Abstract:European societies today face many sustainability challenges including but not limited to youth unemployment, aging populations, climate change, pollution, sustainable energy and migration. These problems are especially evident in cities. The objectives of smart development and integrated planning in European cities have been presented in the Europe 2020 strategy. It assumes restoration of European cities through stimulating innovation. In the socio-economic dimension, this means supporting the development of intelligent cities, often referred to as Smart Cities. According to the Smart City definition it is a city with the ability to adapt to the changing socio-economic conditions. This feature is extremely important in times of constant change. Progressing urbanization, globalization, technology transfer to everyday life and dwindling natural capital are the reasons why urban development is increasingly dependent on such factors as advanced technologies or territorial capital, understood as the available material and immaterial resources that determine the functioning of a given area. One of the Smart City components is intelligent transport. Improving mobility, ensuring accessibility and decreasing traffic congestion are some of the greatest challenges facing smart cities today. To respond to these challenges many city planners are glancing at smart transport solutions to reduce congestion as well as to optimize the use of city public transport. The aim of this article is to identify the challenges faced by European cities nowadays, present transport as a component of the Smart City and show its role in implementing the Smart City concept. The author presents European actions in terms of city mobility and recognizes their role in attaining the 11th SDG. Particular attention is paid to cities of the new Member States. Some examples of activities undertaken and tools used by authorities of European cities will be cited as examples of good practices. An analysis of the conditions for the transferability of such a solution will be included in the article.

Abstract:Multimodal freight transport in cities is a complex, valid, and vitally important problem. It is more seldom underlined in scientific studies and included in cities’ strategies that devote more attention to passenger transport than freight transport. The increased utilization of multimodal transport matches current transport policy and at the same time, it is one of the most important challenges put before cities striving to achieve sustainable development. In this case, the paper embarks upon the problem of relations between multimodal transport development and the sustainable development of the cities. The objective of the paper is an analysis of the impact of the selected city of the Upper Silesian metropolis on the development of multimodal freight transport and an assessment of the impact of the development of multimodal transport on the sustainable development of the cities of the Upper Silesian metropolis. The authors developed three research questions in order to implement the adopted objective. The process of looking for the answer included four stages. Within the first and second stages, the literature studies and experts’ research allowed for identifying key factors of the multimodal transport development that a city may have an impact on. In the third stage, the research was two-fold and was based on a questionnaire and scenario analysis. Due to the individual character of each of the cities, scenarios were developed for Katowice, being the main economic center of Upper Silesian and Zagłębie Metropolis. As a result of the research, factors have been identified that must be included in a strategy of a city that strives for sustainable development. The last stage of the research focused on the initial concept of the multimodal transport development impact assessment on sustainable development of the cities. Conclusions developed at individual stages allowed for answering the research questions.

Abstract:The growing population of cities means that they face many new challenges in improving their economic, social and environmental efficiency. These themes are relevant to the increasingly popular worldwide concept of smart cities. A smart city is a city that is friendly to people and the environment, in which people live better, safer, and healthier. From the point of view of management sciences, they are a result of creative development and the implementation of various solutions that should involve various stakeholders. The quality of life of city residents is largely influenced by logistics solutions, including the movement of both people and cargo in the city. This issue is directly relevant to the aim of this article, which is to try to determine the degree of cooperation between the city and city logistics stakeholders in the context of identifying gaps in the inclusion of logistics areas in the strategies of Polish cities. Both the role of stakeholders in actively shaping city strategies and the inclusion of logistics aspects in strategies are areas discussed in recent years in the literature in the context of smart cities. Our approach combines these two areas by pointing to their importance in the development of cities towards smart cities. In our stakeholder research, we focus on city logistics stakeholders, as the identified gaps in strategies relate only to logistics aspects. We conduct our research in Polish cities. In assessing the cooperation of Polish cities with their stakeholders and identifying gaps in the inclusion of logistic aspects in the strategies, we used an original questionnaire that allowed us to survey 280 Polish cities. To analyse the stakeholders we used statistics. To analyse the questionnaires, we used descriptive statistics, while gaps were identified by relating the results to the developed template. Both the problem of gaps and the problem of stakeholders were also considered on a voivodeship scale. The research results indicated a low level of cooperation between local authorities and key city logistics stakeholders. Moreover, logistic aspects were found to be insufficiently included in the city strategies of Polish cities (a high level of gaps was identified for most of the examined areas). This indicates the low awareness of local authorities regarding the shaping of cities' logistics systems and a lack of activity in this area. The results provide city managers with information on how to develop cooperation with stakeholders and which logistic areas to include in the formulated strategies. Undertaking these actions is a condition for the development of Polish cities towards the "smart city" concept.

