Abstract:The avenues through which booming social media information provision reshape public environmental risk perceptions remained unclear. The release of a documentary titled “Under the Dome – Investigating China’s Smog” in mainland China on February 2015 provides a natural experiment to fill the gap. In the experiment, the public was randomly divided into two groups: people who were exposed to the information (treatment group) and people who were not (control group). To track the dynamic changes of risk perceptions of environmental pollution, we conducted three surveys on the perceptions covering two groups within one week after the treatment (March 2015, survey 1) and six months and twelve months later (September 2015, survey 2 and March 2016, survey 3, respectively). Results show that social media information provision reshapes the public risk perception by increasing self-reported knowledge, reducing trust, and making them more fearful. Raised perceived risk encourage the public to take protective behaviours that are nonetheless accompanied by public panic and collapse of trust. Based on the findings, we recommend that the government and the media pay attention to the periodicity of information provision to ensure its effectiveness on promoting the behaviour shifts and minimize the uncertainties embedded in the information to avoid the violation of trust. In addition, the effects of information provision are found to attenuate over time for all perception factors but not for trust. It also reveals that the positive role of trust building in relieving perceived risk are independent of the information provision process. Therefore, trust building shall be considered as a priority to tackle the challenges posed by a dramatically changed communication environment. The findings have wider implications for the perceptions of general risks not limited to environmental pollution.

Employee silence in health care: Charting new avenues for leadership and management

Abstract:Issue: Health care management is faced with a basic conundrum about organizational behavior; why do professionals who are highly dedicated to their work choose to remain silent on critical issues that they recognize as being professionally and organizationally significant? Speaking-up interventions in health care achieve disappointing outcomes because of a professional and organizational culture that is not supportive. Critical theoretical analysis: Our understanding of the different types of employee silence is in its infancy, and more ethnographic and qualitative work is needed to reveal the complex nature of silence in health care. We use the sensemaking theory to elucidate how the difficulties to overcoming silence in health care are interwoven in health care culture. Insight/advance: The relationship between withholding information and patient safety is complex, highlighting the need for differentiated conceptualizations of silence in health care. We present three Critical Challenge points to advance our understanding of silence and its roots by (1) challenging the predominance of psychological safety, (2) explaining how we operationalize sensemaking, and (3) transforming the role of clinical leaders as sensemakers who can recognize and reshape employee silence. These challenges also point to how employee silence can also result in a form of dysfunctional professionalism that supports maladaptive health care structures in practice. Practice implications: Delineating the contextual factors that prompt employee silence and encourage speaking up among health care workers is crucial to addressing this issue in health care organizations. For clinical leaders, the challenge is to valorize behaviors that enhance adaptive and deep psychological safety among teams and within professions while modeling the sharing of information that leads to improvements in patient safety and quality of care.
Understanding the public voices and researchers speaking into the 5G narrative

Abstract:The many different voices speaking into the current narrative surrounding the health effects of 5G technologies necessitate an exploration of the background of the various published author-spokespersons and their potential motives. This has been attempted recently by de Vocht and Albers. However, that opinion piece used a narrow investigative lens, resulting in an undermining of both the rationality of the concerned general public and the motives of specific researchers. At the same time, biases, conflicts of interest, and flaws found in "independent" reviews were not considered. To address these oversights, an evidence-based appraisal of public opinion and the scientific caliber of authors involved in the 5G health discussion is warranted. Subsequently, this review article presents an analysis of the available Australian data representing public voices, while also conducting a broader investigation of the level of expertise of recent author-spokespersons based on their experience as scientists, particularly in the area of health effects of radiofrequency electromagnetic fields. This review thus attempts to more clearly illustrate for the reader the caliber and motives of the voices speaking into the 5G narrative. The article concludes with a set of questions that need to be answered to enable scientists to advise policy makers more effectively on matters of 5G and public health.

