Abstract:The 1960s marked a critical juncture in the history of the Cold War, and the history of international politics in general. The rise of Communist China as a nuclear power, the Sino-Soviet split, and the beginning of Sino-American rapprochement in late 1969 led to a significant re-configuration of global strategic and geopolitical landscapes, resulting in the gradual dissolution of bipolarity and the emergence of triangular politics. The balance of power theory predicts that China, as a weak power, would have sought American assistance in countering the threat from Moscow as the relationship between the two communist powers deteriorated. In contrast to what realist theory suggests, however, Beijing refused to seek rapprochement with Washington and pursued an antagonistic policy toward the United States throughout the 1960s. Why did China refuse reconciliation with the United States? How is China’s anti-U.S. strategy to be understood? Despite its importance, China’s policy toward the United States in the 1960s has not been well studied.1 Most of the scholarship focuses on the Sino-American rapprochement that took place after 1969. One of the most widely accepted explanations of the Sino-American rapprochement holds that Beijing and Washington came together to balance against the common threat from the Soviet Union.2 However, the balance-of-power and balance-of-threat arguments fail to explain why there was no rapprochement prior to Richard Nixon’s visit to China despite the fact that the Cold War world was similar both before and after 1972.3 If one looks at the distribution of power in the international system throughout the 1960s and 1970s, the United States and the Soviet Union remained the dominant superpowers and the system was predominantly bipolar. If bipolarity and the Soviet threat led to Sino-American rapprochement, why did these factors not push China and the United States in this direction in the 1960s?

Abstract:The Enlarged Geneva Conference on Laos from 1961 to 1962 was a notable case in which China and the United States sought a certain degree of compromise in the Cold War adversaries.Why did the relative detente at the Geneva Conference not pave the way to further rapprochement between Beijing and Washington? Using newly declassified archives from both China and the United States,this article finds the reason lies in the factor of power politics.Beijing and Washington would like to reach a modus vivendi rather than to run the risk of being dragged into a confrontation over Laos,which both regarded as strategically unimportant.Yet,beyond Laos,both Beijing and Washington refused to compromise over their most fundamental strategic goals.For the United States,the Kennedy administration continued to refuse to accept China as a great power in the international system.Perceiving Communist China to be irrational,aggressive and intransigent,Kennedy found China's rise in power posed more threat to U.S.strategic and security interests in East Asia and Southeast Asia than the Soviet Union did.Kennedy and his top advisers worried that granting China diplomatic recognition while Beijing was determined to weaken U.S.power position in Southeast Asia would be tantamount to backing down in the face of China's pressure and to rewarding aggression,which would only invite more aggression from Beijing.For China,Chinese leaders also saw the strategic utility of maintaining an anti-U.S.strategic posture.They believed China's route to great power did not come from a rapprochement with the United States.Rather,China could only realize its great-power-ambition by consolidating its leadership in the socialist camp and championing nationalism in the Third World.

Abstract:After the outbreak of the Pacific War, China assumed a more active role in shaping a postwar order in Asia. To ease Western powers’ concern about China replacing Japan as the new Asian hegemon, Chiang Kai-shek proposed joint Sino–American sponsorship for Vietnamese independence after the war. Chiang’s strategy was to exploit the friction between the United States and Great Britain over what to do after the war with countries that had been Western colonies and to use the United States to thwart British intervention in Asian affairs. As the war drew to a close, the Sino–American relationship deteriorated. Meanwhile, France began to regain its influence in international affairs. In light of these changes, Chiang made quick adjustments to his diplomatic posture by endorsing the French return to Vietnam. His calculation was that an improved relationship with France would better guarantee China’s interests in Vietnam. His handling of the issue of Vietnam’s post-World War II status shows that he was preoccupied with China’s short-term and immediate interests in Vietnam and that he neglected the Vietnamese Communist movement and its ties with the Soviet Union. As a result, his Vietnam policy in the late 1940s became one of the contributing factors in the Cold War between the United States and the USSR in Vietnam.

