Abstract:Social workers are keenly aware of ethical challenges in professional practice. Formal ethics education strives to acquaint social workers with common ethical dilemmas in practice and decision-making protocols and frameworks. However, the social work literature includes relatively little information about practical resources promoted in allied professions that can be useful to social workers who encounter ethics challenges. This article discusses the role of four principal resources: informal ethics conversations among social workers and other colleagues (“curbside consults”), formal ethics consultations, agency-based ethics committees, and ethics rounds. The author includes illustrative examples demonstrating social workers’ use of these resources to manage ethics challenges skillfully.

Abstract:The reform of adult social care is a major preoccupation within England. It is presented as the inevitable consequence of the changed expectations of people who use services; in addition, the detail of policy is portrayed as being in accordance with what those people specify they want from social care. However, there appears to be little recognition of the complexities and contradictions that characterize much of the policy. Of these, the inadequacy of the resource base of adult social care is most significant; consequently, rationing of scarce resources will continue to be a priority. The paper also highlights problems in other areas, including the rhetoric that accompanies policy change and the evidence base for that change, the lack of connection between issues of independence and protection, the partial understandings of partnership that appear to characterize it and the inadequate conceptualizations both of the nature of those people who require social care support and of the character of that support. In discussing these issues, the paper emphasizes that there remain continuities in the context of policy, while noting the continual focus on discontinuity within government documents.

Abstract:As a consequence of the steadily growing older population, and increased demands on family for community based care of elderly, elder abuse is an issue to be considered in all domains of social work practice. Intervention in cases of elder abuse is often fraught with ambiguity and ethical dilemmas as the application of professional principles is less than straightforward, bringing to the fore personal, legal, and ethical concerns in the management of the client’s safety and well-being. This article addresses challenges which arise from the complexity of elder abuse cases and reviews clinical, ethical, and legal obligations to inform ethical decision-making.

Abstract:Too often, discussions of research ethics focus on the steps needed to avoid fraud or protect human subjects. These topics, while essential, are only a fraction of the considerations for ethical research, and excessive attention to them can obscure other important and meaningful decisions. Ethical dilemmas are inherent throughout the research process, from the choice about what to study and how to study it through to analysis and dissemination of findings. Attention to these considerations is especially important for researchers in social work who, by their professional discipline, code of ethics, or research foci are expected to demonstrate particular sensitivity to vulnerable populations, issues of social justice, conflicts of interest, and respect for dignity and privacy. Rooted in three workshops held during ECSWR since 2014, this paper examines the nature of embedded ethical dilemmas, with special attention to the challenges related to the principle of nonmaleficence and to the role of the researcher. In light of illustrative examples, the paper presents recommendations and resources to build ethical awareness and research integrity beyond regulatory compliance.

Abstract:As an independent researcher, registered social worker and erstwhile long-term, long-distance carer, the care of older people and protection of elders from abuse had been constant professional and personal foci for me for many years. Commissioned to review a case involving the serious abuse of an elder where official safeguarding procedures had not been used, I puzzled why this had been managed ‘informally’ by social services and partner agencies (i.e. outside adult safeguarding procedures), with vague unspecified ‘monitoring’ (AEA 2006). Why was there this apparent gap between policy intention and implementation? That question led to research on which this essay is based.

Abstract:Our objective was to better understand the values and ethical dilemmas surrounding advance care planning through stories told by registered nurses and licensed social workers, who were employed as care managers within Area Agencies on Aging. We conducted eight focus groups in which care managers were invited to tell their stories and answer open-ended questions focusing on their interactions with consumers receiving home-based long-term care. Using narrative analysis to understand how our participants thought through particular experiences and what they valued, we identified seven themes representative of their work with consumers and families: humility, respect, responsibilities, boundaries, empowerment, courage, and veracity.

Abstract:ABSTRACT This paper focuses on how to use critical reflection in social work education in order to encourage students to critically reflect on their standards regarding assessment, opinions and values about aging. Material, both oral and written, from needs assessments of older persons conducted by 106 social work students was analyzed. The result shows that the students initially interpreted needs based on prejudice and assumptions about aging. However, when using Schön´s three steps of reflection in the exercise, together with knowledge of critical social work theories, students became more concerned and reflected more critically on their assessments. This study shows the possibilities of working with pedagogical exercises in order to increase the awareness and critical knowledge of social work students in order to attempt to reduce discrimination. Educating students in critical social work enables them to learn how to comment on and transform the profession of social work and our unjust society, while questioning their own as well as society’s prejudice regarding the needs of elderly persons.