Abstract:Purpose: The purpose of this publication is to present the most important features with which the smart mobility approach is characterized. Design/methodology/approach: Critical literature analysis. Analysis of international literature from main databases and polish literature and legal acts connecting with researched topic. Findings: In a smart city, smart mobility also plays an important role in environmental protection. Modern modes of transportation, such as electric cars and urban bicycles, reduce greenhouse gas emissions and air pollution. Thus, smart mobility contributes to improving air quality and the health of residents. As part of the smart city, smart mobility is also seen as part of improving traffic safety. Smart traffic monitoring systems and rapid response to dangerous situations, such as collisions or accidents, can help minimize accidents and collisions. Smart mobility is also one of the key elements of a smart city, which contributes to improving the quality of life for city residents by increasing mobility, reducing air pollution, improving road safety and introducing innovative transportation solutions. Abstract:The urbanization process indicates that today’s cities are the main centres where transport demands accumulate. This causes, in effect, an increase in freight and passenger traffic, which in turn contributes to a rise in environmental and noise pollution, accidents, and thus a deterioration of the quality of life in cities. Bearing in mind the numerous advantages of inland waterway transport, it can be assumed that in cities located near inland waterways, this branch can be seen as an important link in the urban logistics chain. Therefore, the aim of this article is to indicate the possibility of using this mode of transport to handle transport needs in cities. Thearticle uses the method of desk research, based on analysing andverifying facts and merging existing statistical data on the urbanization process and experiences related to the use of inland waterway transport to handle various transport needs in selected European cities. The article shows that in cargo transit, the use of inland waters in urban logistics is an attractive branch of transport, not only in such areas as transportation of construction materials or waste collection but also in transport related to the supply of stores. Positive experiences of Western European cities should inspire action to increase the use of this branch in urban logistics in Poland, e.g., in the city of Gdańsk, located above the Motława waterway.

Abstract:The progressing urbanisation process and its visible effects are prompting local authorities to seek new solutions to contemporary development challenges, especially those identified in post-socialist cities, including in Poland. Nowadays, the smart city concept is becoming widely popular. This idea is grounded in the principles of sustainable development in all spheres of socio-economic life. However, in a comprehensive approach, it moves away from its strictly technological definition towards the social context and local conditions. Nowadays, there are more and more instruments supporting social and civic activity of the inhabitants of Polish cities. One extremely popular mechanism is the participatory budget. In order to trace its importance in the implementation of the smart city concept, an empirical analysis was undertaken in Bydgoszcz (a medium-sized city in Poland). According to the research, the participatory budget is asymmetrical, with infrastructure investments dominating. Support is needed for pro-social activities and those activating residents. Therefore, the diversification of projects in the budget, including setting aside a pool of funds for pro-social and cross-district projects, should be viewed in a positive light.

Abstract:The development of a sustainable economy is the goal of the whole society in the European Union. With over half of the global population residing in urban areas, the significance of building resilient cities cannot be overstated. Cities are at the forefront of driving adaptation and building resilience implementing ambitious strategies and activities to effectively cope, adapt, and transform, considering three pillars of sustainable development: economic growth, environmental management and social inclusion. This study explores the toolbox of best practices - activities and innovations that European cities are implementing to achieve sustainable development goals. In the article, the best practices and innovative approaches that cities are taking toward sustainability were identified. This article explores the key aspects of smart mobility and its potential to reshape urban transportation systems for a more sustainable future. The findings in the paper indicate that European cities are making significant efforts to adopt sustainable practices, including investments in renewable energy, green infrastructure, public transportation, waste management, and sustainable urban planning. The study highlights the importance of the need for inter-sectoral collaborations to achieve SD goals. The insights gained from this study can inform policy-making and assist cities in developing effective strategies for sustainable development. Abstract:The article describes sustainable transport principles and guides that can lead cities towards a more efficient transportation network. The authors also show good practice used in different urban areas, such as London and Copenhagen. Furthermore, Vilnius was analyzed for its sustainable transport rules and mobility. The authors took into consideration components such as public transport indicators, car use and the number of trips made by bicycle and by pedestrians. Additionally, solutions such as shared space, developing cycle routes and public transportation networks, dividing different transport modes, reducing distance and the need to travel, policy shifts and technological innovation are proposed. Moreover, already taken actions are also verified. The article, additionally, shows guidance for Vilnius, so it could be possible to develop a sustainable traffic network in the city. All analyses and guidance were based on using geographic information system (GIS) tools which allowed the authors to obtain the most reliable results. The artefacts are presented by means of a combination of graph theory algorithms in order to obtain sustainable transport using the example of a part of Vilnius City.

