Abstract:It is time for International Relations (IR) to join the relational revolution afoot in the natural and social sciences. To do so, more careful reflection is needed on cosmological assumptions in the sciences and also in the study and practice of international relations. In particular it is argued here that we need to pay careful attention to whether and how we think ‘relationally’. Building a conversation between relational cosmology, developed in the natural sciences, and critical social theory, this book seeks to develop a new perspective on how to think relationally in and around the study of IR. This book asks: What kind of cosmological background assumptions do we make as we tackle international relations today and where do our assumptions (about states, individuals or the international) come from? And can we reorient our cosmological imaginations towards more relational understandings of the universe and what would this mean for the study and practice of international politics? The book argues that we live in a world without ‘things’, a world of processes and relations. It also suggests that we live in relations which exceed the boundaries of the human and the social, in planetary relations with plants and animals. Rethinking conceptual premises of IR, Kurki points towards a ‘planetary politics’ perspective within which we can reimagine IR as a field of study and also political practices, including the future of democracy.

Abstract:For years, mainstream international relations (IR) theorists have essentially ignored reconciliation as a special-and perhaps the most difficult-form of cooperation building in international politics. This review article seeks to make the study of reconciliation a more visible field for further inquiry in IR, comparative politics, and sociology for both theoretical and practical reasons. After summarizing important themes emerged from the recent literature on reconciliation, the author addresses four issues for understanding interstate reconciliation: the interplay of group emotions and group politics, the interplay of domestic politics and international politics, the institutionalization of memories, and methodological issues. Better understanding of these issues also contributes to broadening the scope of inquiry in IR, comparative politics, and the sociology literature.

Abstract:A distinct subfield of international relations, IPE, has emerged over the last thirty years, largely in the pages of International Organization . IPE began with the study of international political economy, but over time its boundaries have been set more by a series of theoretical debates than by subject matter. These debates have been organized around points of contestation between specific research programs, reflecting fundamental differences among the generic theoretical orientations in which these research programs are embedded. The fate of specific research programs has depended on their ability to specify cause and effect relationships and to operationalize relevant variables. Scholarship in IPE has become more sophisticated both methodologically and theoretically, and many of its insights have been incorporated into policy discussions. Past points of contestation, including those between realism and its liberal challengers and between various conceptions of domestic structure and international relations, help us to understand recent debates between rationalism and constructivism.

Abstract:In recent decades, the discipline of International Relations (IR) has experienced both dramatic institutional growth and unprecedented intellectual enrichment. And yet, unlike neighbouring disciplines such as Geography, Sociology, History and Comparative Literature, it has still not generated any ‘big ideas’ that have impacted across the human sciences. Why is this? And what can be done about it? This article provides an answer in three steps. First, it traces the problem to IR’s enduring definition as a subfield of Political Science. Second, it argues that IR should be re-grounded in its own disciplinary problematique: the consequences of (societal) multiplicity. And finally, it shows how this re-grounding unlocks the transdisciplinary potential of IR. Specifically, ‘uneven and combined development’ provides an example of an IR ‘big idea’ that could travel to other disciplines: for by operationalizing the consequences of multiplicity, it reveals the causal and constitutive significance of ‘the international’ for the social world as a whole.

Abstract:Why hasn’t international relations (IR) been an evolutionary science? This article contends that a properly constructed evolutionary approach, or what I call the “social evolution paradigm (SEP),” is a powerful paradigm, perhaps the ultimate paradigm, for theorizing social changes. It first introduces some basics of evolutionism and key elements for a genuinely social evolutionary approach toward social change. It then examines several key studies in IR with an evolutionary flavor. The article goes on to identify five key issue domains of peaceful international changes that will be fertile ground for evolutionary theorization. They are as follows: the future of a rule-based international system, niche construction of the international and regional system and order, changes in states’ behaviors, the future of state and state building without wars, and finally, nontraditional security from climate change to epidemics and artificial intelligence. Finally, the article highlights the power of the social evolutionary approach and calls for more social scientists to embrace the approach.

Abstract:This book explains the design and development of international organization in the postwar period. It theorizes that the basic set up of an IO responds to two forces: the functional impetus to tackle problems that spill beyond national borders and a desire for self-rule that can dampen cooperation where transnational community is thin. The book reveals both the causal power of functionalist pressures and the extent to which nationalism constrains the willingness of member states to engage in incomplete contracting. The implications of postfunctionalist theory for an IO’s membership, policy portfolio, contractual specificity, and authoritative competences are tested using annual data for seventy-six IOs for 1950–2010.

Abstract:This paper presents a novel approach to identifying insights of peace in global media using a Retrieval Augmented Generation (RAG) model and concepts of Positive and Negative Intergroup Reciprocity (PIR/NIR). By refining the definitions of PIR and NIR, we offer a more accurate and meaningful analysis of intergroup relations as represented in media articles. Our methodology provides insights into the dynamics that contribute to or detract from peace at a national level.

