Abstract:To date, few studies have focused solely upon understanding the unique characteristics of Chinese international students in the United States. This inquiry examines what Chinese international students’ demographic trends are over decades, what their motivations are for studying in the United States, what the unique features of their group acculturation process are, and what special challenges they face in U.S. universities that are different from what they might face in Chinese universities? This study reveals that the life of Chinese students in the United States is not easy and they have to endure multifaceted life-stresses. These results can be used to help Chinese international students adapt to the American educational environment and improve the services and programs American universities deliver to their foreign students.

Abstract:United States (US) immigration policies have increasingly focused on national security resulting in universities experiencing declines in international student applications, constraints on international scholar employment, and complications facilitating international research collaborations. The COVID-19 pandemic brought additional travel restrictions, embassy closures, and health and safety concerns that exacerbated these challenges. Science mobility is critical for science education, training, competitiveness, and innovation. Using a representative sample of US and foreign-born scientists in three STEM fields, we explore how recent visa and immigration policies have shaped research collaborations, work with students and postdoctoral scholars, and intentions to leave. We use descriptive statistics, analysis of variance, and logistic regression and find academic scientists report disruptions from visa and immigration policies; negative impacts of immigration policies on US higher education; negative effects on recruitment and retention of international trainees; and increased intentions to leave the US driven by negative perceptions of immigration policy. The Academic Stressors for Interaction Between Chinese International Students and Their Teachers:The Case of a Public University in the United States

Abstract:This article tries to analyze the academic stressors of Chinese international students in the United States from the perspective of American faculty-Chinese student interaction.Four problems were identified by our respondents as factors handicapping their effective interactions with American faculty.They were language insufficiency,lack of initiative and autonomy,verbal passiveness,and indirect mode of communication.These problems reflect the incongruities in the educational system between China and the United States.Based on the findings,the authors put forward the suggestions on English language training in China and how to train Chinese students so that they can be competitive when pursuing their studies abroad.This article also suggests that Chinese international students should adopt the strategy of deep-structure socio-cultural transfer,by which they can develop the positive rapport with American faculties and therefore relieve their academic stress.
A Critical Study of Chinese International Students’ Experiences Pursuing American Higher Education in the Age of Trump and COVID-19

Abstract:My dissertation consists of two study areas, examining Chinese international students’ experiences pursing American higher education in the Age of Trump and COVID-19. Although I address different issues in each area, they have a common theme of better understanding the current generation of Chinese international students against the backdrop of Sino-US tensions, the global pandemic, and anti-Asian racism in the US. Drawing on theories in international education, the first area stresses the role of human agency and demonstrates that Chinese students tend to live and study resiliently amid current heightened uncertainties. The other one focuses on how Chinese international students perceive race and racism in the US. Through semi-structured interviews and follow-up exchanges at the climax of two anti-racist US social movements, the Black Lives Matter and Stop Asian Hate, the findings reveal that Chinese students held contrastive views on race and racism before and after their arrival, due to the disjuncture between ideological indoctrination in the home country and experiential exploration in the host country.

Abstract:The past decade has been a difficult time to be a scholar of Chinese politics. After Xi Jinping came to power in 2012, opportunities for international collaboration began disappearing, and local interlocutors became increasingly nervous about speaking with foreign researchers. Since 2016, these problems have been compounded by the increasingly tense US–China relationship. Changing attitudes and policies in both countries have hindered those who conduct research on China, work with Chinese collaborators, and recruit Chinese students. The Fulbright Program in China and Hong Kong was closed; National Institutes of Health investigations into foreign influence in US science have caused US-based scientists’ research productivity to decline; and visa restrictions have hindered efforts to recruit Chinese graduate students (Jia et al. 2023). Legal changes in China, including the 2021 Personal Information Protection Law and the 2023 revised Counter-Espionage Law, could be used to target foreign scholars who conduct research in China (Lewis 2023; McCarthy and Gan 2023). The COVID-19 pandemic compounded these challenges in several ways: it caused a rise in anti-Chinese sentiment in the United States and created severe pedagogical challenges for those teaching Chinese politics and other courses containing “sensitive” material that could put students—some now physically located in China—at risk (Gueorguiev et al. 2020).

Abstract:This study reveals that, following bilateral reduced international visitation and academic exchange, Sino-American scientific collaboration is positioned at a turning point in a declining course. American international students originating from China have declined by nearly 22 %, and American students studying in China plummeted to 1.8 % of the number in 2018–2019. US-China interdependence in scientific collaboration has also reduced remarkably. At the same time, the concentration of influential research collaborated between the United States and China is consistently greater than both nations’ research outputs. Following the discussion of possible substitutes and the roles of American and Chinese researchers in global basic science and emerging issues, I argue that the two nations are so entwined in scientific collaboration that an adversarial rivalry perspective misses much of reality. In the face of rising uncertainties and global disasters, humanity does not have time to waste on nationalistic competitions. It is time for visionary leadership from both countries to promote intellectual exchange and scientific collaboration to address pressing global challenges.

