Abstract:An overview of worldwide research on offshore renewable energy generation is provided in this paper.Most of the research focuses on single offshore renewable energy exploitation and utilization,which results in low energy efficiency and poor reliability of the power generation device. To solve these problems,a hybrid offshore renewable energy generation system,with a combination of offshore wind,wave,and tidal power generations,is proposed. Meanwhile,the research framework and the technological route are discussed,including the construction of the hybrid power generation system,the system modeling,and coordinate control of the hybrid offshore renewable energy generation system.
Grid integration feasibility and investment planning of offshore wind power under carbon-neutral transition in China

Abstract:Offshore wind power, with accelerated declining levelized costs, is emerging as a critical building-block to fully decarbonize the world's largest CO2 emitter, China. However, system integration barriers as well as system balancing costs have not been quantified yet. Here we develop a bottom-up model to test the grid accommodation capabilities and design the optimal investment plans for offshore wind power considering resource distributions, hourly power system simulations, and transmission/storage/hydrogen investments. Results indicate that grid integration barriers exist currently at the provincial level. For 2030, optimized offshore wind investment levels should be doubled compared with current government plans, and provincial allocations should be significantly improved considering both resource quality and grid conditions. For 2050, offshore wind capacity in China could reach as high as 1500 GW, prompting a paradigm shift in national transmission structure, favoring long-term storage in the energy portfolio, enabling green hydrogen production in coastal demand centers, resulting in the world's largest wind power market.

Abstract:Wind energy has become one of the most important measures for China to achieve its carbon neutrality goal. The spatial and temporal evolvement of economic competitiveness for wind energy becomes an important concern in shaping the decarbonization pathway in China. There has been an urgent need in power system planning to model the future dynamics of cost decline and supply potential for wind power in the context of carbon neutrality until 2060. Existing studies often fail to capture the rapid decline in the cost of wind power generation in recent years, and the prediction of wind power cost decline is more conservative than the reality. This study constructs an integrated model to evaluate the cost-competitiveness and grid parity potential of China's onshore wind electricity at fine spatial resolution with updated parameters. Results indicate that the total onshore wind potential amounts to 54.0 PWh. The average levelized cost of wind power is expected to decline from CNY 0.39 kWh-1 in 2020 to CNY 0.30 and CNY 0.21 kWh-1 in 2030 and 2060. 28.3%, 67.6%, and 97.6% of the technical potentials hold power costs lower than coal power in 2020, 2030, and 2060.

Abstract:The government of China has committed to bring carbon dioxide emissions to a peak before 2030 and to achieve carbon neutral before 2060 to tackle climate change. Renewable energy plays a key role in the energy strategy of China in order to achieve the targets for reducing greenhouse gas emissions while ensuring energy security. China has abundant offshore wind resource, distributed along its 18,000 km long coastline and 6000 islands. The first offshore wind farm of China was built in 2008 and put into operation in 2010. It provided green energy for 2010 Shanghai World Expo and then launched an era of offshore wind power development in the coastal areas adjacent to highly populated regions. Over the last decades, many thousands wind turbines have been installed, with an accumulated installed capacity of over 13 GW. This paper reviews the development of offshore wind power and foundation technology used for offshore wind turbines in China using published information, data, and web sources. An ongoing offshore wind farm project is taken as an example to describe the foundation technologies involved.
Optimal integration of offshore wind power for a steadier, environmentally friendlier, supply of electricity in China

Abstract:Demand for electricity in China is concentrated to a significant extent in its coastal provinces. Opportunities for production of electricity by on-shore wind facilities are greatest, however, in the north and west of the country. Using high resolution wind data derived from the GEOS-5 assimilation, this study shows that investments in off-shore wind facilities in these spatially separated regions (Bohai-Bay or BHB, Yangtze-River Delta or YRD, Pearl-River Delta or PRD) could make an important contribution to overall regional demand for electricity in coastal China. An optimization analysis indicates that hour-to-hour variability of outputs from a combined system can be minimized by investing 24% of the power capacity in BHB, 30% in YRD and 47% in PRD. The analysis suggests that about 28% of the overall off-shore wind potential could be deployed as base load power replacing coal-fired system with benefits not only in terms of reductions in CO2 emissions but also in terms of improvements in regional air quality. The interconnection of off-shore wind resources contemplated here could be facilitated by China's 12th-five-year plan to strengthen inter-connections between regional electric-power grids.

