Abstract:One of the greatest threats to the conservation of transboundary stocks is the failure of Regional Fisheries Management Organizations (RFMOs) to equitably allocate future fishing opportunities. Across RFMOs, catch history remains the principal criterion for catch allocations, despite being recognized as a critical barrier to governance stability. This paper examines if and how subsidies have driven catch histories, thereby perpetuating the legacy of unfair resource competition between distant water fishing nations (DWFNs) and coastal States, and how this affects ongoing allocation negotiations in the Indian Ocean Tuna Commission (IOTC). Using limited publicly available data on subsidies to Indian Ocean tuna fleets, we show that subsidies have inflated catch histories of many DWFN's. As long as historical catch remains the key allocation criterion, future fishing opportunities will continue to be skewed in favor of DWFNs, in turn marginalizing half of the IOTC member States, which collectively account for a paltry 4% of the current catch. Without better transparency in past subsidies data, accounting for this distortion will be difficult. We provide alternative allocation options for consideration, with our analysis showing that re-attributing DWFN catch to the coastal State in whose waters it was caught may begin to alleviate this historical injustice.

Abstract:Policies based on grants to specific economic sectors, such as the fisheries sector have become widespread over the last fifty years. Despite their long history, there is no consensus regarding their scope or effects. In recent years, European economic policy has been subject to substantial change, not only regarding the level of funding but also concerning support mechanisms for Member States in the form of grants.The primary objective of this article is to conduct a critical analysis of the impact of EU policies on fisheries subsidies. To this end, it was necessary to analyse the evolution of these subsidies over the period 1994–2012. The article highlights aid for modernising fishing vessels and reducing fishing efforts by scrapping vessels.

Abstract:Abstract Global change is fundamentally altering flows of natural and anthropogenic subsidies across space and time. After a pointed call for research on subsidies in the 1990s, an industry of empirical work has documented the ubiquitous role subsidies play in ecosystem structure, stability and function. Here, we argue that physical constraints (e.g., water temperature) and species traits can govern a species’ accessibility to resource subsidies, and that these physical constraints have been largely overlooked in the subsidy literature. We examined the input of a high quality, point-source anthropogenic subsidy into a recipient freshwater lake food web (i.e., released net-pen aquaculture feed in Parry Sound, Lake Huron), to demonstrate the importance of subsidy accessibility in governing recipient whole food web responses. By using a combined bio-tracer approach, we detect a gradient in accessibility of the anthropogenic subsidy within the surrounding food web driven by the thermal tolerances of three constituent species. This thermally-driven accessibility gradient drives asymmetrical changes in food web structure, effectively rewiring the recipient lake food web and altering patterns in secondary production with yet unknown stability consequences. Since aquaculture is predicted to increase significantly in coming decades to support growing human populations, and global change is altering temperature regimes, then this form of food web alteration may be expected to occur frequently. We argue that subsidy accessibility is a key characteristic of recipient food web interactions that must be considered when trying to understand the impacts of subsidies on ecosystem stability and function under continued global change.
Fishing for Principles: The Fairness of Fishing Quota Allocations

Abstract:Allocating fish quota is a hotly disputed issue across the world, and many different criteria have been employed to achieve it. However, little attention has been devoted to examining the fairness of those criteria. This study aims to fill this gap by focusing on the eight most prominent criteria that have been used or proposed—prior use; market forces; historical entitlement; geographical proximity; sovereign right; economic dependence; environmental stewardship; and equal shares—and examining their respective ethical credentials as principles of distributive justice. The assumption lying behind this aim is that if agreement can be reached on which criteria are the fairest, future conflicts over quota allocations might be averted. The method used to conduct this research was normative analysis, and the materials analysed were obtained from databases such as the Web of Science. However, the study found that the ethically strongest criteria are environmental stewardship and economic dependence, but the most prevalent criteria are historical entitlement and geographical proximity (zonal attachment). So, the principles of distributive justice that are most likely to be applied are not the fairest principles but the principles with the greatest political support. For some commentators, this signifies that justice and ethics have been sacrificed to power and politics. However, there is some evidence that the tide is turning and the arguments in favour of fairness, perhaps in hybrid forms, are beginning to gain momentum.