Abstract:In this study, we detected which means of transportation is beneficial from a travel time perspective in specific districts of Warsaw, Poland. To achieve this goal, we proposed a framework to perform a spatial analysis to describe the as-is situation in the city (the state that the situation is in at the present time). The framework contains the following elements: attractiveness analysis, travel time and speed analysis, and potential accessibility analysis. The relationship between the averaged nominal travel speed and the number of residents was also investigated. We used data from a journey planner, as well as land use and population statistics, and employed descriptive analytics. The results are presented as maps of travel times, travel speed, and potential accessibility, as well as scatter plots of dependencies between travel speed and number of residents. Unfortunately, public transportation ranks behind car and bike transport in terms of travel time, speed, and potential accessibility. The largest positive influence on effectiveness of traveling by public transportation is the metro and railway system; also, bikes can perfectly complement the public transportation system. The obtained results can be used to indicate directions of changes in the transportation system of Warsaw.

Abstract:The main purpose of this article is to identify and classify smart and sustainable urban mobility solutions in the context of three narratives for sustainable mobility: electromobility, collective transport 2.0 and low-mobility societies. The research process of this study included the following methods: review of the literature, namely, strategic European documents, sustainable urban mobility plans in chosen cities and scientific publications addressing smart and sustainable mobility, case studies of selected cities in Europe and technology mapping to visualize the study results. The main result of this study is the review of various smart and sustainable urban solutions (SSUM) and their classification within the three narratives of electromobility, collective transport 2.0 and low-mobility societies. This article expands the concept of the three narratives for sustainable mobility with the aspect of smart mobility enriched with the variety of example solutions, case studies and good practices within mobility strategies in European cities. The study results can be useful for different stakeholders engaged in developing and introducing the sustainable mobility strategies in cities. Based on the catalogue of SSUM solutions, presented case studies and good practices, they may gain the necessary knowledge, consider the possible initiatives towards green transformation in cities and finally adjust them to the citizens' need.

Abstract:When implementing smart city elements, there are challenges in cities that need to be overcome. An analysis of global public transport infrastructure has indicated an upward trend in the integration of electric mobility solutions since 2022. The following research question characterises the problem on which the research was focused. RQ: What role do the smart city strategy and its overall planning play in promoting city sustainability via elements of electromobility in public transport? Cities are increasingly committed to promoting more sustainable urban mobility. This article discusses three areas of study: electromobility in public transport, the smart city concept, and sustainability. The novelty of this article has three parts, namely the intersection of the described areas; comparison and summarisation of best practice; and in-depth analysis of the selected city. The methodological approach includes the analysis of case studies, analysis of the selected city, sociological interviews, synthesis, and modelling. One of the main findings reveals that electromobility impacts the city's sustainability. It was also revealed that not all cities have already prepared their strategies focusing on this issue, which is unfavourable because careful planning supports the achieving sustainability in public transport. The findings were included in the design of solutions in the field of public transport infrastructure with elements of electromobility at the smart city level. Additionally, requirements for cities and recommendations for policy makers in selected areas were identified.

Abstract:<p>In their bid to combine economic growth with efficiency gains, environmental improvements, and more positive images, Polish cities have embraced Smart City (SC) strategies. Normative visions of the Smart City couple advances in ICT with the promise of more inclusive, effective and democratic local governance, but critics of SC urge caution. This study identifies the priority areas of large Polish cities with regard to SC and the extent to which social infrastructure and human capital inform development objectives. Work involved content analysis of official documents and websites profiling SC strategies of six Polish cities (Warsaw, Cracow, Łódź, Wrocław, Poznań and Gdańsk) and their metropolitan areas. This was complemented by targeted interviews and seminars. Moreover, an exploratory study of Gdańsk and Gdynia was also carried out. Our evidence suggests that Polish experience with SC represents gradual processes of adaptation and emergent forms of urban politics that reflect tensions between new and more traditional forms of governance and economic, environmental and social goals. Our results indicate that Institutional change has in fact taken place in terms of participatory governance, digitalization in service provision, addressing social needs and linking SC agendas to wider urban development objectives.</p>

Abstract:The challenges posed by Industrie 4.0 serve as a motivation to introduce changes in practically all the areas: the organizational, production technology and social area. The dynamics of the increase of the use of IoT, CPS or SF and the benefits which are obtained by stakeholders have caused these solutions to find their practical applications in other areas of our lives including urbanized areas (cities). The use of sophisticated technologies and equipment that works in the IoT environment has caused us to refer to such solutions as “smart solutions”. In the article, the basic assumptions of the functioning of Industrie 4.0 and IoT are characterized. A systematic review of SL notions in the literature area under examination was conducted. SL objectives and tasks in Industrie 4.0 were defined, and the possibilities were indicated of the use of the SL potential in the development of smart cities (CS).

