Abstract:The concept behind the Belt and Road Initiative (BRI; formerly 'One Belt, One Road') began to take shape in 2013. Since then, this Chinese-led project has become a major plank in China's foreign relations. The BRI has grown from its basis as a vision of interregional connectivity into a truly global system, encompassing places-including many island states, territories, and cities-from the South Pacific to the Arctic, from East Africa to the Caribbean, from the Indian Ocean to the Mediterranean. Islands and archipelagos are particularly prominent in the BRI's constituent 21st-Century Maritime Silk Road (MSR) and Polar Silk Road or Ice Silk Road projects, but little scholarly attention has been paid to how the BRI relates to islands per se. This special section of Island Studies Journal includes nine papers on islands and the BRI, concerning such diverse topics as geopolitics, international law and territorial disputes, sustainability and climate change adaptation, international relations of autonomous island territories, development of outer island communities, tourism and trade, and relational understandings of archipelagic networks. Taken together, these papers present both opportunities and risks, challenges and ways forward for the BRI and how this project may impact both China and island and archipelago states and territories.

Abstract:Since “the Belt and Road” initiative was proposed ten years ago, ASEAN has always been a priority region. China and Southeast Asian countries, adhering to the principle of extensive consultation, joint contribution, and shared benefits, have made significant achievements in political consultation, economic cooperation, cultural exchanges, environmental protection, and other aspects. In the new international political and economic situation, both sides are facing challenges from factors such as intervention from foreign powers, political uncertainty within ASEAN countries, competition for economic development space, and misunderstanding and concerns about China’s rise. Nevertheless, China and ASEAN are geographically connected by mountains and rivers, historically by humanities. With the RCEP implemented and the RMB regionalized in ASEAN, cooperation between China and ASEAN in emerging fields such as the digital commerce and green energy will see more benefits. In order to better promote China ASEAN cooperation, China should maintain the regional center status of ASEAN, solidly promote bilateral trade and enterprise investment, through cultural exchanges and international public opinion promotion, tell China’s story well, win the hearts of ASEAN people, and enhance trust between each other.

Abstract:The grand "Belt and Road Initiative" (BRI), comprising various routes by land and by sea, is a globally oriented outreach strategy intended to connect China with the world. Essentially, the BRI is about global outreach, connecting the world with China as the core hub. The initiative is known in Chinese as "Yi Dai Yi Lu" ("One Belt, One Road") but in practice, it encompasses multiple routes along the BRI, connecting various specific countries and regions, transportation modes and industrial sectors. China has the financial resources, the technology, the manpower, and most importantly, the political will and strategic vision to support infrastructure development in developing countries. Nevertheless, the BRI is currently at a crossroads. The tremendous enthusiasm for the promise of increased infrastructure connectivity and trade promotion under this initiative has begun to subside. Indeed, the implementation of the BRI has faced various practical issues and serious challenges.

Abstract:<span>Since the establishment of China-ASEAN strategic partnership, and the acceleration of the ASEAN Economic Community (AEC) building, China-ASEAN economic cooperation relationship has entered a new era. In the building of the "Belt and Road Initiative" (BRI), ASEAN has a pivotal position and role, and ASEAN countries are key cooperation partners. In order to achieve the building goals of the BRI and AEC, China not only attaches great importance to the cooperative relationship with ASEAN, establishing and upgrading the China-ASEAN Free Trade Area, advocating the establishment of a China-ASEAN community with a shared future, and agrees that ASEAN maintaining its leadership role in East Asia regional cooperation. At the same time, China and ASEAN are gradually implementing the BRI to dock with the ASEAN Community Blueprint and the Master Plan on ASEAN Connectivity, and speeding up cooperation in trade, investment, and production capacity for win-win cooperation. However, China-ASEAN economic cooperation also faces challenges such as trade and investment competition, trade surplus, competition for dominance in economic cooperation, and the "China Threat" theory. In this regard, China and ASEAN need to coordinate the relationship among various cooperation mechanisms, optimize the structure of bilateral economic cooperation, implement a competitive negative list system, adjust the division of labor to achieve complementary advantages, so as to lay a solid foundation for building a China-ASEAN community with a shared future.</span>

Abstract:Since the Belt and Road Initiative was brought up in 2013, a wide variety of mechanisms and platforms under its framework have sprung up, which actively led the initiative to a deeper and more practical fashion. OECD, WEF and other mechanisms and platforms with long-accumulated experience can inspire the initiative in building its cooperation system. In order to promote the system, we need to highlight the leading, professional, practical, popularity and justice-based characteristics of those mechanisms and platforms, to connect with which advanced ideas and institutions should be integrated dynamically into the process.

