Abstract:Research on risk management in Public Private Partnerships (PPPs) has largely overlooked that the Special Purpose Vehicle (SPV) is made up of several project partners with different interests and objectives to manage risk. This paper makes an important contribution to this literature as it articulates SPV partners’ perceptions of how they manage risk in toll road PPPs. Our case studies show that the different skillsets of both the international and domestic partners with their sub-contractors provide opportunities for mitigating and managing risk but also pose potential problems in terms of measuring and obtaining value for money for taxpayers.

Abstract:The global expansion of public-private partnerships (PPPs) has generated interest in risk allocation for PPP projects. Many previous researchers have shown that without proper risk allocation, PPP projects cannot be successful. Current research is limited to equilibrium allocation of risk. The objective of this study is to improve this situation by constructing an alternating offer bargaining game model of risk allocation between two players involved in PPP projects, i. e., the public and private sector. Risk allocation can be analyzed as a game to more fully reflect the bargaining process among the parties. Equilibrium risk allocation outcomes were analyzed for the two cases in which the bargaining process was initiated in the first round by the public or private sector, and shows that risk allocation ratio is associated with the sequence of alternating offer, discount factor, and asymmetric degree of information. The probability, severity, and impact of risk factors were considered to prioritize risk allocation. Demonstrating the proposed model using a PPP project case study validated the model as effective and practical. This study contributes to the theoretical foundation for understanding the process of bargaining risk allocation of participants and provides a practical model to aid the participants to achieve fair risk allocation rather than a crude approach with preferences and biases. It promotes participants' rational and cautious behavior. This work also proposes a new risk allocation tool based on bargaining game theory for PPP project researchers to analyze game behaviors in the construction field. Abstract:Negotiations among project participants in Public-Private Partnership(PPP) especially between government and the private consortium are time-consuming and costly.Disputes often arise during the operation period,due to the characteristics associated with PPP mode which typically involves huge investment,long concession period,high risks and complicated contractual structure.Earlier research works indicated that a fair quantitative risk allocation among the stakeholders is essential for the success of PPP projects;however,actual empirical research on the ground is limited.In light of these,this paper suggests the timing and key points of risk allocation in a PPP project,and then summarizes their influences on value for money and the criteria to allocate risks.A comparative study of several risk allocation schemes is also provided as a reference for further research and practice of PPP projects.

This paper has studied the equitable allocation of risks in China's PPP power projects based on a comparative analysis of preferred and actual risk allocations. According to the analysis, three risks, namely, "Change in law", "Competition (Exclusive right)" and "Organization and coordination risk" had different allocations. Reasons behind the differences were analyzed and more appropriate allocations for the three risks were also discussed. The preferred and actual allocation for other risks would also be reported in this paper.

Abstract:Public–private partnerships (PPPs), although widely used to build infrastructure and deliver public services around the world, have confronted transaction hazards of uncertainty, asset specificity, information asymmetry, and contract incompleteness. Drawing from contracting theories, this article takes a holistic approach to identifying eight governance mechanisms to address transaction hazards: cognition and flexibility for uncertainty, safeguards and credibility for asset specificity, transparency and competition for information asymmetry, and reputation and trust for contract incompleteness. We then conduct a comparative study of two PPP power projects, one successful in China and the other failed in India, to illustrate how governance mechanisms function to address those transaction hazards. Among eight governance mechanisms, flexibility, credibility, and competition are especially critical to determine the success or failure of PPP projects.

Abstract:Effective risk and contract management are crucial in Public-Private Partnerships (PPPs) and require adequate collection and utilisation of the project and financial information. Although access to sufficient information is indispensable, there is a lack of empirical literature documenting the information requirements in PPPs. This research aims to identify the information items the public party needs for effective risk and contract management in PPP projects undertaken in the construction sector. Information requirements were determined in three steps including (1) a structured literature review to identify the information items from academic studies, (2) identification of the information items currently used in the industry via expert interviews, and (3) validation of the information items via the Delphi Method, which included three rounds of consultations with 12 PPP experts. The findings present 52 qualitative project information requirements under various categories. In addition, 33 quantitative financial items were determined as essential information requirements for effective risk and contract management. The proposed information requirements were utilized to develop a qualitative risk assessment tool for the public party and its consultants to streamline structured data collection, avoid overlooking important project and financial information in risk assessment, and facilitate knowledge management in PPPs. The developed tool was tested by 21 PPP experts and found usable as a customizable knowledge-based system for qualitative risk assessment utilizing extensive project information during early risk assessment, feasibility studies, contract drafting and management in PPPs.

