Abstract:Since the February 2021 coup d’état in Myanmar, the nation has descended into a relentless cycle of armed conflict, insurgency, and anarchy, diminishing hopes for an immediate cessation of hostilities or a return to democracy. Despite calls from regional bodies such as the Association of Southeast Asian Nations and the United Nations to halt violence and respect democratic processes, the Burmese military junta has shown no willingness for political concessions or negotiations with the resistance movement. This situation raises concerns about Myanmar becoming a potential flashpoint in Asia, as Western and Chinese involvement supporting rival stakeholders intensifies. While China and Russia seem committed to sustaining the military junta, Western powers advocate for an end to military rule, emphasizing a return to democracy and restructuring Myanmar's federal system to grant autonomy to minority-dominated provinces. The unfolding scenario aligns with Bertil Lintner's concept of the "Great Game East," signifying an increased geopolitical struggle in the region.

Abstract:The Southeast Asian region, positioned at the crossroads of evolving geopolitical dynamics, presents a landscape rich in opportunities and risks. Its strategic geographical location, serving as a nexus for the global East-West Sea Lane of Communication (SLOC), coupled with abundant natural resources on land and sea, has elevated it to a focal point of geopolitical rivalries. China is taking an assertive stance in the region reminiscent of Cold War dynamics, thereby occupying the gap left by the now defunct the Union of Soviet Socialist Republics (USSR). This shift raises concerns as China flexes its military and economic influence, appearing poised to reshape the existing international order. Such actions signify a potential decline in reliance on the United States (US) within the region and provoke questions about the future balance of power in the region's security environment. The fundamental problem in this study centres on whether China's strategic manoeuvres significantly contribute to the weakening of United States-Association of Southeast Asian Nations (US-ASEAN) relations, thereby influencing the overall balance of power in the region. Therefore, this paper explores the significant role of ASEAN as a pivotal mechanism for regional stability. This study adopts qualitative methods with a mix of descriptive and analytical approaches and studies based on in-depth information and data from case studies. The findings emphasise ASEAN's crucial role in unifying Southeast Asian nations, fostering positive international cooperation, and forming strategic partnerships to counter disruptive forces through peaceful means. Furthermore, ASEAN deploys hedging and enmeshment strategies as a multilateral platform and through bilateral policies. These strategies provide dynamic alignment options, facilitating adjustments amidst the great power manoeuvres. In conclusion, the study Sino-US rivalry, emerging as a pivotal mechanism for maintaining regional stability.

Abstract:Significance The conference is designed to resolve conflicts between the politically powerful military and several ethnically based armed groups. The talks come months before Myanmar holds a general election, which will likely result in State Counsellor Aung San Suu Kyi’s National League for Democracy (NLD) retaining control of the civilian portion of government. Impacts China will continue to support different ethnic insurgent groups while also delivering on infrastructure projects in Myanmar. Myanmar will likely become more embroiled in rivalries between China and the United States, and China and India. Abstract:International Journal, Ahead of Print. What does AUKUS mean for Southeast Asia? While some Southeast Asian countries are critical of the new pact, others appear to be more positive or, at least, neutral towards it. We argue that Southeast Asian responses to AUKUS are characterised by a new ontological security dilemma with three different characteristics. First, Southeast Asian countries—particularly Indonesia and Malaysia—face the dilemma of maintaining a balance of power and regional stability amid an environment of increasing engagement with extra-regional actors. A second dilemma relates to the region's need for security against extra-regional threats, primarily from China, which led several Southeast Asian countries—such as Singapore, Vietnam, and the Philippines—to support AUKUS, either explicitly or implicitly. Third is ASEAN's organisational dilemma of how to strategically utilise its regional frameworks to respond to AUKUS amid the divergent views of major Southeast Asian countries. We then address efforts to mitigate the regional security dilemma by reconsidering ASEAN regional frameworks and rethinking the role of the ASEAN chairman to deal with major regional security issues.