Abstract:In an article in the October 1967 issue of Foreign Affairs, former vice president Richard Nixon advocated a more active US foreign policy toward China, declaring" Th ere is no place on this small planet for a billion of its potentially most able people to live in ang-ry lsolation."! During the next several years, the perception of a China insulated from the outside world would receive confirmation as the country spiraled further into the Cultural Revolution maelstrom at home and engaged in conflicts with both the United States and the Soviet Union abroad. In science, technology, and education, almost all universities and research institutes were shut down, international scientific interactions ceased, and importation of foreign journals and books stopped. Yet less than five years later Nixon, as president, would land in Beijing, and a new era in the history of the Cold War and in China's scientific relations with the rest of the world would begin.In this chapter I will sketch, in very general terms, how the Cold War reshaped China's scientific enterprise, especially its transnational character. The Cold War will be understood here not as a straightforward bipolar US-Soviet competition, but rather as a series of triangular US-Soviet-Chinese geopolitical interactions with alternating periods of alliance and hostility as seen from the Chinese perspective." Abstract:One of the possible scenarios in Asia-Pacific is a bipolar order of two great powers, the United States and China. In this situation, alliance commitments will likely remain fixed rather than flexible. This scenario is also known as "a new kind of cold war" because both actors have many social and ideological differences that will often be emphasized in the competition for the geopolitical position. Three main questions are addressed in this study: 1) What are the roles the United States plays as the status quo in the Asia-Pacific?; 2) What approaches does China take to challenge the United States-centred security order?; 3) What are solutions for the United States and China to avoid the Lose-Lose Situation in the New Cold War?. This paper goes into view on the roles of states as either status quo or revisionist and introduces the happening of a New Cold War in the Asia-Pacific. China has made much progress in recent years, but the United States still has relatively significant advantages over a traditional power in economic size, technological capabilities, and military systems. The research will analyze whether the United States could strengthen the existing order by shifting from a strategy of engagement to a confrontation against China. However, the new Cold War, the "real" of new stability and stability derived from the bipolar order is still in significant doubt. Therefore, the United States and China should find solutions to avoid the "Lose-Lose" situation for all of them.

Abstract:Guangqiu Xu, a native of China fluent in both Mandarin and Cantonese, has written an exhaustive study of United States-China relations during the Cold War, with a special focus on the role of the U.S. Congress in influencing Sino-American policy. Based upon extensive archival research in Chinese and American sources, Professor Xu's book is comprehensive and original. It is a detailed account of the interactions between Congress and the White House as the United States forged its policies regarding the world's most populous nation. Covering the period from the establishment of the People's Republic of China in 1949 to the United States' recognition of the PRC in 1979, this study shows how Congress became a key factor in the formulation and conduct of China policy. No other book examines so fully the legislative-executive struggles and compromises during this thirty-year period, from the post-war manoeuverings of Truman to Nixon's surprising visit to Beijing. Especially important is Professor Xu's use of Chinese source material to discuss China's reaction and response to American policy decisions. This book examines a familiar story from a fresh perspective, putting into a new context the forces at play in determining how the United States and China responded to each other during the chilliest years of the Cold War. With his emphasis on Congress, Professor Xu has opened up the history of the period to an analysis of how legislative power, direct and indirect, can affect foreign policy and change the course of world events.

Abstract:As China's rise continues to shape its role in international affairs, Chinese international relations scholars are engaging in a lively debate about the country's grand strategy, particularly surrounding whether or not China should abandon the non-alliance strategy it has adopted since the early 1980s. Some scholars contend that a non-alliance strategy cannot safeguard China's national interests in the face of the United States' security alliance network throughout East Asia, and that without allies China's rise will be contained by the US. Pro-alliance scholars, therefore, are especially favourable towards a formal alliance with Russia. However, orthodox scholars in favour of supporting the official position of non-alliance argue that a formal alliance deviates from the fundamental principles of independence and self-reliance that have historically guided China's foreign policy. Moreover, a number of alternative strategies have been proposed to replace or complement the non-alliance strategy, among which are quasi-alliances, coalitions, and strategic partnerships. In practice, whether or not China forms alliances with other powers and neighbouring states depends on its self-defined role within the current international system, as well as its perception of external security threats. Considering both the external and internal constraints it faces, China is highly likely to maintain the non-alliance stance while pursuing other desirable approaches to making friends and partners.
The Evolution of the Image of China in the United States during the Cold War

