Abstract:1. IntroductionRomanian feminism made its first tentative steps during the transition in the mid 90's. It started as an academia movement, one that was sustained through the efforts of a few academic-involved women, like Mihaela Miroiu or Eniko Magyari-Vincze and activists such as Dina Loghin. This distinction is rather methodological, since from the very beginning Romanian feminists acted simultaneously as theorists, activists and policy-makers. Romanian feminism developed by looking backwards, forward and Westward. Backwards through the discovery of 19th Century Romanian Feminism, not present in any Romanian history manual and largely unknown, brought to light by historian §tefania Mihailescu. This was an important aspect in gaining legitimacy and not be seen simply as an EU-imposed imported foreign ideology. Westward to Western feminist theorizing, trying to adapt Western concepts to Romanian reality and create new specific ones. Romanian feminism looked forward in creating theoretical and policy strategies suited for the Romanian realities. Romanian feminism has had to adapt and innovate in a social reality that had skipped the second wave of feminism and faced specific challenges. It aimed to answer to a "pre-emptive" antifeminism in mainstream discourse and to a nationalist and traditionalist lhetoric, rather common in Eastern Europe which strongly supported traditional gender roles (Magyari-Vincze, 2006: 31)The relation between Romanian feminism and the European Union remains ambivalent. On the one hand, the ascension process enabled the passing of several key laws and setting up of important gender equality institutions and guidelines. On the other hand, gender equality was not a main focus of the EU ascension process evaluation, relations with key EU institutions remain distant and once the ascension was completed the already low commitment of Romanian state institutions to gender equality appears to have dropped even lower, while feminist and women's rights NGO's struggle to adapt to challenging implications for civil society as a whole.2. Romanian Feminism and the EU: Getting to Know Each OtherDuring the pre-ascension period what was stressed was the need for key legislation and key institutions. As such the 137 Ordinance was adopted and also the 202/2002 law was put into place. The first addressed all forms of discrimination, while the second addressed equal opportunity legislation between men and women. Each had one corollary institution: the National Council for Combating Discrimination and the National Agency for Equal Opportunities between Men and Women.However, in terms of feminists' relation to Romanian state authorities, they mostly lacked significant influence: "The CEE countries in general, Romania in particular, looked to accept more paternalism from international sources of authority, even a patemalistically imposed liberalism, if the Pater was the E.U or U.S. But these kinds of states paid very little attention to internal voices, except those of the big trade unions of the ex-socialist heavy industry that occupied a large and popular space of left-wing conservatism" (Miroiu, 2004: 258), while "East European Feminism was tolerated rather as a civic exoticism, but not as a politically relevant movement" (Miroiu, 2004: 258). Left-wing conservatism was in Miroiu's opinion the dominant ideology of the first transition decade, one that "does not directly or explicitly oppose capitalism or democracy, but opposes those types of changes that shake stability and safety." (Miroiu 2004: 262).This appears to largely resemble a situation typical for several new states during their ascension process, with "the low priority accorded to gender issues in EU-CEEC relations demonstrates that obligations to mainstream gender equality will not be permitted to obstruct the real1 mainstream" (Bretherton, 2001: 75). "Room service-feminism" was a term proposed by Mihaela Miroiu to indicate a top-bottom approach to gender equality, in a Romanian-EU ascension context, through "the imposition of a gender sensitive legislation in Central and East-European countries through the authority of an international political actor, European in particular before the public recognition and the presence within the international political of programs of such a necessity and demand" (Miroiu, 2004: 257). …
