Abstract:The existing body of knowledge underpinning welfare state theory suggests that most welfare systems depend on growth. It signifies that the state–market mechanism is a prerequisite for achieving welfare. However, the current ecological crisis highlights the detrimental effects of unchecked economic growth, which often exploits human and natural resources. This phenomenon calls for a countermovement that protects society and natural resources through social and public policies. Within the domain of sustainable welfare, an argument points towards the need to gain an empirical understanding of sustainable welfare policies and gather qualitative evidence that explains the conditions and mechanisms of "better" eco-social performance. This article aims to identify conditions leading to achieving sustainable welfare outcomes and discern under which conditions sustainable welfare outcomes are attainable or fail, especially in the context of the Global South. It draws on empirical data to analyse the locality-based welfare systems of 22 villages across decentralised Indonesia using a conditions-oriented approach of the crisp-set Qualitative Comparative Analysis. The findings shed light on the institutional setting and policy mix leading to sustainable welfare outcomes in less-industrialised, informal economy-based, and highly decentralised country contexts. The evidence points to the presence of sustainable welfare outcomes when a substantial level of subsidiarity, self-governance, and meaningful community participation, and a policy mix covering basic needs, services for vulnerable groups, a functioning local economy, and innovative ecological practices are in place. While past research predominantly leans towards a statist-focused approach to sustainable welfare, this study proposes a society-focused perspective. It argues that transforming both modes of production and relational dynamics among society, state, and market in the Global South context is necessary, where an empowered society serves as a prerequisite for sustainable welfare outcomes.

Abstract:When it comes to grappling with both the environmental and social dimensions of energy transitions, sustainable wellbeing can be seen as a normative aim to be achieved through the satisfaction of human needs. This article exposes an engaging conceptual framework that describes the reduction of consumption through social practice theory, combined with a eudaimonic approach to wellbeing. Drawing on individual interviews with people who declare themselves as ‘living degrowth’ in French-speaking Switzerland, the article discusses everyday practices of consumption reduction that inform the actualisation of fundamental needs. The article proposes an operationalisation of Max-Neef’s approach of needs satisfaction, showing that an emphasis can be placed on sustainable practices representing synergic satisfiers. To support social change towards sufficiency, the article discusses that synergic satisfiers must be planned for collectively. Synergic collective changes are discussed in relation to synergic configurations of practices towards consumption reduction and needs satisfaction – or sufficiency.

Abstract:A primary and crucial goal of social policy is to ensure, within prevailing economic frames, equality and social justice in the pursuit of sustainable development. An integrated pattern of beliefs, values, customs, and goals in its wider meaning constitutes culture as a whole perspective in human life. In the globalizing world, cultural diversity exists that complicates the achievement of consensus in decision-making. However, a welfare culture is evolving based on new values and perspectives of the society. A digital culture is also strongly asserting itself, allowing new application methods such as quantum computing in problem-solving. Within the expanding horizons of social policy, many calculations and forecasts have made it possible to reduce poverty rates. However, poverty as a great divide still plagues the world.Child poverty is a huge global as well as national problem. Lack of opportunities for education and employment is dividing our societies. Children and young people who are growing up in poverty, or at risk of poverty, also have inadequate nutrition, insufficient access to health services, and are thus not well equipped for employment on reaching working and productive age. Participation in early childhood care and education is nowadays given high priority in political agendas simultaneously with the effective organization of health care and social eldercare of the aging population. The economic recovery, getting started again in 2021 after strong efforts to curb the corona virus disease (COVID-19), together with good governance, guides transformative social policy. Risks and tensions have been shown to cause deviant and disruptive trends that require risk management actions to avoid, for example, cybercrime. Human-ethical principles become crucial supportive means to control and evaluate the effects of a rapidly increasing technological capacity.The purpose of this article is to awaken awareness of global inequality with focus on poverty causing social disadvantage. Responsible governance based on humane ethical values, new thinking together with acceptable risk management, could lead to a social policy aiming for social justice, solidarity, and equal values. Advanced technology could be efficiently used to assess these values in society, although concerns remain about the negative appearance of dark sides.

