Abstract:Protected areas (PAs) are key to biodiversity conservation. As two highly populous and biodiverse countries, China and India are facing similar socioenvironmental pressures in the management of PAs. A comparative analysis of studies of PA policies in these two countries provides an objective assessment of policy concerns. This study involved a bibliometric analysis of studies of PA policies in China and India. Relevant publications were retrieved from the Web of Science and Scopus. The analysis was carried out using the Bibliometrix R Package, CiteSpace, and VOSviewer. The results indicate that PA policies studies in China are growing at an exponential rate, while Indian studies were cited significantly more often. "Environmental protection" was the main focus of the Chinese studies, with top keywords including "forest ecosystem" and "strategic approach". In India, research was mainly focused on "wildlife management", and the top keywords were "climate change" and "ecosystem service". Studies from both countries were concerned with natural resource conservation and endangered species. Studies in India began relatively earlier and were more developed. India focused on people-related themes, while China emphasized strategic approaches. China is improving its system of PA and should learn from India to consider the relationship between environmental protection and people.
Rising tension in the Himalayas: A geospatial analysis of Chinese border incursions into India

Abstract:The China-India border is the longest disputed border in the world. The countries went to war in 1962 and there have been recurring border skirmishes ever since. Reports of Chinese incursions into Indian territory are now a frequent occurrence. This rising tension between the world's most populous countries not only poses risks for global security and the world economy, but also has a negative impact on the unique ecology of the Himalayas, because of the expanding military infrastructure. We have assembled a unique data set of the dates and locations of the major incursions over the past 15 years. We find that the conflict can be separated into two independent conflicts, the western and eastern sectors. The incursions in these sectors are statistically independent. However, major incidents do lead to an increased tension that persists for years all along the entire Line of Actual Control (LAC). This leads us to conclude that an agreement on the exact location of a limited number of contested regions, such as the Doklam plateau on the China-Bhutan border, has the potential to significantly defuse the conflict, and could potentially settle the dispute at a further date. Building on insights from game theory, we find that the Chinese incursions in the west are strategically planned and may aim for a more permanent control over specific contested areas. This finding is in agreement with other studies into the expansionist strategy of the current Chinese government.

Abstract:Dramatic global changes to the environment have wrought unprecedented reductions in biodiversity, with >28% species assessed by the International Union for Conservation of Nature (IUCN) under the threat of extinction [1]. China, as one of the world’s megadiverse countries, plays a critical role in global biodiversity conservation. The upcoming 15th Conference of Parties (COP15) for Convention on Biological Diversity (CBD) serves as an opportunity for China to make ambitious but pragmatic commitments to elevate its wildlife conservation and management activities. The development of an ‘Ecological Civilization’, which endorses the ancient Taoist idea of Unity of Nature and Man (UNM) to achieve harmony between human beings and nature, has greatly facilitated the mainstreaming of biodiversity conservation in China [2]. Experiences from China will shed light on wildlife conservation worldwide.
FACILITATING REGIONAL COOPERATION THROUGH DEVELOPMENT OF CONSERVATION CORRIDORS IN THE KHANGCHENDZONGA LANDSCAPE

