Abstract:A simplified framework for the probabilistic estimation of economic losses induced by the structural vulnerability in single-story and single-bay precast industrial buildings is presented. The simplifications introduced in the framework are oriented to the definition of an expeditious procedure adoptable by government agencies and insurance companies for preliminary risk assessment. The economic losses are evaluated considering seismic hazard, structural response, damage resulting from the structural vulnerability and only structural-vulnerability-induced e]conomic losses, i.e., structural repair or reconstruction costs (stock and flow costs) and content losses induced by structural collapse. The uncertainties associated with each step are accounted for via Monte Carlo simulations. The estimation results in a probabilistic description of the seismic risk of portal-like industrial buildings, expressed in terms of economic losses for each occurrence (i.e., seismic event) that owners (i.e., insured) and stakeholders can use to make risk management decisions. The outcome may also be useful for the definition of the insurance premiums and the evaluation of the risks and costs for the owner corresponding to the insurance industrial costs. A prototype of a precast concrete industrial building located in Mirandola, Italy, hit by the 2012 Emilia earthquake, is used as an example of the application of the procedure.
Integrating expected loss and collapse risk in performance-based seismic design of structures

Abstract:With the introduction of performance-based earthquake engineering (PBEE), engineers have strived to relate building performance to different seismic hazard levels. Expected annual loss (EAL) and collapse safety described by mean annual frequency of collapse (MAFC) have become employed more frequently, but tend to be limited to seismic assessment rather than design. This article outlines an integrated performance-based seismic design (IPBSD) method that uses EAL and MAFC as design parameters. With these, as opposed to conventional intensity-based strength and/or drift requirements, IPBSD limits expected monetary losses and maintains a sufficient and quantifiable level of collapse safety in buildings. Through simple procedures, it directly identifies feasible structural solutions without the need for detailed calculations and numerical analysis. This article outlines its implementation alongside other contemporary risk-targeted and code-based approaches. Several case study reinforced concrete frame structures are evaluated using these approaches and the results appraised via verification analysis. The agreement and consistency of the design solutions and the intended targets are evaluated to demonstrate the suitability of each method. The proposed framework is viewed as a stepping stone for seismic design with advanced performance objectives in line with modern PBEE requirements.

Abstract:This paper develops a decision making framework for post-earthquake assessment of instrumented buildings in a manner consistent with performance-based design criteria. This framework is achieved by simultaneously combining and advancing existing knowledge from seismic structural health monitoring and performance-based earthquake engineering paradigms. The framework consists of (1) measurement, (2) uncertainty modeling, (3) dynamic response reconstruction, (4) damage estimation, and (5) performance-based assessment and decision making. In particular, the main objective is to reconstruct inter-story drifts with a probabilistic measure of exceeding performance-based acceptance limits and determine the post-earthquake re-occupancy classification of the instrumented building of interest. Since the proposed framework is probabilistic, the outcome can be used to obtain the probability of losses based on the defined decision variables and be integrated into a risk-based decision making process by city officials, building owners, and emergency managers. The framework is illustrated using data from the Van Nuys hotel testbed, a seven-story reinforced concrete building instrumented by the California Strong Motion Instrumentation Program (CSMIP Station 24386).

Abstract:The novelty of the research is the development of closed-from equations to assess the effective capacity of retrofitting interventions to reduce the seismic risk of existing buildings. The goal of the proposed procedure is to provide decision-making in the context of the Loss-Based Earthquake Engineering, whose purpose is the reduction of the seismic risk, which is herein computed through a monetary loss. The procedure consists of specifying performance targets (e.g. acceptable monetary losses, capital to invest, reduction of expected annual loss) and deriving engineering parameters, specifically the target fragility curves to achieve the established performance target. The identification of required fragility curves, in turn, allows to identify proper retrofitting interventions to mitigate the expected seismic loss. The method allows for estimating the maximum reduction of the annual average loss and the recommended capital to invest, accounting for the actual cost of the retrofitting alternatives and the nominal life of the building. In addition, it can be used to identify the payback period. With the aim of promoting the design procedure in the common practice, an existing reinforced concrete moment-resisting frame, retrofitted with three strengthening methods, is explored as case-study.