Abstract:Competition between the US and China over trade wars has a significant impact on many countries in the world, including ASEAN. The ASEAN region is a central market in the Pacific. Because of this competition, each Chinese export to the US will decrease by around 10%, and also reduce economic growth by 1.1% in ASEAN. This phenomenon raises significant questions about the role of ASEAN. This research paper will answer the purpose of ASEAN as a multilateral organization in balancing its interests amid a trade war. After that, this paper focuses on the topic of competition between the US and China related to the economy. This discussion is divided into two main points, first is about the trade war, and the second is the role of RCEP to build ASEAN economic balance. International cooperation on a liberal perspective is used to analyze the problems in this case. This paper argues that ASEAN seeks to encourage collaboration between its members to face the challenges of the US and China trade wars. Cooperation is the best way for ASEAN to see this phenomenon.

Abstract:This article investigates whether the South China Sea is a source of internal disagreement or unity in ASEAN. It argues that when the focus is on the possibilities of cooperation beyond what is necessary for regional peace and stability, five different member-state groupings can beidentified according to their outlook on the desirable level of US and Chinese regional engagement, their support for a dialogue focusing on Sino-Southeast Asian cooperation and their viewson the scope of a code of conduct. By contrast, when addressing the prospects of coexistence, unity prevails within ASEAN. The memberstates are in agreement that Southeast Asia cannot opt out of the structure of deterrence that is consolidated between the USA and China. In addition, they agree that a practice of consultation and a conservative code of conduct between Southeast Asia and China will contribute to peace and stability by offering assurance that pending disputes in the South China Sea will be settled by the indigenous powers through peaceful means and will remain separate from the outer structure of strategic competition.

Abstract:China–US relations will stagnate in a strategic game for some time to come and even for a long historical period. ASEAN will find itself confronted with a new problem and a new challenge as it has to navigate through this situation and cope with inter-state relations and international affairs under this context. As the largest neighbor of China and a main partner to the US in Asia, ASEAN insists on “not choosing any side” and sticks to the “balance of power”. The intensified China–US game has some potential impact on China-ASEAN relations. Securing the centrality of ASEAN in regional cooperation not only helps maintain lasting peace, stability and prosperity in Southeast Asia, but also is in line with the long-term strategic interests of China and the US in the region. China will continue to support the centrality of ASEAN in regional cooperation, promote deep integration of the “Belt and Road” initiative with different institutional arrangements that ASEAN makes for regional integration, and give positive considerations to building production bases in Southeast Asia to improve its global industrial chain.

Abstract:Abstract In the wake of the mega-free trade agreements, all of the 10 member countries of the Association of South East Asian Nations are determined to participate in the Regional Comprehensive Economic Partnership and to maintain the centrality of the Association of South East Asian Nations whereas Brunei, Malaysia, Singapore, and Vietnam have also opted for the Comprehensive and Progressive Agreement for Trans-Pacific Partnership. In view of divergent positions of member countries of the Association of South East Asian Nations, this paper asks two questions: empirically, what drives individual member countries of the Association of South East Asian Nations toward the Regional Comprehensive Economic Partnership or Comprehensive and Progressive Agreement for Trans-Pacific Partnership; normatively, do the different positions embraced by member countries of the Association of South East Asian Nations weaken the coherence of external relations of the Association of South East Asian Nations and undermine its centrality in Asian regionalism. I argued that Singapore’s participation in the Trans-Pacific Partnership is mainly motivated by its wish to set the rules of free trade agreements in the Asian Pacific. Brunel aims to diversify its domestic economy and to undergo economic reform through international commitments. Vietnam and Malaysia joined the Trans-Pacific Partnership with a view to accessing American market, but Vietnam’s Trans-Pacific Partnership participation should also be understood in the context of its aggressive free trade agreements strategy. This paper argues that solidarity within member countries of the Association of South East Asian Nations does not prevent economically advanced member countries from participating in the Comprehensive and Progressive Agreement for Trans-Pacific Partnership for market access; nonetheless, the need of Cambodia, Laos, and Myanmar should be taken into account through special and differential treatment in Regional Comprehensive Economic Partnership negotiations.

