Abstract:The recent IPCC's (Intergovernmental Panel on Climate Change) report published on the 6th August 2021 and widely reported in the global media is an alarming and distressing read.1 Human impact from the industrial revolution onwards has warmed the planet at an unprecedented rate not seen in the preceding two millennia. Human activities have led to weather and climate extremes in every region across the globe. All possible future emissions scenarios suggest that the magnitude and effects of climate change due to past, present and future greenhouse gases (GHG) emissions will only worsen. Drastic action now and continued action must be taken to mitigate global warming. There are no other options. The Paris Agreement, a legal binding treaty negotiated by 196 parties at the Paris COP21 meeting in 2015 and ratified in November 2016 set the goal to limit global warming to well below 2, preferably 1.5°C.2 To do this, countries must achieve climate neutrality or net zero GHG by 2050, balancing anthropogenic source emissions and removal by GHG sinks (natural sources of GHG removal by oceans and plants). Peaks of GHG must happen as soon as possible; the time bomb is ticking. Worryingly, GHG atmospheric concentrations continue to rise despite some indication that the growth in emissions may be slowing down. GHG emissions have grown at 1.3% per year since 2010, 1.1% since 2019. However, accounting for land use change (LUC) emissions (e.g., conversion of forest to agriculture land), global GHG have actually increased 1.4% since 2010, with a rapid increase of 2.6% in 2019 due to a large increase in forest fires.3 It is undoubtedly essential that we have ambitious targets to cut GHG. The United Kingdom has set in law the target to slash emissions by 78% (relative to 1990) by 2035.4 However, the UK Climate Change Committee recently reported that progress on policies is slow, with only 20% of the emissions cuts needed by 2035 having policies "on track."5 Actions do speak louder than words and urgent action is needed now.

Abstract:Achieving net zero emissions has rapidly become the dominant long‐term objective guiding national climate policies. At the end of 2018, only 24 countries were considering or had adopted long‐term net zero targets. By the end of 2021, this had climbed to almost 150 countries, covering 89 per cent of global carbon emissions. In this article, we trace the origins and diffusion of net zero pledges through the lens of international norm theory. Drawing on a newly compiled database of national net zero targets, our analysis highlights the critical role played by climate scientists, transnational advocacy networks, and norm entrepreneurs in articulating the norm of net zero emissions. The IPCC's fifth assessment report was foundational, by introducing the concept of a cumulative carbon budget, allowing translation of abstract temperature goals into more actionable net zero targets. The norm of net zero has been institutionalised at the global political level in the period 2015–2018 and cascaded through the international system in 2019–2020. Yet, it remains subject to various forms of contestation, most notably regarding validity, fairness, scope, and implementation. The norm is now at a critical stage in its lifecycle that will decide whether it gets institutionalised or suffers backsliding and even erosion.

Abstract:This review explains the science behind the drive for global net zero emissions and why this is needed to halt the ongoing rise in global temperatures. We document how the concept of net zero carbon dioxide (CO 2 ) emissions emerged from an earlier focus on stabilization of atmospheric greenhouse gas concentrations. Using simple conceptual models of the coupled climate–carbon cycle system, we explain why approximately net zero CO 2 emissions and declining net energy imbalance due to other climate drivers are required to halt global warming on multidecadal timescales, introducing important concepts, including the rate of adjustment to constant forcing and the rate of adjustment to zero emissions. The concept of net zero was taken up through the 5th Assessment Report of the Intergovernmental Panel on Climate Change and the United Nations Framework Convention on Climate Change (UNFCCC) Structured Expert Dialogue, culminating in Article 4 of the 2015 Paris Agreement. Increasing numbers of net zero targets have since been adopted by countries, cities, corporations, and investors. The degree to which any entity can claim to have achieved net zero while continuing to rely on distinct removals to compensate for ongoing emissions is at the heart of current debates over carbon markets and offsetting both inside and outside the UNFCCC. We argue that what matters here is not the precise makeup of a basket of emissions and removals at any given point in time, but the sustainability of a net zero strategy as a whole and its implications for global temperature over multidecadal timescales. Durable, climate-neutral net zero strategies require like-for-like balancing of anthropogenic greenhouse gases sources and sinks in terms of both origin (biogenic versus geological) and gas lifetime. Abstract:Abstract To achieve Net Zero, natural gas, gasoline, diesel, and fuel oils must be replaced with another source. However, most of the current low-carbon energy sources will also need to be replaced as almost none have more than about 25 years remaining of useful life. The pace and scale of the needed change is unprecedented: almost the whole of the world’s primary energy supply must be replaced. The (re)development of the entire energy system is inherently a sovereign risk and it can only be governments who set national energy policy. There is no doubt that markets will continue to play a part in future energy systems, but at the top level, the pace and scale of change to achieve Net Zero is simply far too fast for markets to adapt properly. This chapter is a call to action to the national policy makers and presents this challenge as an opportunity for creating higher-quality jobs and potentially highly attractive and long-dated investment options. The chapter also outlines some risks, including political indecisiveness and policy volatility as potential impediments to making the most of this opportunity and achieving the Net Zero.

