Abstract:The past few years have been tumultuous for the Chinese State and big-tech relations. The ground reality for the big-tech internet companies in China has transformed from being indulgent and overreaching to scrutiny and crackdown. This article attempts to analyse the dynamics between the Chinese State and big tech, taking Alibaba's journey as a case study. This article departs from earlier studies by examining the case of Alibaba within a set of common trends and assumptions about State-big tech dynamics, which are also seen emerging in China. It argues that the unfolding trends follow a pattern that targets certain platform companies and ultimately motivates them to go global. It also highlights that Xi Jinping's stricter control of the Party and bureaucracy, and renewed emphasis on Mao Zedong's thought is bringing stricter scrutiny for private enterprises.

Abstract:China and the United States host the world's largest digital platforms. Platforms are multisided markets that facilitate value‐creating exchanges among users, such as social media, e‐commerce, software QJ;application downloads, search, email, and cloud services. Internet access and the purely digital nature of many of the products and services make digital platforms potentially global in scope. This means that the rules and restrictions governing the flow of capital and information services among national markets strongly influence the economic and social potential of digital platforms. The paper conducts a sequential analysis of the rise of barriers to the United States–China trade in ICT and digital platform markets from 2000 to 2021. We find that China's thriving platform economy was relatively open, competitive and market‐driven in its early stages, and benefited from U.S. capital and the entry of U.S. firms. Since 2009, both countries have progressively restricted access to each other's domestic information services markets. In both cases, the primary stated rationale involved national security claims rather than trade policy concerns. Drawing on International Political Economy theory, we label the United States–China interaction pattern digital neo‐mercantilism. Digital neo‐mercantilism fuses the power and security of the national state with economic development in the digital economy. Policymakers represent information flows and digital technologies in domestic policy discourse as critical to the security and relative power of the state, and pursue various forms of industrial policy, data localization, trade protectionism, or exclusion of foreigners as a result. Both the United States and China are following this policy.

Abstract:Media, Culture &Society, Ahead of Print. This article situates China's efforts to toughen the regulation of its tech companies since the late 2010s in the global context of Big Techs rein-in and the specific trajectory of economic development in China. Focusing on the three-phase development of Alibaba and Tencent since the late 1990s, we propose a regional and historical approach to study platform capitalism concerning how platform companies, through interacting and negotiating with shifting institutional conditions, have developed novel business models, organizational structures, and technological innovations. Not a static domination, the state power co-shapes platform capitalism through constant institutional improvisation and innovation and interacting with private players. This geographically and historically conscious approach to platform capitalism not only contributes to a more nuanced understanding of the specificities and historicity of platform capitalism in China, but also helps to deprovincialize platform studies and extend its analytical relevance beyond the Euro-American focus or the disciplinary boundaries.

Abstract:Since 2010s growth of the biggest Internet corporations (Big Tech) formed new monopolization challenges, from takeovers of competing start-ups to anti-competitive practices. Initially, regulators were not active, considering complexity of antitrust policies for the high-tech sector (e.g., not to demotivate R&D investments) and specifics of Internet markets (network effects, etc.). But since 2020 situation changed dramatically. Despite the active EU’s role in developing model digital norms, special attention should be paid to the U.S.A. and China (as countries of origin of Big Tech and key Internet markets). In both economies, regulators previously executed a non-restrictive approach to the Internet markets and Big Tech, also as factor supporting their development and global leadership. But rising challenges and political events triggered new antitrust attack. For the PRC it was Jack Ma’s speech amid rising concerns of the CPC leaders about income asymmetries. In the U.S.A. it was Trumpists’ war on the “liberal media” and changes in long-term “alliance” between Democrats and Big Tech. Since 2020 China started antitrust investigations against Big Tech and other Internet corporations, imposed fines, and developed new regulations. In the U.S.A., due to the specifics of the legal and political system, focus was made on forming political and legal basis for further regulatory actions. Several lawsuits were initiated, critics of Internet monopolies were assigned on key positions in federal antitrust bodies, while Congress elaborated draft acts. Theoretical analysis shows that in both nations focus was made on the sharpest (for society and politicians) changes. New initiatives do not pose a threat to Big Tech’s innovation activities yet. Less obvious is their correspondence to the digital economy specifics. So, it is still hard to understand whether these actions will lead to rise of innovations and competition. Long-term systematic development of regulation is needed – as well as serious theoretical research on “digital antitrust”.
Agility Over Stability: China’s Great Reversal in Regulating the Platform Economy

