Abstract:This paper considers the state of nuclear and radiological security in the UK and abroad and reports on the methods that could be employed by terrorists with radiological or nuclear material to cause destruction. It is shown that despite current safeguards that problems arise due to materials that are unaccounted for and poor implementation of detection regimes in some geographical regions. The prospect of a future terrorist event that involves nuclear or radiological materials seems likely despite best efforts of prevention.

Abstract:People in their everyday lives are exposed to radiation. Natural radiation is emitted from space, subsoil, and various materials which contain radioactive materials. Humans are also exposed to radiation from medical and industrial applications that use radioactive sources with artificial radioactive materials. Such radioactive sources may nevertheless get out of the control system and become orphan sources. Because these radiation sources are usually contained within metal shields such as lead and iron, the shields can end up as scrap metal being used in the metallurgical industry as raw material. Incidents have been recorded around the world, and several are reported in the literature and described here, where orphan sources have caused direct radiation exposure and/or environmental and personal contamination when the sources leaked. Timely and prompt recognition of an orphan radioactive source or device is crucial in order to minimize the radiological risk and its implications for the general population.

Abstract:Global concern for the illicit transportation and trafficking of nuclear materials and other radioactive sources is on the rise, with efficient and rapid security and non-proliferation technologies in more demand than ever. Many factors contribute to this issue, including the increasing number of terrorist cells, gaps in security networks, politically unstable states across the globe and the black-market trading of radioactive sources to unknown parties. The use of passive gamma-ray and neutron detection and imaging technologies in security-sensitive areas and ports has had more impact than most other techniques in detecting and deterring illicit transportation and trafficking of illegal radioactive materials. This work reviews and critically evaluates these techniques as currently utilised within national security and non-proliferation applications and proposes likely avenues of development.

The bioterrorism threat and dual-use biotechnological research: an Israeli perspective

Abstract:Israel has a long history of concern with chemical and biological threats, since several hostile states in the Middle East are likely to possess such weapons. The Twin-Tower terrorist attacks and Anthrax envelope scares of 2001 were a watershed for public perceptions of the threat of unconventional terror in general and of biological terror in particular. New advances in biotechnology will only increase the ability of terrorists to exploit the burgeoning availability of related information to develop ever-more destructive bioweapons. Many areas of modern biological research are unavoidably dual-use by nature. They thus have a great potential for both help and harm; and facilitating the former while preventing the latter remains a serious challenge to researchers and governments alike. This article addresses how Israel might best (1) prevent hostile elements from obtaining, from Israel's biological research system, materials, information and technologies that might facilitate their carrying out a biological attack, while (2) continuing to promote academic openness, excellence and other hallmarks of that system. This important and sensitive issue was assessed by a special national committee, and their recommendations are presented and discussed. One particularly innovative element is the restructuring and use of Israel's extensive biosafety system to also address biosecurity goals, with minimal disruption or delay.

Abstract:The research area lies in Egypt’s Central Eastern Desert and is considered one of the most important localities where it contains many valuable metals. The episyenite rocks serve as a trap for uranium mineralization. The current study focused on evaluating the natural radioactive risk and pollution. The radioelement contents were determined by using Na–I detector. Episyenite rocks have high radioelement contents and low eTh/eU ratio. eU and eTh concentration contour maps indicate that the central and southeastern parts are high, while the northeastern and southwestern parts are high in Potassium. The radiological and ecological parameters were higher than the recommended international values in some samples, clarifying its unsafe use as building material or in infrastructure.

Abstract:There is a lack of available data on the radioactivity levels of these materials, despite the potential risks they may pose to patients, dental technicians, and dentists. A total of forty samples were collected from different dental markets in Egypt. Using an NaI(Tl) detector, the gamma-ray spectrometer measured the activity levels of uranium-238, radium-226, thorium-232, and potassium-40. The findings revealed that the mean concentration of 238 U (below the minimum detectable activity, MDA), 226 Ra (135 ± 5 and 132 ± 5 Bq/kg), 232 Th (187 ± 4 and 243 ± 8 Bq/kg), and 40 K (1560 ± 52 and 2501 ± 89 Bq/kg) in feldspar and zirconia (ZrO 2 ) dental ceramic samples, respectively, were all within the limits established by the International Organization for Standardization (ISO) and the European Commission (EC). The use of feldspar and zirconia dental ceramics to restore all teeth would result in an estimated maximum beta dose of 1.5 mGy/year to the oral tissue. The results suggest that there is no cause for concern regarding any additional beta dose to the oral cavity from the use of feldspar and zirconia dental ceramics.