Abstract:he Hindu Kush-Himalayan (HKH) region, with elements of four of the world's '34 Biodiversity Hotspots' is a significant reservoir of rich biodiversity that hosts many globally significant transboundary landscapes, each Twith extraordinarily varied ecosystems, unique species assemblages and rich genetic diversity. It is also home to millions of poor and marginalized communities who strongly depend on the rich biodiversity for their subsistence livelihoods. Untill 2007, the regional member countries of the HKH have established 488 protected areas covering 39% of their richer land for conservation objectives (Chettri et al, 2008). Many of these protected areas are small, scattered and isolated without the connectivity necessary for larger mammals using these protected areas as their habitat range. Considerable number of these protected areas are transboundary in nature expanding contiguously to two or more countries. However, the conservation measures including the issues and policy perspectives differ with countries. To address such differences the global communities are advocating ecosystem/landscape approaches in conservation seeking cooperation among the countries sharing such complexes. Realising the pressing conservation challenge of balancing the environmental preservation and the needs of the people, the International Centre for Integrated Mountain Development (ICIMOD) initiated the 'transboundary biodiversity management' in the southern half of Khangchendzonga Landscape (KL) that spreads across parts of Bhutan, India and Nepal. The KL conservation initiative was inspired from the directives of the seventh Conference of Parties to the Convention on Biological Diversity (CBD) that recommended the 'Ecosystem Approach' to biodiversity conservation, advocating the use of participatory community-based resource management, environment protection across larger landscapes and promotion of regional and international cooperation. Building on to the existing but 'inadequate' conservation measures of protected areas system in the KL, ICIMOD advocated 'conservation corridor' model that linked 'isolated' protected areas with the surrounding habitats, promoting the establishment of contiguous landscapes while allowing human activities on sustainable basis. Realising regional cooperation as a key to achieving environmental and economic sustainability among the countries sharing this complex, ICIMOD and its partners developed a 'Regional Cooperation Framework' to customize global CBD agenda to a regional level harmonising national policies and legislation towards effective management of this transboundary complex. The framework while serving as a foundation towards building the regional cooperation also paved way to facilitating the landscape level conservation in the KL. This article shares the strategic process involved in developing the conservation corridors in the landscape and points towards the need for further regional cooperation in bringing effective biodiversity management in the HKH region as a whole.

Natural resource management in a protected area of the Indian Himalayas: a modeling approach for anthropogenic interactions on ecosystem

Abstract:The concept of ecosystem conservation as a broad theme came into existence during the 1970s under the Man and Biosphere Programme (MAB) of the United Nations Educational, Scientific and Cultural Organization (UNESCO). The Indian Government followed this approach and chose the method to segregate the landscape for conservation of the ecosystem as well as for the development of the local economy and its people. We have examined the effect of this policy and concurrently developed a theoretical modeling approach to understand how human behavior is changing under shifting political, socioeconomic and environmental conditions. A specific focus has been on how the landscape is changing in the mountains of the Indian Himalayan region where about 10% of the total geographical area is converted into protected landscape for conservation of biodiversity. For local people living in the Himalayan mountains in India, agriculture is the main land use activity and is strongly linked to the forests in providing sustainability. There are several branches in the rural ecosystems where the local people's economy was centered. These include agriculture, animal husbandry, medicinal and aromatic plants cultivation, forest resource collection, tourism and other occupations. The greatest proportion of the population was engaged in the agriculture sector, whose contribution is high in the rural economy (61%); followed by animal husbandry (19%), forest resource collection for economic gain (18%), and medicinal and aromatic plants cultivation (1.5%). However, three decades ago the animal husbandry branch of the rural ecosystem was contributing the maximum share towards rural household income (40%) followed by tourism (35.2%), and lastly agriculture (14%). The desire of farmers to secure the optimum output from agricultural land use has resulted in an increase for resource collection from the forests. The people's perception (n = 1,648) regarding overall changes occurring in the region was varied and most showed that the current trend within rural ecosystems has emerged because of the implementation of conservation policies/creation of national park and biosphere reserve (80%), followed by limitation (22%), climate (20%), population growth (7%), national economy (10%) and least by socioeconomic change (5%). The theoretical agent model developed here draws attention to agent/farmer behavior and land resource use for his livelihood in the temporal dimension. The current study would be helpful to introduce new approaches for the development of the methodological and theoretical aspects associated with the complex human and ecosystem interactions in the Himalayan mountains for sustainable landscape development.

