Novel MCDA methods for flood hazard mapping: a case study in Hamadan, Iran

Abstract:Flood hazard mapping is an effective measure to help reduce flood risks and it is thus crucial for disaster mitigation management. Analytic Hierarchy Process (AHP), as a widely-used conventional multi-criteria decision analysis approach (MCDA), often neglect the spatial heterogeneity of each subwatersheds. This limitation of AHP may overestimate or underestimate the importance of each evaluation criterion on flooding degree for each subwatershed, especially in urban areas, and it could thus cause inaccurate flood mapping results. To address this research gap, this study proposed two novel MCDA methods, namely D number method and evaluation based on the distance from average solution (EDAS) and circular intuitionistic fuzzy (C-IF) sets (denoted as C-IF EDAS) method which can fully consider the spatial variability of the watersheds, especially in urban watersheds. The proposed two methods and the conventional AHP method were applied to map flood hazards while their results were all compared to the SWMM simulation results, followed by the Area Under the Receiver Operating Characteristic curve (AUC-ROC). A case study in Hamadan, Iran using the three MCDA methods was presented where six flood-related criteria including elevation, slope, topographic wetness index (TWI), stream power index (SPI), Topographical control index (TCI) and fractal dimension of drainage network (FD) were selected. The results show that results of both the D number method (AUC-ROC = 0.85) and C-IF EDAS methods (AUC-ROC = 0.71) have good agreement with SWMM simulation results while they outperform the AHP method (AUC-ROC = 0.65). Therefore, it is suggested that D number and C-IF EDAS methods are relatively more useful and reliable in the flood hazard mapping of the watersheds, especially in urban watersheds, which can facilitate the sustainable watershed flood management.
