Abstract:The Facility for Rare Isotope Beams (FRIB) will be a world-leading laboratory for the study of nuclear structure, reactions and astrophysics. Experiments with intense beams of rare isotopes produced at FRIB will guide us toward a comprehensive description of nuclei, elucidate the origin of the elements in the cosmos, help provide an understanding of matter in neutron stars, and establish the scientific foundation for innovative applications of nuclear science to society. FRIB will be essential for gaining access to key regions of the nuclear chart, where the measured nuclear properties will challenge established concepts, and highlight shortcomings and needed modifications to current theory. Conversely, nuclear theory will play a critical role in providing the intellectual framework for the science at FRIB, and will provide invaluable guidance to FRIB's experimental programs. This article overviews the broad scope of the FRIB theory effort, which reaches beyond the traditional fields of nuclear structure and reactions, and nuclear astrophysics, to explore exciting interdisciplinary boundaries with other areas. \keywords{Nuclear Structure and Reactions. Abstract:The topic of this conference is 'South-South and North-South Collaboration in Science and Technology', which is addressed in this contribution in the context of basic research in high energy physics (HEP). The question whether developing countries can or should invest scarce resources in big science is not covered. HEP may be less expensive than one might fear, but cheap it is not, so priorities have to be set and these may indeed differ from country to country. The scope of this article is not to argue one way or another, but rather to give an indication and practical examples of both the requirements and the opportunities for scientific collaboration with CERN.

Abstract:The Facility for Antiproton and Ion Research (FAIR) will be the accelerator-based flagship research facility in many basic sciences and their applications in Europe for the coming decades. FAIR will open up unprecedented research opportunities in hadron and nuclear physics, in atomic physics and nuclear astrophysics as well as in applied sciences like materials research, plasma physics and radiation biophysics with applications towards novel medical treatments and space science. FAIR is currently under construction as an international facility at the campus of the GSI Helmholtzzentrum for Heavy-Ion Research in Darmstadt, Germany. While the full science potential of FAIR can only be harvested once the new suite of accelerators and storage rings is completed and operational, some of the experimental detectors and instrumentation are already available and will be used starting in summer 2018 in a dedicated research program at GSI, exploiting also the significantly upgraded GSI accelerator chain. The current manuscript summarizes how FAIR will advance our knowledge in various research fields ranging from a deeper understanding of the fundamental interactions and symmetries in Nature to a better understanding of the evolution of the Universe and the objects within.

Abstract:In this article, I set out arguments why the Large Hadron Collider (LHC) : the machine and the experiments with it, are a watershed for particle physics. I give a historical perspective of the essential link between development of particle accelerators and that in our knowledge of the laws governing interactions among the fundamental particles, showing how this journey has reached destination LHC. I explain how the decisions for the LHC design; the energy and number of particles in the beam, were arrived at. I will end by discussing the LHC physics agenda and the time line in which the particle physicists hope to achieve it.

Abstract:The Illinois Accelerator Research Center (IARC) hosts a new accelerator development program at Fermi National Accelerator Laboratory. IARC provides access to Fermi's state-of-the-art facilities and technologies for research, development and industrialization of particle accelerator technology. In addition to facilitating access to available existing Fermi infrastructure, the IARC Campus has a dedicated 36,000 ft2 heavy assembly building (HAB) with all the infrastructure needed to develop, commission and operate new accelerators. Connected to the HAB is a 47,000 ft2 Office, Technology and Engineering (OTE) building, paid for by the state, that has office, meeting, and light technical space. The OTE building, which contains the Accelerator Physics Center, and nearby Accelerator and Technical divisions provide IARC collaborators with unique access to world class expertise in a wide array of accelerator technologies. At IARC scientists and engineers from Fermilab and academia work side by side with industrial partners to develop breakthroughs in accelerator science and translate them into applications for the nation's health, wealth and security.

Abstract:The Sanford Underground Research Facility (SURF) has been operating for more than 15 years as an international facility dedicated to advancing compelling multidisciplinary underground scientific research in rare-process physics, as well as offering research opportunities in other disciplines. SURF laboratory facilities include a Surface Campus as well as campuses at the 4850-foot level (1490 m, 4300 m.w.e.) that host a range of significant physics experiments, including the LUX-ZEPLIN (LZ) dark matter experiment and the MAJORANA DEMONSTRATOR neutrinoless double-beta decay experiment. The CASPAR nuclear astrophysics accelerator completed the first phase of operation and is planning for the second phase beginning in 2024. SURF is also home to the Long-Baseline Neutrino Facility (LBNF) that will host the international Deep Underground Neutrino Experiment (DUNE). SURF offers world-class service, including an ultralow background environment, low-background assay capabilities, and electroformed copper is produced at the facility. SURF is preparing to increase underground laboratory space. Plans are advancing for construction of new large caverns (nominally 100m L x 20m W x 24m H) on the 4850L (1485 m, 4100 m.w.e.) on the timeframe of next generation experiments (~2030). SURF plans to leverage existing advisory and community committees as well as engage the underground science community to inform plans for future laboratory space.

Abstract:The Facility for Antiproton and Ion Research (FAIR), an international accelerator centre, is under construction in Darmstadt, Germany. FAIR will provide high-intensity primary beams of protons and heavy-ions, and intense secondary beams of antiprotons and of rare short-lived isotopes. These beams, together with a variety of modern experimental setups, will allow to perform a unique research program on nuclear astrophysics, including the exploration of the nucleosynthesis in the universe, and the exploration of QCD matter at high baryon densities, in order to shed light on the properties of neutron stars, and the dynamics of neutron star mergers. The Compressed Baryonic Matter (CBM) experiment at FAIR will investigate collisions between heavy nuclei, and measure various diagnostic probes, which are sensitive to the high-density equation-of-state (EOS), and to the microscopic degrees-of-freedom of high-density matter. The CBM physics program will be discussed.

Abstract:Presently under construction in Lund, Sweden, the European Spallation Source (ESS) will be the world's brightest neutron source. As such, it has the potential for a particle physics program with a unique reach and which is complementary to that available at other facilities. This paper describes proposed particle physics activities for the ESS. These encompass the exploitation of both the neutrons and neutrinos produced at the ESS for high precision (sensitivity) measurements (searches).

Abstract:Deep underground laboratories are the only places where the extremely low background radiation level required for most experiments looking for rare events in physics and astroparticle physics can be achieved. Underground sites are also the most suitable location for very low background gamma-ray spectrometers, able to assay trace radioactive contaminants. Many operational infrastructures are already available worldwide for science, differing for depth, dimension and rock characteristics. Other underground sites are emerging as potential new laboratories. In this paper the European underground sites are reviewed, giving a particular emphasis on their relative strength and complementarity. A coordination and integration effort among the European Union underground infrastructures was initiated by the EU-funded ILIAS project and proved to be very effective.

It is anticipated that the facility would provide polarised electrons, protons and ion beams, in collisions with large centre-of-mass energy. This discussion highlights its potential to address issues that are central to understanding the emergence of mass within the Standard Model, using examples that range from the exploration of light-meson structure, through measurements of near-threshold heavy-quarkonia production, and on to studies of the spectrum of exotic hadrons.