“Toxic atmosphere effect”: Uncivil online comments cue negative audience perceptions of news outlet credibility

Abstract:Uncivil user comments have been found to have a negative effect on how people perceive an issue featured in the news, a news story, or a journalist who reports a news story. To advance this line of research, we draw on expectancy violations theory and the concept of heuristic cues to theorize the toxic atmosphere effect. We theorize that incivility in online comment threads could pose an even larger challenge to news organizations by cuing news audience members to perceive an entire news outlet—not just an individual story—as lacking in credibility. Based on two experiments in the United States (Study 1, n = 520; Study 2, n = 1056), we show that exposure to incivility can lead people to perceive a news outlet as less credible even though the incivility did not directly attack the news outlet. Such effects hold true even when people are exposed to comment threads in which the first several comments are civil. Democratic and business implications are discussed.

Abstract:In scientific work, sonification (i.e., the use of nonspeech audio to convey information) is primarily thought of as a novel way to communicate post hoc research findings to lay audiences but only rarely, if ever, as a component of the research itself. This article argues that, rather than any inherent epistemological limitations of sound as a medium of scientific reasoning, this framing reflects a sociohistorical tendency to “silence” experimental techniques as they become widely adopted—both in terms of the literal silencing of noisy instrumentation and the elision of the role of sound (along with other nonvisual sensory media) in received discovery accounts. This tendency is well-illustrated by the history of electrophysiology research, particularly the case of the electrical penetration graph (EPG), an instrument used by entomologists to study how insects feed on plants. Combining participant observation, interviews, and analysis of EPG technical literature, this article recovers the unacknowledged role of sound in EPG’s exploratory stages and gradual emergence as a standard laboratory technique as well as its gradual silencing as a consequence of this standardizing process.

Abstract:Of course, some papers do little more than criticize, picking holes in previous arguments, or showing flaws in data analysis or a lack of full consideration of all possible interpretations. Such criticisms can sometimes be a little brutal, but these works are also ultimately positive — science depends on errors being challenged and ultimately corrected, even if this often takes some time and bruises some egos along the way. In this regard, Richard Feynman was correct in saying that in science, "we are trying to prove ourselves incorrect as quickly as possible". Again, it requires honesty. Some threats have come from organized and well-funded groups with political interests directly threatened by scientific information. No one can be unaware of the consistent efforts of the fossil fuel or tobacco industries over many years to spread doubts about the scientific consensus on climate change or the risks of smoking. Sadly, the consultants and public relations professionals behind these campaigns don't share the same norms of honesty as the scientific community. They're not trying to avoid spreading misleading information; quite the opposite.

Abstract:Background: Numerous groups, such as the tobacco industry, have deliberately altered and misrepresented knowable facts and empirical evidence to promote an agenda, often for monetary benefit, with consequences for environmental and public health. Previous research has explored cases individually, but none have conducted an in-depth comparison between cases. The purpose of this study was to compile a comprehensive list of tactics used by disparate groups and provide a framework for identifying further instances of manufactured doubt. Methods: We examined scholarly books, peer-reviewed articles, well-researched journalism pieces, and legal evidence related to five disparate industries and organizations selected for their destructive impacts on environmental and public health (tobacco, coal, and sugar industries, manufacturers of the pesticide Atrazine, and the Marshall Institute, an institute focused on climate change research, and other scientists from the era that associated with those in the Institute). These documents provided evidence for a list of tactics used to generate pro-industry spin and manufacture doubt about conferred harm. We then identified trends among sets of strategies that could explain their differential use or efficacy. Results: We recognized 28 unique tactics used to manufacture doubt. Five of these tactics were used by all five organizations, suggesting that they are key features of manufactured doubt. The intended audience influences the strategy used to misinform, and logical fallacies contribute to their efficacy. Conclusions: This list of tactics can be used by others to build a case that an industry or group is deliberately manipulating information associated with their actions or products. Improved scientific and rhetorical literacy could be used to render them less effective, depending on the audience targeted, and ultimately allow for the protection of both environmental health and public health more generally.