Abstract:Industrial-scale global fishing, driven by technology, market demands, and fuel subsidies, have threatened the sustainability of fish stocks. Poor fisheries data and government fuel subsidies, especially for external fishing fleets, enables wealthy nations to exploit the waters of coastal countries with less stringent fisheries management. Relations between the European Union (EU) and West Africa exemplify imbalances, in which EU interests overshadow local sustainability, leading to long-term declines in local fish stocks. At present, poor data and opaque agreements will make positive change difficult. However, the WTO’s 2022 Agreement on Fisheries Subsidies can be used to leverage positive change.

Abstract:In this paper, we present a simplified framework to represent competition, coordination and bargaining in fisheries when they operate under financial and technological constraints. Competition within constraints leads to a particular type of mathematical game in which the strategy choice by one player changes strategy set of the other. By studying the equilibria and bargaining space of this game when players maximize either profit or fishing capacity, we highlight that differences in financial constraints among players leads to a tougher play, with a reduced bargaining space as the least constrained player can readily exclude another from the competition. The exacerbating effects of constraints on competition are even stronger when players maximize capacity. We discuss the significance of our results for global ocean governance in a current context characterized by financialization and technological development. We suggest that in order to maximize the chances of fruitful negociations and aim towards a fair sharing of sea resources, it would be helpful to focus on leveling current differences in the constraints faced between competing fishing systems by supporting local financial systems and technological control, before implementing sophisticated economic tools.

Abstract:Abstract Protecting the environment has emerged as one of the major challenges in international relations. In international environmental negotiations, countries hold divergent positions because of domestic politics and specifically the interaction of interests and institutions. Domestic political institutions privilege the interests of some groups over others, depending on their geographic distribution. This observation matters for global environmental cooperation because groups with varied interests in protecting the environment often exhibit different geographic patterns, as illustrated in negotiations over fisheries subsidies at the World Trade Organization (WTO). The fishing industry tends to be concentrated in geographic space because of its reliance on a geographically specific natural resource. The industry’s geographic concentration gives it relatively more political clout in countries with plurality electoral systems. Environmentalists, who tend to be more diffuse geographically, enjoy greater political influence in countries with proportional representation systems and party-centered electoral competition. These political dynamics, as well as the electoral success of Green political parties, influence governments’ spending priorities as well as states’ positions in international environmental negotiations.

Abstract:We study incentives to mislabel output in multispecies fisheries managed by tradeable catch shares. Firms can save quota costs by misreporting species harvested, as seen in criminal proceedings against the Codfather. We show that price elasticities for the abundant species reported in the cheating will be higher for compliant than non‐compliant firms. Using data from the New England groundfish fishery, we test this prediction using a latent class hedonic price equation to identify compliant versus non‐compliant firms. We then estimate multi‐output technologies for compliant and noncompliant firms to identify differences in substitution possibilities. Our empirical results align with theoretical expectations and are robust to placebo tests.

Abstract:<p>The decision to ban the pulse trawl by the European Parliament in early 2019 was influenced by public debate over its scientific and political legitimacy. In their 2019 paper in <em>Marine Policy</em>, Le Manach et al. continued this debate by making three claims. First, that the pulse trawl has substantial negative social and environmental impacts. Second, that it received 'illegal' subsidies from the European Union amounting to €20.8 million. And third, that the Dutch government and industry did not provide adequate transparency in the allocation of subsidies. These claims are misleading and, in some instances, demonstrably false: the ongoing science on the effects of the pulse trawl shows relatively positive impacts; following the conventional definitions of "harmful" and "fisheries subsidies" in the economic literature, harmful subsidies provided to pulse trawling only amount to €0.3 million, or less than 2% of Le Manach et al.'s estimate; and there is no evidence of intentional non-disclosure of information related to the distribution of subsidies by the Dutch government. Finally, we reflect on the consequences of the inaccuracies presented by Le Manach et al. in the governance of fishing gear innovation and their wider effect on the legitimacy of advocacy-based science.</p>

Abstract:The implementation of the "Blue Basic Farmland" system for farming ocean is a crucial strategy to ensure food security. This study simulates and analyzes the impact of government fishery subsidies on promoting "Blue Basic Farmland" construction. A tripartite evolutionary game model involving the government, fishermen and fishery enterprises was used". Subsequently, the fishery subsidy strategy of "Blue Basic Farmland" construction was simulated and analyzed. The following findings are derived. First, fishery subsidies contributed to "Blue Basic Farmland" construction by promoting the participation of fishing enterprises and supporting fishermen. Second, the amounts of fishery subsidies were not the high the better, and different amounts of fishery subsidies had varying effects. Third, subsidizing fishery enterprises was more effective in promoting the construction of "Blue Basic Farmland" compared to subsidizing fishermen. In light of these findings, we proposed the following policy recommendations. The government ought to establish subsidies specifically tailored for "Blue Basic Farmland" construction, while also judiciously controlling the subsidies amounts. Moreover, the focus of these subsidies should be directed towards supporting fishery enterprises.

