Abstract:Azerbaijan occupies an important geopolitical and geo-economic position in the South Caucasus. The article is about geopolitical priorities and interests of Azerbaijan in the South Caucasus. The main attention is paid to the priority directions of the foreign policy of the Republic of Azerbaijan in the regional context. The key points of the bilateral relations of the Republic of Azerbaijan with the states of the region are analyzed, the main trends of their development are identified, the degree of confrontation on key regional issues is assessed. The author also made an attempt to graphically illustrate and show the dynamics of bilateral relations with regional states in a historical perspective, showing periods of warming and cooling in relations with the main countries of the region, special attention being paid to relations between Azerbaijan and Iran, Turkey, Russia, Georgia, Turkmenistan and Kazakhstan. In the research process, there have been used methods such as analysis of the situation, induction, deduction, systematic approach and so on.

Abstract:The Organization for Security and Co-operation in Europe ( osce ) led Minsk Group – the principal mediator tasked with the resolution of the Nagorno-Karabakh conflict, is often criticised by Azerbaijan, due to the stalemate in negotiations. The intensive period of engagement between 2006 and 2009 brought first the initial and then the “updated” Madrid Principles. This was the chief working document that set forth the basic principles for peaceful resolution. The inactivity of the Minsk Group is often conceded as the result of maintaining “minimalist goals” – preventing full scale war and trying to bring conflict parties to the negotiating table. The April war in 2016 tested the fragility of the first goal: preventing skirmishes from leading to larger scale conflict. Similarly, after the April 2016 war, the attempt to revitalise the second goal – i.e. bringing the parties to the negotiating table – also collapsed, due to the increased mistrust between the parties after the war. The article will evaluate the geopolitical changes and their impact on the Minsk Group’s work since 2008, the reasons for the demands to change the format of the Minsk Group, and finally Azerbaijan’s perspectives on the limitations of the Minsk Group’s current mandate and mechanisms.
European Union Policy in the South Caucasus after the Karabakh War of 2020

Abstract:The article focuses on the transformation of the European Union’s policy in the South Caucasus after the NagornoKarabakh war of 2020. Before the war, the foreign and security policy in the region had depended on the OSCE Minsk Group, Georgia’s role in the Russian-Georgian confrontation, and the Eastern Partnership program for the South Caucasus. After Azerbaijan won the Nagorno-Karabakh war with Turkey’s support, the previous line of policy stopped being effective. It failed to unite the countries of the South Caucasus, to remove the Russian Federation from the region, and to make the European Union a real mediator in the conflict zone. The democratization of the local political regimes also failed, despite the proEuropean position of Georgia and the velvet revolution in Armenia. As a result of the Armenian-Azerbaijani war of 2020, Russian and Turkish troops entered the South Caucasus, and Russia, Turkey, and Iran started acting as peace mediators. The European Union failed to strengthen the role of the OSCE Minsk Group and the mechanisms of the Eastern Partnership in the region. Ever since 2020, it has been trying to develop a common policy for all ethnic and inter-confessional conflicts in the postSoviet space. The European Union keeps failing in its competition and partnership with Russia, while Turkey is getting more active and independent in the region. Thus, the European Union will have to develop a new model of influence in the South Caucasus and the whole post-Soviet space. In the current global confrontation, it is very important to find an international actor able and willing to interact with all parties. The European Union seems to be the one, and its actions in resolving regional conflicts require a detailed research.
Azerbaijan: health system review

Abstract:The Health Systems in Transition (HiT) profiles are country-based reports that provide a detailed description of a health system and of policy initiatives in progress or under development. HiTs examine different approaches to the organization, financing and delivery of health services and the role of the main actors in health systems; describe the institutional framework, process, content and implementation of health and health care policies; and highlight challenges and areas that require more in-depth analysis. Azerbaijan gained independence from the Soviet Union in 1991. Reform of the health care system in Azerbaijan has been incremental so that organizationally it still has many of the key hallmarks of the Soviet model of health care, the Semashko system. However, relatively low levels of government expenditure on health as a proportion of gross domestic product since independence has meant that out of pocket (OOP) payments accounted for almost 62% of total health expenditure in 2007. This has serious implications for access to care and financial risk protection for vulnerable households. The private provision of services is an increasingly important part of the health system, and services provided in parallel by other ministries and state enterprises continue to account for a certain amount of health expenditure. Revenues from the recent oil boom have been used to fund large capital investment projects such as the building of new hospitals with the latest technology and the import of modern equipment. However, future plans include the strengthening of primary care and the introduction of mandatory health insurance as part of major reforms to the health financing system.
Shabran Ancient Settlement: Architecture and Historical Significance of Azerbaijan