Abstract:As one of the world's mega-biodiverse regions, the Indian subcontinent harbors exceptional biological riches spanning diverse taxa and ecosystems. However, rapid economic growth and associated anthropogenic pressures pose ever-increasing threats to native biota through habitat loss, overexploitation, invasive species, climate change, and pollution. This paper analyzes India's changing biodiversity landscape, evaluates the efficacy of conservation policies, and charts strategic priorities for the future. Spatiotemporal trends for 3563 species across terrestrial, fresh water and marine realms were assessed using IUCN Red List data. We find that birds and mammals show modest improvements recently owing to legal protections and habitat recovery initiatives. However, other less-charismatic taxa exhibit alarming population declines nationwide. Our policy analysis highlights critical gaps in implementation frameworks involving multi-sector coordination, capacity building, benefit sharing, and participatory decision-making. To arrest biodiversity erosion and achieve stated policy targets by 2030, we propose an integrated, evidence-driven strategy prioritizing invasives control, agro-ecological transitions, pollution abatement, ecological connectivity via green-gray infrastructure, and community-based adaptation. Mindful of inherent socio-ecological complexities, our recommendations provide a framework for targeted conservation investments attuned to India's development aspirations.

Abstract:The present foreign policies of Nepal are based on the Charter of the United Nations, non-alignment, principles of Panchasheel (peaceful co-existence, mutual respect for territorial integrity, sovereignty, and independence; non–aggression; non–interference in each other’s internal affairs and Equality and mutual benefit), international law and the norms of world peace, taking into consideration of the overall interest of the nation while remaining active in safeguarding the sovereignty, territorial integrity, independence, and national interest. The foreign policy of Nepal has been changing over the years. After unofficial blockade of immediate neighbor India, the challenges and opportunities are seen in the sky of Nepalese foreign policy. The major emerging challenges of Nepalese foreign policy are to balance the foreign policy with India and China continuation of independent foreign policy, recognize and prioritize the national interest, modernization of foreign policy, political consensus, national unity, political consensus, and good leadership, successful conduction of economic diplomacy, etc. Diplomacy is one of the powerful means or instruments of achieving the goals of foreign policy. The goals of foreign policy are guided by the national interests of concerned states. Diplomats are the actors who plays role according to the foreign policy of the concern state. Diplomats have to perform different functions and discharge different duties with their different roles and capacities. In other words, it is the task for the diplomat to act in different capacities and to play different a role because diplomacy itself is a serious business which requires different capacities and role by the diplomats. The major responsibility of diplomat is the promotion and protection of the national interests of Nepal. Therefore, the proficient diplomat should require making diplomacy effective.

Abstract:The Kailash Sacred Landscapes evokes a deep rooted religious affiliation for the Hindus in India, Nepal and the Buddhists in India, Nepal and Tibet Autonomous Region or the Xizang Autonomous Region. A myriad of international conventions, charters, declarations and guidelines emanating from UNESCO and ICOMOS and IUCN, pertaining to cultural landscapes and sacred sites have been documented and applied but the issues pertaining to the transboundary integrated approach remains abstract and obscure and remains to be evolved. In India, China and Nepal, since the ratification of World Heritage Convention, 1972, there are national legislations that recognises the notion of cultural heritage, relics, monuments and sites but does not recognise the notion of cultural landscapes, primarily because the interpretation of heritage is often monument based conservation or of built heritage. In the domain of natural heritage, the environment and the biodiversity Acts function in water-tight compartments and are not in coordination with their cultural counterpart. The article aims to investigate and study the coherent issues pertaining to the nature-culture linkages and conservation relating to transboundary cultural landscape of Kailash Sacred Landscapes. The legislative framework of China, Nepal and India are taken into account, by exploring, comparing and distinguishing the vagueness in the creation and representation of cultural landscapes as defined or interpreted in the international conventions and charters. While studying the modes of adaptation, the article also explores the constitution and the role of the stakeholders (actors and institutions), local, intra-national and trans-national in the adaptation of a harmonious legislative framework.

