아세안 사회문화공동체와 한국의 분야별 협력방안 (ASEAN Socio-Cultural Community and Policy Implications for Korea)

Abstract:Korean Abstract: 우리나라는 2017년 새 정부 출범 이후 신남방정책을 통해 대(對)아세안과의 협력관계를 한반도 주변 4대국 수준으로 격상하고자 노력하고 있다. 그러나 이를 위해서는 경제뿐 아니라 다양한 분야에서의 협력관계를 심화할 필요가 있다. 아세안 또한 2015년 정치안보공동체(APSC), 경제공동체(AEC) 및 사회문화공동체(ASCC)를 출범한 바 있으며, 이를 실현하기 위한 분야별 청사진을 제시하였다. 이러한 배경 아래 본 연구는 ASCC에 주목하여 해당 공동체 실현을 위한 협력전략을 도출하였다. 해당 공동체에 대해 구체적으로 분석한 선행연구가 거의 없고, 본 연구가 이에 관한 한ㆍ아세안 협력의 기본방향, 추진체계 및 분야별 정책과제를 제시하였다는 점에서 기존 연구와의 차별성을 확보하였다. 먼저 아세안 공동체의 추진 경과 및 주요 내용을 분석한 후 ASCC의 의미와 본 연구에서 도출한 주요 협력 분야를 제시하였다. ASCC는 사람 중심의 협력 활동을 통해 삶의 질을 개선하겠다는 아세안 공동체의 공약이며, 지속가능한 개발을 촉진하고 인간개발을 완전히 실현하겠다는 목표를 지향한다. 이로 인해 문화예술, 교육, 보건, 사회복지 및 개발, 환경, 재난관리 등 APSC나 AEC가 다루지 못하는 다양한 협력 활동을 포함한다는 점에서 주목할 만한 가치가 있다. 또한 ASCC의 다양한 이슈들은 APSC나 AEC의 주요 의제와도 밀접히 연관되어 있다는 점에서 단순히 개별 공동체만의 이슈로 한정되지 않는다. 본 연구는 ASCC 비전에 반영된 협력 수요, 국제사회의 주요 의제, 우리나라의 대아세안 협력정책과의 연계를 고려하여 사회 인프라, 문화예술, 지속가능한 환경, 3개 분야를 분석 범위로 선정하였다. 제3장에서는 ASCC내 대표 의제이자 우리나라의 대아세안 중점협력 분야에 속하는 보건의료와 교육 분야를 중심으로 사회 인프라에 대해 살펴보았다. 아세안은 역내 사회 인프라를 구축ㆍ개선하기 위해 노력하고 있으며, 지속가능하고 포용적인 성장과 회원국 간 균형 발전을 추구하고 있다. 관련 청사진을 토대로 정상회담, 장관회의 등을 통해 사회 인프라에 대해 논의하고, 「아세안 Post 2015 보건 개발의제(2016~2020)」, 「아세안 보건 클러스터 작업 프로그램(2016~2020)」, 「아세안 교육 작업계획(2016~2020)」 등 분야별 세부계획을 수립하여 추진 중이다. 최근에는 개개인의 건강한 삶에 대해 관심을 가지기 시작하였고, 관련 정책 추진에 있어 취약계층(여성, 청소년, 노인, 장애인 등)을 고려해야 함을 강조하고 있다. 그러나 아직 보건의료 및 교육격차가 남아 있고 소득그룹별 취약점도 다르게 나타나고 있어 개선이 필요한 상황이다. 여기에 아세안 차원의 관심과 협력 수요가 존재할 것으로 판단된다. 주요국(기관)은 양자뿐 아니라 아세안 지역을 대상으로 한 협력사업을 추진하며 아세안 차원의 수요와 자국의 강점 및 관심사를 일치시키고자 노력하고 있다. 보건의료 분야에서 대표적인 공여국인 일본과 미국은 풍부한 원조 경험과 전문성을 활용하고 특정 의제(보편적 의료보장, 범유행성 질병 등)에 대한 리더십을 발휘하고 있다. 독일은 교육이 인간의 기본 권리임을 강조하며 주로 아세안의 고등교육과 기술직업교육훈련(TVET)에 재원을 집중하고 있다. EU의 경우 역내 고등교육체계를 단일화해온 경험을 바탕으로 EUㆍ아세안 SHARE 프로그램 등을 운영하며 주목할 만한 성과를 거두고 있다. 우리나라 입장에서 도사회 인프라는 아세안 회원국과의 중점협력사업 분야 중 하나이나, 이를 깊이 있게 논의할 수 있는 한ㆍ아세안 대화채널은 부재한 상황이다. 주로 물리적 보건의료 환경 개선, 고등교육, TVET 등을 위해 양자 협력 기반의 사업을 추진 중이며, 수원국의 소득수준과 아세안 차원의 정책 수요에 대한 고려가 미흡한 것으로 보인다. 고령화, 아세안 간 고등교육 협력 등 현재 아세안이 주목하고 있는 이슈에 대한 관심도 필요하다. 제4장에서는 문화예술 분야에 대한 아세안 차원의 발전전략 및 기본여건을 분석하고, 국제사회와 한국의 대아세안 협력전략 비교를 통해 향후 대아세안 전략의 방향과 협력가능 분야를 도출하고자 하였다. 아세안은 사회문화공동체 측면에서 역내 문화예술 분야의 균형발전을 통한 삶의 질 제고를 중요한 목표로 제시하고 있으며, 문화예술전략계획, 정보미디어 전략계획, ICT 마스터플랜 등을 통해 세부 발전전략을 제시하고 있다. 아세안의 문화예술 분야 전략계획의 주요 내용을 종합해볼 때, 문화 활동에 대한 균등한 기회 확보 및 문화 다양성 지원, 문화유산 보존, 문화산업 경쟁력 제고 등에 대한 정책적 관심이 높은 것으로 판단된다. 한편 최근 국제사회에서 공공외교 혹은 문화외교의 중요성이 강조되면서 전 세계 주요 국가들은 문화예술 분야를 대외교류 및 지원정책의 주요한 수단으로 활용하고 있다. 아세안 지역의 경우 경제ㆍ정치안보 등 다양한 측면에서 역내 협력 파트너로서 주목받고 있는바, 일본 및 중국 등과 함께 우리나라 또한 영향력을 확대하기 위해 해외 거점기구 설립ㆍ운영 등을 통해 문화예술 분야와 관련한 다양한 협력ㆍ지원 정책을 추진하고 있다. 유럽의 경우도 프랑스, 독일 등 개별 국가 차원뿐만 아니라 EU 차원에서 아세안 지역에 대한 영향력을 제고하기 위해 문화 ODA 및 문화원 설립ㆍ운영을 중심으로 다양한 문화교류, 자국 언어 전파사업 등을 전개하고 있다. 이러한 상황에서 한국의 대아세안 문화예술 협력정책을 주요국의 사례와 비교해본 결과는 다음과 같이 요약할 수 있다. 첫째, 한국의 문화예술 분야 협력을 위한 네트워크의 양적ㆍ질적 기반은 아직 주요 국가들에 비해 미진한 수준으로 판단된다. 둘째, 아세안 지역에 대한 문화예술 분야의 차별적 지원채널 구축 및 관련 정책의 수립 성과 또한 아직 부족한 수준으로 평가된다. 셋째, 상대적으로 아세안 공동체와 관련된 다자 차원의 협력 의제 및 사업 발굴 등의 성과는 다소 미진한 것으로 판단된다. 