Abstract:Hundreds of research studies have demonstrated that one person's expectations for the behavior of another person can actually affect that other person's behavior. These studies implicate the operation of processes of covert communication, communication that is subtle, largely nonverbal, and ordinarily unintended. The earliest studies of these processes showed that through their expectations, laboratory researchers unwittingly affected the responses of their research participants. Later studies showed that teachers' experimentally induced expectations about their pupils affected the pupils' intellectual performance. Most recently, studies of covert communication processes have extended to diverse contexts, such as the judicial and health care systems. For example, research indicates that judges' beliefs about the guilt of trial defendants can be unwittingly communicated to juries by the judges' nonverbal behavior during jury instruction. In addition, studies of covert communication in medical contexts show that physicians' effectiveness in persuading their patients to enter into treatment can be predicted from their tone of voice in talking to or about their patients. For example, one study showed that surgeons who used a bossy tone of voice when talking to their patients were more likely to be sued by their patients than were surgeons who used a more respectful tone. In sum, then, we have learned a great deal about the importance of subtle processes of nonverbal communication, but a great deal more is yet to be learned about these processes as they occur in the relatively sheltered context of laboratories and classrooms and in the rough-and-tumble of the truly real world beyond.

Abstract:Communication is an integral part of nursing practice—with patients and their relatives, other nurses and members of the healthcare team, and ancillary staff. Through interaction with the 'other', language and silence creates and recreates social realities. Acceptance, rejection or modification of social realities depends on what is expressed and by whom. Narratives that are offered can tell of some experiences and not others. Some nurses choose to be silent while others are silenced. In nursing situations recognising and allowing silence to speak is a challenging but uniquely personal experience that embraces reflection in and on experiences, practice and self as a person and a professional. If enabled and truly heard, silence can speak more loudly than the hubbub of daily practice, allowing us to collectively question and challenge inherent assumptions and biases as professionals, and as a profession. Through a microcosm of Newly Graduated Nurses' lived experiences of nursing situations and expressions of silence individuals' discomfort and private efforts to ascribe meaning to experiences are reflected on. Returning to silence is to return to a constant process of professional transformation that can enable ways of knowing and being that can reform our profession from within and enable us to cast off shackles that bind us to a shameful cultural underbelly.

Scientists, as authoritative voices, were thrust into the public eye to explain the evidence amid uncertainty, a changing virus, distrust in government and concerns about their self-interest and hidden agendas. Honest communication that provides the public with enough easy-to-understand information to make up their own minds is essential during the pandemic; the public deserves nothing less.

The Kind of Silence: Managing a Reputation for Voluntary Disclosure in Financial Markets

Abstract:In a continuous-time setting we investigate how the management of a firm controls a dynamic choice between two generic voluntary disclosure decision rules: one with full and transparent disclosure termed $\it{candid}$, the other, termed $\it{sparing}$, under which values only above a dynamic threshold are disclosed. We show how management are rewarded with a reputational premium for candour. The candid strategy is costly because the sparing alternative shields the firm from potential downgrades following low value disclosures. We show how parameters of the model such as news intensity, pay-for-performance and time-to-mandatory-disclosure determine the optimal choice of candid versus sparing strategy and the optimal time for management to switch between the two. The private news updates received by management are modelled with a Poisson process, occurring between the fixed mandatory disclosure dates, such as fiscal years or quarters, with the news received generated by a background Black-Scholes model of economic activity and of its partial observation. The model presented develops a number of insights, based on a very simple ordinary differential equation (ODE) characterizing equilibrium in a piecewise-deterministic model, derivable from the background Black-Scholes model. It is shown that in equilibrium when news intensity is low a firm may employ a candid disclosure strategy throughout, but will otherwise switch (alternate) between periods of being candid and periods of being sparing with the truth (or the other way about); that is, we are able to characterize when in equilibrium a candid firm will switch to adopting a sparing strategy. The model illustrates how parameters such as time to mandatory disclosure, news intensity and pay-for-performance may drive such switching behaviour. $\it{With\,constant\,pay\,for\,performance\,parameters,\,at\,most\,one\, switching\,occurs.}$