Abstract:The airborne gamma-ray spectrometric (AGS) data of the north Wadi Qena area were used to map the radioactive potentiality and uranium migration. Examination of the potassium (K), equivalent uranium (eU), equivalent thorium (eTh), and ternary maps displayed the areas of potential radioactivity. The results of uranium favorability (U 2 ) index revealed that the granitic rocks, Rakhiyat, Esna, and Sudr formations, have high uranium potential. On the other hand, the computed uranium migration maps (original uranium (U o ), migrated uranium (U m ), uranium migration rate (P%), eU-eTh/3.5, and eU point anomaly) allowed the delineation of migration patterns (inward and outward) for all the rock units of the area under study. The inward uranium migration distinguished the Sudr, Esna, and Rakhiyat formations, while the other rocks displayed outward uranium migration. The investigation of geological structural data indicated that the research area was influenced by NNW-SSE, NE-SW, NNE-SSW, ENE-WSW, and WNW-ESE trends. These structures most likely had a significant influence on uranium movement and migration (in and out) of the rocks in the current study area.

Abstract:High radioactive anomalies were recorded in the variegated claystones at the middle member of Um Bogma Formation, the eU-content reaches 1030 ppm, while eU/eTh ratio was equivalent to 11.7 times of Clark value. Associated elements with economic values as rare earth elements, vanadium and molybdenum were detected. Beside this, work focusing on uranium recovery from collected samples was investigated using different reagents and leaching techniques. Pug-leaching process using sulfuric acid at 100 °C is the most efficient leaching condition. Selective separation of uranium with high grade (38%) was obtained using synthetic quaternary ammonium sorbent grafted on silica particles.

Abstract:The loss and theft of radioactive material is essentially an illegal movement. In order to identify illegal movements, the concept of swarm self-security Intelligence of radioactive materials which endows the radioactive materials with the ability to perceive and respond to danger by the associated relationship between multiple radioactive materials (containers) constructed in some way is proposed. The network formed by security intelligent electronic devices installed on radioactive material containers as nodes constitutes "the associated relationship". When a node leaves the network due to illegal movement, it will lose contact with other nodes. The remaining nodes detect the change of the total number of nodes in the network, and make appropriate delays and response measures. This paper proposes the implementation architecture of a decentralized network, with direct communication between nodes. "Illegal movement" discrimination logic runs on each node of the entire network system which can be equivalently regarded as a multi-core parallel computer. Interaction information between nodes is performed according to a standardized information table. Each node can plug in and out of the network in the silent state. In the alert state, each network node can use the total number of neighbors' out-of-connection status and whether the name of the adjacent node changes as a criterion for illegal movement.

Abstract:Radioactivity measurements have been conducted in nine underground phosphate mines in the Egyptian Eastern Desert in order to estimate the occupational radiation exposure of mine workers in those mining sites. Measurements were carried out of airborne radon (222Rn) and its short-lived decay products (progeny) and thoron (220Rn) progeny, as well as γ-radiation from mine walls, ceilings and floors. Comparison of experimental data and theoretical predictions showed partial agreement between these two sets of data. This result is partly attributed to the complex layout of these mines which causes undesirable ventilation conditions, such as recirculation airflow patterns which could not be adequately identified or quantified. The radiation data obtained were used to estimate the Maximum Annual Dose (MAD), and other important occupational radiation exposure variables. These calculations indicate that in eight out of the nine mines surveyed, the MAD exceeded (by a factor of up to 7) the maximum recommended level by ICRP-60. A number of suggestions are made in order to reduce the MAD in the affected mines.

Abstract:Wadi El Reddah, Egypt, is mostly enclosed by scattered exposure to the chronological sequence of a metavolcanic and metagabbro-diorite complex. There are radiological impacts due to internal and external exposure to the high natural background radiation caused by 226Ra, 232Th, and 40K in the Wadi El-Reddah stream sediments. 72 samples were collected and the activity concentration was measured using a NaI(Tl) gamma-spectroscopy system. The average activity concentration of 226Ra, 232Th and 40K was 215 ± 118 Bq kg−1, 131 ± 90 Bq kg−1 and 822 ± 125 Bq kg−1, respectively. Most of the studied samples had a higher activity concentration than the world average.