Abstract:China’s Belt and Road Initiative (BRI), first announced by President Xi Jinping in 2013, has being promoted as an important, developmentoriented collaboration involving over 60 countries around the world. The routes that link China to ASEAN countries are evidently more promising, due not only to the increasingly intensive ASEAN-China economic ties, but also to their geographic proximity and strong historical linkages. Challenges abound nonetheless. For Singapore, there is an essentially significant role in enhancing China-ASEAN relations. Having rich experience in developing numerous types of joint projects, through collaborating with partner countries, Singapore enjoys a strong advantage in facilitating bilateral and multilateral economic cooperation and in strengthening mutual trust between China and ASEAN states. Meanwhile, Singapore needs to be mindful of the complexities in the region’s geopolitical dynamics and preserve its neutrality. Likewise, Singapore is also facing growing challenges, from decelerating global trade as well as rising competitive pressure from China.

Abstract:This book focuses on how to promote cross-border economic cooperation in the context of China national strategy including BRI. This book summarizes the existing regional economic development theories and sorts out the relevant theories of cross-border economic cooperation. Then, it analyzes the industrial development of China's southwestern border and neighboring countries, the main reasons of rural household poverty in the border ethnic areas by means of empirical methods, and proposes corresponding policy implications. Also, it explores the current border investment and trade policies of China, and compares the similarities and differences between China and Vietnam, and Laos and Myanmar.

Abstract:China's Belt and Road Initiative (BRI) aims at connecting the continents of Asia, Europe, and Africa through a combination of infrastructure projects and soft‐power programs. All of the six land bridges and maritime routes under the BRI extend westward, mostly passing through Central Asia and the Middle East on land or by sea. Cooperation with countries in these regions will, according to China's design, meet its domestic energy needs, and grow the country's economy. China recognizes, however, that in Central Asia and the Middle East, the risks posed by what it calls the “Three Evils” — terrorism, extremism, and separatism can impact the success of the BRI. They can also impact stability in its own adjacent areas, including Xinjiang. Therefore, in concert with the BRI, China is also identifying and deploying bilateral and multilateral diplomatic mechanisms aimed at security coordination with BRI countries in these two volatile regions. This article provides an overview of BRI developments in the two regions and examines some of the diplomatic mechanisms China is using to coordinate security and reduce risks.
An Inquiry into the Approach to Asian Regional Trade Integration Under the Belt and Road Initiative — The Case of the Alignment of a China-Japan-South Korea Free Trade Area

Abstract:It has been five years since the Belt and Road Initiative(BRI) was first introduced. Though there has been a growing body of literature on regional cooperation between covered countries, Japan and South Korea have been barely discussed. This paper starts with the consensus-based mechanism of a China-Japan-South Korea Free Trade Area(FTA) to probe the approach of its alignment with the BRI in terms of the sequence of "master plans," "viability of cooperation," and "embedding of rules." This inquiry found that the three countries have a shared interest in cooperation in Central Asia to which China prefers a pragmatic approach, while Japan and South Korea an approach combining idealism with pragmatism. Given the huge potential of cooperation between the trio, it is suggested that a "Central Asia chapter" be incorporated in the negotiation framework of this trilateral FTA, and that the design feature three aspects; fundamental principles, specific rules, and an executive body with a view to functionally contributing to regional trade integration in Asia. This approach may also be applied to the alignment of other Asian areas with the BRI.

Southeast Asia has sat atop China’s Maritime Silk Road Initiative (MSRI). By and large, most Southeast Asian countries hailed China’s MSRI, but their responses to it have some variances. China’s trade with Association of Southeast Asian Nations (ASEAN) has continued to surge. Since 2009, China has been ASEAN’s largest trading partner, while ASEAN has been the third-largest partner of China since 2011. The South China Sea dispute is an irritant adversely affecting some ASEAN states’ responses to China’s MSRI, but it is not a decisive dividing line. Vietnam is hesitant to build the Trans-Asia railway because it worries that more Chinese goods would flood into its market. In some Southeast Asian (SEA) countries, there is often a debate regarding whether they should prioritize economic interests or geopolitical/security concerns when responding to China’s MSRI. Typical are those SEA countries having a territorial dispute with China.