Abstract:Background: Considering the declining situation of sustainability in global marine fisheries, World Trade Organization (WTO) members successfully concluded the Agreement on Fisheries Subsidies(AFS) after 21 years of negotiations in 2022. As an the integral part of these negotiations, special and differential treatment (SDT) provisions provide developing countries with special rights and developed countries with the possibility to treat developing countries more favorably than other WTO members. Objective: This study analyzed the role of SDT for fisheries subsidies in ensuring sustainable fishery governance by the rule of law, as well as the reflection of SDT under the AFS, to explore whether SDT can support sustainable fishery governance under the WTO framework. Methods: This study is primarily based on official data and critical legal studies and used normative analysis and historical analysis to expose the essence of the SDT issue in the AFS as a political game in the legal form. Results: The practical challenges in the implementation of SDT may affect the compliance willingness of member states. To overcome the obstacles, such as ambiguity and inefficiency, that impede the legalization process of sustainable global marine fishery governance, it is necessary to emphasize the value of SDT for the common interests of the WTO members in marine fisheries legislation. This will benefit the developing countries, especially the small island developing states, in the short term; and the common interests of developed and developing countries in the long term. Policy implications: SDT facilitated the consensus between the developing and developed countries on issues such as illegal, unreported, and unregulated fishing subsidies and overfishing subsidies. However, current SDT practices have deviated from the original intention of the fairness and democratic approach of global marine fisheries governance, which should take into consideration the specific situation of developing countries.

Abstract:Modern resource management faces trade-offs in the provision of various ecosystem goods and services to humanity. For fisheries management to develop into an ecosystem-based approach, the goal is not only to maximize economic profits, but to consider equally important conservation and social equity goals. We introduce such a triple-bottom line approach to the management of multi-species fisheries using the Baltic Sea as a case study. We apply a coupled ecological-economic optimization model to address the actual fisheries management challenge of trading-off the recovery of collapsed cod stocks versus the health of ecologically important forage fish populations. Management strategies based on profit maximization would rebuild the cod stock to high levels but may cause the risk of stock collapse for forage species with low market value, such as Baltic sprat (Fig. 1A). Economically efficient conservation efforts to protect sprat would be borne almost exclusively by the forage fishery as sprat fishing effort and profits would strongly be reduced. Unless compensation is paid, this would challenge equity between fishing sectors (Fig. 1B). Optimizing equity while respecting sprat biomass precautionary levels would reduce potential profits of the overall Baltic fishery, but may offer an acceptable balance between overall profits, species conservation and social equity (Fig. 1C). Our case study shows a practical example of how an ecosystem-based fisheries management will be able to offer society options to solve common conflicts between different resource uses. Adding equity considerations to the traditional trade-off between economy and ecology will greatly enhance credibility and hence compliance to management decisions, a further footstep towards healthy fish stocks and sustainable fisheries in the world ocean.

Abstract:Fisheries subsidies regulation lies at the intersection of international fisheries and international trade governance regimes. Although eradicating harmful fisheries subsidies cannot be a panacea for illegal, unreported and unregulated (IUU) fishing, it is an essential first step to confront the problem head-on. The multilateral Agreement on Fisheries Subsidies, adopted by the World Trade Organization (WTO) in June 2022, provides an impetus for sovereign states to steer fisheries subsidies reform towards commonly agreed legality, sustainability and transparency benchmarks. This legal and policy investigation aims to give increased attention to the ultimate responsibility of national governments to exercise active fisheries jurisdiction over the identification and sanction of IUU fishing activities. With or without WTO prior judgements, a level of jurisdictional coherence is warranted to trigger a comprehensive and effective ban on IUU fisheries subsidies in as timely a manner as possible.

Abstract:Fisheries social research has attracted increasing attention in recent debates concerning alternative approaches in the design of fisheries management systems. This essay examines case study and fisheries social research literature with a view to highlighting conceptual‐analytical strengths, shortcomings, and lessons with respect to management concerns. It is argued that effective and sustainable management regimes require that central consideration be given the principles of social justice and distributional equity. Approaching these goals, in turn, requires that research and management design attend to issues such as local‐level social structures, gender/ethnic relations, and the distribution of socioeconomic power and material benefits.