넷째, 문화예술 분야의 교류협력과 관련하여 다양한 기관이 참여함에 따라 협력채널의 분산 및 비효율성에 대한 우려가 제기될 수 있다. 제5장에서는 아세안의 지속가능한 환경 실현을 위한 역내외 논의사항과 재해관리, 온실가스 감축, 기타 환경 분야(생물다양성, 폐기물)와 같이 주요 환경 분야에 대한 국제사회 및 한국의 협력 현황을 살펴보았다. 아세안의 경제성장 및 인구 증가, 도시화, 지리적 특성 등을 감안했을 때 환경적으로 지속가능한 발전과 재해의 위험으로부터 회복력 있는 공동체 구축이 ASCC의 발전에서 매우 중요한 과제라고 할 수 있다. 아세안 환경장관회의(AMME)와 환경고위급회의 (ASOEN) 및 산하 주제별 작업반을 통해 역내 환경 분야 협력에 대한 논의가 진행되고 있으며, 아세안 재해관리장관회의(AMMDM)는 신속하고 강력한 아세안 공동 재해대응을 위해 아세안 관련 부처 및 기관 간조정을 촉진하는 역할을 한다. 일본, 독일, EU 등은 아세안 환경 분야에 가장 많은 ODA 자원을 투입하고 있다. 이들은 아세안 회원국과의 양자 협력뿐 아니라 대아세안 환경협력을 추진하기 위한 대화채널이나 협력 프로그램을 별도로 운영하고 있다는 점에서 주목할 만하다. 또한 주요국은 아세안의 환경협력 수요를 충족시키기 위해 다양한 파트너와 협력함으로써 사업의 효과성 및 효율성 제고를 도모하고 있다. 최근 우리나라가 아세안 회원국 또는 대아세안 차원으로 추진하고 있는 개발사업 중 상당수가 재해관리, 폐기물, 생물다양성과 같이 아세안의 환경 분야 우선 과제를 다룬다는 점은 고무적이다. 그러나 보다 전략적인 관점에서 아세안의 협력 수요, 국제사회의 관련 논의 동향, 우리나라의 강점을 고려한 대아세안 환경분야 협력전략 수립과 우선 과제 발굴이 필요하다. 위의 분석 결과를 토대로 제6장에서는 아세안의 사회문화공동체 구상과 연계된 한ㆍ아세안 협력의 기본방향 및 전략을 제시하였다. 지금까지 한ㆍ아세안의 공식적인 협의채널이 주로 외교ㆍ경제 분야에 초점이 맞추어져 있다는 점에서 우선 ‘한ㆍ아세안 사회문화 정책대화(가칭)’와 같은 별도 대화채널을 구축할 필요가 있다. 이러한 대화채널을 통해 협력 분야의 발굴, 전략 및 행동계획 수립 등에 대한 논의를 주도하도록 하고, 주요 분야별 작업반 설치를 통해 한ㆍ아세안의 공동번영이라는 목표 달성을 위한 범부처 차원의 논의를 전개할 필요가 있다. 먼저 주요 분야 중 사회 인프라의 경우 아세안의 ‘건강 수준 향상’, ‘고령화사회 대응 강화’, ‘소득수준별 교육격차 해소’, ‘인적교류협력 활성화’ 등 분야별 목표를 달성하기 위한 협력과제를 다음과 같이 도출하였다. 첫째, 수원 지역의 정책, 사업 추진과정 및 장애요인에 대한 선행연구를 바탕으로 소득그룹별 협력 수요를 재탐색하고 이에 부합하는 세부과제를 추진할 필요가 있다. 동일한 협력 수요를 가진 국가를 하나의 그룹으로 간주하여 사업을 전개하는 방법도 고려할 수 있을 것이다. 둘째, 「아세안 Post 2015 보건 개발의제(2016~2020)」 등 아세안에서 추진하고 있는 정책들을 검토하고, 이를 토대로 아세안과 협의함으로써 현지 수요를 반영한 다양한 협력모델을 발굴해야 할 것이다. 셋째, 아세안 역내 보건의료 시스템 및 서비스 향상을 위해 감염성 질병에 대한 관리 역량을 키우도록 지원하고, 고령화 등에 대한 협력체계를 구축할 필요가 있다. 넷째, 고등교육 분야에서 인적교류를 활성화하기 위해 현재 우리나라가 추진하고 있는 협력사업 간 연계 등을 통해 아세안 회원국 간 인적교류 및 한ㆍ아세안 교류 협력체계를 강화해야 할 것이다. 다음으로 문화예술 분야의 경우 한국이 가지고 있는 비교우위의 활용과 아세안 지원 수요에 효과적으로 대응하기 위한 협력과제를 다음과 같이 도출하였다. 첫째, 일방적인 문화전파가 아닌 아세안의 문화산업 경쟁력 제고 등 한ㆍ아세안 간 상호 호혜적 교류협력의 활성화가 필요하다. 둘째, 개별 국가와의 양자적 협력 외에 아세안 문화유산의 기록ㆍ공유를 위한 온라인 플랫폼 구축 등 아세안공동체 차원의 교류협력사업 발굴을 위한 노력이 요구된다. 셋째, 문화 ODA 활성화를 통해 아세안 지역의 문화유산 보존 및 복원에 대한 지원을 강화할 필요가 있다. 넷째, 재외한국인 네트워크 구축 및 활동 지원 등 문화예술 분야 인적자원의 효과적 활용을 위한 지원정책이 필요하다. 마지막으로 지속가능한 환경 분야의 경우 ‘환경적으로 지속가능한 발전’, ‘재해와 기후변화 영향에 대한 회복력 강화’ 등 세부목표 달성을 위한 정책과제를 다음과 같이 도출하였다. 첫째, 아세안을 대상으로 한 환경협력의 상위전략 수립 및 협력우선 분야 발굴을 위한 노력이 필요하며, 의제별로 협력 대상국을 그룹화하여 사업을 발굴ㆍ추진할 필요가 있다. 둘째, 아세안과의 환경협력 강화를 위해서는 국제사회의 논의 동향을 파악하고 이를 충분히 반영 및 연계할 수 있어야 한다. 셋째, 대아세안 환경협력과 관련한 재원 확대를 위해 환경산업의 아세안 진출을 지원하고 해외 온실가스 감축사업이나 환경 ODA 사업에 대한 민간기업의 참여를 촉진할 필요가 있다. 넷째, 단순 자금 지원 외에 정책 컨설팅 혹은 전문인력 양성을 통해 아세안의 관련 제도 및 정책 정비를 지원하거나금융협력을 모색하는 등 다양한 협력방식을 발굴해야 할 것이다.English Abstract: Since the inauguration of the new government in 2017, Korea has been striving to deepen its cooperative relationship with ASEAN to the level of the four traditional major partners to the Korean Peninsula through the New Southern Policy. This requires strengthening cooperation not only in the economy but also in various fields. In 2015, the ASEAN created three communities – the ASEAN Political-Security Community (APSC), ASEAN Economic Community (AEC) and ASEAN Socio-Cultural Community (ASCC) – also providing a blueprint for each community. In this context, this study aims to suggest our comprehensive strategies and sectoral policies to cooperate with ASEAN member countries, with a particular focus on the ASCC. In line with ASEAN’s people-oriented commitment to improve quality of life, the ASCC can play an important role in achieving ASEAN social integration and promoting sustainable development in the region. In this context, the ASCC includes a wide variety of social issues such as culture and arts, education, public health, environment and disaster management and these issues are closely related to the political and economic integration efforts of ASEAN. When considering ASEAN’s needs for cooperation, relevant global agenda and Korea’s recent policy toward ASEAN, the research areas in this report cover social infrastructure culture and arts and sustainable environment. In Chapter 3, we analyzed the current status of the social infrastructure in the ASEAN region and their cooperative activities with other countries, especially focusing on the area of health care, including water and sanitation and education. These issues are not only main agenda of governmental meetings under the ASCC, but also major areas of cooperation between Korea and ASEAN member countries. ASEAN is committed to building and improving its regional social infrastructure while seeking sustainable and inclusive growth according to the ASCC blueprint. However, we found that there are still development gaps in health care and education sectors among member countries, with each income group showing different weaknesses. These gaps and weaknesses are likely to coincide with demands in ASEAN to cooperate with other countries. With diverse experiences and expertise in the social infrastructure, developed countries and institutions such as Japan, the U.S., Germany and the EU have been working with ASEAN to align their national/regional interests and strengths with ASEAN’s needs. This includes various collaborative projects at bilateral, regional and multilateral levels. For Korea, on the other hand, the health care and education sectors are key areas of cooperation with ASEAN member countries, but it is mainly promoting bilateral cooperation projects without much consideration for their income levels and development needs at the ASEAN level. We also need to pay attention to the issues that ASEAN is currently discussing, such as aging society, higher education cooperation between member countries, policies for vulnerable groups and so on. The main goals of Chapter 4 are to analyze ASEAN-level devel opment strategies and basic conditions in the field of culture and arts, and to identify promising directions for future cooperation strategies through a comparison between Korea’s cooperation with other countries and with ASEAN. Detailed development plans of the ASEAN in the field of culture and art are presented