Abstract:Habitat loss and fragmentation are major threats to biodiversity. Establishing formal protected areas is one means of conserving habitat, but socio‐economic and political constraints limit the amount of land in such status. Addressing conservation issues on lands outside of formal protected areas is also necessary. In this paper we develop a spatially explicit model for analyzing the consequences of alternative land‐use patterns on the persistence of various species and on market‐oriented economic returns. The biological model uses habitat preferences, habitat area requirements, and dispersal ability for each species to predict the probability of persistence of that species given a land‐use pattern. The economic model uses characteristics of the land unit and location to predict the value of commodity production given a land‐use pattern. We use the combined biological and economic model to search for efficient land‐use patterns in which the conservation outcome cannot be improved without lowering the value of commodity production. We illustrate our methods with an example that includes three alternative land uses, managed forestry, agriculture, and biological reserve (protected area), for a modeled landscape whose physical, biological, and economic characteristics are based on conditions found in the Willamette Basin in Oregon (USA). We find that a large fraction of conservation objectives can be achieved at little cost to the economic bottom line with thoughtful land‐use planning. The degree of conflict between conservation and economic returns appears much less using our joint biological and economic modeling approach than using a reserve‐site selection approach, which assumes that species survive only inside of reserves and economic activity occurs only outside of reserves.

It categorizes natural capital into renewable natural capital and structural natural capital, and argues for exclusion of nonrenewable natural capital (such as coal and oil) from consideration as a natural capital. It presents 10 guiding principles for sustainable use of natural capital. Both tasks of reconceptualizing natural capital and identifying guiding principles for sustainable use of natural capital are inspired by Aldo Leopold’s land ethic.

Abstract:The North American Model of Wildlife Conservation (NAMWC) defines the unique style of conservation in the North American continent which is comprised of equal and ethical public access to natural resources that are ostensibly held in trust for them by the state. Since the NAMWC was first articulated as a concept, many wildlife specialists and curriculum developers in North America have adopted the seven tenets of the model as a representation of conservation history and an important component of future management strategies. In an ideological critique of the model, we argue that its narrow stakeholder focus and ideological representation limits both a broader spectrum of citizen involvement in wildlife management decisions and the future applicability of the model due to changing values toward nature. We draw on discourse and hegemony theory to critique written descriptions of the tenets from Geist et al. (2001) and other academic and popular literature addressing the model. We found that the NAMWC focuses its rhetoric on hunters and wildlife management practitioners, but excludes or marginalises non-consumptive users, policy-makers and other conservation practitioners. We argue for a broadening of the philosophical model to accommodate a variety of ideologies and diffuse powerful interests that have built up around the model.

Abstract:This essay advances the thesis that there is a need for students of politics to turn their attention to issues pertaining to natural resources policy and that the study of such issues should be attractive to those with expertise in this field. The thesis is developed through an analysis of the problem of resource conflicts or the treatment of situations in which efforts to make use of one natural resource threaten the continued use of other natural resources. A discussion of the case of Georges Bank makes it clear that neither scientific analysis nor benefit/cost analysis is sufficient to resolve the problem of resource conflicts. Consequently, there is no alternative to a search for political solutions, whether or not one likes the outcomes arrived at through the operation of the political system in specific cases.

Abstract:Expanding human population and economic growth have led to large-scale conversion of natural habitat to human-dominated landscapes with consequent large-scale declines in biodiversity. Conserving biodiversity, while at the same time meeting expanding human needs, is an issue of utmost importance. In this paper we develop a spatially explicit landscape-level model for analyzing the biological and economic consequences of alternative land-use patterns. The spatially explicit biological model incorporates habitat preferences, area requirements and dispersal ability between habitat patches for terrestrial vertebrate species to predict the likely number of species that will be sustained on the landscape. The spatially explicit economic model incorporates site characteristics and location to predict economic returns for a variety of potential land uses. We apply the model to search for efficient land-use patterns that maximize biodiversity conservation objectives for given levels of economic returns, and vice versa. We apply the model to the Willamette Basin, Oregon, USA. By thinking carefully about the arrangement of activities, we find land-use patterns that sustain high levels of biodiversity and economic returns. Compared to the 1990 land-use pattern, we show that both biodiversity conservation and the value of economic activity could be increased substantially.

Abstract:Historically, management theory has ignored the constraints imposed by the biophysical (natural) environment. Building upon resource-based theory, this article attempts to fill this void by proposing a natural-resource-based view of the firm—a theory of competitive advantage based upon the firm's relationship to the natural environment. It is composed of three interconnected strategies: pollution prevention, product stewardship, and sustainable development. Propositions are advanced for each of these strategies regarding key resource requirements and their contributions to sustained competitive advantage.

