Abstract:Tourism development has been long regarded as an important tool facilitating economic growth. Over the past decade, the average expansion rate of the Chinese tourism is 15% in terms of total revenue, if the negative effects of various exogenous wildcard events are taken into account. If these effects are disentangled, the rate reaches as high as 20%, which is far above the average annual economic growth rate of 9.8%. It is no surprise that the status of the tourism in the national economy has gradually strengthened, and as a result, the tourism has become a vital sector boosting the overall economy. From a theoretical perspective, suggested by the pioneering work of Copeland(1991), Hazari and Sgro(1995), and Lanza and Pigliaru(1995), the nexus between tourism development and economic growth is the core field in tourism studies. In the above context, the aim of this paper is to examine the Tourism- led Growth(TLG) Hypothesis in China as well as to evaluate the magnitude of tourism's contribution to economic growth. Based on a Chinese dataset, this paper employs econometric analysis that is considered rigorous in mainstream economics to conduct an empirical study of the effect process of tourism development on economic growth. This will unveil the relationship between tourism development and economic growth and practically, will provide a theoretical foundation for the policy implications of sustainable tourism development.First of all, this paper conducts a thorough review of the research literature and introduces the context of tourism development in China. After that, by using various econometric methods, this paper uses China's provincial panel data from 1999 to 2009 to conduct an empirical study of the relationship between tourism development and economic growth. Results show that tourism development imposes a significantly positive influence on economic growth in Chinese provinces, and the conclusion of thispaper is robust through four sensitivity tests. When not taking endogeneity into account, we discover that the effect of tourism development on economic growth is between 0.0186 and 0.0354. When taking into account the endogeneity problem in the model through two sets of instrumental variables, this paper estimates the benchmark model with panel instrumental variable two- stage least squares(IV-2SLS) and instrumental variables fixed effects two- stage least squares(IV- FE- 2SLS). If the endogeneity is rectified, the effect of tourism development on economic growth is estimated to be0.1519 in China. This research conclusion is consistent with that from Lee and Chang(2008).The main conclusions of this paper can be summarized as follows: judging from the empirical test,tourism development has a significantly positive influence on economic growth, and this paper tries to rigorously estimate the size of the effect of tourism development on economic growth after tackling endogeneity problems. Furthermore, this paper has empirically proven the reliance of the estimated results from four respectively different aspects. The paper first systematically provides a framework of empirical analysis about the relation between tourism development and economic growth, enriching the core content of tourism economics in China.As the fundamental research in tourism economics, this paper provides a noticeable orientation for policy enlightenment. Intuitively, although the scale of the tourism industry has expanded strongly, it shows to be of a lower quality.The average increase in the total income from tourism is about 15% in China. Nevertheless, both the level of the tourism specialization and the added value proportion always remains less than 5%. As shown by the empirical modeling efforts in this paper, tourism development has a relatively moderate influence on economic growth; in other words, further improvement is necessary to construct the tourism industry into one of strategic support in China. The fundamental policy orientation remains to drive the domestic tourism as well as the inbound tourism, with emphasis on tapping potentials of domestic tourism from Chinese residents. Moreover, the emphasis of tourism development in China lies in strengthening the Rostow Rule, broadening the scope of tourism economic radiation by tourism agglomeration, improving the return rates of factors with the aid of the extension of tourism industry chain, and magnifying the spillovers effects of tourism development on economic growth in China.
