation Models from the Coupled Model Intercomparison Project Phase 5 for a Representative Concentration Pathway 4.5; (2) population projections to 2050; and (3) historical land‐use patterns at the country level. Improvements in water use efficiency and storage capacity were analyzed using the Modified Water Scarcity Index of the baseline and the projected water balance in 2050 at the watershed scale.