Abstract:This study investigates the naturally occurring radionuclides in Egyptian black sands collected from the Mediterranean Sea Coast, an area rich in sediments from the White Nile, Blue Nile, and Atbara rivers. The black sands mainly comprise two groups of minerals: the gangue group, consisting of quartz, feldspar, amphiboles, pyroxenes, epidote, and micas, and the economic minerals group, which includes magnetite, garnet, zircon, monazite, and uncommon commercial minerals like thorite. A gamma spectrometry with a NaI (Tl) detector was employed to analyze black sand samples for the presence of radionuclides. Additionally, radium equivalent activities (Ra eq ), absorbed dose rate, annual effective dose, gamma radiation hazard index (I γ ), external hazard index, internal hazard index (H in ), and lifetime cancer risk (ELCR) were calculated based on the measured activity concentrations of 226 Ra, 232 Th, and 40 K. This comprehensive analysis contributes valuable insights into the radiological properties and potential hazards associated with Egyptian black sands. Due to the significant radioactive risk associated with these black sand samples, specifically in the Mediterranean Sea Alexandria coastal area, must be considered while using them as building materials. Measured values include Ra-226 (56 Bq/kg), Th-232 (77 Bq/kg), and K-40 (55 Bq/kg).

Abstract:The radioactivity levels and risk factors have been assessed for twenty-eight positions of Black-Sand (BS) surface deposits along the Mediterranean Sea coast of north Sinai, Egypt. Twenty-eight surface samples were collected from six local cities: El Ressa, Abo Sakl, Ghornata, El Arish, El Masaed, and El Rommana. The activity concentration values of the nuclides of the 226 Ra, 232 Th, and 40 K of the collected samples were measured using a P-type HPGe detector with a relative efficiency of ∼ 100% where it is defined at 1.33MeV relative to a standard 3-inch diameter and 3-inch long NaI (TI) scintillator. El Ressa samples have relatively the most significant average values for 226 Ra and 232 Th, whereas El Rommana samples had the highest for 40 K. The radiation hazard calculations for the collected BS samples indicated significantly lower values than the internationally recommended limits. The ambient dose rates of the six areas under study were monitored and found to range from 0.06 to 0.10 μSv.h -1 .

Abstract:The study focused on syenogranite and its altered variety, and specifically monitored the activities of 226 Ra, 232 Th, and 40 K using NaI(Tl) gamma-ray spectroscopy. Syenogranites in the study area in Egypt were investigated to determine their potential use in industries such as ornamental stones and ceramics. The main outcrops in the study area consist of metasediments, metavolcanics, metagabbro, syn-to late-orogenic granites, and post-orogenic granites (syenogranites). There are also numerous dikes and veins of various shapes and compositions that have intruded and penetrated all the older rocks in the area. The mean activity (± standard deviation, SD) of these radioelements in the granites is 226 Ra (63 ± 71 Bq kg −1 ), 232 Th (76 ± 170 Bq kg −1 ), and 40 K (1248 ± 532 Bq kg −1 ) were found to be greater than the world average. The radiological hazards are mostly attributed to the γ-rays emitted by granitic rocks. The granites studied in this study deviate from international standards mainly due to the presence of minerals containing radioelements such as zircon, allanite, monazite, sphene titanite, apatite, thorite, samarskite, fergusonite, xenotime, columbite, apatite and fluorite. As a result, granitic rocks are unsuitable for home building.

