Abstract:The global expansion of public-private partnerships (PPPs) has generated interest in risk allocation for PPP projects. Many previous researchers have shown that without proper risk allocation, PPP projects cannot be successful. Current research is limited to equilibrium allocation of risk. The objective of this study is to improve this situation by constructing an alternating offer bargaining game model of risk allocation between two players involved in PPP projects, i. e., the public and private sector. Risk allocation can be analyzed as a game to more fully reflect the bargaining process among the parties. Equilibrium risk allocation outcomes were analyzed for the two cases in which the bargaining process was initiated in the first round by the public or private sector, and shows that risk allocation ratio is associated with the sequence of alternating offer, discount factor, and asymmetric degree of information. The probability, severity, and impact of risk factors were considered to prioritize risk allocation. Demonstrating the proposed model using a PPP project case study validated the model as effective and practical. This study contributes to the theoretical foundation for understanding the process of bargaining risk allocation of participants and provides a practical model to aid the participants to achieve fair risk allocation rather than a crude approach with preferences and biases. It promotes participants' rational and cautious behavior. This work also proposes a new risk allocation tool based on bargaining game theory for PPP project researchers to analyze game behaviors in the construction field. Abstract:Negotiations among project participants in Public-Private Partnership(PPP) especially between government and the private consortium are time-consuming and costly.Disputes often arise during the operation period,due to the characteristics associated with PPP mode which typically involves huge investment,long concession period,high risks and complicated contractual structure.Earlier research works indicated that a fair quantitative risk allocation among the stakeholders is essential for the success of PPP projects;however,actual empirical research on the ground is limited.In light of these,this paper suggests the timing and key points of risk allocation in a PPP project,and then summarizes their influences on value for money and the criteria to allocate risks.A comparative study of several risk allocation schemes is also provided as a reference for further research and practice of PPP projects.

Abstract:Project risks were not properly managed in the many past Public-Private Partnership (PPP) projects in China. Although numerous research studies have been conducted on risk management in China's PPP projects, the realization of risk management in China's construction industry especially in PPP projects with high risk exposure and complicated contract structure has hitherto not been well studied. This paper therefore attempted to examine the current use of risk management in China's PPP projects by an empirical survey. The results indicated that the use of risk management was inadequate; qualitative risk analysis methods were preferred to quantitative and semi-quantitative methods; risk management usage in the execution was found to be much higher than in the planning, conceptual or termination stage; interviewees were unfamiliar with most of the risk identification and assessment tools. All above could be partly due to the project nature, but more fundamentally due to the local industrial culture. The absence of risk management culture was found to be the dominant factor which limited the implementation of risk management in practice. Recommendations to alleviate the difficulties of risk management were thereafter provided in this paper.

Abstract:Purpose The success of public–private partnership (PPP) projects is highly correlated to the successful management of risks encountered during the operation phase. PPP projects are especially exposed to risk due to the long operation period over which revenues need to be generated to recoup substantial initial investment and operational running costs. Despite the critical impact of risk exposure, limited research has been specifically undertaken on the matter of operational risk management. This study seeks to address this oversight by identifying and evaluating operational risk management strategies for PPPs. Design/methodology/approach Vulnerability theory is the theoretical lens used, with context drawn from Chinese PPP projects. Based on the data collected from expert interviews and questionnaires, 28 operational risk management strategies are identified. A fuzzy synthetic method is employed to analyze the effectiveness of the 28 strategies. Findings The findings reveal that providing an exit mechanism clause into the contract, establishing a comprehensive performance evaluation mechanism and developing a clear compensation mechanism are the top three effective strategies. This study also reveals that risk mitigation approaches that reduce vulnerability prove more effective than attempts to reduce external threats. Specifically, strategies aimed at managing contract, political, technical and financial risk are the most effective. Originality/value The findings of this study extend current knowledge regarding the risk management of PPP projects. They also offer a reference by which practitioners may select effective operational risk management pathways and thereby, galvanize the sustainable development of PPPs.

Abstract:PurposeBased on the Chinese government's increased public‐private partnership (PPP) experience in the last decade, they have made a lot of efforts to improve the investment environment. This paper hence aims to conduct a more up‐to‐date evaluation of the potential risks in China's PPP projects.Design/methodology/approachAs part of a comprehensive research looking at implementing PPP, a two‐round Delphi survey was conducted with experienced practitioners to identify the key risks that could be encountered in China's PPP projects. The probability of occurrence and severity of the consequence for the selected risks were derived from the surveys and used to calculate their relative risk significance index score.FindingsThe results showed that the top ten risks identified according to their risk significance index score are: government's intervention; poor political decision making; financial risk; government's reliability; market demand change; corruption; subjective evaluation; interest rate change; immature juristic system; and inflation. Further analysis was conducted on these risks so that the possible consequence, the most impacted parties, and the preferred allocation are discussed. Recommendations on commercial principles or contract terms between the Chinese government and private consortium are also provided.Originality/valueThese up‐to‐date findings concerning the probability and consequence of key risks would provide a valuable reference for private investors who are planning to invest in infrastructure projects in China.