Abstract:Contamination offers a new observatory for anthropological theory. But does it bring us closer to the world at hand? I have spent the past five years working with residents in Bennington, Vermont, and Hoosick Falls, New York, in pursuit of justice after the toxin PFOA was discovered in their drinking water. Turning from advocacy to writing, I've been struck by how prominent toxicity is becoming in certain currents of anthropological theory and how little those theories illuminate about the protests against contamination I participated in. As the theoretical dazzle of contamination surges forward toward experimental futures, planetary futures, and queer futures, toxicity can become an oracle whose ethnographic significance lies more in its prophetic intimation than in its present inhabitation. Staying close to the experience of a New England community protesting industrial pollution, I show how the ethnographic realities of contamination can orient theory for a better world without first resigning us to the loss of the present. Abstract:Abstract: This paper investigates the role of rhetoric within ancient medicine by setting medical writings in dialogue with contemporary forensic texts. Reading across these two genres allows us to capture the shared ways in which early medical and forensic discourse mobilise rhetoric in response to the epistemological limits of medical and forensic practice. Both medical and forensic discourse frame factual and practical knowledge as the remedy to the slippages of words, but at the same time they need words to formulate and validate their tentative knowledge of those very facts. Select readings from the Epidemics illustrate the importance of a rhetorically structured narrative in response to uncertain scenarios. Much like the narrative of forensic texts, I argue, the case-histories of the Epidemics try to shape elusive realities through a rhetorical gesture that confers a precise meaning upon them. Rhetoric, the paper concludes, is not merely an embellishment nor a skill. It is, instead, a medium for the communication of knowledge and the negotiation of its limits, even in texts that at first glance seem, or claim, to be devoid of any rhetorical features.
Lay views on uncertainty in environmental health risk assessment

Abstract:It has been argued that presenting uncertainty in environmental health risk estimates may increase citizens' risk knowledge and trust in the honesty and competence of the institutions providing such estimates; on the other hand, careless communication could have undesirable results. Reported here is a study of how American laypeople think about uncertainty in risk assessment, and its implications for risk management, extending earlier experimental research (Johnson and Slovic, 1995). A long closedended questionnaire (based in part on qualitative research) was given to 280 Eugene, Oregon, residents (largely college students). Uncertainty was presented in the form of a range of risk estimates, primarily in a hypothetical case of a chemical in drinking water. The findings suggest that it will be a challenge to present uncertainty in environmental health risk estimates to the public in ways that inform, rather than confuse or outrage, this important audience.

Abstract:Background: Scientific and policy bodies' failure to acknowledge and act on the evidence base for airborne transmission of SARS-CoV-2 in a timely way is both a mystery and a scandal. In this study, we applied theories from Bourdieu to address the question, "How was a partial and partisan scientific account of SARS-CoV-2 transmission constructed and maintained, leading to widespread imposition of infection control policies which de-emphasised airborne transmission?". Methods: From one international case study (the World Health Organisation) and three national ones (UK, Canada and Japan), we selected a purposive sample of publicly available texts including scientific evidence summaries, guidelines, policy documents, public announcements, and social media postings. To analyse these, we applied Bourdieusian concepts of field, doxa, scientific capital, illusio, and game-playing. We explored in particular the links between scientific capital, vested interests, and policy influence. Results: Three fields-political, state (policy and regulatory), and scientific-were particularly relevant to our analysis. Political and policy actors at international, national, and regional level aligned-predominantly though not invariably-with medical scientific orthodoxy which promoted the droplet theory of transmission and considered aerosol transmission unproven or of doubtful relevance. This dominant scientific sub-field centred around the clinical discipline of infectious disease control, in which leading actors were hospital clinicians aligned with the evidence-based medicine movement. Aerosol scientists-typically, chemists, and engineers-representing the heterodoxy were systematically excluded from key decision-making networks and committees. Dominant discourses defined these scientists' ideas and methodologies as weak, their empirical findings as untrustworthy or insignificant, and their contributions to debate as unhelpful. Conclusion: The hegemonic grip of medical infection control discourse remains strong. Exit from the pandemic depends on science and policy finding a way to renegotiate what Bourdieu called the 'rules of the scientific game'-what counts as evidence, quality, and rigour.

