Abstract:The Inflation Reduction Act (IRA) signals a major evolution in US climate policy, prioritizing a domestic-first, green industrial strategy. It aims to accelerate emissions reductions and boost local green industries. Though economically and politically sensible at home, the IRA retains clear downsides for the rest of the world—straining global political dynamics, challenging trade norms, and restricting supply chains—which may slow the clean energy transition. We discuss these dynamics, offering guidance for balanced climate policy approaches to address tradeoffs.