Abstract:There is raging speculation about the potential implications of China’s One Belt, One Road (OBOR)/Belt and Road Initiative (BRI) for the global order, spheres of influence and the positions of extra-regional powers. Much commentary is overly broad and lacks a clear and systematic method for examining OBOR/BRI’s future consequences. Focusing on the Maritime Silk Road Initiative (MSRI), a major OBOR/BRI component, in the Southeast Asian context, this article shows China’s own situation and Southeast Asian international and domestic economic and political variables will hinder the complete implementation of the MSRI. Even if the MSRI is fully realized, various factors will limit the political impact of the MSRI’s economic attractions. In short, the MSRI is more likely to yield a Chinese pond than a Chinese lake.

The “Absence” of Asian Regional Economic Integration and the Development Orientation of the Belt and Road

Abstract:Asia has a special significance in China's neighborhood strategy. Geographically, the Belt and Road Initiative faces the countries of Asia or China's neighbors in the first place. Asia is clearly marked by an imbalance in and "absence" of regional economic integration. This "absence" is two-fold: it is expressed on the one hand as a lack of unified institutional arrangements for regional economic integration, and on the other as the inability of underdeveloped countries in the region to truly participate in regional economic integration and thereby gain opportunities for development. Compared with the rule-oriented nature of existing regional economic integration mechanisms, the Belt and Road Initiative, as a new type of regional cooperation mechanism, displays an orientation towards development. All existing regional economic integration arrangements, regardless of their form, establish specific rules on access thresholds, the rights and duties of member countries, schedules and roadmaps, dispute resolution mechanisms and so forth. This is not the case for the Belt and Road, which is not predicated on specific rules, but establishes its overall framework by orienting itself towards development. Overall, the development orientation of the Belt and Road is helpful not only in overcoming the inherent defects of Asian regional economic integration, but in responding to the new challenge of anti-globalization. This is an institutional public good that China offers to Asia and to the world.

Abstract:In July 1994, the “Towards a New Asia Strategy” was formulated by the European Union, which proposes a more extensive dialogue with Asia and regards the overall reinforcement of Asia–Europe relation and economic and trade cooperation as one of key contents for European all-round diplomacy and foreign economic and trade strategy. The connectivity is regarded by Asia—Europe Meeting (ASEM) as an important direction of boosting the Asia–Europe comprehensive partnership, which coincides with the 5 long-term approaches in the Belt and Road Initiative, i.e. policy coordination, infrastructure connectivity, unimpeded trade, financial integration and people-to-people field. The space of strategic choosing is also limited for relevant countries, which puts the boosting of Asia—Europe cooperation and the regional economic integration into a certain unfavourable light. A priority for constructing the Asia—Europe traffic system, ASEM and the Belt and Road Initiative enjoy great potential for cooperation in the planning and construction of large-scale traffic projects.

Abstract:China–US relations will stagnate in a strategic game for some time to come and even for a long historical period. ASEAN will find itself confronted with a new problem and a new challenge as it has to navigate through this situation and cope with inter-state relations and international affairs under this context. As the largest neighbor of China and a main partner to the US in Asia, ASEAN insists on “not choosing any side” and sticks to the “balance of power”. The intensified China–US game has some potential impact on China-ASEAN relations. Securing the centrality of ASEAN in regional cooperation not only helps maintain lasting peace, stability and prosperity in Southeast Asia, but also is in line with the long-term strategic interests of China and the US in the region. China will continue to support the centrality of ASEAN in regional cooperation, promote deep integration of the “Belt and Road” initiative with different institutional arrangements that ASEAN makes for regional integration, and give positive considerations to building production bases in Southeast Asia to improve its global industrial chain.