Abstract:Abstract To address human dependence on natural resources and anthropogenic impacts on ecosystem health, understanding and management of the linkages between nature and human well‐being (HWB) are urgently needed. One fundamental barrier is the lack of quantitative indicators and models that integrate HWB with direct and indirect drivers of change in natural resources. While primary surveys provide the most valid HWB measures, extensive new data collection is often costly, especially for large‐scale studies. Therefore, it is vital to develop methods and indices based on existing data (e.g., census data, survey data) for real‐world application. To address this, we propose a new method of using structural equation modeling to construct robust, spatially explicit HWB indices from existing data and demonstrate its validity and usefulness in Cambodia. Our method is scale‐free and applicable to different frameworks and data sources and thus supports relatively easy replication in many other contexts. Further application and refinement could improve understanding of human–nature interactions, move toward robust theory development, and guide natural resource management decisions.
Incorporating basic needs to reconcile poverty and ecosystem services

Abstract:Conservation managers frequently face the challenge of protecting and sustaining biodiversity without producing detrimental outcomes for (often poor) human populations that depend on ecosystem services for their well-being. However, mutually beneficial solutions are often elusive and can mask trade-offs and negative outcomes for people. To deal with such trade-offs, ecological and social thresholds need to be identified to determine the acceptable solution space for conservation. Although human well-being as a concept has recently gained prominence, conservationists still lack tools to evaluate how their actions affect it in a given context. We applied the theory of human needs to conservation by building on an extensive historical application of need approaches in international development. In an innovative participatory method that included focus groups and household surveys, we evaluated how human needs are met based on locally relevant thresholds. We then established connections between human needs and ecosystem services through key-informant focus groups. We applied our method in coastal East Africa to identify households that would not be able to meet their basic needs and to uncover the role of ecosystem services in meeting these. This enabled us to identify how benefits derived from the environment were contributing to meeting basic needs and to consider potential repercussions that could arise through changes to ecosystem service provision. We suggest our approach can help conservationists and planners balance poverty alleviation and biodiversity protection and ensure conservation measures do not, at the very least, cause serious harm to individuals. We further argue it can be used as a basis for monitoring the impacts of conservation on multidimensional poverty.
From sustainable development to social-ecological justice: Addressing taboos and naturalizations in order to shift perspective

Abstract:While sustainability was introduced as a game-changing idea, it has often been criticized for its vagueness and its over-accommodating bent toward powerful, vested interests, economic growth, and profit seeking—or, on the contrary, for not being able to enter mainstream politics. As a result, in the current political climate, sustainability policies seem to be everywhere, but so does the social and ecological critique of these policies. In this article, we articulate the seeds of an emerging cross-sectoral shift away from sustainability and toward social-ecological justice. Coming from a multidisciplinary background, we explore commonalities in the shortcomings of sustainability agendas and identify discursive barriers to change across three critical fields: transport, energy, and urban greening. Within each of these fields, we observe an upswing of scholarly work addressing the pitfalls and trade-offs of sustainability, but we also show how taboos and naturalizations embedded in these fields hinder adequately questioning the economy’s role in sustainability thinking and action. To develop our argument that there is an emerging cross-sectoral push away from sustainability agendas and toward social-ecological justice goals, we briefly examine the current state of the wider sustainability discourse together with its critique from a social and ecological justice angle. We then review relevant academic work across the applied fields of transport, energy, and urban greening, focusing on the normative and analytical aspects dealt with, and how they address and conceptualize tensions between the different dimensions of sustainability. In the concluding section, we highlight how a focus on sectoral and local tensions between ecological, economic, and social policy goals uncovers the ways in which injustices or environmental degradation are continually reproduced, despite the sustainability framework. We conclude with suggestions for thinking and acting under the umbrella of social-ecological justice.

