Abstract:Sustainable livestock management plays a crucial role in food production, climate change mitigation, and cultural preservation. Our study aimed to identify and analyse the diversity of social-ecological conditions that characterize extensive livestock systems in southern Patagonia. We integrated data collected from interviews and secondary sources and analysed data using hierarchical cluster analysis and non-metric multidimensional scaling to identify distinct ranching types. A qualitative analysis of key informant interviews identified key social-ecological changes for each type. The results emphasize the impact of administration, production, and biophysical factors on shaping different livestock ranching schemes. Further, we identified three significant social-ecological changes driving the dynamics of these systems, including shifts from (1) sheep to cattle ranching, (2) domestic to feral cattle ranching, and (3) landowners to tenant land managers. These findings have implications for policymakers seeking to develop strategies tailored to diverse realities, ensuring the sustainability of livestock systems in Tierra del Fuego.

Abstract:Abstract The article analyzes policies for the formation of technology districts and parks, understood as innovation means or networks. It compares two cases located in disparate geographical contexts and temporalities, but with complementary purposes: on the one hand, the Cartuja Science and Technology Park in Seville, Spain; on the other, the Technology District in Buenos Aires, Argentina. The methodological proposal includes a systematization of regulations and official documents, along with visits to the territory, photographic records, and interviews with key informants from each district. The results subsidize an analysis of territorial registration and effective conformation of these means of innovation, their articulation with the social and economic needs of the immediate environment, and the purposes of internationalization.

Abstract:Abstract This article presents design-based research to explore the potential of integrating STEAM education and the Sustainable Development Goals into a project-based learning experience to address the lack of access to water in Argentine Patagonia. The study, which was conducted at a rural school in the region of Patagonia, with 13-year-old students, focused on designing, constructing, and installing a solar-powered irrigation system. The article discusses benefits of combining project-based learning, mathematical modelling, and outdoor STEAM education to provide students with an engaging and comprehensive learning experience in STEM subjects. The authors highlight the need to restructure the school organisation to integrate interdisciplinary approaches to address real-life problems. It also emphasises the importance of contextual restrictions and how they can be used as didactic variables to motivate the use of rationality in problem-solving. Experience reports provide insights into STEAM -based education’s potential to foster students’ critical thinking, problem-solving, communication, and collaboration skills.

Abstract:Abstract Faced with a society that demands the reduction of negative environmental impacts of agriculture while producing high-value, healthy food for local and export markets, Argentina is currently in a debate on the alternative paths toward sustainability in agricultural production. Argentina is ranked second in the world in terms of land under organic certification. Extensive sheep production in Patagonia natural grasslands accounts for most of this area and harvested organic area remains a very small fraction of total harvested land (0.6%). This paper aims to contribute to the discussion of opportunities and limitations in organic farming as an ecological intensification alternative for Argentina's Pampas. A case study was conducted on Pampa Orgánica Norte . This is a group of nine organic farmers that manages field crops and livestock-certified organic production. Farmers interviewed in this study considered different criteria including economic and environmental attributes when choosing to produce organically. However, the main drivers for conversion to organic production are related to environmental factors, in particular ecosystem protection. The main limitations in organic production are related to crop management practices, primarily weed control. To achieve the goal of increasing organic production a more active role of the public sector in technology generation and transfer was demanded by farmers.

Abstract:South American beef production varies due to diverse climates, environmental conditions, animal breeds (Bos indicus, Bos taurus and crossbreeds), management strategies, and nutritional sources. Applying technology in the South American beef production system can significantly enhance efficiency, sustainability, and profitability. Reproductive efficiency is a significant challenge, especially in cow-calf operation systems conducted under adverse conditions. Consequently, implementing effective assisted reproduction technologies (ART) can make a significant contribution. In the last two decades, the development of fixed-time artificial insemination (FTAI) protocols permitted the widespread application of artificial insemination for breeding management and genetic improvement in beef herds in South America. Nowadays, FTAI is being applied in South America in large-scale programs, with around 20 % of heifers and cows receiving this technology every year. This results in a greater calving rate and significant genetic gain occurring in this territory. Also, in vitro embryo production, mainly using sex-selected sperm has been widely applied in this region, leading to significant improvements in herd genetics and productivity. Recently, 94 % of all embryo transfers in South America consist of in vitro-produced embryos (41,429 being in vivo-derived and 650,782 being in vitro-produced embryos), mainly using fixed-time embryo transfer technology (FTET). Genomic selection combined with in vitro embryo production with oocytes from heifer calves provides a powerful technology platform to reduce generation interval and significantly increase the rate of genetic gain in beef cattle. Emerging biotechnologies, such as genome editing via the CRISPR/Cas system, are being developed to enhance productivity, confer resilience to adverse environmental conditions, increase disease resistance, and control pest species that affect livestock. Finally, while all these technologies offer significant potential, further progresses are needed to transform livestock production. The vast geographical scale and diverse climates of South America make regional knowledge crucial for aligning beef production with sustainability goals and supporting global food security.