Abstract:Geographical names and the entities they represent act as a fundamental cornerstone across numerous disciplines. However, inconsistent geographical names and arbitrarily defined regional geographical scales are common, hindering cross-disciplinary communication and synthesis. The Pan-Tibetan Highlands, comprising the Tibetan Plateau, Himalaya, Hengduan Mountains and Mountains of Central Asia, is a case in point. To rectify these inconsistencies of terminology, we employed a multi-disciplinary approach to standardize the nomenclature of the Tibetan Plateau and the three adjacent mountain regions, defining their spatial extent using historical and contemporary perspectives. A literature meta-analysis indicated that ‘Tibetan Plateau’, ‘Himalaya’ and ‘Hengduan Mountains’ are the most suitable names for these regions in terms of both priority (earliest use) and popularity, whereas ‘Mountains of Central Asia’ emerges as appropriate for the mountain chains to the west of the Tibetan Plateau. The new term ‘Pan-Tibetan Highlands’ is proposed to replace the less precise and arguably misleading ‘High Mountain Asia’ for these regions collectively. Additionally, new geographical boundaries, applicable back through time, are proposed for each region, based on geological and geomorphological features. Using these new boundaries, the Pan-Tibetan Highlands area is 3.95 × 106 km2 with a mean elevation of 3824 m, while the Tibetan Plateau is smaller (1.82 × 106 km2) and higher (4465 m) than commonly assumed. Across the Pan-Tibetan Highlands, the proportion of protected areas is far below the proposed 30% anticipated in the post-2020 Global Biodiversity Framework target with only a few exceptions. Additionally, the Hengduan Mountains showed the highest vascular plant species richness and endemism, followed by Himalaya, Mountains of Central Asia and the Tibetan Plateau. The obvious conservation gap in the Pan-Tibetan Highlands calls for urgent research-based optimization of conservation networks. Our approach benefits quantitative spatial analysis by providing well-defined geographical scales for various fields, aiding cross-disciplinary comparisons and synthesis.

Abstract:The Himalayas are a global hotspot for biodiversity and endemism, and yet the health of its natural ecosystems is deteriorating rapidly. Natural ecosystems across the Himalayas are threatened by diverse drivers, with each of them increasing the probability of extinction of endemic species and collapse of natural ecosystems. The key concern of this review is to endorse the urgent need to develop an agreed approach at national and regional level and support for the adoption of IUCN's Red List of Ecosystems (RLE) at national, regional as well as biome level. With increasing population and diverse interests of stakeholders for subsistence, commercial and strategic needs, the threats are growing for the natural ecosystems. Deforestation and forest degradation rates are alarmingly high, with an exponential surge in unsustainable harvesting, developmental projects, urbanization, commercial tourism, pollution and climate change exerting more damage to natural ecosystems than expected. Countries in the region (Bhutan, China, India, Myanmar, and Pakistan) with a recent exception of Nepal, are rapidly losing their natural forest cover, ecosystem structure and functions to monoculture agriculture and commercial plantations. Wild life trafficking and transboundary illegal trade as a mega-driver has degraded even the most sensitive and high value high altitude alpine grasslands and timberline ecosystems. This review takes stock of diverse drivers of loss and their significant impact on ecological and social concerns that are not localized and are experienced beyond Himalayas by transboundary areas and downstream communities across Asia. It highlights the potential of existing and emerging risks in the region that indicates towards the compromised health of many Himalayan ecosystems. For data driven evidence-based decision making the RLE approach have been included as the headline indicators of the Kunming-Montreal Global Biodiversity Framework (GBF) for Goal A as well as in the UN System of Environmental Economic Accounting (SEEA). Hence, using RLE becomes a necessary and effective tool to support climate adaptations, conservation, conflict resolution and restoration planning efforts in the region. It is needed to help countries identify what strategic measures should be the priority to help halt, and reverse the collapse of Himalayan ecosystems.

Abstract:The giant panda has been restricted to several disjunct montane forest populations, and habitat loss and fragmentation are the primary threats to its survival. For pandas to survive, conservation efforts must focus on larger landscapes rather than individual nature reserves. China recently initiated several policies, including the Natural Forest Conservation Program and Grain-to-Green Policy, which provide a historic opportunity to integrate panda conservation into national policies. Simultaneously, China is promoting the Western China Development Program, which calls for substantial infrastructure and hydropower development and economic investments. Integrating panda conservation into these development policies will be a critical challenge.