Abstract:Earlier research studies on public-private partnership (PPP) indicated that an objective, reliable, and practical risk assessment model for PPP projects and an equitable risk allocation mechanism among different parties are crucial to the successful implementation of these PPP projects. However, actual empirical research works in this research area are limited. This paper reports the first stage of a research study, which aims to identify and assess the principal risks for the delivery of PPP projects in China and to address their proper risk allocation between the private and public sectors. An empirical questionnaire survey was designed to examine the relative importance of different risk factors and to analyze the allocation of risk factors to different parties in PPP projects. A total of 580 questionnaires were sent out, and a total of 105 valid responses were obtained for data analysis. The Mann-Whitney U test is employed to investigate whether significant difference in perception existed first between the private and public sectors and second between industrial practitioners and academics in China. The empirical findings show that the three most important risk factors for PPP projects in China are (1) government intervention; (2) government corruption; and (3) poor public decision-making processes. These findings reveal that the Chinese government intervention and corruption may be the major obstacles to the success of PPP projects in China. A major cause for these risks may be attributed to inefficient legislative and supervisory systems for PPP projects in China. After conducting the Mann-Whitney U test on the 105 survey respondents, the empirical findings indicate that the perceptions of all 34 risk factors in China between the private and public sectors were not significantly different. Similarly, there were no significant differences between academics and industrial practitioners except that the former perceived the problem of government corruption to be more severe than did the latter. For risk allocation, the empirical results indicate that the public and private sectors were in general consensus with most of the risks identified. The major risks that the public sector preferred to accept are within the systematic risk category, especially political, legal, and social risks. The private sector preferred to retain the principal risks within the specific project risk category, especially construction, operation, and relationship risks, in addition to economic risks within systematic risk category. The remaining risk, environment risk, is preferred to be shared between the two sectors. This research study enables international construction companies to better understand how risks should be assessed and allocated for PPP projects in China. Abstract:Purpose - The purpose of this paper is to develop a life cycle risk management framework for public private partnership (PPP) infrastructure projects that lead to the realization of value for money and balance of interests between different partners including the public and end users.Design/methodology/approach - This paper draws on extensive theoretical research and literature reviews, coupled with case study methodologies. A comprehensive review of current literature in the field was first carried out. Then three PPP infrastructure projects, two from Australia and one from China, are studied to scrutinize reasons leading to their dilemma and articulate the valuable lessons learnt in relation to risk analysis and mitigation.Findings - The paper found that properly assessing risks (financial, government's political and public's acceptance/rejection risks), ensuring value for money and protecting the public (and end users') interests are essential in PPP infrastructure projects and this can only be achieved through optimal risk identification, assessment, allocation and management from a life cycle perspective and balanced interests between the Government/public and private partners as well as product end users.Research limitations/implications - The paper was limited to proposing the framework; therefore the next step should be testing the framework.Practical implications - The framework proposed in this paper should be practical and useful for professionals in managing the risks associated with the procurement of PPP infrastructure projects.Originality/value - The PPP method has been increasingly used to procure large-scale infrastructures such as freeways, railways, tunnels and bridges worldwide. While there have been many successful PPP projects, unsuccessful cases abound and studying them can help people better manage the risks in future PPP infrastructure projects. To ensure the success of PPP infrastructure projects, it is important for all partners to manage the risks from a project life cycle perspective, in which risks are identified and assessed in the earliest possible project stage and are allocated to the parties who are in the best position to control them. Furthermore, it is also important to continuous monitor the risks and develop proactive risk respond strategies throughout the project life cycle. To this end, this paper provides a life-cycle risk management framework for PPP infrastructure projects.

Abstract:The implementation of public–private partnership (PPP) is perturbed by multiple factors, and it is difficult for the Chinese government to fully control the risks of PPP projects. Based on the DPSIR model, this study constructed the PPP projects risk evaluation index system by using the TOPSIS method. Then the spatial variation, standard deviation ellipse, and gray dynamic model were used to analyze the spatial–temporal dynamic evolution characteristics of the risk level of PPP projects from 2003 to 2019 and to make reasonable predictions of the future spatial distribution pattern. This study yielded the following five results: (1) the average risk level of China's PPP projects is 0.722, with a decreasing trend of fluctuation and relatively stable risk; (2) high-risk provinces for PPP projects decrease, medium-risk provinces increase; (3) the spatial variability of risk is increasing, and the spatial differentiation is significant, showing a spatial evolution pattern of "west > central > east," but areas with low-risk values are clearly migrating to the east; (4) the spatial distribution pattern of risk has a north-easterly orientation, with a "north-west to north-east" trend in the path of movement; (5) There are differences in the spatial distribution patterns in the east–west and north–south directions, and the spatial spillover effect is not obvious. Based on the above results, the risk center of China's PPP projects will be shifted to the northeast in 2025–2035. Our study captures the evolution of PPP project risks in China in both temporal and spatial dimensions, which can provide lessons for optimizing global PPP project risk management.