Abstract:<span>The level of diffusion of the new technologies involved in the so-called Industry 4.0 (I4.0) is still incipient in Latin America. This article compares the empirical studies carried out on selected samples of small and medium-sized enterprises (SMEs) in Argentina and Brazil, focusing the analysis on the experiences of adoption of I4.0 technologies on the motivations and benefits of adopting these new technologies. The I4.0 presents two dimensions; on the one hand, the top-down policy in which governments encourage the productive system to adopt the drivers of this technological revolution and, on the other, the business dimension driven by the large transnational corporations and the network of participants in their value chain. This article finds that the main motivations of analyzed SMEs with the introduction of these new technologies is linked to the need to find solutions, in terms of improving efficiency in processes, higher quality of products, and services to customers and suppliers. Additionally, the change that digitalization entails poses a qualitative leap for SMEs that forces them to rethink their operation; the interconnection and dynamic updating of the skills of their human resources is essential. The research findings highlight different obstacles, such as lack of knowledge about these new technologies; the unavailability of infrastructure and necessary internal connectivity; the qualified human resources shortage; the culture, organizational habits, and resistance to change; the difficulties in accessing financing, and size of investment; and education and training system deficiencies, among others.</span>

The effectiveness of tax incentives for R&D+i in developing countries: The case of Argentina

Abstract:There is increasing interest in developing countries in granting tax incentives in order to encourage private investment in research, development, and innovation (R&D+i). However, evidence on the effectiveness of such schemes in achieving policy goals in weak innovation systems contexts is still very scarce. This paper aims at narrowing this knowledge gap by focusing on the effects of a tax credit scheme for promoting firm-level innovation investment in Argentina. The analysis applies dynamic panel data techniques to a novel dataset, merging several waves of the National Innovation Survey collected by the National Institute of Statistics and Censuses. The results suggest that the elasticity of R&D+i investment to its user cost of capital is a greater than 1 in absolute terms, which implies that the intervention has been effective in increasing firms’ innovation efforts. However, effects vary depending on the type of innovation investment being subsidized, industrial sector, and size of the firm. Moreover, when innovation investment is divided into innovation related capital goods expenditures and only R&D, the results suggest that the absolute value of the elasticity for the R&D component of the innovation investment is less than 1. These heterogeneous effects should be exploited for further policy design.

Abstract:Innovations in agricultural bio-inputs can lead to sustainable alternatives to replace synthetic fertilizers and pesticides. However, there is no clear understanding of what technologies can become available to farmers as commercial products, particularly in developing countries. This study summarizes the innovations used in commercial products in Argentina and Brazil based on the countries' official data and on in-depth surveys conducted with 14 bio-input private companies. The results reveal ongoing development efforts to improve traditional products, such as inoculants that help plants fix nitrogen. There is also progress in mastering the formulation of new bio-inputs, such as bio-fertilizers that promote plant growth and bio-pesticides for pest control. Lastly, the next generation of bio-inputs composed of phytovaccines promises to help prepare plants' immune systems against the attack of pathogenic fungi and bacteria, while bio-herbicides can potentially reduce the use of synthetic herbicides to prepare fields for harvest. Domestic companies based in Argentina and Brazil play an important role in these innovations that can underpin bio-economy growth in developing countries.

Abstract:This article seeks to analyze the municipal distribution of creative workers in the province of Buenos Aires, Argentina, and specifically to explore how tourism destinations behave in relation to their ability to attract them. Thereby, it provides empirical evidence to demonstrate where the different subgroups of creative workers (professional, super-creative, and bohemian) are attracted to, and what factors of attraction (tolerance, talent, technology, and territory) influence their location in 110 municipalities of the province. The results highlight that human factors (talent and tolerance) are the fundamental ones and that the location of bohemians and super-creative has the greatest significant correlations with the conditions of place.

Abstract:Introduction Gaps in antimicrobial resistance (AMR) surveillance and control, including implementation of national action plans (NAPs), are evident internationally. Countries' capacity to translate political commitment into action is crucial to cope with AMR at the human–animal–environment interface. Methods We employed a two-stage process to understand opportunities and challenges related to AMR surveillance and control at the human–animal interface in Argentina. First, we compiled the central AMR policies locally and mapped vital stakeholders around the NAP and the national commission against bacterial resistance. Second, we conducted qualitative interviews using a semistructured questionnaire covering stakeholders' understanding and progress towards AMR and NAP. We employed a mixed deductive–inductive approach and used the constant comparative analysis method. We created categories and themes to cluster subthemes and determined crucial relationships among thematic groups. Results Crucial AMR policy developments have been made since 1969, including gradually banning colistin in food-producing animals. In 2023, a new government decree prioritised AMR following the 2015 NAP launch. Our qualitative analyses identified seven major themes for tackling AMR: (I) Cultural factors and sociopolitical country context hampering AMR progress, (II) Fragmented governance, (III) Antibiotic access and use, (IV) AMR knowledge and awareness throughout stakeholders, (V) AMR surveillance, (VI) NAP efforts and (VII) External drivers. We identified a fragmented structure of the food production chain, poor cross-coordination between stakeholders, limited surveillance and regulation among food-producing animals and geographical disparities over access, diagnosis and treatment. The country is moving to integrate animal and food production into its surveillance system, with most hospitals experienced in monitoring AMR through antimicrobial stewardship programmes. Conclusion AMR accountability should involve underpinning collaboration at different NAP implementation levels and providing adequate resources to safeguard long-term sustainability. Incorporating a multisectoral context-specific approach relying on different One Health domains is crucial to strengthening local AMR surveillance.