Abstract:Abstract Transformation toward a sustainable future requires an earth stewardship approach to shift society from its current goal of increasing material wealth to a vision of sustaining built, natural, human, and social capital—equitably distributed across society, within and among nations. Widespread concern about earth’s current trajectory and support for actions that would foster more sustainable pathways suggests potential social tipping points in public demand for an earth stewardship vision. Here, we draw on empirical studies and theory to show that movement toward a stewardship vision can be facilitated by changes in either policy incentives or social norms. Our novel contribution is to point out that both norms and incentives must change and can do so interactively. This can be facilitated through leverage points and complementarities across policy areas, based on values, system design, and agency. Potential catalysts include novel democratic institutions and engagement of non-governmental actors, such as businesses, civic leaders, and social movements as agents for redistribution of power. Because no single intervention will transform the world, a key challenge is to align actions to be synergistic, persistent, and scalable.

Abstract:Scandinavian Journal of Public Health, Ahead of Print. Aims:Both social sustainability and health promotion emphasize the development of local communities that satisfy human needs and enhance health and well-being. This scoping review aimed to identify frameworks, components, and operationalizations of social sustainability described in peer-reviewed articles and systematize the results from a health promotion perspective.Methods:Six databases were searched for relevant articles following the JBI methodology and PRISMA guidelines. Articles were included if they provided a unique framework for social sustainability, that is, a conceptual model outlining the essential components of this concept. Information concerning the components of social sustainability and their operationalizations was analyzed through a six-step narrative synthesis. The final step involved categorizing the operationalizations of social sustainability into distinct levels by employing a socio-ecological model as an analytical tool.Results:This review identified 22 articles presenting a social sustainability framework. The frameworks covered 11 components, of which social equity, safety, and neighborhood quality were the most frequent, while only five included health and well-being. The frameworks commonly provided practical interpretations of the concept with limited theoretical considerations. Furthermore, the identified operationalizations revealed a diverse understanding of social sustainability, encompassing all levels of the socio-ecological model applied.Conclusions:Health promotion research can offer theoretical and empirical insights that enhance the understanding of social sustainability, especially how societal, physical, and social determinants of health and well-being interact to create socially sustainable places. Likewise, the social sustainability literature may provide valuable knowledge underscoring the importance of contextual factors of health and well-being within the field of health promotion.

Abstract:The approach to human growth is to expand the wealth of life, not only the wealth of the economy in which people live. It is a people-driven approach with their choices and opportunities. People can be transforming agents if they have the power to act. However, if they remain out of touch, if essential technical technologies are not available and if they are estranged from nature, they are less inclined or are less able to do so in ways that address social forces and the plan for societal imbalances. Equal opportunity is medium, partly because the recognized disparity is mirrored in influential asymmetries. Nature management echoes the often unexpected voices of indigenous peoples and the numerous groups and cultures that view people as part of the web of world life. In human development, disparities not only symbolize unfairness and social imbalances that might destabilize mankind, affect people’s happiness and self esteem but also contribute to people’s environmental effect. The largest number of contribution from higher human development countries is concentrated without completely internalizing the costs. The management of nature requires the commitment and willingness of millions of individuals throughout the world, including leaders of all social sectors. As a result, the current study focuses primarily on a theoretical assessment of human potential for social justice, conceptualism, and sustainable development, all of which are desperately required and important to society.

Abstract:Poverty remains a serious challenge in developing countries, requiring a holistic and sustainable approach. This article describes the concept of community empowerment as the core of comprehensive development. This empowerment involves strengthening the capacity of communities through education, knowledge, and skills, enabling them to be independent and not completely dependent on the government to create jobs.Local wisdom is an important factor in this approach, considering that each community has unique characteristics that require tailored solutions. As an alternative, human resource-based and environmental development emphasizes the sustainable use of material and non-material resources. South Korea is a successful example of this approach, although challenges remain in achieving ecological targets that integrate economic, social, and cultural aspects.The fundamental difference lies in who leads these efforts. The government usually initiates the community development approach, while community empowerment comes from within the community with government support. A "bottom-up" approach with the principles of enabling, empowering, and protecting is the key to achieving sustainable empowerment. This article also highlights the importance of local wisdom in sustainable development which includes ecological, social, and economic aspects. Thus, this article attempts to link the success of community-based development with the achievement of ecological targets, with community empowerment as a key element that needs further analysis. In conclusion, to tackle poverty sustainably, we need to understand and apply these principles in our respective local contexts.
Affording Sustainability: Adopting a Theory of Affordances as a Guiding Heuristic for Environmental Policy