through the Strategic Plan for Culture and Arts, the Strategic Plan for Information and Media, and the ASEAN ICT Master Plan. According to the main contents of these strategic plans, ASEAN seems to give high policy value to securing equal opportunities for cultural activities, supporting cultural diversity, preserving cultural heritage, and enhancing the competitiveness of the cultural industry. On the other hand, with the recent emphasis placed on the importance of public or cultural diplomacy in international relations, many countries are using the culture and arts sector as a major means of their foreign exchange and support policies. ASEAN is attracting attention as a regional cooperation partner in various aspects such as the economy, politics, and security. Therefore, in addition to Japan and China, Korea also has established overseas base organizations and promoted cultural cooperation policy to expand its influence. In the case of Europe, especially France and Germany, various cultural exchanges and language dissemination projects are carried out to increase their influence within the ASEAN region through cultural ODA and the establishment of cultural centers. The results of comparing Korea's ASEAN culture and art cooperation policy with main leading countries can be summarized as follows. First, overseas networks for cooperation in the field of culture and arts still remain insufficient in terms of quantity and quality compared to the major leading countries. Second, achievements in terms of establishing differentiated support channels and related policies in the field of culture and arts with ASEAN are still insufficient. Third, compared to various cooperation and support policies with individual ASEAN countries, efforts to develop multilateral cooperation agenda and projects for the ASEAN community are showing a relative lack of outcomes. Fourth, there are grounds for concerns about the lack of cohesion and inefficiency in cooperation channels, caused by the current situation in which exchange and cooperation projects in the field of culture and arts are conducted by various organizations. In Chapter 5, ASEAN’s intra- and inter-regional efforts to realize a sustainable environment through disaster management, emission mitigation, biodiversity conservation and plastic waste management are reviewed. When considering the rapid economic and population growth, urbanization and the geographical characteristics of the ASEAN region, the goals of realizing environmentally sustainable development and establishing a community which is resilient in the face of natural disasters can be seen as urgent priorities to further ASCC progress. Japan, Germany and EU, major aid donors for environment protection and climate change in ASEAN, regularly communicate with ASEAN to identify cooperation potentials and opportunities through policy dialogue specifically dedicated to environment issues. Also, these donors closely partner with various bilateral and multilateral donors