Abstract:The public trust doctrine (PTD) is a legal concept with ancient roots, and it is increasingly being examined as a framework for modern conservation. At its core, the PTD is based on the idea that certain natural resources cannot be fairly or effectively managed by private owners. Rather, these resources should be held in trust by government, which must manage their consumptive use and protection on behalf of present and future citizens. Although historically the PTD applied to a limited set of natural resources such as shellfish beds and submerged lands, courts and legal scholars have expanded the definition of trust resources to include wildlife, oceans, and ecosystem services generally. The wide range of interpretations of the PTD is seen as both a weakness (because it leads to uncertainty in property ownership) and a strength (because it can adapt to accommodate emerging science about what it takes to protect ecosystems).

Abstract:Human demands on nature have increased due to our burgeoning population. The applications of scientific knowledge to the development of increasingly powerful technologies and consumptive lifestyles by more and more people have created a modern category of human-caused disaster-stealth disasters. Stealth disasters-such as agriculturally-induced soil erosion and release of unprecedented amounts of greenhouse gases into Earth's atmosphere-tend to have protracted, unobvious onsets; do not necessarily have dramatic manifestations; and often do not attract public attention until they reach a stage approaching catastrophic consequences. At this late stage it is difficult or impossible to undo damage. Scientists tend to be among the first to understand the physical causes and notice the developments of stealth disasters and their risks and yet scientific knowledge is not enough to prevent or mitigate them. As we search for ways to deal with stealth disasters, the concept of "land health" assembled by the prominent conservationist and author, Aldo Leopold (1887-1948), can, in normative terms, provide an ecologically grounded example of nature in good condition toward which society can aim. Evidence of the reverse-symptoms of land illness-can provide a checklist for risk analysis and management that helps guide people away from harm-causing attitudes and activities and toward beneficial outcomes. Leopold's criteria of land health motivated by a land ethic that incorporates the whole of nature may be applied at geographic scales ranging from local to global as a framework for contemporary risk management.

Abstract:The research on the extinction of renewable resources caused by human exploitation should be based on individual rationality and benefit-maximization in the short run.Following this rule,this paper an- alyzed the extinction of precious renewable resources (PRR) by modeling.The renewing speed of renew- able resources increases at first as the stock of resources decreases.However,it will decrease if the stock is less than a certain amount.Accordingly,its function is constructed.The total cost function of exploitation is built on the condition where the activities follow the rule of Diminishing Marginal Product.The concept of PRR is defined and the selling price function is built on the basis of PPR's two characteristics,i.e.non-sub- stitution and unproducibility by people.From the two functions above,this paper deduced the speed func- tion of exploiting PRR when the exploiters' profit maximized in the market economy.Based on these mod- els,the extinction of PRR is explained theoretically.In the end,some pertinent measures are proposed ac- cording to the model.Besides,we argued that people may avoid the extinction and get more resources per- manently if the government manages to control the exploitation and that the ultimate solution resorts to the development of technology.

Abstract:Land use change is crucial to addressing the existential threats of climate change and biodiversity loss while enhancing food security [M. Zurek et al., Science 376, 1416-1421 (2022)]. The interconnected and spatially varying nature of the impacts of land use change means that these challenges must be addressed simultaneously [H.-O. Pörtner et al., Science 380, eabl4881 (2023)]. However, governments commonly focus on single issues, incentivizing land use change via "Flat-Rate" subsidies offering constant per hectare payments, uptake of which is determined by the economic circumstances of landowners rather than the integrated environmental outcomes that will be delivered [G. Q. Bull et al., Forest Policy Econ. 9, 13-31 (2006)]. Here, we compare Flat-Rate subsidies to two alternatives: "Land Use Scenario" allocation of subsidies through consultation across stakeholders and interested parties; and a "Natural Capital" approach which targets subsidies according to expected ecosystem service response. This comparison is achieved by developing a comprehensive decision support system, integrating new and existing natural, physical, and economic science models to quantify environmental, agricultural, and economic outcomes. Applying this system to the United Kingdom's net zero commitment to increase carbon storage via afforestation, we show that the three approaches result in significantly different outcomes in terms of where planting occurs, their environmental consequences, and economic costs and benefits. The Flat-Rate approach actually increases net carbon emissions while Land Use Scenario allocation yields poor economic outcomes. The Natural Capital targeted approach outperforms both alternatives, providing the highest possible social values while satisfying net zero commitments.