Abstract:Human behavior is an underlying cause for many of the ecological crises faced in the 21st century, and there is no escaping from the fact that widespread behavior change is necessary for socio-ecological systems to take a sustainable turn. Whilst making people and communities behave sustainably is a fundamental objective for environmental policy, behavior change interventions and policies are often implemented from a very limited non-systemic perspective. Environmental policy-makers and psychologists alike often reduce cognition 'to the brain,' focusing only to a minor extent on how everyday environments systemically afford pro-environmental behavior. Symptomatic of this are the widely prevalent attitude-action, value-action or knowledge-action gaps, understood in this paper as the gulfs lying between sustainable thinking and behavior due to lack of affordances. I suggest that by adopting a theory of affordances as a guiding heuristic, environmental policy-makers are better equipped to promote policies that translate sustainable thinking into sustainable behavior, often self-reinforcingly, and have better conceptual tools to nudge our socio-ecological system toward a sustainable turn. Affordance theory, which studies the relations between abilities to perceive and act and environmental features, is shown to provide a systemic framework for analyzing environmental policies and the ecology of human behavior. This facilitates the location and activation of leverage points for systemic policy interventions, which can help socio-ecological systems to learn to adapt to more sustainable habits. Affordance theory is presented to be applicable and pertinent to technically all nested levels of socio-ecological systems from the studies of sustainable objects and households to sustainable urban environments, making it an immensely versatile conceptual policy tool. Finally, affordance theory is also discussed from a participatory perspective. Increasing the fit between local thinking and external behavior possibilities entails a deep understanding of tacit and explicit attitudes, values, knowledge as well as physical and social environments, best gained via inclusive and polycentric policy approaches.

Abstract:The exploitation of ecosystem services, through processes like agricultural production, is associated with myriad negative environmental impacts, which are felt by stakeholders on local, regional, and global scales. The varying type and scale of impacts leads naturally to fragmented and siloed approaches to mitigating externalities by diverse governmental and non-governmental institutions. However, policies designed to address a single impact may worsen other negative impacts. As a result, even when groups have the expertise to design policy solutions in one dimension, policies addressing single issues may conflict and result in less than ideal outcomes in combination. In this paper, we present a conceptual framework and examples of this kind of "policy collision," where policies produce mutual negative interference so that policies designed independently may fail to achieve their goals. We argue that an integrated systems perspective is needed to overcome this problem and present several positive examples where this has been put into practice. Policy collision provides a useful framework for determining how each colliding policy should be modified in improve outcomes.

Abstract:This theoretical paper synthesises research on the foundational economy and its contribution to a social–ecological transformation. While foundational thinking offers rich concepts and policies to transition towards such transformation, it fails to grasp the systematic non-sustainability of capitalism. This weakness can be overcome by enriching contemporary foundational thinking with feminist and ecological economics. Whereas the feminist critique problematises foundational thinking’s focus on paid labour, the ecological critique targets Sen’s capability approach as a key inspiration of foundational thinking, arguing that a theory of human needs is better suited to conceptualise wellbeing within planetary boundaries. Based on this, we outline a novel schema of economic zones and discuss their differentiated contributions to the satisfaction of human needs. By privileging need satisfaction, such broadened foundational thinking demotes the tradable sector and rentier economy, thereby revaluating unpaid work as well as respecting ecological imperatives. This empowers new articulations of social and ecological struggles to improve living conditions in the short run, while having the potential in the long run to undermine capitalism from within.

Abstract:The 20th century saw accelerated human and economic development, with increased convergence in income, wealth, and living standards around the world. For a large part, owing to the well‐entrenched Western‐centric linear and siloed industrialization pattern, this positive transformation has also been associated with complex societal challenges at the nexus of agricultural, industrial, and health sectors. Efforts at cross‐sectoral policy coherence have been deployed with limited success. To go beyond what has been possible thus far, the whole‐of‐society (WoS) paradigm for human and economic development proposes a 21st century convergence where, instead of the rest (of the world) converging with the West, sectoral and cross‐sectoral efforts converge in their single and collective policy and action on a common target of human and economic development. In this paper, we first review and discuss contributions and limitations of policy coherence approaches. We then elaborate the institutional foundation of the WoS paradigm, taking as an anchor the well‐established model of polycentric governance that views individuals, and state, market, and community, forming society as part of the same complex adaptive system. Actors within such systems self‐organize into nested hierarchies that operate at multiple scales and move toward 21st century convergence of human and economic development.