in the field of culture and arts with the aim of enhancing the effectiveness and efficiency of cooperation programs. Korea should develop strategic policy and priorities for cooperation with ASEAN in environment and climate change issues with an understanding of the environmental needs in ASEAN, recent global agenda and Korea’s competitive advantages. Chapter 6 presents the basic directions and strategies of ASEAN-Korea cooperation in connection with the ASCC initiative. Since the formal consultation channels of ASEAN-Korea so far have focused on the diplomatic and economic fields, a formal dialogue channel on the lines of an “ASEAN-Social and Cultural Policy Dialogue” (tentative name) needs to be established. Through these dialogue channels, it will be necessary to lead discussions on the development of cooperation fields, strategy and action plan establishment, and discussions at the ministry level to establish the goal of ASEAN-ROK joint prosperity by establishing working groups for each major field. Among the major sectors, cooperation strategies to achieve goals in the social infrastructure sector can be presented as follows. First, it is necessary to re-examine ASEAN’s cooperation needs by each income group based on research results on policy, project promotion process and obstacles in recipient countries. Second, we need to develop various cooperation models that reflect ASEAN policy needs. This could be explored by reviewing current policies such as the ASEAN Post-2015 Health Development Agenda and discussing our suggestions with ASEAN. Third, it is necessary to promote projects to improve ASEAN’s health care system and services including supporting ASEAN to manage and treat infectious diseases effectively, and also to pursue a collaborative response to the issue of aging societies. Fourth, there is a need to strengthen the mutual cooperation system to promote exchange of human resources among ASEAN member countries as well as between Korea and ASEAN in the field of higher education through linkages between current projects. Next, in the field of culture and arts, we derived the following cooperative strategies to utilize Korea’s comparative advantages and to effectively respond to ASEAN's support needs. First, it is necessary to revitalize mutual beneficial exchange and cooperation in the field of culture and arts between ASEAN and Korea such as supporting projects for enhancing the competitiveness of the ASEAN culture industry. Second, it will be necessary to develop exchange and cooperation projects at the ASEAN community level, not bilateral cooperation with individual countries, such as developing an online platform to record and share ASEAN cultural heritage information. Third, stronger support must be provided for preservation and restoration of cultural heritage in ASEAN through cultural ODA. Fourth, it will be necessary to prepare support policies to effectively utilize human resources such as overseas Korean networks within the ASEAN region.