Abstract:executive summary: This essay examines how Southeast Asia's economic fortunes are at risk as the climate for trade and investment sours. main argument FDI is the engine that has propelled economic growth in Southeast Asia over the last few decades. The region, grouped together as ASEAN, has astutely used foreign investment and know-how to upgrade technology and skills and to transition from a low-cost manufacturing model to high-value goods and services. This openness to trade and investment has transformed the region's economic fortunes, with front-runners such as Singapore, Vietnam, Malaysia, Cambodia, and Thailand at the vanguard of global manufacturing in fields as diverse as electronics, automobiles, pharmaceuticals, and textiles. ASEAN's success as a manufacturing hub would not have been possible without both an openness to trade and the presence of regional supply chains that favorably position Southeast Asia as an essential supplier of raw materials and key components for final assembly in China. But this defining economic model is confronting headwinds that could upend its continued success. The region's policymakers face a difficult set of challenges as they navigate an increasingly disruptive external and internal landscape. policy implications • ASEAN is at the epicenter of growing trade and geopolitical tensions between the U.S. and China, which raises the threat of decoupling and supply chain reconfiguration and potentially places the region in a difficult position of having to take sides. • Deglobalization and reshoring also pose a risk to manufacturing and investment, which ASEAN states depend on. Protectionist policies are resurging in Europe and the U.S., and the Covid-19 pandemic highlights the fragility of just-in-time supply chain management, encouraging instead a just-in-case approach. This will test the region's ability to sustain its high pace of economic growth to meet rising public aspirations and concerns about stalling social mobility. • Southeast Asia is already facing climate-related devastation due to rising ground temperatures and sea levels. Abstract:Myanmar is currently faced with conflicts mainly considered as crimes against humanity that require resolution sooner or later. The conflict in Myanmar is closely linked to ethnicity, creating a cycle of violence that continues to escalate without any possibility of diminishing. The inability of the state to address ethnic minority grievances or provide adequate security to communities has created a literal arms race among minority groups. More action needs to be taken to finally resolve the situation and crisis unfolding in Myanmar, and that is where countries in Southeast Asia play a very important role for conflict resolution. This research was carried out using qualitative method with descriptive analysis regarding to the situation that occurred in Myanmar, especially regarding the Rohingya crisis and the Myanmar Military Coup which was the focus of the research. The escalation of the humanitarian conflict and the deprivation of democracy by the Myanmar people, requires joint handling in order to avoid further expansion of the conflict. In this case, neighboring countries such as Indonesia have an important role as a driver of mediation in regional forums to resolve conflicts in Myanmar. ASEAN, as a diplomatic platform in the Southeast Asian region, must be put forward and reach a consensus for finally intervening in the Myanmar conflict, which is taking more and more lives. The United Nations with the principle of responsibility to protect can also play a role in overcoming the conflict, considering that the conflict has resulted in crimes against humanity that cannot be tolerated.

Abstract:As part of the Biden administration’s reconstruction of the Indo-Pacific and even the global alliance system, the establishment of AUKUS further strengthens the influence of the U.S.-led minilateral security cooperation on regional security. Based on the regional, trans-regional, and global classification of “economic minilateralism” and “security minilateralism,” there is a significant normative competitive relationship between the American transregional security minilateralism represented by AUKUS and the local regional multilateralism in Southeast Asia represented by ASEAN. It is mainly reflected in the tension between the U.S.-led minilateral military security cooperation based on ethnic identity and the competitive regional architecture it relies on and the ASEAN-led regional multilateral cooperation and its ASEAN Way, ZOPFAN, and the inclusive regional architecture. This determines that as a security minilateralism, AUKUS’s functionality and flexibility point to the deconstruction of ASEAN centrality, rather than “conducive to maintaining ASEAN centrality” claimed by AUKUS. The cognition and reaction of ASEAN and its member states to AUKUS provide strong evidence for the above conclusion, and this tension will certainly have multiple impacts on the regional legitimacy of AUKUS and the overall regional security.

Abstract:How did the trade rivalry between the United States and China impact China's foreign public image in the ASEAN press? In the context of Southeast Asia's mixed attitude toward China, this article argues that the trade war between China and the United States heightened negative sentiment on China, especially in states grappling with the latter as a security threat, but whose investment climate has been slower to respond to the restructuring of the global supply chain. Drawing from econometric analyses of news sentiment mined from a corpus of 75,619 online English news articles in all 10 Southeast Asian countries from January 2016 to March 2020, we find that the trade war induced negative news sentiment on China in the ASEAN press. However, foreign visits to and from China appear to have been favorably regarded and helped boost China's image in the region. The findings remind that there may be a need for China to rethink its carrot-and-stick strategy to win the hearts and minds of its ASEAN neighbors.