Abstract:<p>Mountain ecosystems support a significant one-third of all terrestrial biodiversity, but our understanding of the spatiotemporal maintenance of this high biodiversity remains poor, or at best controversial. The Himalaya hosts a complex mountain ecosystem with high topographic and climatic heterogeneity and harbors one of the world's richest floras. The high species endemism, together with increasing anthropogenic threats, has qualified the Himalaya as one of the most significant global biodiversity hotspots. The topographic and climatic complexity of the Himalaya makes it an ideal natural laboratory for studying the mechanisms of floral exchange, diversification, and spatiotemporal distributions. Here, we review literature pertaining to the Himalaya in order to generate a concise synthesis of the origin, distribution, and climate change responses of the Himalayan flora. We found that the Himalaya supports a rich biodiversity and that the Hengduan Mountains supplied the majority of the Himalayan floral elements, which subsequently diversified from the late Miocene onward, to create today's relatively high endemicity in the Himalaya. Further, we uncover links between this Miocene diversification and the joint effect of geological and climatic upheavals in the Himalaya. There is marked variance regarding species dispersal, elevational gradients, and impact of climate change among plant species in the Himalaya, and our review highlights some of the general trends and recent advances on these aspects. Finally, we provide some recommendations for conservation planning and future research. Our work could be useful in guiding future research in this important ecosystem and will also provide new insights into the maintenance mechanisms underpinning other mountain systems.</p>

Abstract:With about half the world's human population and booming economies, Asia faces numerous challenges to its biodiversity. The Asia Section of the Society for Conservation Biology has identified some key policy issues in which significant progress can be made. These include developing new sources of funding for forest conservation; identifying potential impacts of energy alternatives on the conservation of biodiversity; curbing the trade in endangered species of plants and animals; a special focus on the conservation of mountain biodiversity; enhancing relevant research; ensuring that conservation biology contributes to major international conventions and funding mechanisms; using conservation biology to build a better understanding of zoonotic diseases; more effectively addressing human-animal conflicts; enhancing community-based conservation; and using conservation biology to help address the pervasive water-deficit problems in much of Asia. These challenges can be met through improved regional cooperation among the relevant stakeholders.

Abstract:The Kanchenjunga Conservation Area (KCA) is a high mountain protected area (MPA) in eastern Nepal undergoing socioeconomic and environmental changes that are unprecedented in the region's history. In the following paper, we discuss recent changes involving new road construction, climate change, adventure tourism, and the wildlife/forest cover/medicinal plant sectors. Our assessments are based on the collective results of past and recent field research, remote sensing analysis, oral histories, and literature reviews. While similar changes are occurring in MPAs throughout Nepal, it is suggested that the KCA differs from other regions in that it still retains the option of conducting detailed feasibility, environmental, and impact assessments prior to the implementation of major change-associated projects, particularly the construction of roads. In turn, the KCA might avoid many of the environmental, social, and economic problems experienced elsewhere in Nepal, while enhancing its status, income-generating capacities, and sustainability as a global destination for adventure, nature, and cultural tourism.

Abstract:Abstract Human-wildlife conflict has emerged as a nexus of diverse factors. Although the conservation plans have successfully increased the density of wildlife, such as tigers and rhinos in Nepal, the human-wildlife conflict remained inevitable. This article reviews several articles based on the status and patterns of human-wildlife conflict in Nepal and its mitigating measures. The human population is steadily increasing, as is the desire for infrastructure, resulting in the deterioration and loss of wildlife habitats such as forests. These processes have increased wildlife competition for food and territory, shifting their habitats towards the farmlands and human settlements. Likewise, climate change has increased wildlife’s environmental, physiological, and hormonal stress, causing them to become more aggressive and threatening human-wildlife harmony. In this scenario, the actions on biodiversity conservation would reach the climax only if the necessary approaches are sought to manage the conflicts. An appropriate relocation approach with post-monitoring and health surveillance in wildlife-friendly landscapes could control human-wildlife conflicts with the support of the local communities and relevant governmental and non-governmental authorities. Likewise, transboundary coordination with neighboring countries, cooperation among all related stakeholders, and transparent science-based conservation management can help reduce human-wildlife conflict.