Abstract:Performance-based earthquake engineering requires the harmonization of performances between structural and nonstructural elements. This paper discusses the performance-based seismic design of nonstructural elements through a direct displacement-based methodology applicable to nonstructural elements attached to a single location in the supporting structure and for which damage is the result of excessive displacements. The fundamentals of direct displacement-based seismic design are presented along with a description of the modifications required for its application to nonstructural elements. As an example, the direct displacement-based seismic design of a suspended piping restraint installation is presented. The design approach is appraised by nonlinear dynamic time-history analyses.

Abstract:The integration of building seismic losses and environmental impacts is a key step toward the improvement of building design approaches accounting for resilience and sustainability in parallel. A decision-making framework including the life-cycle energy assessment and seismic loss estimation is proposed in this study in order to investigate the trade-offs between buildings' environmental sustainability and reducing seismic loss. The framework includes a Pareto front analysis to reach a balance among the criteria. Building operational energy, embodied energy, seismic repair cost, and injuries were the performance metrics considered. The framework was applied to three reinforced concrete building designs including low- to high-rise buildings along with six exterior wall assemblies and four Window-to-Wall-Ratios. The contradictory trend among the performance metrics underlines the importance of merging these concepts for the development of the current building design methodologies. The hypervolume indicator was computed for each building's Pareto front set to evaluate the quality of Pareto front design solutions. The results showed that compared to the 20-story building, the 2- and 12-story buildings have higher number of Pareto solution points and the solutions are of higher qualities in terms of diversity and proximity to the true Pareto front based on the hypervolume indicator solutions.

Abstract:To help facilitate performance-based earthquake engineering (PBEE) in Italy, this study examines an existing reinforced concrete frame building damaged during the 2009 L’Aquila earthquake and compares direct monetary loss estimates computed via a simplified Displacement-Based Assessment (DDBA) method with those obtained using the refined PEER-PBEE approach. The considered case study is representative of a category of buildings that has undergone some level of seismic design, typical of post-70s construction in Italy, where previous buildings were largely designed for gravity loads only. The research finds that the expected annual loss predicted using the two approaches are comparable and thus DDBD could aid loss-assessment and hence reparability evaluations. Different retrofit options are examined and it is concluded that the DDBA approach could provide useful indications of the impact that retrofit can have on expected annual losses.

Abstract:The severe socio-economic impact of recent earthquakes has represented a tough reality check, further confirming the mismatch between society expectations and reality of seismic performance of modern buildings. Life-safety code-compliant design criteria are not enough when dealing with new structures. To raise the bar in terms of structural safety and overall performance objectives, the renewed challenge is defining high-performance buildings able to sustain a design-level earthquake with minimum disruption of business and limited economic losses. To achieve this goal, alternative strategies might be adopted: (a) implementing more advanced design methodologies, (b) increasing the seismic design level, (c) adopting low-damage earthquake-resistant technologies. However, the common perception is that these strategies would lead to unaffordable costs. To support decision-makers, the paper develops a comprehensive parametric study to compare the cost–benefit of reinforced concrete multi-storey buildings designed for increasing levels of seismic intensities (representing a higher seismicity zone or Importance Class) and according to alternative design approaches (Force-based vs. Displacement-based) and technologies (traditional vs. low-damage). Analytical/numerical investigations are carried out to determine the building performance, and loss assessment analyses are performed to compute the Expected Annual Losses of all the parametric configurations. Results, further elaborated through a machine-learning technique, highlight the convenience of implementing more advanced design methodologies, such as a displacement-based approach allowing for a better control of the building response, and the remarkable benefits of applying low-damage technologies, leading to a very high performance and significantly reduced economic losses (> 50%) for a small increase (< 5–10%) of the initial investment cost.