Abstract:The article delves into the historical significance of modern Azerbaijan, particularly in terms of civilization formation. The author highlights the importance of architectural artifacts, fortified cities, and fortresses within the Shabran district. Special attention is given to defensive structures like the Shabran Hill Fort, which dates back to early Middle Ages. The article analyzes historical and archaeological data concerning the city emergence and development, outlines the military-strategic and economic significance of the territory alongside its water supply and trade features. Purpose: Study and analysis of archaeological, historical and architectural properties of the Shabran settlement as well as its role in the Azerbaijan history. Research findings: The author examines the city transition from a regional hub of crafts and trade into a small village, followed by its eventual destruction due to recurrent raids. Research identifies the influence of Sassanid Iranian architecture on the initial Shabran development, studies the history, and discoveries is link with the city. Particular focus on the architectural characteristics and construction of fortresses and castles unearthed after archaeological excavations. Value: The significance of research is in comprehending the historical and cultural context of urban development in Azerbaijan.

Abstract:Purpose. Changes in the number of ethnic minorities in certain years have had a significant influence on ethno-demographic processes. Thus, depending on the geopolitical and socio-economic conditions of the country, including the living condition of the population, the pace of development of settlements and demographic situation, there have been recorded crucial alterations in the demographic indicators of ethnic minorities over the years and these alterations have been widely experienced in the northern regions of the state that these regions differentiate as their ethnic diversity. The primary purpose of the research is to identify trends in the ethno-demographic situation in the region, to investigate the causes of trends in demographic dynamics and to make proposals for figuring out challenges. Methods. The research was carried out using mathematical-statistical, comparative analysis, historical and questionnaire methods. Along with, the statistical materials, provisions of state laws, programs and orders, information in periodicals played a pivotal role in conducting the research. Results. The article scrutinizes the essential factors influencing changes in marital status, the structure of age-gender composition and trends in the number dynamics of the population. The article also determines the ways of regulation of the ethno-demographic situation in the region, and finally, presents the results and proposals prepared on a scientific basis. Scientific innovations. For the first time, the article investigates the changes in the ethno-demographic situation of ethnic minorities in the Shaki-Zagatala economic-geographical region under the influence of certain factors and the impact of the measures taken on the current situation. It was determined that the demographic situation of ethnic minorities are formed under the influence of natural and geographical factors, as well as socio-economic and political factors, and as a result of these factors, the ethno-demographic situation has changed significantly in certain years. The analysis shows that despite taken measures, there are significant differences in the ethno-demographic situation, and these differences have shown and continue to manifest themselves in all ethno-demographic processes. In this regard, in terms of the country's territorial integrity, strategic future and multicultural values, a certain action plan should be implemented to regulate the ethno-demographic situation in the republic, including the Shaki-Zagatala economic-geographical region which is distinguished by its ethnic diversity. Practical significance. The study results can be used to establish socio-economic and political stability in the Shaki-Zagatala economic-geographical region, as well as to regulate international relations and achieve the harmonious connection of ethnic minorities with each other by ensuring the socio-economic, national and cultural development.

Abstract:Turkey offers itself to be a regional leader for the Middle East, North Africa, partly for the Balkans and the Caucasus, while pursuing its own interests, not least economic ones. Turkey's foreign policy activation, and not only in the South, but also in the North Caucasus, is probably intended to create an additional platform for foreign policy bargaining with Moscow on issues of interest to Ankara. When analyzing the foreign policy of Turkey during the rule of the ruling Justice and Development Party, of course, you need to pay special attention to the foreign policy concept of neo-Ottomanism, the architect of which is Ahmet Davutoglu. The developed new approach "strategic depth" means that for Turkish diplomacy, Turkey's deep historical and cultural roots in the Balkans, the Middle East, the Greater Caucasus and Central Asia (former territories of the Ottoman Empire) are more important than the existing state borders. The pragmatism of Ankara's foreign policy is also manifested in a sober assessment of the popularity in the Caucasus of such ideas as Great Turan (a pan-Turkic project of a single state for all ethnic Turks) and neo-Ottomanism. For Caucasians, the times of the rule of the Ottoman Empire are the golden age of prosperity. Turanism is more aimed at awakening "kindred feelings" based on the common Turkic heritage. "They are implementing practical humanitarian projects, identifying leaders of public opinion who are ready to cooperate. Ankara is pursuing a policy of small steps in order to change the social and cultural image of the region in the long term. In general, Turkish leader is confident that due to historical reasons and the realities of modern politics The Caucasus is a zone of direct strategic interests of Turkey. Ankara, relying on the support of the United States and NATO, takes an active part in most regional political and economic projects, actively intervenes in the affairs of the Middle East, South Caucasus, Central Asian and North African regions, tries to strengthen its role beyond their borders, which often overlaps with the national interests of Russia.