Abstract:Purpose The success of public–private partnership (PPP) projects is highly correlated to the successful management of risks encountered during the operation phase. PPP projects are especially exposed to risk due to the long operation period over which revenues need to be generated to recoup substantial initial investment and operational running costs. Despite the critical impact of risk exposure, limited research has been specifically undertaken on the matter of operational risk management. This study seeks to address this oversight by identifying and evaluating operational risk management strategies for PPPs. Design/methodology/approach Vulnerability theory is the theoretical lens used, with context drawn from Chinese PPP projects. Based on the data collected from expert interviews and questionnaires, 28 operational risk management strategies are identified. A fuzzy synthetic method is employed to analyze the effectiveness of the 28 strategies. Findings The findings reveal that providing an exit mechanism clause into the contract, establishing a comprehensive performance evaluation mechanism and developing a clear compensation mechanism are the top three effective strategies. This study also reveals that risk mitigation approaches that reduce vulnerability prove more effective than attempts to reduce external threats. Specifically, strategies aimed at managing contract, political, technical and financial risk are the most effective. Originality/value The findings of this study extend current knowledge regarding the risk management of PPP projects. They also offer a reference by which practitioners may select effective operational risk management pathways and thereby, galvanize the sustainable development of PPPs.

Abstract:It is important for the public and private sectors to establish effective risk allocation strategies for public-private partnership (PPP) projects in order to achieve a more efficient process of contract negotiation and reduce the occurrence of dispute during the concession period. This paper aims first to identify the preferred risk allocation in PPP projects of mainland China and the Hong Kong Special Administrative Region (referred to as China and Hong Kong from here onward) and then to compare these preferences to those in the U. K. and Greece by a questionnaire survey based on the same risk register. The results in China and Hong Kong show that the public sector preferred to retain most political, legal, and social risks, and share most microlevel risks and force majeure risk; while the majority of mesolevel risks were preferred to be allocated to the private sector. The comparative analyses of risk allocation preference among these four countries/jurisdictions indicate that the public sector in the U. K. was most able to transfer the PPP risks to the private sector, followed by Greece, Hong Kong, and China. Respondents from Greece exhibited the greatest degree of support for the public sector to retain the macrolevel risks. All respondents agreed that private investors should take a more active role in managing the mesolevel risks. Respondents from China and Hong Kong considered that majority of the microlevel risks should be shared equally between the public and private sectors, while respondents from Greece indicated that the private sector should take a more active role in managing the microlevel risks. The comparative study provides international investors a better understanding of risk preferences in different countries/jurisdictions so that they could adjust their strategies according to the specific situation and achieve better value for money in running their PPP projects.

Abstract:Public private partnerships (PPPs) have gained widespread adoption as an innovative way of procuring public infrastructure projects over the last two decades. Risk identification, assessment, and allocation have received considerable attention from researchers due to the risk heavy nature of PPP projects. Adoption of PPPs has triggered a sudden increase in research interest in the area in recent years. This study attempts to provide an updated systematic review of literature related to risks in PPPs using a PRISMA flowchart. The results of the study offer some valuable insights into the future and current state of research. The study found that the focus of research on PPPs has shifted from an overall risk identification and assessment approach to individual risk analysis. Moreover, this research trend is on the rise in developing countries, and that quantitative methods for risk management in PPP research and qualitative methods in practice are preferred. In developed economies, due to negative public sentiments, transparency concerns, and arguments of value for money not being achieved, PPPs are becoming less popular. For these reasons a shift to availability-based payment mechanisms such as in Design-Build-Finance-Maintain (DBFM) from traditional revenue-based mechanisms as in Build-Operate-Transfer (BOT) has been observed. These shifts in research trends and practice offer researchers future opportunities to investigate these relatively newer approaches.

Abstract:The allocation and management of revenue risk is a critical issue in the development of public-private partnership (PPP) concessions for new roadways. In order to attract financing, governments often provide fiscal support ranging from availability payments (APs) to minimum revenue guarantees (MRGs) to flexible-term contracts when demand and thus the financial viability of a project are uncertain. However, a government's inability to evaluate these alternatives can lead to either surplus fiscal support ex ante or unexpected liabilities ex post. The authors propose a quantitative methodology to guide governments' decisions when choosing among the fiscal support mechanisms. Based on a comprehensive literature review, we establish a two-dimensional framework to evaluate fiscal support alternatives by comparing their effects on the financing costs of a project and the risk retained by a procuring government. We use a stochastic revenue projection model to quantify the revenue risk and the framework's measurable indicators. We apply our framework using a hypothetical case study. The case results demonstrate that flexible-term contracts do little to increase project leverage, MRGs are most applicable to projects with significant revenue volatility, and APs are more appropriate in projects with lower revenue volatility. The framework allows governments to make more informed decisions about revenue risk sharing mechanisms to improve public budgeting and deficit control. (C) 2017 American Society of Civil Engineers.

Abstract:Throughout the last few decades, it has been verified a significant raise in the use of Public-Private Partnerships, by part of the world’s economic governments as an alternative in the management and financing of infrastructural investments to joust the problematic of the infrastructure gap. From the projects sponsors point of view, the capital investment's strategic decisions are fundamental, so that the feasibility studies of partnerships are a critical factor for operational success and their management. However, for these agents, the risk-return question is preponderant, due to the soaring of financial, political and market risks, which will organize the imperative of application of new evaluation methods, as the case of the IRR-at-Risk, Cash Flow-at-Risk and the NPV-at-Risk, where the latter combines the dual issue of risk-return and the average weighted cost of capital. Therefore, this investigation aims to proceed to the application of the listed methods for the Public-Private road institutions in Portugal. Based in a sample from the 7 SCUT and 7 new concessions (highways), we will seek to apply the decision methods of risk-return in order to prove that these can provide better decisions in matters of risk and investments analysis compared to the methods of traditional financial evaluation. The results show that, for the sponsors, the methods of risk-return provides better decisions if include the element of risk in projects.