Abstract:In the wake of the 1994 Northridge and 1995 Kobe earthquakes, structural designers adopted performance-based engineering concepts instead of traditional deterministic design approaches. The primary change was to evaluate the design according to stakeholders' interests instead of the engineering parameters. This evaluation process required a probabilistic estimation for the included variables at all design stages. The NHERI-SimCenter application framework provides generic solutions implemented in different hazard simulation problems. Seismic isolation is an efficient, proven technique for improving seismic performance by limiting drift ratios and reducing damage. During the design stage, seismic isolation-system parameters must be carefully calibrated to control different aspects of the response, and it is necessary to run multiple simulations and count for parameter uncertainties. This research introduced components for seismic isolation and incremental dynamic analysis procedures integrated with framework modules, such as uncertainty quantifications and damage and loss estimation. Furthermore, an illustrative case study was included to reflect the impacts of this development.

Abstract:Loss assessment methodologies have been introduced to assess the seismic performance of buildings using more meaningful metrics like direct monetary losses. Different approaches exist, each with varying degrees of complexity and requiring different levels of detail, regarding structural behaviour characterisation or damage and loss estimation, for example. With these developments, loss assessment is increasingly becoming a more commonplace instrument in the seismic evaluation and retrofitting of existing buildings. Despite these developments, there is arguably still a need to provide practising engineers with simplified tools with which to conduct building-specific loss assessment. Displacement-based methodologies have been developed over the past number of years with a particular focus on design. The extension of this approach to loss assessment via displacement-based assessment (DBA) is the subject of this article, where a general framework for its implementation to different structural typologies is outlined and illustrated. This forms a general overview of a recently-concluded 5-year research project on the topic in Italy, where different research groups from various universities focused on specific building typologies as part of a coordinated effort to develop DBA for simplified loss assessment. An overview of the DBA method employed is presented here in addition to an overall description of the results of each working group. A summary of the developments for each typology examined is presented along with an illustration of the potential benefits of different retrofitting techniques in reducing monetary losses, whose details are found in the different typology-specific contributions to the special issue in which this paper is presented. To conclude, a comparative implementation of these simplified methodologies is described for three school buildings in Italy.

Abstract:Performance-based design has been increasingly used in practice due to computational improvements, the sophistication and dissemination of nonlinear analysis methods, and the development of commercial programs that facilitate its use. We can evaluate the nonlinear effects of seismic events of great magnitude on the structural behavior of a building, verify preliminary designs based on force-based methods, validate standard design regulations, determine deformations, and calculate accelerations that can be translated into parameters of structural damage and economic losses, among other functions. Guiding documents have presented methodologies to establish requirements, evaluation criteria, analysis methods, etc., each with different objectives, revealing the lack of a consensus method. In this paper, the state of the art of performance-based design is studied, and some of the most relevant methods, such as ASCE 41-17, ASCE 7-16, and the alternative procedure of ACHISINA, are applied to a structure with shear walls designed according to current Chilean regulations. Additionally, modal-response spectrum analysis is used. The modeling of the earthquake-resistant structure of the building, the preparation of seismic records, and the consideration of aspects that limit the rigorous application of the method are addressed in a nonelastic analysis framework. Results obtained in the respective analyses that are used to evaluate the structural performance are compared with the corresponding performance criteria for each standard, considering the characteristics of each methodology. Moreover, the main complications that can occur during the application of the methods are discussed.

Abstract:Five different design approaches are compared on a single mid-rise reinforced concrete building, pitting two performance-based designs against three conventional methods in delivering a solution that satisfies different sets of performance objectives. Two of the conventional designs stem from the literature, and they represent 2003 IBC compatible solutions. Another employs the yield point spectra to deliver a code-like solution, satisfying the design norms without needing iterations. The final two are based on the yield frequency spectra to offer a design that can satisfy more detailed performance objectives in a single step. Overall, all five methods are shown to deliver what is expected. Conventional methods can safely capture the code requirements, yet they are disadvantaged when treading in beyond-life-safety territory, where Immediate Occupancy or Collapse Prevention objectives cannot be easily satisfied, a problem that is not shared by performance-based approaches.