Abstract:This article describes the evolution of the image of China in the United States (US) during the Cold War. Aware that China–US bilateral relations have been influenced by periods of conflict and animosity, harmony and détente, the article argues that the image of China has always been embedded in a network of events—birth of the PRC (People’s Republic of China [PRC], Korean War, Sino-Soviet alliance) that prevented American public opinion from developing an objective and unbiased picture of the PRC. Since 1950s, China has always been linked to the idea of the ‘Yellow Peril’. Moreover, the lack of a direct contact between China and America further thwarted the opportunity of shaping a fair picture of the PRC. Although recognising that during the Cold War American political parties played a significant role in conveying a negative image of China, this article shows how media helped in strengthening Chinese stereotypes among the American public. Analysing all articles published by Time, National Geographic and Readers’ Digest from 1949 to 1972, the article highlights both similarities and differences of the way in which these magazines introduced China to their readers.
American Concept of World Order and the Evolution of East-Asian International System (1900-1945) (I)

Abstract:The article is aimed to establish a broader, multinational framework of analysis of the evolution of international relations in the East Asia through a systematic perspective. According to the author, since the turn of the centuries , the US has sought to establish a new order in the East Asia which was considered sharply different from the old order of power politics sponsored by the European countries. American concept of a new world order originated from the age of the American Revolution and was widely accepted and successfully adopted at the Washington Conference. A new international order known as Washington System emerged as the result of the Conference and constituted the setting of the East Asian relations. From early 1920s to the end of the Second World War, the different attitude and policy of the powers towards Washington System formed the main theme of East Asian international relations. The US tried to preserve and defend it and China wanted to integrate into it and identify itself with the Washington System, but Japan came to realize that the System violated its interest and attempted to challenge and destroy it. Contrary to the traditional dunking, the author's argument is that Washington System was not incompatible with China's national interest and was used in certain conditions as an instrument to gain foreign assistance and defend China against Japanese aggression.

Scholars have long recognized that an understanding of Moscow's role during the pivotal year and a half prior to the Xian Incident, and especially of possible conflict between the Comintern and Mao Zedong over the issue of a united front with Chiang Kai-shek, was essential to an evaluation of subsequent CCP-Soviet relations. This article is a contribution to our understanding of this important problem.

Abstract:The Trump administration started a New Cold War against China. Instead of a country that can be engaged, China now is America’s primary rival in terms of ideology, geopolitics, and technology. Three factors motivated this shift: the U.S. assessment that China did not converge to the American system, China had become more assertive about its own political model, and China’s increasing ability to challenge American technological supremacy. The Biden administration will probably soften U.S. trade policy, but will continue to see China as an ideological, geopolitical, and technological rival.

Abstract:Political warfare has always been the core of international relations. Especially in the Cold War, the United States' strategy of establishing island chains in the Asia-Pacific region is based on political warfare. At the beginning of the Cold War, the Nationalist Government accepted the change of the U.S. Military Assistance Advisory Group in Taiwan. Under the guidance of the United States, many regions and countries, on the one hand, accept the political change of the United States, adjust their political structure, and on the other hand, use the United States to guarantee their interests. However, to counter the mainland Nationalist government as a strategic intermediary, it also sent military advisory missions to the South Vietnamese regime. Starting from the same law and centering on the military advisory group, this paper tries to find out the laws and trends of the political change of the United States to Taiwan and Taiwan to Vietnam.