Abstract:The unfolding climate crisis is a physical manifestation of the damage that market economy, driven by the high intensity consumption of fossil fuels, has inflicted on the Earth System and on the stability conditions that were established by a complex conjugation of natural factors during the Holoecene. The magnitude of the human activities and its predatory nature is such that it is no longer possible to consider the Earth System and the services it provides for the habitability of the planet, the so-called natural capital, as an economical externality. Thus one is left with two main choices in what concerns the sustaintability of the planet's habitability: radical economic degrowth or highly efficient solutions to internalise the maintenance and the restoration of ecosystems and the services of the Earth System. It is proposed that an interesting strategy for the latter is to consider the natural capital as a stock option.

Abstract:Background and scope: Since its inception two decades ago, the concept of sustainable development has suffered from a proliferation of definitions, such that it has increasingly come to mean many things to many different people. This has limited its credibility, called into question its practical application and the significance of associated achievements and, overall, limited the progress in environmental and social developments which it was designed to underpin. Goal: This viewpoint article is intended to re-open the concept of sustainable development for discussion 20 years on from the Brundtland Report, in the context of the current state of the world, our growing understanding of ecosystems and their response to stressors and the parallel increase in recognition of inherent limitations to that understanding. Approach: Following a brief review of the diverse manner in which the concept has developed over time, we present the case for application of a series of simple conditions for sustainability, originally developed by The Natural Step in the early 90s, which nevertheless still provide a sound basis on which progress towards sustainable development could be monitored. The paper also highlights the unavoidable links between sustainability and ethics, including those in the sensitive fields of population and quality of life. Discussion: Overall we argue the need for the concept of sustainable development to be reclaimed from the plethora of economically-focused or somewhat vague and un-measurable definitions which have found increasing favour in recent years and which all too often accompany relatively minor progress against 'business as usual'. Recommendations and perspectives: The vision encapsulated in the Brundtland Report was ground-breaking. If, however, true sustainability in human interactions with the biosphere is to be realised, a far stronger and more empirical interpretation of the original intent is urgently required. To be effective, such an interpretation must encompass and guide developments in political instruments and public policy as well as corporate decision-making, and must focus increasingly on addressing the root causes of major threats to sustainability rather than just their consequences.

Abstract:The U.S. Forest Service and other federal land managers are responsible for maintaining the productivity of aquatic–riparian ecosystems, the associated native biota, and the ecosystem services they provide. These public lands are important sources of water, recreation opportunities, and habitat for a suite of animals and plants, including many that are protected under the Endangered Species Act. To meet these challenges and responsibilities, recent science suggests modifying practices to provide a broader array of habitat, biological conditions, and ecosystem functions than are associated with traditional management approaches. We suggest that by linking approaches based on natural disturbance and portfolio concepts, managers can achieve a robust strategy and desired outcomes more reliably and cost effectively. Locally complex habitat conditions created by natural disturbances provide the template for biological diversity to play out if provided enough time. Accordingly, natural disturbance regimes play an important role in creating and sustaining habitat and biological complexities on the landscape, suggesting that, to the extent possible, management actions should emulate natural disturbance processes at appropriate spatial and temporal scales. In concert with this approach, the portfolio effect (i.e., diversity that mitigates risk) provides justification for promoting connected heterogeneous habitats that reduce the risk of synchronous large‐scale population and ecosystem collapse. In this article, we describe how disturbance and portfolio concepts fit into a broader strategy of conserving ecosystem integrity and dynamism and provide examples of how these concepts can be used to address a wide range of management concerns. Ultimately, the outcome for populations, habitats, and landscapes depends on how well environmental change is understood, the degree to which change is appropriately addressed by natural resource managers, and solutions that allow populations and ecosystems to persist in the presence of and be resilient to a growing scope of human influences.

Abstract:Significance International and national law have not stemmed the tide of rapidly accelerating environmental change. In response to this challenge, we highlight examples from the United States and the European Union of the untapped capacity of existing laws to enhance social-ecological resilience to these continual changes. The recommendations we advance regarding how to mine existing legal instruments to enhance resilience are agenda-setting, and they represent a far more feasible approach to addressing emerging environmental challenges than proposing politically untenable new laws or major amendments to existing laws. We show that governance can make substantial advances in addressing environmental change in the short term by exploiting those existing untapped capacities, and we offer principles and strategies to guide such initiatives.