Abstract:Chinese international students account for a significant portion of the US higher education system. This impact is amplified by the fact that many of these students are paying higher out-of-state tuition fees, that many universities rely on to meet their pecuniary needs. This past year has seen significant changes in the area of China-US relations which could jeopardize the prior model used by US universities. This article examines four of the current key political issues affecting the China-US relationship and measures the extent Chinese students are influenced by these factors when deciding to pursue higher education in the US. The four factors analyzed are the US Covid-19 situation, the US-China trade war, the social upheaval associated with the Black Lives Matter movement, and the most recent political tensions between the US and China. Key findings indicate that only about half as many students are willing to consider studying in the US and that Covid-19 seems to be the most influential factor in most students’ reasoning.

Abstract:Mainland Chinese students form the largest international tertiary student population in the USA, yet most discourse around them tends to adopt a deficit perspective. Adopting a hybridized sociocultural framework, this qualitative study follows 18 Chinese undergraduates over one year to examine how challenges they face are influenced by sociocultural contexts and change over time. Findings reveal that Chinese students face challenges around relearning new language skills and communication styles, thinking like a ‘Westerner’, understanding new classroom expectations and sociocultural contexts, and finding balance between work and play. These challenges arise from the different school, societal, and cultural expectations in China versus the USA. Debunking stereotypes that Chinese international students are passive and needy, this study argues that they possess agency as evident in their responses to challenges faced and changes in their attitudes and behaviors over time. Findings aim to increase intercultural understanding between international students and staff and improve college policies that address students’ needs.

Abstract:Abstract Four critical areas challenging Chinese and American higher education are: enrollment, faculty development, institutional mental health and well-being, and university cooperation. To address them, we encourage Chinese and American universities to consider increasing their collaborative partnerships. Because the similarities in academic mission and administrative organization of universities in both countries far outweigh their differences, there is considerable potential for institutional and individual collaborative projects and activities. Increasing collaboration would not only advance higher education in China and the US, but it would also improve relations between the two countries. In addition, more collaboration among Chinese and American universities would have a positive impact on international higher education as well as contribute to global peace. We are grateful to the leaders in Chinese and American higher education who have contributed statements that have enriched the context and perspective of our discussion.
‘The Best are yet to Come:’ State Programs, Domestic Resistance and Reverse Migration of High-level Talent to China

Abstract:Reverse migration has mitigated the brain drain for many Asian countries. But can developing countries actually bring back their best overseas talent? How can this studymeasure the quality of that talent? And, if the best are not returning, why not? Is the 'institutional culture' within the scientific and academic institutions the cause? The authors address these questions by comparing full-time and part-time returnees in three national programs, using each scholar's h-Index, the impact factor of the journals in which they publish, and the annual number of publications by each researcher. The findings show that, circa 2012–13, the strongest researchers returned only part-time. Second, returnees to the Chinese Academy of Sciences were weaker than returnees under national programs at universities. And third, universities whose presidents reformed the institutional culture at the school attracted better overseas talent than other universities. The findings, then, show that resistance to institutional change can undermine a state's effort to promote its research and development while domestic reform can promote that endeavour.

Abstract:As part of a larger study, this paper presents findings from my exploration of discourses about China-US geopolitics through popular discussions on Chinese international students (CIS) who are attending American universities during the ongoing global COVID-19 pandemic. The study seeks to advance scholarship for international students attending American colleges, with particular implications for Chinese students, as agents of geopolitical relations. In doing so, it investigates (a) how these students are represented in American media and (b) the criticality of international geopolitics in the mobility of international students. The findings reveal that American popular media sources assume a tone when writing about CIS that may stem from a deeper anti-Chinese sentiment that exists in the US. They also suggest that American institutions of higher education, and American companies that employ CIS after graduation, treat these students as imported subjects/objects that support America's intellectual and economic advancement. In doing so, the media perpetuates narratives of geopolitical tensions between the United States and China, while representing CIS as unwitting agents of those tensions. The study seeks to advance scholarship on international students attending US colleges, particularly those from China, during an era of rising populism and right-wing movements in the US coupled with rapidly deteriorating US-China relations. Caught in the Crossfire: Fears of Chinese-American Scientists

Abstract:The US leadership in science and technology has greatly benefitted from immigrants from other countries, most notably from China in the recent decades. However, feeling the pressure of potential federal investigation since the 2018 launch of the China Initiative under the Trump administration, Chinese-origin scientists in the US now face higher incentives to leave the US and lower incentives to apply for federal grants. Analyzing data pertaining to institutional affiliations of more than 2.3 million scientific papers, we find a steady increase in the return migration of Chinese-origin scientists from the US back to China. We also conducted a survey of Chinese-origin scientists employed by US universities in tenure or tenure-track positions (n=1300), with results revealing general feelings of fear and anxiety that lead them to consider leaving the US and/or stop applying for federal grants.