Abstract:The structural-genetic characteristics of landscapes have an important role in the formation of landscapes, the spread of agrocomplexes, the assimilation of landscapes and other directions. At present, these studies are conducted using modern methods, based on the processing of satellite images with the help of Geographical Information Systems. We also applied this practice for the first time in our country. In this regard, our research is relevant. Our goal is to determine the future development trends of landscape use by studying the structural-genetic characteristics of landscapes with modern methods. As a result of the analysis of the structural-genetic characteristics and morphometric elements of the modern natural landscapes in the studied area, three landscape sectors, which are sharply different from each other due to height differentiation and structure, were separated: 1. Atachay-Tughchay; 2. Pirsaatchay-Sumgayitchay; 3. Girdimanchay-Agsuchay. It was determined that the spectra of natural terrain complexes, hypsometric levels, and tendencies of anthropogenic transformations in the high landscape sectors are different, and based on these calculations, map schemes and tables were drawn up. When examining the structural-genetic characteristics of the studied area, the strength of anthropogenic influences throughout history is clearly visible, considering that there are quite ancient settlements in the research area.

Abstract:he purpose of the research is to analyze the current state of foreign trade relations of Azerbaijan. For this purpose, foreign trade relations were studied and summarized. The issues of the effectiveness of foreign trade relations are considered. The priorities for the development of export oriented directions in foreign trade relations of Azerbaijan are given. Recommendations and proposals were given to expand foreign trade relations. Research methods the article used as a research method analysis, synthesis and statistical methods. In addition, references have been made to the scientific works of various scientists in this field. The results of the research, we believe that the proposals presented in the article can be used in measures to expand the countrys foreign trade relations.

Abstract:Ethnic sociology as a direction of ethnographic science was developed in Azerbaijan in the first half of the 80s of the last century. The subject, ethnosociological research has been and remains quite wide in Azerbaijan. Ethnosociological studies are not only in great scientific interest and they also have great practical importance, especially in the context of the socio-political, social and ethnocultural transformations experienced in Azerbaijan since regaining its independence in 1991. Nowadays, ethnic and sociological studies have established that global sociocultural changes have also affected almost all aspects of the life of Azerbaijanis and other ethnic groups of the country. At the present, ethnosociological research continues in the direction of identifying the characteristics of ethnocultural and ethnosocial changes in the conditions of modern Azerbaijani society. The results of these and other researches, ongoing in the department of ethnosociological research will be reflected.

Abstract:The article discusses the significance of the South Caucasus for China’s foreign economic strategy in terms of transcontinental communications and analyzes the role of the China factor in this region in the post-Soviet period. The authors examine China’s bilateral cooperation in implementing trade, economic, investment, and humanitarian projects with three South Caucasian countries: Azerbaijan, Georgia, and Armenia. One of the key projects is the Trans-Caspian International Transport Route (TITR) which is to become part of the Great Silk Road currently under construction as part of the global Belt and Road Initiative. The geopolitical Ukraine crisis of 2022 and Russia’s special military operation (SMO), which has interrupted many transport communications between Russia and the EU countries, has objectively increased the importance of southern bypass transport corridors for China. The priority of this region for China’s foreign economic strategy is extremely relevant today and will remain so in the future.

Abstract:The queer (in)visibility regime in Azerbaijan has been historically structured through centralizing powers and the coloniality of knowledge(s) in their Russian/Soviet and contemporary Western manifestations. Using Foucauldian discourse analysis, this study shows how local queer activism arises through the appropriation of Western LGBTQ+ discourse and the use of the internet, with its novel spaces and digitally mediated discursive practices. In addition to its humanizing and normalizing effects, these organizations generate a new space for the realization of homosexual desire against the old Soviet subjectivity while preserving their didactic enlightener position towards Western/European pedagogy. Finally, this study argues that homosexuality has become a means of boundary-making practices both inside and outside the country, positioning on the borderline between symbolic Europe and national characteristics.