Abstract:Fisher markets are those where buyers with budgets compete for scarce items, a natural model for many real world markets including online advertising. A market equilibrium is a set of prices and allocations of items such that supply meets demand. We show how market designers can use taxes or subsidies in Fisher markets to ensure that market equilibrium outcomes fall within certain constraints. We show how these taxes and subsidies can be computed even in an online setting where the market designer does not have access to private valuations. We adapt various types of fairness constraints proposed in existing literature to the market case and show who benefits and who loses from these constraints, as well as the extent to which properties of markets including Pareto optimality, envy-freeness, and incentive compatibility are preserved. We find that some prior discussed constraints have few guarantees in terms of who is made better or worse off by their imposition.

Abstract:This article uses two case studies to assess the role of research in policy formation and fishery management. One study focuses on measures to limit the mortality of dolphins taken when tuna are harvested in the eastern tropical Pacific. The other studies measures taken to limit harvests of Southern Bluefin Tuna. Both of these fisheries involve fugitive resources and transboundary resources spreading across both national exclusive economic zones and the high seas. Both fisheries were initially based on open access, but public policy has led to greater exclusive use through individual transferable quotas for Southern Bluefin Tuna and dolphin mortality limits. A number of policy conclusions are drawn.

Abstract:Abstract While the science supporting fisheries management has generally been dominated by the natural sciences, there has been a growing recognition that managing fisheries essentially means managing economic systems. Indeed, over the past seven decades, economic ideas and insights have increasingly come to play a role in fisheries management and policy. As an illustration of this, the International Council for the Exploration of the Sea (ICES) has been actively seeking to expand the scope of its scientific expertise beyond natural sciences [another inter-governmental marine science organization which has done this over the same period is the North Pacific Marine Science organization (PICES)]. In particular, the recently created ICES Working Group on Economics set out to review current work and key future needs relating to economic research and management advice on marine capture fisheries. This article presents the results of this review and addresses how economic research can be incorporated into the science of ICES to provide integrated perspectives on fisheries systems that can contribute to the provision of advice in support of policy development and management decision-making for sustainable uses of living marine resources.

Abstract:It is necessary to give ecological compensation to promote carbon-sink fishery better serve the carbon neutrality goal. This paper constructs a three-party evolutionary game model of fishermen, consumers and the government, analyzes the influence of each subject's behavior probability on the strategies of other subjects and the stability of the system. Then we simulate the effects of government subsidy on the evolutionary outcomes based on field survey data. The results are as follows. (1) Government subsidies can produce a dual incentive effect from the production side and the consumption side. The probability of government subsidies positively affects both fishermen's carbon-sink fisheries farming behavior and consumers' decision to purchase carbon-sink fishery products. (2) Under certain conditions, the game system can achieve a steady state, in this case, Fishermen will spontaneously engage in farming marine carbon-sink fishery, consumers will spontaneously purchase carbon-sink fishery products, and the government provides subsidies to fishermen and consumers. (3) The amount of government subsidies has a negative impact on the stability of the evolutionary game system, the government subsidies for fishermen has a positive impact on the stability of the evolutionary game system, and the government subsidies for consumers has a negative impact on the stability of the evolutionary game system.

Abstract:Marine fishery carbon emissions play a significant role in agricultural carbon emissions, making resource allocation a crucial topic for the overall marine ecological protection. This paper evaluates the dynamic iteration method as a research approach with the factors of resource allocation consisting of value assessment, optimization objective, difference between value assessment and objective, and optimization calculation. The paper selects the shadow price from the Super-SBM model as the judgment function for the goal value, aiming for the fairness criterion. From an equity standpoint, the allocation of carbon resources in marine capture fisheries proves to be unreasonable. The fishery model exhibits an excessive supply of carbon resources, resulting in wastage, while the green fishery model faces a relatively limited supply, with a focus on energy conservation and environmental protection. To address this issue, this paper proposes a new method and discusses the corrective results. This result shows that the stabilization point achieved is a short-term equilibrium rather than a long-term one. By rectifying the social contradiction of profit-oriented approaches, this research provides a fresh perspective for economic studies and applications, particularly in industrial layout and resource utilization optimization.