Abstract:Feeding improvement strategies are key in increasing cattle productivity and reducing its environmental footprint. Nevertheless, Colombian tropical cattle systems still feature serious deficiencies in both forage quality and availability. As a result of past and on-going forage Research and Development (R&D) processes, institutions have released 23 grass and legume cultivars of superior characteristics in terms of forage quality, supply, or adaptation to different soil and climate conditions, while providing numerous environmental benefits. However, low levels of adoption are observed: although R&D processes are a necessary condition for adoption, they are still not sufficient to guarantee agricultural technification in Colombia. The ultimate success occurs only when end-users make effective use of a technology–a link constantly interrupted. Agricultural innovation requires complex processes of interaction in which knowledge is shared amongst organizations involved in the Agricultural Innovation System (AIS), namely: suitable links, attitudes, practices, governance structures, and policies. The objective of this study is to identify limitations and opportunities in R&D, adoption, and diffusion of forage technologies in Colombia from an AIS perspective. Particularly, we present a study case pertaining to research institutions only, to (a) map the involved actors and describe their roles and links, and (b) identify the events that marked the evolution of the AIS and the course of forage R&D in its research-related components. We applied a qualitative methodology based on focus group discussions, in-depth interviews, literature review, and historical analysis. Results show that the complex nature of institutions and the interactions between them determine the historical transformation of diffusion of forage technologies. The lack of connection between institutions and the weak intensity of the relationships, prevent the convergence of interests and objectives, leading to vicious cycles that hamper technology adoption. Insufficient synchronization between institutions of different nature (and even between those that share similar objectives) results in efficiency losses due to an unnecessary repetition of activities and processes. We provide recommendations for policy- and decision-makers that will help in both a restructuration of the AIS and a better allocation of funds for R&D, and thus support the development of more effective pathways for forage adoption and scaling.

Abstract:Agroecology is recognised as a socio-political and agricultural praxis and as a scientific domain. However, the dominant anthropocentric narrative that views nature as an exploitable resource is still present in agriculture faculties. In this contribution, we use three avenues to advance the possibilities of linking two counter-hegemonic forces to transform agriculture higher education. Firstly, the article examines the connection between decolonisation as a theoretical concept and the practices of decoloniality unfolding in agroecology. Secondly, we explore the diálogo de saberes, the Latin American approach of knowledge dialogue, as a bridge to connect diverse knowledge systems. The third path correlates literature findings with a Bolivian higher education program that has been around for three decades. Our experience shows that the dyad of agroecology and decolonial turn plays a significant role in transforming agricultural education by opening new paths to engage in a collaborative process between multiple knowledge systems.
Toward sustainability of local development in rural areas: New alternative productive scenarios in General Pueyrredon District, Argentina

Abstract:Argentine intensive and extensive agricultures industry has stood out in recent decades for its accelerated expansion processes linked to the technology package.In this context, there is a growing consensus, among different social and institutional actors, on the need to find sustainable productive alternatives. Some proposals, such as "sustainable agriculture", "organic agriculture" or "agroecological agriculture", provide ideas to contribute to local development, promoting harmonious relations between social actors and nature.This article explores alternative proposals for extensive agricultural and horticultural farming in the district of General Pueyrredon, Buenos Aires, Argentina, inquiring about the continuities, controversies and conflicts generated by its coexistence.Previous research was collected and semi-structured interviews were conducted with key informants and farmers.The "alternative" proposals promote the maintenance of ecological foundations, the well-being of society and individual and collective peace. The development of solutions meets some proposals of the Sustainable Development Goals (SDGs) 2030.
The Livestock Frontier in the Paraguayan Chaco: A Local Agent-based Perspective

Abstract:Deforestation is one of the most relevant transformations characterizing global environmental change in the tropics at present. There is wide consensus in pointing the context-dependent nature of tropical deforestation. In this sense, a better characterization of the phenomenon considering the social context could provide a more accurate picture of tropical deforestation. With this aim, a Q-methodology discourse analysis was conducted to characterise the different discourses that coexist in the particular region of the Paraguayan Chaco concerning the development of cattle ranching and derived deforestation. Four different discourses were identified as making sense the wide range of interests and values coexisting and clashing in the Paraguayan Chaco, namely: the Environmentalist discourse, the Business discourse, the Resigned discourse, and the Possibilist discourse. The results point that the fundamental differences between the discourses are largely explained by the different positions on three specific domains: (i) the socio-economic benefits the expansion of cattle ranching brings about; (ii) the environmental impacts the expansion of cattle ranching and the derived deforestation brings on; and, finally (iii) the degree to which an active intervention from the side of policy making to regulate the expansion of cattle ranching and to minimize possible detrimental effects is seen as necessary. The position of the different discourses in relation to these domains could help policy makers to make measures and regulations more widely accepted and followed.