Abstract:As part of a comprehensive research into PPP implementation, a two-round Delphi survey was conducted with experienced practitioners to identify the preference of risk allocation in China’s PPP projects. The results show that the public sector would take sole responsibility for the risk “Expropriation and nationalization”, and take the majority of responsibility for 12 other risks related to government or government officials and their actions. Fourteen risks which neither the public nor private sector may be able to deal with them alone are preferred to be shared equally. The private sector would take the majority of responsibility for 10 risks that are at the project level. Interestingly, no risk fell into the category that should be solely allocated to the private sector. Further analysis of the reasons behind these allocation preferences was then conducted. Recommendations on commercial principles and contract terms between the public authorities and private consortia are also made.

Abstract:Public-private partnerships construction mode can solve the lack of infrastucture construction fund and the inefficience of government management public-invest projects. Firstly,this paper discusses the upper limit of cooperate investment, and analyzes the advantage of reducing investment risk and operating risk from the public sector and the private sector. Secondly,it sets up a model of the invest scale of the public sector with the private sector, and discusses the risk of the PPP financing method and the risk distribution between the public sector with the private sector,in order to prompt the activity and set up a fair agreement of project partnerships.Thirdly,by integrating the investment and risk factors and using fuzzy evaluation method,an algorithm to make the risks and profits proportion is proposed for a type of public-private partnerships project.Moreover, results come from the example, which shows the validity of this investment decision and profits distribution method.

Abstract:To address a growing number of risk misallocation issues amongst stakeholders, this study explored critical factors that influence risk misallocation from a cross-stakeholder perspective. Based on the framework of risk management, the Sponge City Program, in Guyuan City (China), was taken as a case study. The checklist of risk identification was employed to screen and rank the overall project risks, and risk assessment was conducted via a structured questionnaire survey. Logistic regression analysis was adopted to investigate the causes of the misallocation between risk control capability and willingness to take risks for both public and private stakeholders. The findings indicated that public stakeholders were more likely to be affected by information asymmetry, and contract negotiation ability; while risk misallocation for the private stakeholders tended to be affected by market policy, information asymmetry, contract negotiation ability, and financing ability. This insight can inform future studies on risk allocation in PPP water projects for public and private stakeholders to optimize the decision-making process.

Abstract:Purpose - The purpose of this paper is to develop a life cycle risk management framework for public private partnership (PPP) infrastructure projects that lead to the realization of value for money and balance of interests between different partners including the public and end users.Design/methodology/approach - This paper draws on extensive theoretical research and literature reviews, coupled with case study methodologies. A comprehensive review of current literature in the field was first carried out. Then three PPP infrastructure projects, two from Australia and one from China, are studied to scrutinize reasons leading to their dilemma and articulate the valuable lessons learnt in relation to risk analysis and mitigation.Findings - The paper found that properly assessing risks (financial, government's political and public's acceptance/rejection risks), ensuring value for money and protecting the public (and end users') interests are essential in PPP infrastructure projects and this can only be achieved through optimal risk identification, assessment, allocation and management from a life cycle perspective and balanced interests between the Government/public and private partners as well as product end users.Research limitations/implications - The paper was limited to proposing the framework; therefore the next step should be testing the framework.Practical implications - The framework proposed in this paper should be practical and useful for professionals in managing the risks associated with the procurement of PPP infrastructure projects.Originality/value - The PPP method has been increasingly used to procure large-scale infrastructures such as freeways, railways, tunnels and bridges worldwide. While there have been many successful PPP projects, unsuccessful cases abound and studying them can help people better manage the risks in future PPP infrastructure projects. To ensure the success of PPP infrastructure projects, it is important for all partners to manage the risks from a project life cycle perspective, in which risks are identified and assessed in the earliest possible project stage and are allocated to the parties who are in the best position to control them. Furthermore, it is also important to continuous monitor the risks and develop proactive risk respond strategies throughout the project life cycle. To this end, this paper provides a life-cycle risk management framework for PPP infrastructure projects.

Abstract:The PPP project governance is the core of PPP project management. Based on the analysis of the problems PPP project management faced with in the aspect of economic, organization and law, this paper studies PPP project cooperation risk formation mechanism from the perspective of risk conduction and evolutionary game. It sets up the adjustment mechanism of right-duty-benefit about the "cooperation dilemma"of the PPP projects on the base of governance performance. This paper also discusses the multi-dementional collaborative governance path of the PPP project among the government, investors and the public , and how to improves the mechanism of interest coordination and supervision. This paper intends to provide decision-making reference for the adjustment of right-duty-benefit, the establishment of cooperative settlement mechanism of dilemma and the collaborative governance system of PPP projects.