Abstract:This study is about the interaction of scientific expertise and local knowledge in the context of a contested issue: the quality and quantity of safe drinking water available to some residents in one Canadian community. The authors articulate the boundary work in which scientific and technological expertise and discourse are played out against local knowledge and water needs to prevent the construction of a water main extension that would provide a group of residents with the same water that others in the community already access. The authors draw on an extensive database constructed during a three-year ethnographic study of one community; the data base includes the transcript of a public meeting, newspaper clippings, interviews, and communications between residents and town council. The authors show not only that scientists and residents differ in their assessment of water quality and quantity but also that there is a penchant for undercutting residents in their attempts to make themselves heard in the political process.
Deep and fascinating insights into whistleblowing

Abstract:Why do people become whistleblowers? Why do most people not become whistleblowers? What becomes of whistleblowers? These are three of the questions that Carl Elliott, a professor of bioethics at the University of Minnesota, sets out to answer in the context of medical research in his beautifully written book The Occasional Human Sacrifice: Medical Experimentation and the Price of Saying No. (I suspect that the publisher rather than Elliott chose the title.)Elliott was inspired to try and answer these questions by his experience as a whistleblower against his own university. In June 2008 he read a newspaper account of the death by suicide of Dan Markingson. Markingson had been a participant in a clinical trial of an antipsychotic drug, Seroquel, funded by AstraZeneca. Abstract:It is clear that sexual harassment has a profound impact on the victims who are targets of these egregious behaviors. Comparably less is known, however, about how other members of the organization react affectively and behaviorally when these acts transpire, and who has stronger reactions to such events. In the current research, we draw from the sexual harassment and vicarious mistreatment literatures to develop a theoretical model that considers how bystanders react behaviorally to ambient harassment-the experience of overhearing sexist and disparaging gender-related comments without necessarily being the direct target of such remarks-by enacting various types of voice behaviors at work via feelings of fear and anger. We also explore whether certain work conditions-namely an organization's tolerance for sexual harassment-attenuate such reactions, and how gender of the witness to ambient harassment may shape the effects. Across an experimental investigation (Study 1) and an experience sampling study (Study 2), we find that exposure to ambient harassment is positively related to feelings of fear and anger. In Study 2, we further unpack the differential behavioral consequences associated with ambient harassment, finding that while anger is positively related to voice after witnessing ambient harassment, fear negatively contributed to voice behaviors at work. Interestingly, these effects were further exacerbated for employees who worked in an organization tolerant of sexual harassment and for men (vs. women). Combined, our results shed light on how, and when, employees can feel empowered to enact voice behaviors after experiencing ambient harassment. Abstract:Across 7 experiments (N = 3883), we demonstrate that communicators and targets make egocentric moral judgments of deception. Specifically, communicators focus more on the costs of deception to them-for example, the guilt they feel when they break a moral rule-whereas targets focus more on whether deception helps or harms them. As a result, communicators and targets make asymmetric judgments of prosocial lies of commission and omission: Communicators often believe that omitting information is more ethical than telling a prosocial lie, whereas targets often believe the opposite. We document these effects within the context of health care discussions, employee layoffs, and economic games, among both clinical populations (i.e., oncologists and cancer patients) and lay people. We identify moderators and downstream consequences of this asymmetry.