Abstract:In recent years, Offshore Wind Power (OWP) has gained prominence in China’s national energy strategy. However, the levelized cost of electricity (LCoE) of wind power must be further reduced to match the average wholesale price. The cost-cutting and revenue-generating potential of offshore wind generation depends on technological innovation. The most recent studies and applications of offshore wind technology are thoroughly examined. (1) Techniques for site selection, such as site surveys, wind resource assessments, and environmental factors, are reviewed. (2) Three main technical components in offshore wind farms are discussed, including wind turbine, foundations, and booster stations. (3) The state-of-the-art method of the offshore wind farm’s construction and operation and maintenance (O&M) practices is discussed. In situ marine geological surveying, large-scale offshore wind turbine manufacturing, integrated structural design, floating foundation design, flexible DC transmission technology, shortage of specialized vessels and equipment for construction, intelligence of O&M, and other issues are challenging China’s OWP industry. A brief overview of China’s efforts in standardization, parity, and research and development are discussed. Recommendations for future development of the wind power industry are provided for China, which may be referable for other nations with comparable circumstances.
Opportunity for offshore wind to reduce future demand for coal-fired power plants in China with consequent savings in emissions of CO2

Abstract:Although capacity credits for wind power have been embodied in power systems in the U.S. and Europe, the current planning framework for electricity in China continues to treat wind power as a nondispatchable source with zero contribution to firm capacity. This study adopts a rigorous reliability model for the electric power system evaluating capacity credits that should be recognized for offshore wind resources supplying power demands for Jiangsu, China. Jiangsu is an economic hub located in the Yangtze River delta accounting for 10% of the total electricity consumed in China. Demand for electricity in Jiangsu is projected to increase from 331 TWh in 2009 to 800 TWh by 2030. Given a wind penetration level of 60% for the future additional Jiangsu power supply, wind resources distributed along the offshore region of five coastal provinces in China (Shandong, Jiangsu, Shanghai, Zhejiang, and Fujian) should merit a capacity credit of 12.9%, the fraction of installed wind capacity that should be recognized to displace coal-fired systems without violating the reliability standard. In the high-coal-price scenario, with 60% wind penetration, reductions in CO2 emissions relative to a business as usual reference could be as large as 200.2 million tons of CO2 or 51.8% of the potential addition, with a cost for emissions avoided of $29.0 per ton.

Abstract:Climate change and limited primary energy resources require indigenous renewable electricity generation options to change the current coal-dominated power source matrix in China. The wind power is such a solution for the above challenges, and it still has large space for improvement in China. In this paper several critical factors related to Chinese wind power were studied in details, including the wind resources, the wind turbine industry and the policies from the Chinese government. Based on the study, the perspective of wind power in China was discussed. With outstanding advantages, the offshore wind power has a bright future in China, so its main characteristics are discussed. Based on the discussions, suggestions were given to improve the development of Chinese wind power, and the government's further measures are also recommended. (c) 2010 Elsevier Ltd. Abstract:Offshore wind power, as a renewable energy source, possesses significant potential in the process of decarbonizing the energy system. Despite the current lack of economic competitiveness compared to other renewable energy sources, offshore wind power development has not received due attention. Nonetheless, it holds significant potential for future growth given the dual pressures of increasing power demand and carbon reduction. Consequently, a bottom-up energy system planning model is developed to consider the simultaneous transition of supply and demand sides, focusing on offshore wind power development and integration in Hebei, China, a region with limited resources. The analysis indicates that by 2060, Hebei could potentially install up to 20 GW of offshore wind power capacity, with the Tangshan area identified as a suitable location for wind power integration. In current policy background, which is considered more aggressive, the annual cost across the entire system is projected to increase by 7 %. Offshore wind power is deemed particularly suitable for hydrogen production to mitigate seasonal fluctuations, contingent upon synchronized energy transition on the demand side and corresponding hydrogen demand. A typical operational strategy involves hydrogen production from offshore wind power during winter and spring, with storage or utilization during summer and autumn.

Abstract:Wind energy utilization, especially onshore grid-connected wind power generation, has a history of 30 years in China. With the increasing attention to renewable energy development in recent years, wind energy has become the focus of academic research and policy-making. While the potential and advantages of wind energy are widely recognized, many questions regarding the effectiveness of policies and performances of current practices remain unanswered. This paper takes Inner Mongolia, the province that has the most abundant wind energy resources in China, as a case to assess the performance of Chinese onshore wind power projects, focusing on the institutional setting, economic and technological performance, as well as environmental and social impacts. Results show that China is experiencing a rapid growth in wind power generation, which brings China great environmental, energy security and social benefits. However, for a full development of wind energy in China a number of barriers need to be removed: high generation cost, low on-grid price, and stagnating development of domestic manufacture. These findings lead to three policy recommendations.

Sustainable Energy Technologies and Assessments

Abstract:Offshore wind power generation has gained continuous attention and has been developed rapidly in China, because of its huge potential to drive the energy transition process. This paper investigates the domestic progress of offshore wind in the past decade and discusses the future development trend. The distribution characteristics of offshore wind power resources and existing installed capacity in China are first presented. Price policies and project planning that inherently affecting offshore wind industry are introduced, and the related technical standards home and abroad are analyzed and compared. The localization process of Chinese offshore wind industry system is subsequently described through equipment manufacturing, power transmission, wind farm construction, etc. The actual measurements and experiences of operation and maintenance are collected. The research status of related technologies and the development situation of industrial chain are finally analyzed, based on which the outlook and new concepts for future development of offshore wind power are articulated. Our comprehensive analysis indicates that the offshore wind industry has made enormous progress in construction scale and solutions over the past decade. However, China still needs to vigorously develop new technologies and complete manufacturing industries, in order to improve the energy resource structure and to promote carbon neutralization.