Abstract:The article examines the specifics of the situation in Southeast Asia (Southeast Asia) from the point of view of military security issues and in connection with the situation in the Indo-Pacific region (ITR). The author proceeds from the fact that a serious destabilizing factor in the region remains the presence of intraregional contradictions - political, territorial and ethno-confessional, which are used by extra-regional actors under the auspices of the United States. Having identified China and Russia as the main rivals, Washington improved its Indo-Pacific strategy, activated the activities of existing ones and began to form new military-political alliances, on the basis of which it is envisaged to create an Asia-Pacific branch of NATO to contain them. The author believes that Washington's policy in Southeast Asia is opposed by the Association of Southeast Asian Nations (ASEAN), which proceeds from its central role in the evolution of the regional security architecture. In the context of the escalating rivalry between the United States and China, ASEAN sees a way to overcome the complex of regional contradictions in creating a security system based on mechanisms associated with ASEAN. In the ASEAN concept, the ITR appears as a region of dialogue and cooperation, not competition, open to China and other interested states to participate in the project. The author comes to the conclusion that such a statement of the question is justified both from the point of view of the strategic interests of the Southeast Asian countries themselves, and in general of the entire ITR. Analyzing the strategy adopted by Washington, the author believes that it becomes a long-term factor of strategic planning in the Pentagon. Its main goal will be to forcefully counter China's policy and put pressure on Russia and ASEAN, which seek to resist the dominance of the United States in the IT. In his opinion, in the current conditions of the situation, it is necessary to further strengthen the comprehensive strategic partnership between Russia and China and deepen cooperation with ASEAN on the basis of common interests in order to ensure regional security and stability.

Abstract:The article is devoted to consideration of the competence of ASEAN in the field of human rights. Human rights are universal values agreed by the countries of the world. The main pillars of the international system of promotion and protection of human rights are regional mechanisms for the protection of human rights. The most prominent subregional organization in the Asia-Pacific region in terms of recent human rights developments is ASEAN. ASEAN is an international intergovernmental subregional organization of countries located in Southeast Asia. The ASEAN Charter enshrined human rights as a fundamental principle of ASEAN and created a mechanism to promote and protect the human rights and fundamental freedoms of ASEAN citizens. Respect for fundamental freedoms, the promotion and protection of human rights, and the promotion of social justice are among the general principles binding on member states. To ensure the implementation of the provisions of the Charter in the aspect of human rights protection, the ASEAN Intergovernmental Commission on Human Rights was established, which later adopted the ASEAN Declaration of Human Rights. But despite quite significant progress in the aspect of legal support of ASEAN's competence in the field of human rights, practical problems still exist today. In particular, one of the problematic issues that still exists within the Association is the provision of human rights in the region. After all, guided by the principle of non-interference in the internal affairs of states, ASEAN does not pay attention to events related to the violation of human rights in the territories of its member states. In addition, ASEAN does not have judicial bodies to consider cases of human rights violations by member countries, as European countries do. The ASEAN Commission itself does not have the authority to make binding decisions, consider cases or conduct investigative visits. The absence of such functions and the absence of mandatory requirements regarding the independence and experience of AICHR members lead to debate. At the same time, the provision concerning the scope of powers to make decisions only by consensus is subject to the most criticism. After all, every state can reject any criticism of its human rights by way of veto.

Abstract:The sea-bound development of humankind is the most pronounced and significant feature of the 21st century, which is expected to be the ocean’s century. The United Nations’ Sustainable Development Goals (SDGs) recognise the conservation and sustainable use of seas and oceans as an indicator of a country’s development level. Humankind faces grave challenges associated with marine environmental pollution due to the accelerated pace of maritime resource extraction. Owing to the uniformity and the transboundary nature of the marine environment, preventing and reducing marine environmental pollution is not only a national concern but also a regional and global priority. As a region with diverse ecosystems and abundant marine resources, The Association of Southeast Asian Nations (ASEAN) has long viewed marine environmental preservation as a cornerstone of its environmental protection strategy. This paper posits the effectiveness of ASEAN’s “soft law” and discusses member states’ cooperation through the establishment of regional documents and mechanisms to address environmental pollution. On that foundation, the study underscores the role of ASEAN’s “soft law” and projects its trajectory concerning the regional legal framework for protecting the marine environment.
