Abstract:Due to the push of theories and reality, societal risk studies become emergent in China again. Interdisciplinaryly, they are an academic continuum with societal risks and public crises at both ends, and a continuum with realism and constructivism at the extremes if viewed in the context of academic dialogues within international community. Consequently, four paradigms can be distinguished. Both the studies per se and the transformation of Chinese society demand an integrative framework to break down the separation between the studies of societal risks and public crises, and to bridge the gap between the realistic and constructive studies so as to find out our experience with societal risk management and to hold dialogues with international community.

Abstract:Recently,many new concepts which are relevant to the concept of"risk society"have entered our research field and show their importance,such as"risk","danger"and"disaster".The same is true to the interpretation of these concepts,such as the security of human,existence anxiety,ecology harmo- ny,sustainable development,scientific development,international responsibility and global governance. This indicates that our age has transformed from an age of economic semantics to an age of risk semantics. Meanwhile,the change of societal semantics from economic age to risk age represents a new civilization,i. e risk civilization.Issues related to risk are in every field of human activity,thus the academic society dis- cuss risk problems in all aspects.The risk phenomenon is interpreted and the risk context is constructed from different disciplines.Based on these discussions,different risk theories have been established,which call for more attention to the research of"ethical risk"from both the public and the academic.This article demonstrates three conversions in risk society studies:from economic semantics to risk semantics,illustra- ting the extensive appearance of risks and the sprout of risk studies;from economic civilization to risk civi- lization,illustrating the character and grand impact in risk civilization era;from economic risks to ethical risks,illustrating the thorough development of risk society and the complexity of risk issues.

Abstract:The concept of risk turns to be a key notion widely used in the understanding and explanation of contemporary world community. The theory of risk society, as a current discourse of social problem studies, provides not only a brand new perspective to understand present social problems and their becoming, but also a way to reform sociological tradition in dealing with social problems. With their worldwide spreading and diversifying tendencies, social problems not only challenge sociological imagination in the framework of nation-state, but also urge us to redirect our inquiry for a better understanding of the conflict between the individual and the social. To emphasize the importance of politics of knowledge, we are required to reexamine the heterogeneity in the construction of contemporary social issues.

Abstract:This dialogue discusses characteristics of risk society,such as the enlightenment function (opening up the possibilities of alternative modernity),the communicative cosmopolitan logic of global risk ( public deliberation in the global context) and a cosmopolitan imagined community (dissolving the global"other"via mass media). Going through a "compressed modernization",China is currently experiencing the predicament of a synchronic coercion from the first and the second modernities,to which risk society might possibly provide a solution of"alternative social imagination". Through interconnectedness risk society breeds revolutionary forces and empowers state and civil society alike. Finally,for social studies,risk society reveals the internal limits of "methodological nationalism ", in the replacement of which there arises a "methodological cosmopolitanism",thereby leading to a cosmopolitan paradigm shift in social sciences research.

A Research on Risk Society and the Residents' Risk Perception in Contemporary China

Abstract:There are two different theoretical paradigms,the individualism paradigm and structuralism paradigm,used to explain the risk perception of general people.The former emphasizes the important influences of cognitive structure to people's risk perception,and the latter emphasizes the social context factors.According to the theories of risk perception,such as the cultural theory,social amplifica tion of risk and social institutional structural theory,the present research develops four hypotheses,in order to find the experience evi dence in China for these theories.The data is from the Chinese General Social Survey(CGSS) collected in 2006.The results show that,in general,Chinese residents have a very strong risk perception to the problems challenged to Chinese development,especially for the energy and environment problems.Besides,residents' risk perception is mainly determined by individual cognitive ability,media con tacts,urban and rural segmentation,and social status etc.Specifically,those who have higher education,more frequently media contacts,and higher social status,will have stronger risk perception.The urban residents have stronger risk perception than the rural residents.

Abstract:In the development of modernity human beings are encountering with a problem of technological risk.The technology risk is a latency technology calamity,and the technology calamity is an embodiment of technology risk.The technology risk is not abnormal.The technological system's close combination and complex correlation determine inevitability of technological risks.The dualistic thinking confining to modernity will lead to an epistemological cycle,and the reflection on a technological risk in terms of assumptions of the conception on nature behind technological practice will open up a new vision.