Abstract:Scandinavian Journal of Public Health, Ahead of Print. The aim of this paper is to argue for the need to bridge the discourses of health promotion and social sustainability as an important step toward healthy community development. By building on theories and empirical knowledge from both disciplines, we advocate for the field of health promotion to take a more assertive role within the social sustainability discourse because the theoretical and empirical knowledge from health promotion research is needed. Likewise, we argue that the strong emphasis on social justice and contextual community factors within the social sustainability discourse could contribute to developing the health promotion discourse. Furthermore, we suggest that place-based methods and analyses used in current health promotion research could serve as tools to better integrate knowledge on both physical and social dimensions, thereby enhancing inter-disciplinary collaboration to develop socially sustainable communities.

Abstract:After most advanced western industries adopted redistributivism as their general orientation of policy development(since 1960s),the issues of redistributive social poli- cy have been preoccupied the central of international social policy.This situation contributes a great deal to promote social equality and the welfare right of citizens in these states;however, to some extent,we can still see this dominance of the redistributive issue as a barrier for social policy discussions extended in new orientations.This effect is in particular visible in the developing and underdeveloped world,where the redistributive idea seems less applicable than the idea of developmentalism.Meanwhile,started from the late 1980s,the surged economic power of the East Asian states in the world system stimulated people's research interest in their welfare systems,in which an element of productivist social policy is embodied abd very essential.Nevertheless,in so far,both developmental and productivist ideas of social policies are not fully investigated but remained at the margin of international social policy debates.Accordingly,this article will conduct a conceptual inquiry about the content,features and their associated contexts of these two policy models.The paper proposes to evalutate"productivist social policy"as a specific policy model,and underscoring its meaning not only from a negative view but also by a positive light.Such work may enhance readers' senses of comparison and help them with a better understanding about the diversity of policy models.It can also be useful to generate new ideas about global social policy, in order to search for new policy measures to cope with the challenge from current world's financial crisis.

Mitigation and Adaptation Strategies for Global Change

Abstract:The paper presents a number of ideas on how climate change policy implementation in developing countries can be supported by alternative international cooperation mechanisms that are based on stakeholder interests and policy priorities including broader economic and social development issues. It includes a brief review of current development policies, technological research and promotion efforts, and climate change that demonstrates that mutual policy initiatives undertaken by governments and the private sector actually have major positive impacts on climate change without being initiated by this global policy concern. Furthermore a number of examples are given on how future development objectives in Brazil, China, and India jointly can support economic and social goals and global climate change concerns if these goals are taken into consideration and supported by international cooperative mechanisms. The paper proposes international cooperative mechanisms that can support the implementation of integrated development and climate change policies. The mechanisms include an international sustainable development (SD) and Climate Finance Mechanism (SDCFM), technology development and transition programmes, technology standards, and other measures.

Abstract:Background: Work Integration Social Enterprises (WISEs) constitute an important vehicle for providing employment opportunities for disadvantaged groups.Objective: The goal of this qualitative case study is to explore perceptions of health and wellbeing among employees working in a WISE located in the Gävleborg region, in east central Sweden.Methods: Data were gathered using 16 in-depth, semi-structured interviews with the social enterprise employees.Results: Findings were categorized into three main categories: the importance of financial independence and societal benefits; team spirit and a sense of belonging; and improved quality of life and wellbeing.Conclusion: The participants perceived that working in the WISE gave them a feeling of freedom and increased their self-esteem because of the possibility to earn an income. Also, they were satisfied with their job (e.g., with regard to work quality and flexibility) and believed that their work contributed to society. Moreover, through working in a WISE, the participants felt a sense of belonging and togetherness through interaction with co-workers and managers, and an improved quality of life for themselves and their families.