Abstract:Re-imagining International Relations’ slenderness relative to other tomes of international relations (IR), belies the breadth of its ambitions. In its own words, this book seeks to uncover “what IR theory might look like had it been developed within civilisations other than the West.” The bulk of the book is a narrative of the comparative history, sociology and belief systems of ancient China and India and the Islamic world. This culminates in an analysis of six aspects of international relations - hierarchy, power politics, peaceful co-existence, international political economy, territoriality and modes of thinking – as they would have emerged from each civilisation, had the West not assumed its dominance of the field.

Abstract:In the history, the increase of war and the development of society are synchronous. Violence became the means in order to achieve peace. The ways and the details to achieve are important issues of the Peace Studies. Peace can be divided into the negative and the positive peace. The negative involves the absence of the direct violence, and it tolerates the structure violence; the positive transforms conflict with nonviolence. Peace not only indicates the absence of wars, but also includes a favorable social structure and environment. There is no way to peace, but peace is the only way.

Abstract:As communications technology, air travel, and a complex international economy continue to make the world smaller, the importance of peaceful and cooperative relationships between nations increases. However, it is unclear to what extent research on international relations (IR) has expanded as a global discipline; narrated by balanced perspectives and provides an impact. This study conducts a bibliometric analysis of 4,986 documents related to IR as recorded in the Scopus database from 1913 to 2022. Specifically, this paper analyzes (a) the trends and developments; (b) influential documents and frequent keywords and (c) major players in terms of productive journals, authors and institutions in IR studies. This paper provides a new panoramic view through tables and science maps on the publication of IR studies. The findings show a gradual interest in the IR field before the Second World War and this accelerated during the mid-twentieth century. Political economy is gaining more importance and most publications centre on IR theories while discussing prevailing events affecting the world. However, the Western influence of IR is still primarily mainstream, where IR publications are mainly controlled by large Western publishers, influenced by Western authors affiliated with long-established Western institutions. Seemingly, the non-Western contributions to the IR field have yet to establish their own footing in the field despite much discussion about diversifying IR. This remains a challenge for non-Western scholars, journal publishers, and institutions seeking to contribute to the ongoing debate in the study of international relations.
Ambition and ambivalence: Reconsidering positive peace as a trans-scalar peace system

Abstract:For 50 years positive peace has served as an aspirational goal for many scholars and practitioners of peace. However, much recent scholarly literature evidences a substantial ambivalence toward this ambition, suggesting that prominent theories, policies and practices in the field have failed to support positive peace. This article argues that a key reason for this shortcoming is the field’s failure to respond adequately to the evolving character of conflict (latent and overt) related to technological, legal and economic changes associated with the consolidation of globalization over this period. This consolidation has served to shrink the distances between previously remote actors, to expand exponentially the influence of many institutions, norms, practices and projects as they penetrate new societies, to concentrate power into the hands of ever fewer actors, and to reify instead of deconstruct endemic inequality and marginalization within states, between states, and across the globe. The failure of the field to respond robustly to these changes also prompts concerns about its ability to face sweeping challenges soon to come related to technological innovation, climate change, demographic shifts, labour automation and the search for new governance models. This article, therefore, reaffirms the aspirational goals of peace and conflict studies by building on Lederach’s earlier Peacebuilding Triangle to propose a Trans-Scalar Peace System which would recognize the need for coherent and supplementary policies and actions across scales (global, regional, international, nation and local) and utilize a backward-mapping approach to promote a parity of esteem for actors, institutions and decisions at each scale which would, at the same time, privilege the voice of those with the most pertinent knowledge, experience and capacity for action in support of any given policy or practice. Such an approach would honour the lessons of the ‘local turn’ while developing a global trans-scalar peace system.

Abstract:Peace is often studied as a lull in war or as a way to make war inconceivable. In this study, I explore the ability of digital culture to promote a new understanding of peace as a communication concept. Specifically, I analyze small digital platforms devoted to making people care about peace by encouraging them to play, explore, listen, or participate in a variety of activities. Since war is centered around the occupation of spaces and places, I use time and temporality as a theoretical framework for understanding how these interactive digital platforms construct peace in a way that is meaningful to people. In this investigation of a popular meaning of peace, I argue that the epistemology of peace offers a promise for a better future while its ethics is a commitment to remembering the past. The ontology of peace is a lived experience found in daily practices in the present.

Peaceful Settlement and International Law: A Jus ad Pacem

Abstract:States and scholars often ask how international law can forestall or redress harms caused by tensions and differences among States. This article offers the obligation of peaceful settlement of disputes as a necessary part of any response. Despite a prominent place in the UN Charter, the obligation is currently under-theorized and its practice under-examined. We explain this marginalization by identifying category errors and disabling assumptions in existing historical, doctrinal, and practical treatments, which view peaceful settlement as an obligation derived from the laws of war (jus ad bellum) and largely concerned with legal modalities (e.g., international courts and tribunals). Our article provides an autonomous, qualified, and functional account of peaceful settlement as a foundational feature of the international legal order. We survey it as part of a jus ad pacem, whose origins both pre-date the Charter and have evolved in the ensuing years. We review four existing interpretations of what the obligation entails and—contrary to earlier attempts to declare one superior—offer a holistic view, envisioning each interpretation as a different manifestation of the same obligation for different contexts. Applying this approach, we can catalog the obligation’s prohibitions, requirements, and permissions. Doing so reveals peaceful settlement as an obligation of international law, but not one requiring performance solely in international law; compliance through non-legal modalities is not only possible but prevalent. By opening up the concept and contents of peaceful settlement, we demonstrate it functions as far more than a tool for dispute settlement; it serves as a bulwark for the maintenance of international peace and justice, as well as a critical component in constructing international law itself. Thus, our article offers States a new framework for identifying and complying with peaceful settlement as a legal obligation and a research agenda for assessing its capacity to address international tensions effectively and constructively.