Abstract:As an important part of market-based reforms, the issue of "risk" has always been a part of the public–private partnership (PPP) debate, and the way in which risks are managed determines the sustainability of market-based reforms. This study systematically examines how the institutional environment and institutional arrangements affect the effectiveness of PPP risk identification and allocation. The study aims to establish a multi-source database of all publicized PPP projects in 31 provinces during the period of 2017–2021 in China, and it incorporates different levels of influencing factors, such as the institutional environment and institutional arrangements, into a framework. Through the application of a multilevel model, the impact of the political–institutional structure at the provincial level and institutional arrangements at the social capital and project levels on PPP risk identification and allocation is judged hierarchically. It is found that only social capital at the institutional environment level can directly and positively contribute to the effective identification and allocation of PPP risks, while both the degree of potential market competition and the degree of integration at the project level have a positive effect on its risk profile. In addition, there are cross-level moderating effects, with social capital, government transparency, and government–business relations positively improving risk allocation and identification through the degree of market competition, with no significant coordinating effect on the degree of contractual integration. This study goes beyond the existing one-dimensional risk profile analysis and risk typology to dismantle the "black box" of risk identification and allocation, which is a process of continuous negotiation, and to provide a sustainable governance mechanism for the market-oriented reform of public services in the institutional arena.

Abstract:As an innovative model for infrastructure and public service delivery, public–private partnership (PPP) has become increasingly more popular around the world. PPP is facing the dilemma of development direction and value orientation since current studies and practices are mostly performed from an economic perspective. PPP leads according to sustainable development goals. This study briefly reviews the development of China’s PPP and summarizes the characteristics of PPP in China through the theory of evolutionary economic geography. Secondly, a conceptual framework of sustainability-oriented PPP is proposed with three phases named PPP1.0, PPP2.0, and PPP3.0. Thirdly, a case study named the Taizhou commuter-rail Line S1 PPP project has been adopted to verify the theoretical framework of the sustainability-oriented PPP. Lastly, the theoretical framework is analyzed and discussed based on the four dimensions: driving force, subject, process, and object. The results show that the sustainability-oriented PPP framework explains the development process and trend of PPP, not only meeting the PPP development needs in China, but also providing a reference value for other developing countries. This study has implications for decision making in China’s PPP policy and makes an innovative contribution to the global PPP knowledge body.

Firstly,this paper discusses the upper limit of cooperate investment, and analyzes the advantage of reducing investment risk and operating risk from the public sector and the private sector. Secondly,it sets up a model of the invest scale of the public sector with the private sector, and discusses the risk of the PPP financing method and the risk distribution between the public sector with the private sector,in order to prompt the activity and set up a fair agreement of project partnerships.Thirdly,by integrating the investment and risk factors and using fuzzy evaluation method,an algorithm to make the risks and profits proportion is proposed for a type of public-private partnerships project.Moreover, results come from the example, which shows the validity of this investment decision and profits distribution method.

Abstract:Public–private partnerships (PPPs), although widely used to build infrastructure and deliver public services around the world, have confronted transaction hazards of uncertainty, asset specificity, information asymmetry, and contract incompleteness. Drawing from contracting theories, this article takes a holistic approach to identifying eight governance mechanisms to address transaction hazards: cognition and flexibility for uncertainty, safeguards and credibility for asset specificity, transparency and competition for information asymmetry, and reputation and trust for contract incompleteness. We then conduct a comparative study of two PPP power projects, one successful in China and the other failed in India, to illustrate how governance mechanisms function to address those transaction hazards. Among eight governance mechanisms, flexibility, credibility, and competition are especially critical to determine the success or failure of PPP projects.

Abstract:With the deepening urbanization, urban renewal, and reconstruction movement in China, a large amount of construction waste has been generated. In order to ease the financial pressure on the government to deal with construction waste, introducing the PPP model in the construction waste recycling industry has become popular. Based on the theory of system dynamics, this paper studies the risks of using the PPP model in construction waste recycling industry. First, a causal loop diagram was depicted according to the interaction of the main risk factors. Then, using the system dynamics software Vensim, a dynamic model of the risks of the PPP project was constructed. The results show the following: (1) the PPP project in the construction waste recycling industry is profitable; (2) For the PPP project in the construction waste recycling industry, the tendering risk will break out in 6~7 years, the greatest impact on tendering risk is the cooperation environment risk, where cooperation environment risk entropy is increased by 50% and tendering risk entropy is increased by 53.66%; (3) Construction risks will break out in 7~8 years. The construction cost, construction delay, and design defects have the greatest impact on construction risks, where entropy is increased by 50% and construction risk entropy is increased by 19.30%, 19.25%, and 19.08%, respectively; (4) The operational risk has not broken out in 10 years and is expected to break out in 10 to 20 years. Raw material power supply, production technology level, and operations management efficiency have the greatest impact on operational risk, where entropy is increased by 50% and operational risk entropy is increased by 21.52%, 20.84%, and 20.76%, respectively. These results can provide suggestions and references for the risk management of PPP projects in China’s construction waste recycling industry.