It is foreseeable that offshore wind power capacity in China will expand rapidly, and play a notable role in the transition to a sustainable energy system, therefore, the understanding pattern of it is crucial for analyzing the overall wind market in China and global offshore wind power development. This paper firstly provides an overview of global offshore wind power development, then in China, including historical installation, potential of resources, demonstration and concession projects, and target of development. Furthermore, a comprehensive overview of advantages and challenges for developing offshore wind in China is presented. Based on this, analysis on current policies related to offshore wind power and their implementation, current wind farm developers and turbine manufacturers as well as technology transfer and development of China's offshore wind industry is done. All the previous analysis generates complete evaluation of current status and future perspectives of China offshore wind power development, based on which some policy recommendations for sustainable development of offshore wind power are made.

Abstract:<span>Facing an increasing financial burden and declining costs, China plans to phase out supporting policies for renewable energy before 2030. In this context, whether offshore wind power can achieve grid parity by the time the subsidies are eliminated is a great concern for policy makers as well as potential investors. To address this issue, we employ the learning curve framework to analyze the critical conditions under which the key factors of offshore wind power technology should evolve to achieve grid parity in time. Ceteris paribus, to achieve grid parity in 2030, the learning rate needs to be as high as 12.0%, the annual deployment needs to be 5.9 GW, and the capacity factor needs to be improved to 40.7%. The feasibility of achieving these key conditions is discussed, and we conclude that the enhancement of innovative technologies is crucial for offshore wind power to improve its cost competitiveness in a finite time without policy support.</span>

Abstract:The paper reviews characteristics and the developing state of abroad offshore wind farm briefly, and the key technology related to offshore wind farm. The optimization configuration and assessment of abroad offshore wind farm, and rational distribution assess, offshore wind farm electric transmission technology, system insert with operating, wind farm MES and wind turbine base, etc., are studied to put forward corresponding implementation and solution. The conditions for research and development, and demonstration of its application are suggested. Through studying key offshore wind farm technology, we can make offshore wind farm system optimization designing techniques reach the most advanced levels internationally, train teams with innovation ability, which are engaged in designing and running wind farm to manage wind-power electricity generation and wind farm design . All of these are of strategic, economic, social and academic value.

Abstract:The global Offshore Wind Energy (OWE) industry is rapidly growing as the offshore wind resource has huge potential and is advantageous in many countries with the technology solutions becoming more cost-competitive. OWE simultaneously helps the reduction of greenhouse gas emissions, an increase in energy security and diversity, creates jobs, and promotes sustainable development. Various enterprise opportunities and jobs will be created from the development of the supply chain, surveying and assessment of resource and environment and from maritime ports and logistics. These opportunities have been themselves challenges for the OWE industry. A number of measures to overcome those challenges are discussed in this paper. Offshore wind resources, marine ecology and seabed habitats urgently need to be surveyed and assessed at nationwide scales in order to plan zones for windfarm development, ecological conservation and maritime logistics. Advanced tools including LIDAR, coupled atmosphere-ocean models, surface heat flux models among others, and the use of Marine Spatial Planning and the study of the existing frameworks in other countries are recommended. Identifying the larger contribution areas of the supply chain and their bottlenecking challenges, detail costs breakdown, and the use of integrated and coupled models for analysis and design and control measures can effectively enable cost reduction. The supply chain and projects should be designed for the different offshore environment. Operational policies and technologies and energy storage can mitigate the dispatch-down of wind energy. A multi-contracting strategy is suggested for large utilities and the EPCI contracting for the independent or less experienced developers.

Abstract:China now is the largest natural gas importer in the world, with the dependency on foreign countries has reached to 45.3%.On the other hand, China has a huge amount of natural gas resources in the South China Sea to be developed, but most of them are CO2-rich gas which contains 15%~80% CO2 located in the deep sea. How to develop these valuable offshore gas resources economically, efficiently, sustainably and environmental friendly, without causing greenhouse gas emission, has always been one of the biggest challenges in the offshore petroleum industry. Power-to-Hydrogen (PTH) from offshore renewables and CO2 methanation are expected to provide a new technical solution for the utilization of offshore CO2-rich gas. This method can improve the composition of CH4 to meet the requirements of economic pipeline transportation, and even the requirements of liquefaction to LNG. However, this technology is still under development. Regardless of the technology itself, the bottleneck exists in the balance between the costs of hydrogen and natural gas production and the economy condition for the whole life cycle of gas field development. But this technology still has the potential to provide a new solution for the development of CO2-rich natural gas resources. It is preliminary estimated that when the costs of offshore power are less than ¥0.3 / kWh, the project can be commercialized.