Abstract:<p class="a-plus-plus">We explore how "international organizations" have been conceptualized and operationalized in the field of International Relations (IR), identify an important gap between the two, and demonstrate how this shapes our understanding of world politics. Traditionally, we show, IR has embraced a broad conception of international organizations (IOs) that appreciates variation in design. However, the literature has largely coalesced around a measurement standard that reflects the characteristics of major postwar IOs. Prevailing measures, therefore, mainly count formal IOs—bodies founded with legally binding agreements—and omit informal IOs, which are founded with non-binding instruments. We argue that this produces a disconnect between theory and empirical evidence used in the field, since scholars frequently make arguments about IOs in general but draw inferences from formal IOs only. After reviewing how this disconnect has emerged, we use an original dataset on state membership in 260 informal IOs to reanalyze a number of important studies, showing heterogeneous effects for subtypes of IOs that conflict with existing theories to varying degrees. These differences imply that formal and informal IOs have different effects and that existing findings in the field are partly artifacts of the specific way IO variables have been operationalized by scholars. Based on this, we offer recommendations for how to improve research practices moving forward.</p>

International System, not International Structure: Against the Agent-Structure Problematique in IR

Abstract:Since the very beginning of social sciences, the relationship between agents and the social system has been a central problematique. Unfortunately, the agent-structure problem, which is a much narrower version of the agent-system problem, has mostly replaced the latter in social sciences, including international relations (IRs). This article argues that our long-standing affair with the agent-structure problematique has been disastrous for IR and the broader social sciences, and that it is time to end it. Our obsession with structure or the agent-structure problematique has blinded us to the simple reality that system encompasses much more than agent-and-structure and as such, that focussing on structure alone cannot possibly lead us to an adequate understanding of the dynamics of any social system. Social scientists should embrace a genuinely systemic approach if they desire to understand adequately the dynamics within a system. A refocussing on system rather than on structure not only clarifies some of the key debates in IR theory but also points to important new directions for further research. The discussion here contributes to the recent resurging interest in the systemic approach within the broader social sciences, and IR in particular.

Abstract:This introductory chapter provides an overview of the main definitions, dimensions, and processes of inter-organizational relations and outlines major concepts required for understanding and analyzing inter-organizational relations in world politics. The chapter is divided into seven sections. After a general introduction, Section 2 clarifies major definitions of the concept (both our understanding of ‘inter-organizational relations’ and of ‘international organizations’), contrasting this with the prevalent ‘regime interaction’ approach; the section also explores different dimensions of inter-organizational relations, such as degrees of formalization or Secretariat and field perspectives. Section 3 explains the growth of interaction among international organizations since 1945, pointing in particular to the proliferation of international organizations, their task expansion, issue-linkage, and political shocks as causal factors; the section also elucidates major stimuli for individual organizations to cooperate. Section 4 focuses on cooperation and competition among organizations, adding some considerations about the management of relations. Section 5 is supposed to open the door for analyses investigating systematically the effectiveness of inter-organizational relations, while Section 6 flags up major theoretical and methodological challenges for students of inter-organizational relations. Finally, Section 7 introduces the approach and structure of this Handbook.
Mediation, Military, and Money: The Promises and Pitfalls of Outside Interventions to End Armed Conflicts

Abstract:Wars impose tremendous costs on societies and the question of how to end them is of foremost importance. Several hundred books and scientific articles have been written on peace agreements and third-party interventions. In this article I provide a critical literature survey on what policies foreign countries have at their disposal if they wish to foster peace abroad. Ranging from pure (nonmilitarized) mediation, over a range of military options to economic policies, the promises and pitfalls of these types of interventions are critically assessed in the light of cutting-edge theoretical and empirical literature. A series of take-home messages emerge: (i) establishing a causal effect of mediation has proven difficult; (ii) military peacekeeping operations can play a key role, to the extent that security guarantees, the sharing of political and military power, and trust-building measures are well coordinated; and (iii) money matters—fostering human capital and economic opportunities contributes to fertile ground for lasting peace. Abstract:Students and practitioners of international politics have traditionally concentrated their attention on relationships between states. The state, regarded as an actor with purposes and power, is the basic unit of action; its main agents are the diplomat and soldier. The interplay of govern-mental policies yields the pattern of behavior that students of international politics attempt to understand and that practitioners attempt to adjust to or control. Since force, violence, and threats thereof are at the core of this interplay, the struggle for power, whether as end or necessary means, is the distinguishing mark of politics among nations. Most political scientists and many diplomats seem to accept this view of reality, and a state-centric view of world affairs prevails.