The impact of geopolitics on international student mobility: The Chinese students' perspective

Abstract:In the last few years, international student mobility has been disrupted not only by the global health crisis resulting from the outbreak of the COVID‐19 pandemic but also adversely affected by the rise of geopolitics. The worsening relationship between China and its western counterparts led by the United States and its allies has significantly influenced students' motivation and plan for overseas education. Based upon interviews with 75 students from leading universities in mainland China, this article examines how Chinese elite students evaluate the impact of the new geopolitics on their overseas study plans and opportunities. The study found that, due to the influence of scientific internationalism ideas and institutional habitus, interviewees underestimated the impact of geopolitical factors. Furthermore, unpleasant environmental factors (such as racial discrimination) caused by geopolitical changes are tolerable because most of the interviewees plan to return China after studying abroad. On the other hand, deterioration of Sino‐US relations has substantially affected Chinese students' international mobility. Many interviewees, especially those majoring in science and engineering, were unable to obtain visas. Some of them gave up their study abroad plans, while others transferred to other study abroad destination countries such as the United Kingdom and Singapore. We also find that the perception of the power shift in the field of higher education shapes the students' decision making. This article critically reflects upon the international student mobility from the broader political economy perspective, discussing policy implications for future international education.

Abstract:To date, no empirical research has focused solely upon understanding the personal and sociocultural stressors of Chinese international students in the United States. This qualitative inquiry examined what the most stressful aspects of their personal and social lives in the United States are, how they characterize their stress, and what conditions they believe tend to account for their stress. This study reveals that the life of Chinese students in the United States is not easy and that these students have to endure multifaceted life stresses. These results can be used to help Chinese international students adapt to the American educational environment and to improve the services and programs American universities deliver to their foreign students.

Abstract:Background: Since the Immigration and Nationality Act of 1952, the number of international students in the United States had been gradually increasing. However, the total numbers have begun to decrease since 2019-2020 school year due to the Trump administration's policy and COVID-19. Still, little is known about how international students' psychological adjustment and well-being have been affected by changing nonimmigrant visa policy and the COVID-19 pandemic. METHODS: We conducted a total of 34 online semi-structured in-depth interviews with international students from 18 countries of origin studying in the San Francisco Bay Area, California. More than 60% of the participants (21 out of 34) were aged 21 to 25. Among our 34 participants, gender and 18 were male and 16 were female, and 19 were undergraduate students and 15 were master's students. The majority of the participants were first-generation college students (22/34, 64.71%). Verbatim transcription was done for all interviews. NVivo was used for both deductive and inductive approaches to the qualitative analysis. Results: Overall, the recent political climate negatively impacted participants' psychology of adjustment and well-being. July 6, 2020 Policy Directive for international students caused severe uncertainty about whether they can continue studying in the United States. There were many resources or services needed to overcome this period, such as extended mental and emotional support from the counseling services as well as financial and informational support from the international student office and university. Although international students had the benefit of the university's food assistance program, they were not eligible to receive any external support outside of the university and financial aid at the local and federal levels. Whether maintaining F-1 visa status was one of their major concerns. Due to COVID-19, job opportunities were limited, which made international students difficult to obtain Curricular Practical Training (CPT) and secure a job in the United States within the 90-day unemployment limit of Optical Practical Training (OPT). H-1B visa and permanent residency were other challenges to go through, but participants saw positive perspectives from the Biden administration. Conclusions: Uncertain policy changes due to COVID-19 and presidential transitions impacted international students' psychological well-being and adjustment. International students are important populations in the United States who have supported jobs that are high in demand and economically contributed to the United States. It is expected that future policies at various levels support international students' life and improve their health equity and mental health.

Abstract:Using the Chinese Discourse Studies (CNDS) as a theoretical framework, this study seeks to challenge the cultural essentialism and uncritical roots of existing literature, with an aim to expose long-standing patterns of Western totalizing discourse in the field of international education research. This exploratory article explores how Chinese international students as cultural agents respond to the global pandemic and pandemic-related stereotypes. Through a critical analysis of 21 Chinese students' narratives, this article identifies three culturally specific characteristics that pervade Chinese normative dialogues: (1) Chinese dialectics, (2) Chinese harmony, and (3) Chinese self-criticism. They are often employed to emphasize Chinese optimistic attitudes in times of crisis, avoidance of confrontation for harmonious communication, and moral character of self-introspection to conform to the social norm. This article offers new empirical evidence for the reconstruction of the Chinese paradigm of discourse studies and reveals the inappropriateness of Western scholarship for understanding non-Western linguistic and communicative events and practices. In sum, this article demonstrates that Chinese discourse studies can be a potential decolonial option to depart from deep-seated scholarship in Western intellectual supremacy and a visionary framework to advance multicultural discourses about international education against the backdrop of geopolitical tensions and anti-Asian racism.