Abstract:Głównym celem pracy jest opis i ocena wdrażania koncepcji slow city w małych miastach, położonych w strefach oddziaływania dużych miast. Podmiotem badań są dwa miasta: Murowana Goślina w aglomeracji poznańskiej (Polska) i Schneverdingen w obszarze metropolitalnym Hamburga (Niemcy). Analizie poddano zasoby lokalne obu miast, takie jak: walory środowiska przyrodniczego, dziedzictwo kulturowe, funkcje gospodarcze, infrastruktura społeczna i turystyczna oraz polityki miejskie związane z uzyskaniem certyfikatu członkostwa w organizacji międzynarodowej, jaką jest sieć Cittaslow. Stwierdzono szereg podobieństw wymienionych zasobów przy jednoczesnym ich różnym wykorzystaniu jako czynników rozwoju lokalnego. Na podstawie wyników badań społecznych (wywiady z przedstawicielami władz lokalnych i ankieta wśród mieszkańców) wykazano, że w procesie wdrażania idei slow city kluczową rolę odgrywają elementy kapitału społecznego, w tym wiedza i determinacja władz lokalnych oraz świadomość i zaangażowanie mieszkańców.

Abstract:Abstract The article presents the accessibility of workplaces in Szczecin using the method of potential and cumulative accessibility for commuting by public transport. The public transport commuting times used in the study were generated using the public transport model, which was developed based on data in the General Transit Feed Specification (GTFS) format. The results of potential accessibility by public transport were calculated for several selected time thresholds in the morning rush hours between 7 a.m. and 9 a.m.. On the other hand, cumulative accessibility is characterised by variability of travel times for 8 a.m., which is calculated in 10- to 60-minute intervals of travel time. The aim of this study is to identify workplaces in Szczecin that are situated in areas where accessibility is more dependent on the parameters of the public-transport timetable. In addition, a possibility to define the optimal journey length was assumed so that it would regard the largest number of jobs. The use of the two indicated research methods for the accessibility of workplaces in Szczecin provides a result in the form of better- and less-accessible areas of the city as regards the labour market. The results regarding the accessibility of workplaces using the two methods identify places of increased demand for commuting by public transport during the morning rush hours.

Abstract:The objective of this research is to identify and quantify the sustainable impacts resulting from transportation investments at the port-city interface. These investments encompass two main components: 1) restoring the local inland waterway fairway for navigation, and 2) constructing a new railway bridge that traverses the primary waterway at the entrance of the seaport. The study is centered on the local transportation system in the northwestern region of Poland. Sustainability is assessed using an analytical tool derived from societal cost-benefit analysis and simulation in the relevant market transport performance in options with and without investment. Economic effects are evaluated in terms of savings in generalized transportation costs, which include transport operating expenses and travel durations. Environmental considerations encompass transport-related air pollution, greenhouse gas emissions, and well-to-tank emissions. Social aspects focus on issues like transport congestion, traffic noise, and transport-related accidents. Each type of investment yields distinct sustainable gains and distributes them among stakeholders differently. Additionally, the enhanced capacity of the rail bridge reveals the potential for a modal shift in the local passenger transport system, wherein passengers may transition from buses/cars to a fast railway. Tangible gains expressed in monetary terms allow for a sustainable assessment of transport investments. The elaborated research scheme can be employed to assess the sustainable ramifications arising from investments in intermodal transport at any port-city interface. It provides decision-makers with comprehensive insights into the economic, environmental, and social implications of various transport policies and interventions.

Abstract:Nowadays, technical and technological development is subject to many new concepts and challenges, such as sustainable development, smart city and electromobility. In order to improve the flow of people through cities, it is necessary to skillfully implement various types of solutions and tools. The article presents the essence and importance of information in urban transport. The considerations focus mainly on selected mobile applications, which are designed to provide travelers with information about traveling by public transport in Poland. Various classifications distinguishing information mobile applications in urban transport have been presented. The empirical part of the article presents the division into two groups of these tools, namely applications whose main functionality is the possibility of purchasing a ticket and planning the route. In the comparative analysis of mobile information applications in urban transport, parameters such as geographical coverage, payment, the need to log in and additional functionalities were taken into account.

Abstract:Analyzing the literature covering public management, the author noticed that the urban planning is a crucial fac-tor in urban development. Cities which have an adequate intellectual resources and proper institutions as well as developed infrastructure are called smart cities. According to the author, proper local spatial development plans should be applied in those cities. Crucial parts of the city, places of the highest investors interest such as technology parks, R&D companies, business incubators, technology transfer centers and industrial complexes should definitely be incorporated in these plans. The ISO 37120 Standard is the most practical method to measure a city’s perfor-mance. The factor which decides about special management is the level of investment pressure. If this indicator is decreasing then the area does not have to be covered by local spatial development plans. This elaboration aims to examine the role of the smart city in urban management. The research shows the relationships between coverage planning, investment pressure and green areas. The main result is the author’s classification of selected 34 Medium-Size Cities in Poland. The test procedure exploited taxonomic methods as Ward’s hierarchical analysis.