Abstract:This chapter discusses the missing ethical dimension in implementation of policy to protect elders from abuse. It outlines the M. Lipsky’s thesis of street-level bureaucracy, to situate what follows within its originating context. The chapter considers J. C. Tronto’s several elements of an ethic of care, and the location of the missing ethical voice within those findings. It explores some ways by which a stronger ethical presence can be imprinted into policy making, planning and delivery of services to older people, as well as safeguarding more specifically. ‘Ethics’ and ‘ethical’ were not an initial focus of the research design. References to an ethic of care in social work made only fleeting appearance in the research proposal and early literature review. Social workers have an ethical and moral duty to safeguard older people; organisational and policy context within which they operate must similarly manifest this ethical and moral obligation.

Abstract:This paper discusses ethical issues related to social work practice in the area of mental health. It does so via the use of a case study taken from my practice whilst I was on placement. Ethical issues are explored within a practice context that is becoming increasingly proceduralised and risk averse, and where protectionist responses contribute to undermining the rights of service users to self-determination. The paper explores the relationship between utilitarian and Kantian ethical theory and ethical decision-making as well as commenting on the usefulness of an anti-oppressive ethical perspective.

Abstract:The central guiding ethical principles of professional care are dignity, care, justice, and respect. The current framework conditions and circumstances in the care of the elderly mean that professional care ethics are no longer feasible in many cases. This leads not only to enormous (moral) burdens among the nursing staff, but also to a comprehensive degree to professional dissatisfaction and to leaving the profession. The term "Pflexit" (based on the German word "Pflege" = care) was first raised during the corona pandemic and has not faded. In order to ensure ethically justified and dignified care for the elderly that is also oriented towards human rights, as is conveyed politically in charters and rightly expected by people in need of care, rapid and comprehensive social and political intervention is required.In this context, dignity and respect are also a social mandate. Dignified professional care based on ethical values can only be implemented if nurses are shown this same respect. The clear warnings of a "nursing climate crisis" must finally be followed by action to stop the exodus from the profession. In this discussion paper, the importance of a professional care ethic is first explained. In a second step, the framework and current problems that oppose a comprehensive implementation of core values in nursing care for the elderly are highlighted. The focus here is on the effects of the precarious personnel situation.
A moral imperative to improve the quality of work-life for nurses: building inclusive social capital capacity

Abstract:The complexity and incessant change in the corporatised health care workplace has influenced nurses' work choices, morale, quality of work-life and the wellbeing of patients. Thus, there is an urgent moral imperative to improve the quality of work-life for nurses. To this end, it is crucial to re-define progress beyond the sole economic markers of success and profit in the health care workplace. This paper argues for the identification of ethical markers and indicators of organisational success based on bridging and linking social capital which could be used to re-organise health care organisations, hence crafting inclusive moral spaces where nurses can safely work and provide quality care for patients. Social and ethical evaluation is well suited to examine current workplace dilemmas from a psychosocial perspective and provide a framework for best practice in building capacity in effective social relations and family friendly, ethical workplaces.