Abstract:<p>The primary objective of this study is to present the background and overview of the Chinese belt and road initiative (BRI) project while exploring views, opinions, skepticisms, and challenges related to this initiative. President Xi Jinping initiated the Silk Road Economic Belt (SREB) and the 21st‐century Maritime Silk Road (MSR) to boost regional cooperation, which was later officially named as the One Built One Road (OBOR) or BRI. To this date, more than 65 nations from Asia, Europe, and Northeast Africa have joined the "BRI," to revive the old silk road. In an official document, "the Vision and Action of the OBOR," China plans to realize five cooperation and development plans, comprising of six intercontinental economic corridors. These projects are expected to bring collective economic growth in BRI member economies while keeping China at the heart of such development. The five main facets of "OBOR" cooperation include infrastructure connectivity, policy communications, finance, trade, and people‐to‐people bonds to encourage regional cooperation and mutual growth.</p>

Abstract:The Belt and Road initiative aims to facilitate cooperation in the areas of infrastructure, trade and finance between China and relevant countries. It also seeks to boost soft connectivity in terms of rules, standards and people-to-people exchange. The majority of the BRI participating countries are developing ones in Asia, Africa, the Middle East and Latin America, also known as the global South. China's efforts to advance the BRI have raised suspicion of the United States. By strengthening its ties with the global South, the United States seeks to divide and conquer between China and other developing countries, and to promote the alienation of the global South from China to realize the goal of outcompeting China. The BRI is a double-edged sword that could complicate its relations with the developing countries. China needs to recognize many difficulties faced by the global South and its pragmatic orientation of non-Western but not anti-Western, and strive to improve effectiveness and efficiency of the BRI.

Abstract:This special issue will propose that the changing relations among state-market-society in ASEAN's states will play the crucial impact toward China's Belt and Road Initiative (BRI). Under such circumstances, the changing state-market-society relations from internal and external impacts will reshape or modify their development strategy on China's footprint in ASEAN by way of adopting balancing, bandwagoning, cooperating, or hedging consideration. The hedging strategical framework can be constructed and analyzed on each ASEAN's country how to effectively deal with China's economic and political involvement. It will be concerned that the hedging strategic framework is a combination of consideration on resisting, balancing, bandwagoning, and cooperating measures in order to efficiently and rationally deal with great powers like China, in different aspects and degrees. The application of general hedging framework is a kind of risk and benefit management strategy for ASEAN states toward China's dominance on BRI that is smartly used by ASEAN states to pursue economic gains and to enjoy relative political autonomy at the same time.
The Philippines’ Perception and Strategy for China’s Belt and Road Initiative Expansion: Hedging with Balancing

Abstract:The Duterte administration has adopted a positive attitude toward China; however, Filipino people are cautious in cooperating with China because of Chinese behavior in the South China Sea dispute and the country's increasing influence on the world economy and regional security. The Filipino business sector's stance on this collaboration is closer to that of the government's because the BRI is perceived as a good business opportunity. Although there are diverging stances toward China and the BRI among state, people, and businesses in Philippines, these differences have not influenced President Duterte's decision to cooperate with China under the framework of the BRI. The Duterte administration shelved differences pertaining to the South China Sea dispute first and then participated in the Chinese government's BRI. Philippines' government has tried to combine China's funding and technology with Philippines' Build, Build, Build program to improve domestic infrastructure, expand export of agriculture products to China, and increase economic growth rate. The Duterte administration has thus expanded cooperation with China for benefits in terms of economy, trade, science and technology, agriculture, education, tourism, and infrastructure through the BRI. The implications of the above actions taken by Philippines' government include promotion of Philippines' economic and infrastructure developments and elimination of security threats from China without the United States' support through cooperation with China by participation in the BRI. Hence, shelving the South China Sea dispute is a means of promoting cooperation between the Philippines and China. The Duterte administration hopes to neutralize the effects of the pro-United States foreign policy in the past by cooperating with China in favor of maximum national interest.
Understanding National Identity Construction in China-ASEAN Business Discourse

Abstract:Few studies have investigated national identity construction in a diachronic and holistic manner. To address this gap, in applying constructivist views of international relations and Critical Discourse Analysis (CDA), this paper analyzes business news titles of Chinese and ASEAN (Association of South-East Asian Nations) country mainstream media to reveal identities that both parties construct of one another and relationships between discourse and identity construction. Findings suggest that ASEAN identities constructed by Chinese media are positive and complimentary, demonstrating its adherence to foreign policies of neighborliness and friendship. However, ASEAN countries develop a range of contradictory identities toward China. This paper concludes that such discourse manifests and constructs national identities and shapes international relations. The paper also proposes that in facing passive identities constructed by ASEAN countries China must construct a clear discourse theory to make its voice heard, project China’s stance on the international stage, respond actively to skepticism, and construct images of peace, development, and friendship.