Abstract:September 11(th) events taught us, members of the medical community, that we need to prepared for the worst. Nuclear terror is no longer science fiction. Radiological weapons of mass terror come in three flavors: The first one is nuclear. Since 1992, there have been six known cases of highly enriched uranium or plutonium being intercepted by authorities as it passed in or out of the former Soviet Union. Constructing a nuclear fission weapon requires high-level expertise, substantial facilities, and lots of money. All three of which would be difficult, although not impossible, for a terrorist group to pull off without state support. However, terrorists could carry out potential mass destruction without sophisticated weaponry by targeting nuclear facilities using conventional bombs or hijacked aircrafts. Terror attacks could also carry out mass panic and radioactive contamination of people and environment by dispersal of radioactive materials with or without the use of conventional explosive devices. Most medical and para-medical personnel are not familiar with CBRN terror and radiation casualties. To lessen the impact of those potential attacks and provide care for the greatest number of potential survivors, the community as a whole - and the medical community in particular - must acquire the knowledge of the various signs and symptoms of exposure to irradiation and radioactive contamination as well as have a planned response once such an attack has occurred. Based on knowledge of radiation hazards, medical emergency planers should analyze the risks of each scenario, offer feasible solutions and translate them into internationally accepted plans that would be simple to carry out once such an attack took place. The planned response should be questioned and tested by drills. Those drills should check the triage, evacuation routes, decontamination posts, evacuation centers and receiving hospitals. It is crucial that the drill will consist of simulated casualties that will follow the evacuation route from point zero to the ED. Knowledge and exercise will reduce terror (fear) from radiation and help the community as a whole better cope with such an event. This article will review the general information of radiation types, their biological damage, clinical appearance and general concepts of nuclear event planning, focusing on medical response and focus on the Israeli perspective.

Abstract:Might a nuclear-armed terrorist group or state use ordinary commerce to deliver a nuclear weapon by smuggling it in a cargo container or vehicle? This delivery method would be the only one available to a sub-state actor, and it might enable a state to make an unattributed attack. Detection of a weapon or fissile material smuggled in this manner is difficult because of the large volume and mass available for shielding. Here I review methods for screening cargo containers to detect the possible presence of nuclear threats. Because of the large volume of innocent international commerce, and the cost and disruption of secondary screening by opening and inspection, it is essential that the method be rapid and have a low false-positive rate. Shielding can prevent the detection of neutrons emitted spontaneously or by induced fission. The two promising methods are muon tomography and high energy X-radiography. If they do not detect a shielded threat object they can detect the shield itself.

Abstract:The development of the nuclear industry in the countries of the Arabian Gulf demands an investigation of its potential impact on the environment and human activities. It should involve routine monitoring of radionuclide from existing nuclear facilities as well as modelling of accidental release of radioactivity. Agriculture is usually considered the human activity which is the most endangered with radioactive pollution. Although the traditional concept of low-developed agriculture in the United Arab Emirates has been already described from a radioecological point of view, herein, the recent trends of agriculture are recorded. Due to climatic changes and population increase, the use of saline lands will be more pressing. Apart from it, the risk assessment for nuclear events, which was formed mainly for temperate zones, neglected another aspect of arid zones which is underground water reservoirs refilled with episodic heavy rains. The sandy or saline soils are not an effective barrier for the migration of radionuclide deposited in topsoil. A hypersaline environment could prevent the adsorption of radionuclide on soil particles and allow their high bioavailability for halophyte plants. The new principal challenges in radioecological research in arid zones are impacts on (i) saline agriculture, (ii) underground water reservoirs, and (iii) proposal for countermeasures in order to minimise the impact of radioactive contamination.

Abstract:For loss and theft in the transport of radioactive materials by a single vehicle, this article summarizes the characteristics of "illegal movement" and establishes a security system that senses its inter-relationship and responds though the group network relationship. The security system reminds the vehicle crew through on-site response and linkage response. A failure detection method for on-site response is proposed, that is, the push model is used first, and when the measurement results are suspected, the pull model is used to further confirm the failure. The failure detection for linkage response adopts the push model. According to the different security requirements of the basic and enhanced transportation, the principle of setting the timeout threshold in the failure detection algorithm is proposed. In the enhanced type, the value is smaller, otherwise the value is larger. A specific timeout threshold quantification scheme is proposed. Experiments show that the method proposed in this article is effective.

Abstract:This paper proposes to design security measures based on the radioactive material package as the basic unit. The principle of four-layer defense in depth is put forward. Based on the concept of self-security intelligence, combined with out-of-vehicle monitoring, in-vehicle monitoring, and Beidou positioning technology, a security system for transport of radioactive materials was designed. It realized the perception, early warning, delay, and alarm functions and greatly improved the security.