Abstract:Signs of climate breakdown are evident across the globe. From wildfires in the US and Europe to heatwaves in India and Pakistan and heavy rainfall in the UK, record-breaking extreme weather events are occurring in every continent and increasing in frequency and intensity. What is unexpected, however, is the speed with which global warming even at the current level of 1 C is resulting in climate chaos. Contrary to earlier scientific forecasts that temperatures would rise to over 40 C by 2050 in the UK, this record has already been reached by the summer of 2022, prompting leading climate scientists to warn that the future is already here. We are informed that climate breakdown is inevitable and global leaders acknowledge that they are scared, as avoiding the most catastrophic outcomes is the best we can now do.

The authors review key aspects of the institutional response and climate science over the past several decades and the role of the economic system in perpetuating inertia on reduction of greenhouse gas emissions. Humanity is now the primary influence on the planet, and events in and around COP24 are the latest reminder that we live in a pathological system. A political economy has rendered the UNFCCC process as yet a successful failure. Fundamental change is urgently required. The conclusions contain recommendations and a call to action now.</span>

Abstract:The physical reality of the Earth system implies that there are clear conditions to respect the Paris agreement, or to limit any climate impact below a certain level. To be policy relevant, these conditions should be expressed in terms of emission targets, such as peaking date, budget, or annual value of global CO2 emissions. They have been explored by the IPCC using integrated assessment models. However, past work has focused on bottom-up scenarios, and on temperature as the only metric evaluating climate impacts, even though not all impacts are linearly related to it.Here, we show that for these emission targets, across thousands of scenarios we have generated, there are points of no return after which limiting a given climate impact becomes geophysically infeasible. In addition to the Paris Agreement objectives (consisting of a 1.5 °C temperature target above pre-industrial (PI) era possibly overshot by no more than 0.5°C), we investigate three other climate targets: ocean acidification, sea-level elevation rate, and Arctic sea-ice melting. We use a newly developed model called PathFinder; a reduced-form carbon-climate model that also emulates the three global climate impacts we investigate. The model is calibrated through Bayesian inference, using outputs from the state-of-the-art CMIP6 models as prior parameters, and the latest IPCC assessment and observations of the Earth system as constraints. This advanced calibration is enabled by the model’s capacity of using temperature and atmospheric CO2 concentration as inputs (instead of anthropogenic emissions and non-CO2 radiative forcing).Thanks to this backward approach, we demonstrate that, for every emission target considered, the combination of climate impact targets is non-linear. While the Paris Agreement insists on the importance of reaching a carbon neutral world in 2050, our results show that global CO2 emissions must peak before 2030 but do not have to reach net-zero to keep all targets reachable with at least 50% chances. We also highlight the inevitable role of geoengineering technologies in reaching the Paris Agreement, as chances to keep it reachable goes from at least 69% if SRM or CDR are available to 10% if none of them is.

Abstract:In 2019, Ripple and colleagues (2020) warned of untold suffering and declared a climate emergency together with more than 11,000 scientist signatories from 153 countries. They presented graphs of planetary vital signs indicating very troubling trends, along with little progress by humanity to address climate change. On the basis of these data and scientists' moral obligation to "clearly warn humanity of any catastrophic threat," they called for transformative change. Since the article's publication, more than 2,800 additional scientists have signed that declaration of a climate emergency (see supplemental file S1 for the current signatory list); in addition, 1,990 jurisdictions in 34 countries have now formally declared or recognized a climate emergency (figure 1p). But, at the same time, there has been an unprecedented surge in climate-related disasters since 2019, including devastating flooding in South America and Southeast Asia, record shattering heat waves and wildfires in Australia and the Western United States, an extraordinary Atlantic hurricane season, and devastating cyclones in Africa, South Asia, and the West Pacific (see supplemental file S2 for attribution information). There is also mounting evidence that we are nearing or have already crossed tipping points associated with critical parts of the Earth system, including the West Antarctic and Greenland ice sheets, warm-water coral reefs, and the Amazon rainforest (supplemental file S2). Given these alarming developments, we need short, frequent, and easily accessible updates on the climate emergency.