MINSK GROUP MEDIATION PROCESS: EXPLAINING THE FAILURE PEACE TALKS

Abstract:Abstract The paper addresses a question of why the peace efforts under the Minsk Group mediation have not been successful despite of more than two decades negotiations. It has been persistently argued that the Minsk Group’s inability and inadequacy is the primary reason for the failure of the peace talks between the conflicting sides. This paper takes a different perspective: although the Minsk-Group mediation is not without flaws, the failure of its peace efforts is not directly associated with its inability, but stemmed from the power relationships among the major influential actors in the region. The paper argues that it is not the incompetency of the Minsk Group mediation that brought the peace talks to the deadlock, but the power relationships among major actors in South Caucasus that limited the capability of the regional organization. The paper concludes that the status quo less likely to change in the near future since two options- war and a peaceful settlement that would transform the status quo are unlikely to happen because of the current power politics of the influential actors in the region. South Caucasus is a part of the Russian “near abroad”, and the West is reluctant to push for a peaceful settlement due to its limited interests in South Caucasus. Armenia does not have any reason to start a war. War is too risky for Azerbaijan. Thus, the status quo is more likely to prevail because of power relationships in the region. The systemic level of analysis is the primary analysis used in the paper for the explanation of the central reasons for the failure of the Minsk Group peace talks on the Nagorno-Karabakh conflict.

Abstract:Abstract After regaining its state independence, Azerbaijan got a favorable opportunity to enter the world market. The income from the country’s rich oil and gas resources served to rapidly increase the gross domestic product. Today, the government of Azerbaijan is preparing an action plan for the development of the non-oil sector in order to reduce the country’s dependence on oil and gas exports. In particular, there are some economic spheres that have a great need to be revived and have the main share in budget revenues. Although Azerbaijan has left behind most of its competitors in the viticulture and winemaking sector for many years, in the current conditions this sector relies on foreign investments for its development. Although tourism opportunities in Azerbaijan are very wide, the level of service in hotels and recreation centers is very low. Expensive prices in return for the level of service provided have a negative impact on the growth of Azerbaijan’s tourism revenues. Unfortunately, there are also serious problems in the development of the forestry and machine-building industries and wheat production in the country. Latvia has already specialized and has some experience in exporting in the listed economic sectors in Eastern Europe. The entry of Latvian investment into Azerbaijan will serve to strengthen economic relations between the two countries and maximize mutual income. In the research work, these issues will be considered and analyzed separately by economic spheres.
Environmental damages of natural components of Karabakh region of Republic of Azerbaijan

Abstract:The Karabakh region, located in the eastern and southeastern ridges of the Lesser Caucasus in Azerbaijan, has a rich historical and geographical significance. However, following the collapse of the USSR, Karabakh declared independence from Azerbaijan, leading to decades of illegal military control by Armenia, fundamentally contradicting international law and Azerbaijan’s official borders. This occupation severely impacted the region’s natural and economic structures, weakening its economic infrastructure and depleting natural resources. This research paper provides a comprehensive analysis of the environmental degradation occurred in Karabakh and the surrounding districts during nearly three decades of occupation. The study focuses on various natural com- ponents, including water sources, soil, subsoil resources, mineral resources, and biodiversity, with a specific emphasis on the innovative Smart Village Aghaly project in Zangilan. The primary objective of this article is to underscore the disruption of natural complexes in the liberated regions of Azerbaijan, the restoration of ecological balance, and restoring of harmonious relationships between nature and society. The research highlights the complexity of interactions between humanity and the environment in the context of regenerating land- scapes and natural monuments damaged by prolonged military aggression. The findings reveal extensive ecological damage, including pollution of water resources, destruction of biodiversity, plundering subsoil reserves, and degradation of soil assets. The paper emphasizes the critical need for comprehensive restoration efforts and strategic interventions to address these challenges. By integrating ecological and geographical analysis, statistical data, field and expedition reports, and satellite imagery, this study provides a detailed assessment of the environmental impact on Karabakh. The research underscores the importance of international cooperation and adherence to environmental protection conventions to prevent future ecological damage and ensure sustainable management of natural resources.
Modern Comparative Characteristic of Mountain Meadow Soils in Azerbaijan

Abstract:The northeastern slope of the Lesser Caucasus occupies a large territory in the western part of Azerbaijan. One of the most widespread soils in Azerbaijan is mountain meadow soils. The purpose of the research is a comprehensive and comparative study of morphodiagnostic parameters, physicochemical properties and biochemical activity of natural and anthropogenically modified biogeocenosis of mountain meadow soils of the Gadabay District. Some results of many years study are described in the article. Villages like Gara Murad, Kichik, Garamurad, Saratovka and others were researched. The research was carried out on virgin soils and cultivated lands in villages. A total of 15 land plots have been allocated, some of the research results are presented in the article. Carrying out numerous agro-reclamation activities, we managed to attract uncultivated land to agriculture and obtain high-quality products. The groundwater level in these areas exceeds 2 meters, and the salinization processes are active. Comparative results from all these agro-chemical studies helped to get virgin soils into agriculture in the plains and achieve high productivity. This can be invaluable literary material for a new generation of soil scientists.