Abstract:Despite significant progress made recently on simplifying the loss estimation procedures, they are not easy to use in engineering design practice. One of the reasons for this is insufficient information regarding the inevitable variations in the type and density of structural and non-structural components present in various building usages. This study aims to establish building usage groups with similar proportions of structural and non-structural components and compute the corresponding weighting factors. The methodology adopted in this study can be used in other regions; however, herein concluded values and building usage groups are based on New Zealand–specific information. The method involves extracting component construction/installation costs from construction handbooks for a range of different building usages, assembling components into three performance groups (structural, drift-sensitive non-structural, and acceleration-sensitive non-structural), then grouping the building types based on similar structural and non-structural component costs. Four different building usage groups are identified, and probabilistic distribution parameters of the performance group weighting factors for each group are proposed. A case study demonstrating the application of these weighting factors in seismic loss estimation is provided.

Abstract:During the past earthquakes, different low ductile failure modes are observed in the gravity design structures and thus, the most of existing damage indices may fail to assess the damage of gravity design structures accurately in referring to the two main performance levels: immediate occupancy and ultimate limit state. Therefore, this study investigates the energy dissipated by the brittle structures and the possible damage indices based on energy for the damage assessment of gravity design frames. In the framework of an Energy-Based Seismic Design Approach, we need the assessment of the Demand and on the Capacity, both expressed in Energy. A methodology for the assessment of the seismic energy demands imposed on structures is already proposed, but not such methodology that makes consensus is proposed for the calculation of the Energy dissipation Capacity avoiding the Hysteretic models. The estimation of the energy expended by the building during an earthquake excitation is a tricky issue. For this purpose, this study considers the wavelet based energy estimation and compares it with different approaches for measuring the damages of a structure: the dominant inelastic period of a building and the more classical measure, the inter-story drift. IDA analysis are performed in energy, drift and inelastic period. Furthermore, the damage assessment results based on the expended energy for three gravity design buildings are compared and discussed relatively to the results expressed in inelastic period and drift. Finally, this study concludes that no significant effects of number of inelastic cycles to the damage assessment results for low ductile structures. However, this study also highlights the effects of number of inelastic cycles to the damage for medium and high ductile structures.
Expected seismic response and annual seismic loss of viscously damped braced steel frames

Abstract:The economic losses observed in the last decades following moderate and large seismic events have demonstrated the importance of considering structural and nonstructural responses to evaluate the seismic performance of a building. In this regard, the implementation of fluid viscous dampers can improve the seismic performance of buildings, however, the conventional seismic design procedures of viscously damped structures focus on reducing the induced structural displacement while neglecting the acceleration response, ignoring the influence of different design parameters on the overall seismic response . This study assesses the seismic performance of steel moment-resisting framed buildings retrofitted with fluid viscous dampers by comparing their expected annual loss. To achieve this, three archetype buildings were retrofitted with different configurations of fluid viscous dampers and were subjected to nonlinear time-history analysis using the FEMA P695 far-field ground motion set as seismic input, retaining their peak story drifts, residual drifts, and peak floor accelerations, and computing their probability of collapse. The archetype buildings were also equipped with nonstructural elements and contents typical of office use, and the expected annual loss was computed using the procedure and tools proposed by the FEMA P-58 methodology. The results show that the design parameters of fluid viscous dampers can have a significant effect on the expected annual loss, with some configurations showing expected losses larger than those of the archetype buildings without dampers. In addition, it was observed that the lower expected annual loss tends to be associated with fluid viscous dampers with high axial stiffness and mid-range values of the other design parameters, such as 20% of supplemental damping and velocity exponent values near 0.5.

Abstract:An evaluation of the four analytical methods recommended in FEMA-356 for the estimation of seismic demands is carried out on two instrumented steel buildings. Prior to conducting the FEMA-356 analyses, computer models of each structural system were calibrated to observed response data. One of the two buildings that experienced no visible damage during Northridge was modeled as a three-dimensional system, while the second building that suffered moderate damage during the Northridge earthquake was further tuned to yield a simplified two-dimensional model so that detailed inelastic evaluations could be performed on the model. Dozens of linear and nonlinear computer analyses under both static and seismic loads were carried out on each building, and typical results representing a summary of the findings are presented in this paper. Results of the evaluations provide insight into both modeling issues and the validity of the four analytical procedures outlined in FEMA-356. It is found that calibrating structural models to observed response is sensitive to mass and stiffness modeling assumptions and indirectly to the intensity of the ground motion that has an effect on the participation of nonstructural components. Linear and nonlinear static procedures do not consistently predict interstory drift estimates, a critical parameter in seismic evaluation and design. The linear static approach was found to be conservative in one case study while the findings from the second case study were less conclusive about the validity of each analytical procedure. This suggests that significant changes are warranted in the proposed FEMA-356 Prestandard if it is to be adopted in future design codes or in seismic evaluation studies of existing buildings.