Abstract:This paper develops a new theoretical framework to analyze Chinese regulatory governance by considering the strategic interaction between four key players involved in the regulatory process: the top leadership, the regulators, the firms and the public. By focusing on China’s great reversal in regulating the platform economy, I argue that China’s volatile style of policymaking is deeply ingrained in its authoritarian governance, where power is centralized in the top leadership who also suffers from a chronic information deficit. This often leads to a policy control mechanism that fluctuates between very lax and very harsh enforcement. More specifically, I show how government support, firm lobbying and bureaucratic inertia together contributed to a lag in regulating online platforms. When a crisis loomed, the top leadership quickly mobilized all administrative resources and propaganda to initiate a law enforcement campaign against tech giants. However, without strong judicial oversight, aggressive agency interventions create the risk of over-enforcement and administrative abuse. Thus far, China’s reorientation of its policy control has significantly bolstered its regulatory capacity across various fronts including financial, antitrust and data regulation. By exerting greater oversight over platform governance, the government has pressured tech firms to transfer their wealth to their users and the public to combat income inequality. The government’s heavy-handed approach has also afforded it great leverage to nudge tech firms to prioritize on cutting-edge technologies, and to steer them away from foreign stock markets, thus reducing reliance on the West for both technologies and capital. Despite the campaign’s immediate impact, it remains to be seen whether it will bring about lasting changes, especially in light of the persistent lobbying from tech firms and the risk of regulatory capture. At the same time, the volatile policy swing has itself generated risks and uncertainties for both social welfare and global investment, which in turn could cause turmoil to domestic social and financial stability.

Abstract:This study aims to examine China's approach to the cyber governance, especially the discourse of Internet information, through a detailed investigation of the Provision on Ecological Governance of Internet Information Content. The findings in this study indicate that China's approach to the governance of Internet information possesses the following essential features: the clarification of the dialectical relationship between Internet freedom and order, the unification of carrying forward positive energy and restraining negative information, the people-oriented and bottom-up participatory approach to the ecological governance of Internet information, as well as the strictly prohibitive conducts of three key administrative counterparts. The underlying reasons for choosing such an ecological path to regulate the Internet information can be attributed to China's national configuration, including its political system, cultural tradition, status quo of the Internet development, and the pervasive cybersecurity challenges facing its society. It is thus argued that the governance of Internet information, characteristic of spatiality, can merely be construed within specific socio-political and cultural contexts. Albeit the spatiality of the governance of the Internet information, China's approach can serve as a model for other nations to develop their own governance discourses pertaining to the Internet information. This study aims not only to unpack the Chinese discourse of the ecological governance of Internet information but also to provide useful insights into the discourse and practices of global cyber governance.
Pivot to Internet Plus: Molding China'S Digital Economy for Economic Restructuring?

Abstract:Under the Internet Plus policy, China’s Internet and digital economy become unprecedentedly important during the post-2008 economic restructuring. Using the Internet as a metaphor to represent the broader Web-oriented communications commodity chains that encompass access devices, networks, and services and applications, and by examining three state–corporate disputes involving Foxconn, Qualcomm, and Alibaba, this article historicizes the political economy of China’s digital economy, especially the liberalized and quasiliberalized sections, and then characterizes the nature of the state’s interventions under the auspices of economic restructuring. It argues that the state’s ability to make effective policy for change in this critical field is incoherent. The combination of state-power decentralization and the externally oriented commodity chain for the Web economy is likely to turn Internet Plus into a risky strategy, but the cyber business section of China’s digital capitalism is most likely to benefit.

Abstract:In Apple CEO Tim Cook's keynote speech at the Chinese government's 2017 World Internet Conference, he extolled the values of "Privacy. Security. Decency" (Apple Newsroom 2017). The last two terms, "security" and "decency," have long been closely associated with Chinese government efforts to control the Internet. Indeed, in 2017 Apple agreed to turn over user data to Chinese government servers and start a Chinese provincial government-run data storage center. Yet in 2015, Apple refused to turn over the passcode for one user in the United States during the FBI investigation following the San Bernardino terrorist attacks. The company's different policies in the United States and China relate directly back to Apple's concern for market share and access.

Abstract:China’s Internet governance is not immutable, nor is it dominated by the government, as portrayed by Western scholars. Based on an analysis of Beijing’s Internet governance policies and practices, this paper focuses on the evolution of China’s Internet governance from the non-governmental stage through the government control stage to the multi-actor coordination stage. In terms of governance paradigm, Beijing’s Internet governance is transitioning from one-way management to multi-dimensional governance, from offline management to online and offline integration, and from “prior control” to “panoramic governance.” In terms of governance system, Beijing’s Internet governance has evolved from an ad hoc pattern through problem-solving to a strategic planning paradigm. Internet governance in China has demonstrated three features, namely, pragmatism, state centralism, and preemption. These characteristics have paved the way for the rapid development of China’s Internet but also present many challenges.

Abstract:This paper analyses the case of Taobao (the B2C and C2C platform of Alibaba Group), the 'focal firm' in a large online shopping ecosystem in China. The study attempts to reframe the business ecosystem considering the impact of cultural dimensions. Findings show that in a society with strong culture of guanxi and collectivism, a computer-mediated online communication tool works as a surrogate for real-life experience of socially binding behaviours to organise ecosystem stakeholders such as online marketplace owners, customers and sellers. The perception of collectivism affects the effectiveness of the communication tool, which, in turn, facilitates trust building between sellers and buyers. The result is unique and tied to a society dominated by guanxi and collectivism, and shows how it addresses socio-cultural needs through a computer-mediated communication technology.