Abstract:This paper investigates the impact of globalization on transportation corridors in Azerbaijan, which are strategically located to serve as hubs for crossroads between north-south and east-west trade. The main hypothesis is that globalization has had a significant impact on transportation corridors in Azerbaijan, resulting in greater connectivity and trade flows within the region. The recent triumph over Armenia has resulted in significant changes in the region, enhancing Azerbaijan's reputation. Alongside the ongoing conflict in Ukraine and the imposition of sanctions on Russia and Iran, Azerbaijan has emerged as a secure passage between these influential powers. Furthermore, the rising demands for major international trade routes have created a pressing need for Azerbaijan to enhance its capabilities to effectively meet these growing requirements. According to the World System Theory, semi-periphery countries play the role of bridges between core and periphery states. Globalization has led to Azerbaijan's integration into the global economic system as a semi-peripheral country. This has resulted in increased trade and investment, which in turn has led to the development of transportation infrastructure and the expansion of transportation networks. Themes of Love and Solitude in Contemporary Azerbaijani Women’s Prose

Abstract:The article examines the representation of themes of love and loneliness in women’s prose in Azerbaijan. It is noted that the literary works of women in different countries have gained particular relevance at the end of the 20th and beginning of the 21st centuries. The novelty of the research lies in identifying key themes raised in the works of several leading Azerbaijani female writers, who are not well known to a wide circle of Russian readers. The creative works of A. Masud, Farida, and A. Gyulnel are analyzed, with themes of love and loneliness being the focus of the study. It has been established that the thematic content of the works exhibits a traditional character typical of women’s prose: the quest for love by women and men, contemplation of issues of loyalty and betrayal, and solitude. It is shown that the characters in their pursuits do not find understanding from those around them. The absence of love drives A. Masud’s characters to madness (“Fatima” novel), physical death (“Aysun” story), or moral decline (“The Boss” story). In Farida’s work “Silent Birds”, the issue of the influence of ancient cruel traditions on the relationships and fate of young people is raised. In “Cactus” by A. Gyulnel, the heroine suffers from loneliness due to the lack of parental love. The author concludes that the variety of issues raised by female authors is imbued with the idea of the tragedy of human existence without love.

Abstract:The paper examines Japan's foreign policy towards the South Caucasus through the case study of Japanese engagement in Georgia. The goal of the study is to explore the formulation of Japan's official foreign policy towards Georgia and to highlight the ideational factors influencing the process. As for the timeframe, the thesis is focused on the period from 1992 to 2016. Following the constructivist theory of International Relations, claiming the reality to be shaped by the perceptions of the actors, the study engages in documentary analysis and tries to provide a comprehensive understanding of Japan's policymaking regarding the South Caucasus. The study contradicts the dominant positivist claims and argues that Japan's official foreign policy discourse regarding the South Caucasus is constructed according to Japanese perceptions of world affairs, its domestic environment, the situation in the South Caucasus itself, the imagined role for Japan (identity), and the norms and values that were believed to have universal importance. As for the development of Japanese foreign policy towards Georgia, the author differentiates three stages in the construction of Japan's approach: (1) No strategy (1992–1996); (2) "Eurasian Diplomacy" (1997–2005); and (3) "Arc of Freedom and Prosperity" (2006–2016), while the factors claimed to be influencing these dynamics are the ideas, beliefs, and values of Japan.

Abstract:Journal of Eurasian Studies, Volume 13, Issue 2, Page 119-144, August 2022. Being highly dependent on the oil sector, Azerbaijan suffered from economic downturn due to sharp fall in oil prices in 2015. However, such dependence creates development challenges for her. Simulated impact of prioritized economic reform policies—using a computable general equilibrium model (AZEORANI)—shows that, under the business-as-usual case with oil prices at 2011 level, it is projected to grow by 2.0% a year to 2030. However, consistent policy reforms enable enhanced growth by another 1.1 percentage points annually due to productivity boost and increased exports from non-oil sectors, viz., tourism and agriculture. In particular, following strategic roadmap, we consider baseline and policy shocks—10% improvement in productive efficiency, investment boost by 5% in non-mineral sector, and enhanced agricultural efficiency by 5%, and boost in tourism and transport by 10% via logistics-infrastructure, and technical progress in manufacturing over long run by 10–20% per annum. All these show that economic reforms have potentials to induce positive impact to overcome the binding constraints inhibiting growth and hence could promote economic development of Azerbaijan.