Abstract:Abstract As the Cold War prompted anxieties throughout Asia about the status of postcolonial state-building and decolonization, the possibility of friendship and cooperation between China and India despite their differing political and economic systems inspired hope and political repercussions far beyond their borders. This paper reveals how Japanese commenters, in their analysis of Sino–Indian friendship and both countries' respective political trajectories, saw the two countries as providing a rubric for a new type of politics. Utilizing an array of published, unpublished, and archival sources, I will study how diverse individuals, from the historian Uehara Senroku to burakumin activist Jiichirō Matsumoto, believed that Sino–Indian friendship, unlike the failed project of Japanese imperialism, could unite “Asia” in its struggle against imperialism amid the Cold War and accelerating decolonization. In following this model, they also believed that Japan could escape American hegemony and become “Asian” again. Japanese analyses of “China–India” as offering an “Asian” recipe for overcoming imperialism and navigating bloc politics help showcase how ideas of Asia continued to serve as a space for contemplating political possibilities during the early Cold War, transforming Japan from the region's former tutor to its pupil.

Abstract:The relevance of the research subject is conditioned upon the deterioration of diplomatic ties between the United States of America and the People's Republic of China. Clarifying this issue is, in addition, crucial considering the current unstable geopolitical situation. The purpose of the study was to identify the main stages of development of economic, political and social relations between the two countries and the problematic issues faced by the respective states. Methods used in the study: historical method, statistical method, systemic method, method of analysis and synthesis, comparative method etc. The chronology of China-US diplomatic relations was clarified, and the historical events that accompanied the development of the relevant relations were considered. The author examines the impact of these relations on the state of China-US ties, including the impact of World War II, the communist regime in the People's Republic of China, etc. In addition, the study includes statistics related to the so-called “trade war” between China and the United States. The main aspects of the Taiwan issue and the position of both the US and Chinese sides on this territory are clarified. In addition, attention was paid to the US and China's response to the Ukrainian-russian war, etc. The results of the research can be used by sociologists, lawyers and historians to write essays and dissertations. The data obtained can serve as a foundation for improving and enhancing diplomatic relations between the countries examined

Abstract:Soon after the founding of New China, the U.S. adopted a policy of travel restrictions towards China. Due to changes in the international situation in the mid 1960s, the Johnson administration took the relaxation of travel restrictions towards China as a breach and gradually readjusted the rigid American policy towards China. After Nixon assumed office, these travel restrictions were completely abolished. The evolution of the American policy of travel restrictions towards China in various American administrations reflected, to a certain degree, the trend of American China policy in that period of time. This paper investigated the American policy of travel restrictions towards China from its beginning to the end.

Abstract:Taiwan Island is located on a place with great geopolitical significances in the West Pacific Ocean region, East Asia. During the time of Cold War between China and the U.S., Taiwan had been a geo-strategic tool for the U.S. to contain China. As the Sino-U.S. relations came to detente in the early 1970s, Taiwan's geopolitical importance in the region was weakened significantly. Since the Cold War between the U.S. and the Soviet Union was over, the Sino-U.S. relations has been defined by U.S. strategy makers as one of competition in geopolitics, which has led to an promotion of Taiwan's role in the U.S. geo-strategy decision-making. This is exactly one of the fundamental reasons why the Taiwan issue is characterized by protraction and complexity.

Abstract:In 1950s,under a prevailing atmosphere of National Security Crisis,American public and private organizations reached,to a large extent,a consensus on what is the Cold War,and how to win the Cold War.The so-called Cold War consensus contributed to the later close and extensive cooperation and coordination,especially in the field of anti-Communism,between the government agencies and the private foundations.Taking the Educational Aid Program for Asia planned and implemented by the Eisenhower Administration as an example,this paper examines the deep involvement of the Ford Foundation and the Asia Foundation into this official program,and reveals their significant influence on it.The author believes that the Cold War has secured certain kind of target convergence and long-term cooperation in a struggle of anti-Communism,that the roles and functions played by American foundations in foreign aid program and cultural exchange program were indispensable,and that an "ideological turn" has occured in terms of the objective of overseas educational aid program within both the government agencies and private organizations.