Abstract:Scenario analyses suggest that negative emissions technologies (NETs) are necessary to limit dangerous warming. Here the authors assess the biophysical limits to, and economic costs of, the widespread application of NETs. To have a >50% chance of limiting warming below 2 °C, most recent scenarios from integrated assessment models (IAMs) require large-scale deployment of negative emissions technologies (NETs). These are technologies that result in the net removal of greenhouse gases from the atmosphere. We quantify potential global impacts of the different NETs on various factors (such as land, greenhouse gas emissions, water, albedo, nutrients and energy) to determine the biophysical limits to, and economic costs of, their widespread application. Resource implications vary between technologies and need to be satisfactorily addressed if NETs are to have a significant role in achieving climate goals.
The role of new nuclear power in the UK's net-zero emissions energy system

Abstract:Swift and deep decarbonisation of electricity generation is central to enabling a timely transition to net-zero emission energy systems. While future power systems will likely be dominated by variable renewables (VRE), studies have identified a need for low-carbon dispatchable power such as nuclear. We use a cost-optimising power system model to examine the technoeconomic case for investment in new nuclear capacity in the UK's net-zero emissions energy system and consider four sensitivity dimensions: the capital cost of new nuclear, the availability of competing technologies, the expansion of interconnection and weather conditions. We conclude that new nuclear capacity is only cost-effective if ambitious cost and construction times are assumed, competing technologies are unavailable and interconnector expansion is not permitted. We find that BECCS and long-term storage could reduce electricity system costs by 5-21% and that synchronous condensers can provide cost-effective inertia in highly renewable systems with low amounts of synchronous generation. We show that a nearly 100% variable renewable system with very little fossil fuels, no new build nuclear and facilitated by long-term storage is the most cost-effective system design. This suggests that the current favourable UK Government policy towards nuclear is becoming increasingly difficult to justify.

Abstract:In 1975, Chris Nobbs, a young New Zealander trained in chemistry and economics and working at the Environment Directorate of the OECD in Paris, wrote a paper titled ‘The economics of stock pollutants: the example of cadmium’. Together with David Pearce, later an eminent environmental economist, he noted that ‘pollution taxes will not secure the optimal level of pollution ... since such taxes are relevant only for flow pollutant situations’ (Nobbs and Pearce, 1975). It was not until a generation later that it became widely accepted that carbon dioxide itself is a stock pollutant and that only ‘net zero’ CO2 emissions will halt CO2-induced global warming (Fankhauser et al., 2022). This has led to nearly 100 states and 1,000 large companies establishing net zero goals (Hale et al., 2022). One such is New Zealand’s Climate Change Response (Zero Carbon) Amendment Act 2019, which requires the government to set and meet carbon budgets to reach net zero long-lived greenhouse gas emissions by, and beyond, 2050.

Abstract:The Net Zero Emissions (NZE) concept has created momentum for climate commitment made by national governments, cities, industries and individual companies. However, evidence of tangible decarbonisation is limited. Here we identify precarious differences between the scientific origin of NZE and its social representation in the wider public and explore the consequences of the resulting science-action gap for achieving global climate goals. A particular focus is given to 'offsetting', which is closely connected to the practical delivery of NZE but typically ignores that different types or carbon credits have different environmental efficacy. Revisiting the science related to the global carbon cycle demonstrates that a heavy reliance on any carbon offsetting that is not a permanent removal presents a real risk. Moreover, competition over scarce 'removal credits' distracts from the real tasks at hand, namely to rapidly decrease fossil fuel emissions, actively remove carbon through restoration, and protect existing terrestrial carbon sinks. Establishing separate targets for these distinct actions is an essential step towards disentangling current confusion. Whilst a 'race to net zero' may trigger innovation in the decarbonisation space, the restoration and protection of carbon sinks demands a collective approach where actors should focus on how to make real and verifiable contributions rather than claiming individual net zero scores.