Reading the Entanglements of Nature-culture Conservation and Development in Contemporary India

Abstract:In this article we argue for greater attention to the practice of (nature-culture) conservation as a specific form of intervention with implications for development. Outlining the dominant frameworks through which the often vexed relationship between conservation and development has been understood, the article offers an alternative analytical framework that is grounded in ethnographic attention to everyday practice. Applying this framework, the three papers in this special section examine conservation-development dilemmas at diverse conservation sites in India—Rushikulya, Orissa, a globally significant site for the conservation of marine turtles; Nagarahole, in southern Karnataka, one of India’s most successful tiger reserves; and the Hampi region, northern Karnataka, where the archaeological remains of the medieval Vijayanagara Empire have been designated a UNESCO World Heritage Site (WHS). The papers reveal a relationship between conservation and development that is paradoxically both more structurally imbricated and more contingent and variable than a focus on official frameworks, discourses and plans would suggest. They lead us to argue that, rather than focusing on the stated objectives of the formal conservation plan alone, attention to its ambivalent adoptions and unintended outcomes, as well as to negotiations between diverse actors and forms of knowledge, can contribute to both a more balanced theorization of conservation’s relation to development as well as to more effective conservation practices.

Abstract:Abstract The impacts of conflict on nature are devastatingly adverse but differ widely in different socio-political regimes. Armed conflict often facilitates illegal plunder and unsustainable use of natural resources, variously by rebel groups and impoverished or displaced people challenged with limited subsistence options. We studied the response of mammals in Ripu Reserve Forest (Assam) that suffers prolonged anthropogenic pressure due to armed conflict instigated by social unrest. We used standard single-season (spatial-dependence) occupancy models using sign survey to assess the factors affecting the space use of mammals and subsequently build capacity of conservation volunteers for long-term sustenance of Ripu. Our study revealed that Ripu has a high proportion of occupied area by prey species of large carnivores. Asian elephant, barking deer, and wild pig occupied most of the habitat, whereas gaur, sambar and spotted deer restricted themselves to selected patches within the Ripu. Common leopards found to be positively associated with prey occupancy. The studied mammals responded variably to different ecological and anthropological covariates and urge for species-specific management alongside landscape scale conservation approach. Our ground effort to strengthen community patrolling and operational execution of various alternative livelihood has helped to empower the economic condition of patrolling staff. Strategic implementation of law enforcement could support dispersal of tigers from Phibsoo WLS (Bhutan), potentially linked with the larger tiger and elephant landscape far west (Buxa Tiger Reserve) in the Terai region of India. Community-based conservation initiatives required continuous support from various agencies, including national, international, and local bodies, to restore this critical habitat.

Abstract:Sovereignty over territory is the founding principle of international legal order and essential for the implementation of the sovereign rights of a State. Territorial disputes become commonplace among countries, mainly when bilateral agreements do not explicitly demarcate them. India and China are two Asian giants when it comes to population and economy. The recent cross-border tension between India and China has at its vortex the issue of the Doklam plateau region which shares borders with three countries namely India, Bhutan, and China and is popularly known as the "Tri-Junction."The present article re-visits the history of the Indo-China border dispute and tries to explain the legal aspects of border disputes under international law. It closely analyzes the principles applicable to these disputes and the decisions of various international institutions that are relevant. Furthermore, the article examines bilateral agreements to understand the possible violations and consequences under international law. It is argued that the peaceful co-existence between India and China must be of paramount importance to ensure Asian security and well-being. Abstract:Biodiversity is being threatened by human activities worldwide. Inside protected areas, anthropogenic activities are mostly under control. However, outside protected areas, threatened or endangered species still need protection, and identification of a species' habitat requirements is essential for conservation planning. We gathered information on habitat characteristics of and anthropogenic threats to the Chinese pangolin (Manis pentadactyla), a critically endangered species for which such baseline data are scarce. We found closed-canopy forest nearest water sources at an altitude from 555 to 1,740 m to be suitable habitat for Chinese pangolins. Forest fires, livestock grazing, distance to nearest footpath, and distance to nearest household were negatively associated with presence of Chinese pangolins. To protect the Chinese pangolin outside of the reserve system, we recommend public awareness programs and campaigns to protect habitat in addition to directly protecting this species against hunting and trading.