Abstract:Contemporary digital platforms have become increasingly infrastructuralized, and started to raise geopolitical tensions with their global expansion. Amidst the heightened geopolitical competition between the US and China, the growing power of Chinese infrastructuralized platforms has made them the center of recent geopolitical dynamics. Drawing from an exploratory case study, this paper discusses Alibaba, one of the most prominent Chinese Internet giants, as an infrastructuralized platform, and highlights its geopolitical struggles. Often perceived as an e-commerce company, Alibaba has become 'infrastructuralized': its now-massive digital empire has moved beyond e-commerce, expanding into almost every aspect of China's and global digital economy such as logistics, finance, offline retailing, and cloud computing. This paper traces three highly visible cases in Alibaba's global journey – its failed deal with MoneyGram in 2017, the uneven global journey of Alibaba Cloud, and the construction of the electronic World Trade Platform – to illustrate three key dimensions of the geopolitics of infrastructuralized platforms – namely, the geopolitics of everyday data, the geopolitics of the visibility-invisibility tension, and the geopolitics of modularity. By doing so, it contributes to the following two areas of scholarship. On the one hand, it contributes to the growing literature on 'infrastructures and platforms' by foregrounding the geopolitical dimensions of Chinese infrastructuralized platforms. On the other hand, it adds to the literature on the 'geopolitics of infrastructures' by bringing in a new type of infrastructure, complementing previous discussions on the geopolitics of traditional material infrastructures.

Abstract:In many countries, the rapid evolution of digital platform technology has triggered significant shifts in competition law. Many have interpreted China's recent moves as signaling a broader crackdown on private entrepreneurship. In Russia, even before the invasion of Ukraine, government policy became increasingly restrictive toward foreign internet platforms. This paper analyzes the development and enforcement of competition law in Russia and China. We show that both technologically driven changes in the ability of digital platform firms to exercise market power and changes in the external political environment affect the relative strength and coalitions of interested bureaucratic actors and influence policy outcomes.

Abstract:China's Great Firewall was designed to control information flows to keep citizens in and the wider world out. Consequently, until recently China's economic ascendancy was not mirrored in the global digital economy. However, China's increasing digital footprint and championing of national technology firms present numerous economic and security challenges for the EU and US as the dominant digital powers. This paper investigates how growing perceptions of China-based threats in the digital domain have shaped EU (including Member State-level) and US policies. Two pertinent cases – Huawei (hardware provider) and TikTok (digital platform) – illustrate how threat perceptions have catalysed securitization moves to restrict Chinese firms' roles within national digital economies. Western policymakers are increasingly concerned about China's capacity to weaponize technologically interdependent relationships by exploiting its firms' presence within Western networks. Yet significant differences between EU Member States' perceptions precluded both a uniform EU-level response and more extensive transatlantic cooperation.

Abstract:This thesis explains and demonstrates anti-monopoly on platform economics of the internet with the case description of Alibaba abusing its dominant market position. The thesis starts with the introduction of the market classification in the western economy and the definition, causes, and main resources of monopoly, along with accompanying negative consequences brought by monopoly, including welfare loss to the demanders in the market and welfare loss to the overall society. Analysis of abusing big data, price discrimination and exclusive transaction are delivered to demonstrate the main forms of platform monopoly of the internet. After that, the thesis introduces the background of the Alibaba monopoly event and the government's punishment. Through the case, the author shows the present management regulations on standardizing the monopoly in the platform economy of the internet. Based on the case, the author makes suggestions, such as monitoring big data, protecting personal information, and establishing the enterprise reputation mechanism, on the improvement of relevant management strategies.

Abstract:By examining the privacy policies of leading Chinese Internet and information service providers (IISPs), this study found their privacy policies to be generally compliant with China’s personal information protection provisions. These IISPs use proper mechanisms showing their commitment, measures and enforcement to data security, but their Fair Information Practices need improvement. Personal information protection in China is severe. Privacy policies offer more ‘notice’ than they do ‘choice’. Chinese IISPs collect and use information extensively in the guise of providing value to users, but have given insufficient consideration to transborder data flows and change of ownership. Societal and technological mechanisms have not been widely sought.

Abstract:China ranks prominently in terms of capacity to engage in and benefit from the data-driven world economy. But China is more restrictive than many other countries on digital service imports, in addition to being passive in negotiations towards universal digital economic governance rules at the World Trade Organization. The world's digital economy is getting more geopolitical, with practices of digital sovereignty and signs of a splinternet on the rise. However, with its application to join regional-free trade arrangements like the RCEP and CPTPP, China is internationalizing its digital economy governance. China's domestic legislations and policy reforms, meanwhile, are increasingly aligning with those in Europe, in addition to industry-level interoperability with the United States. This provides a basis for further harmonization of digital economy governance with the rest of the world.