Abstract:The lessons learned after recent earthquakes have highlighted the key role played by infills and services in damage and loss of Reinforced Concrete (RC) buildings. Their influence in seismic performance and loss estimation of selected RC building case studies is thoroughly analyzed here. The case study selection aims to be representative of existing buildings built in Italy before 1970, and covers a different number of stories and design typologies. The seismic responses of the case-study buildings are numerically analyzed by means of non-linear static pushover analysis (PO) considering a lumped plasticity approach with a quadri-linear flexural response for beam/column elements (properly calibrated for RC elements reinforced with plain bars) and a tri-linear compressive-only axial response with diagonal concentric struts for infill panels (empirically derived from experimental data on hollow clay masonry walls). Economic loss estimation is carried out via a component-based methodology that relies on the main repairing activities and resultant costs required for the refurbishment of infills and services for different damage levels. Accordingly, a damage analysis is performed herein, given the intensity measure, based on a comparison between Interstory drift demand from PO analysis and drift-based fragility functions specific for masonry infills. Loss curves, relating the total building repair cost to peak ground acceleration (PGA), are presented and compared for the analyzed case study buildings to show their trends and quantify the incidence of infills and services with respect to the reconstruction cost. A comparison between these outcomes and those recently found in the literature emphasizes the robustness of the considered approach and the reliability of the hypotheses about damage and loss assessment.

Abstract:The authors propose a methodology to perform seismic damage assessment of instrumented wood-frame buildings using response measurements. The proposed methodology employs a nonlinear model-based state observer that combines sparse acceleration measurements and a nonlinear structural model of a building to estimate the complete seismic response including displacements, velocity, acceleration and internal forces in all structural members. From the estimated seismic response and structural characteristics of each shear wall of the building, element-by-element seismic damage indices are computed and remaining useful life (pertaining to seismic effects) is predicted. The methodology is illustrated using measured data from the 2009 NEESWood Capstone full-scale shake table tests at the E-Defense facility in Japan.

Abstract:A framework for optimal seismic design of structures, considering maximum value as the design objective, is introduced. In this framework, the value parameter incorporates a comprehensive set of performance indicators. Decision indicators are mapped into equivalent economic values and are directly involved in the design process. This approach leads to optimal assignment of the available resources to meet infrastructure requirements. The construction cost and the risk of seismic consequences are considered as the value components. FEMA-P58 methodology is utilized in estimation of the seismic consequences including the repair cost, repair time, injuries and casualties. Endurance Time method is employed as an efficient procedure for estimating the engineering demand parameters at different seismic hazard levels. The applicability of the Endurance Time method is verified and compared to the results of Incremental Dynamic Analysis. The proposed design procedure is employed in design optimization of two multi-story buildings. Design outcomes are compared to the outcome of the conventional code-based design procedure minimizing the structural construction cost, in terms of seismic response and consequences. The value-based design approach considerably increases the total economic value of the studied structures. The code-based design in the studied cases is found substantially sub-optimal considering the maximum achievable value.

Abstract:Regional seismic damage simulation of buildings provides decision-makers with important information for earthquake disaster prevention and mitigation. Utilizing nonlinear time history analysis using multiple-degree-of-freedom (MDOF) models for buildings, and the next-generation performance-based earthquake engineering, an open-source general-purpose scientific workflow for seismic damage simulation and loss prediction of urban buildings (referred to as SimCenter Workflow) is presented in this study. To introduce the SimCenter Workflow process in detail and demonstrate its advantages, a seismic damage simulation and loss prediction for 1.8 million buildings in the San Francisco Bay Area were performed using the SimCenter Workflow. The open nature and modularization of the SimCenter Workflow facilitate its extensibility and make it practical for researchers to apply to seismic damage simulations in other regions.