Abstract:A contemporary Risk Society is created by the rapid and no-controlling development of science and technology.Risks also appear in other areas such as politics,economics and culture.In the face of a Risk Society,people should be aware of social risk,and reform educational purposes accordingly.Education should teach students how to question authorities,to make a judgment or a choice rather than providing them with fixed values and knowledge,should develop students′ flexibility and adaptability rather than producing prescribed socialized-people.Education should also change from training students to be economic individuals to educating them to be active and responsible citizenships,from teaching students learning for a local or a nation to learning and action for all.

Abstract:Human beings face a great challenge of risk in the modernity movement with their noble goal of pursuing security;they live in a risk society. Risks have their real existence as well as being constructed to some extent. In such a society,technocrats play an important role in defining what is the risk and providing legitimacy for risk decision-making. But the roles they played have such limits:their definition of risk may lead to greater risks;the quantitative and empirical methods they used to define the risk have intrinsic defects;risk management is a complex process which includes technical elements and non-technical elements,so they can do nothing with the non-technical problems. To in-crease the human ability to cope with the risk,we should further improve our risk awareness,break the experts‘monopoly in defining risks and open the risk decision-making structures,so that stakehold-ers can really participate in risk decision making.

Abstract:Current global crises and threats have revealed the growing implications of Ulrich Beck's theory of risk society. Rather than being a theory of risk, risk society theory is more a social theory of the new social world and modernity. Risk society theory encompasses a new social ontology of the social in the era of uncertainties and crises. Beck also proposes the cosmopolitan outlook and particularly methodological cosmopolitanism as the epistemology and methodology of the world risk society. Yet, a close examination of Beck's social theory reveals a contradiction between the two aspects. On the one hand, in the ontological dimension, we are faced with the primacy of the indeterminate and the empirical, but on the other hand, Beck's epistemological prescriptive eliminate the possibility of reaching them. The current article aims to address this incompatibility. In doing so, first, the main pillars of risk society theory, and then the cosmopolitan outlook and sociology are discussed. By criticizing Beck's epistemological apparatus as well as juxtaposing the theory of risk society and Pierre Bourdieu's theory of action and fields, in the final section, the article proposes a solution to complete the ontology of risk society and overcome some of its epistemological problems.

Abstract:The current COVID-19 pandemic raises reflection on the new roles of science education in citizen education in a world characterized by civilization risks, derived from the current socioeconomic development. This specific type of risk is treated as a manufactured risk as proposed by the sociologist Ulrich Beck. In this paper, we report a document analysis starting from Beck's risk society theory, followed by notions of reflexive modernity, risk perception, and the Cynefin decision-making model for complex problems. COVID-19 pandemic is characterized as a manufactured risk. We state that students are unable to deal with manufactured risk because of the type of problems they are usually prepared to solve at school and the limited risk perception they have. In order to acquire better science education, we propose the integration of <i>wicked</i> problems in science programs alongside the use of a multidimensional schema, the so-called <i>amplified risk perception space</i>, a tool to locate students' risk perception. We hope to contribute to prepare citizens for a world of global and complex events, such as the current pandemic.

Abstract:In the context of risk society, public administration is facing more complex circumstances, which will inevitably call for an overall restructuring. In the dimension of circumstances, extreme disasters, transboundary crisis and emerging risks create the complex context of public administration. In the dimension of structure, the original structure of public administration still exists but its mode of operation is subject to change. In the meantime, the adaptation to complex scenarios of potential risk society will bring innovations to the structure of public administration so that the structure can develop from a hierarchical mode to a network mode on the whole. In the dimension of process, driven by shifts between order and chaos within the social system, public administration will also undergo frequent shifts between routine administration and emergency management. The core of public administration in the context of risk society is its emergency management, which needs to strike a balance between security and development at the value goal level. As to institutional design, emergency management should be characteristic of an all-hazards approach, multi-organization participation, whole-process management and overall adaptive management. Both the theory and the practice of public administration in China need to be reviewed to address challenges of risk society and explore a new approach that is suitable for China’s political situation and can be included into our global risk society governance.