Abstract:Persons with severe and persistent mental illness (SPMI) make up a vulnerable group within mental healthcare and society. Not only do they suffer from long-term, serious psychiatric disorders; they often also experience considerable problems in their psychosocial functioning. Research has disclosed that the care needs of this target group are complex, and that the life expectancy of these persons is significantly lower than in the general population. Given (1) the lower life expectancy of persons with SPMI, (2) the higher suicide risk related to mental disorders, and (3) the legalization and practice of medical assistance in dying in an increasing number of countries, it is of utmost importance to map the ethical aspects and challenges of end-of-life care needs in persons with SPMI. Therefore, we charted the way end-of-life care is provided for them by means of a scoping review of the scientific literature, with an emphasis on the ethical aspects surrounding it. We explore existing ethical dilemmas; the underlying ethical values, principles and attitudes; and the locus and stakeholders of ethical dialog regarding end-of-life care in persons with SPMI. The results indicate that the four guiding principles of biomedical ethics can well be identified in the literature, and are each addressed in their own specific way: Autonomy in relation to questions regarding the decision-making capacity of persons with SPMI; Justice in relation to access to quality care and the presence of stigma; and Non-maleficence and Beneficence in relation to the ongoing debate regarding the benefits and obstacles in applying palliative care approaches in the context of psychiatry, and the status of the futility-concept therein. Personal virtues and attitudes in care professionals, like compassion, non-abandonment and upholding dignity are key, as care professionals are the main advocates of persons with SPMI, which often lack an extensive social network. Further, we find that the ethical dialog is mainly focused on care professionals and relatives, rather than the persons with SPMI themselves. This is reflected in the existing research that often had the voices of the latter missing. Future research may benefit from the inclusion of persons with SMPI's first-hand accounts. End-of-life care for persons with SPMI may benefit from identifying and integrating (locally developed) good practices like cross-sectoral education, specific care models, and ethics support.

Abstract:The Social Work profession has seen a rise in the importance of criminal rehabilitation in recent years as a means of promoting justice and community well-being. The intersection of Social Work ethics and criminal rehabilitation presents a dynamic landscape that demands careful consideration and reflection. Examining the ethical aspects that influence social workers' practice is essential since they continue to be vital in helping people. To reintegrate into society after being convicted. This editorial aims to shed light on the ethical dimensions inherent in the endeavors of social workers as they navigate the challenges and opportunities presented by criminal rehabilitation. A commitment to social justice, an understanding of each person's intrinsic worth and dignity, and a concern for the welfare of society as a whole are among the fundamental principles that underpin the social work profession. These values form the basis of moral behaviour and are particularly significant when interacting with individuals who have a criminal history.
A Conversation About the Ethics of Past and Future Memory Care Models: Perspectives from the First Two European Dementia Villages

Abstract:Dementia care organizations face a range of daunting environmental changes and challenges. Internationally, there is a long history of efforts to improve quality of care and life for individuals with dementia. In a time of particular attention to the images of older adults confined to a single or shared room in a care facility due to COVID-19, autonomy becomes the overarching problem, not only because in general institutions limit the freedom of frail elders, but because the existential conditions that create the need for long term care such as chronic disease, cognitive decline, and the need for general support with activities of daily living (ADLs) rail against the autonomy of independent self-sufficiency. Additionally, these environments are institutional in design and size, with little access to outdoor spaces and other amenities. This perspective manuscript addresses the ethics of past and future memory care models, looking specifically at the European Dementia Village (DV) model. This model allows for autonomy and continuation of patterns of daily living through housing integrated with exterior walks, gardens, restaurants, and amenities within familiar and normal surroundings. This pioneering health care experiment negotiates rivaling discourses of intimacy, professionalization, and medicalization. In order to get a deeper understanding of the culture and ethics of this integrated care model, the first two dementia village sites were visited which included meetings with care staff and administrators. Those conversations and observations led to a series of aligned themes relating to the ethics of the DV model which include: the strength of the social approach, clinical support, resident/staff collaborations, and advocating for ethical dementia care. Rethinking the ethics of dementia care entails individual perspectives and group discussions on what can keep individuals social connected within their care community, including focusing on strengths of the individual and normalized daily routines.

Abstract:This paper explores the procedural ethics and ethics in practice involved in a multi-agency research project exploring professional social work writing. Drawing on institutional documentation and a researcher’s field notes over two years, the requirements and processes involved in complying with academia-facing and agency-facing regulatory frameworks are summarised and challenges highlighted. The main part of the paper centres on ethics in practice, building on Sarangi’s framework for articulating the communicative dimensions to research ethics, and foregrounding the importance of ongoing dialogue between researchers and participant-stakeholders. Reflective accounts from three participant-stakeholders illustrate the interrelationship between what are often presumed to be distinct moments of a research chronology – access, representation and dissemination – in the process of knowledge making. The paper concludes by highlighting the differences between academia- and agency-facing procedural ethics, and arguing for greater institutional recognition of ethics in practice, in particular the importance of ongoing dialogue between researchers and participant-stakeholders at all stages of the research process.
