Multi-agent cooperative evolution simulation analysis of PPP project operation supervision in mine wasteland management

Abstract:In PPP projects, the private sector may take advantage of information asymmetry to seek speculative behavior to maximize its own interests. In response to the speculative behavior of the private sector during the operation period of PPP projects for mining waste land, this study established a three-party evolutionary game model for the government, private sector, and public. The evolutionarily stable strategies of the game were calculated, and the stable conditions were analyzed. Taking the environmental governance PPP project for historic rare earth abandoned mines in Dingnan County as an example, a system dynamics model was used to simulate the evolution process of the three participants' behavioral strategies, and the influence of key factors on the behavioral strategies of the participants during project operation was studied. The results show that the government's supervision costs and benefits are the main factors affecting the government's strategy selection and that increasing the benefits will have a greater impact than reducing costs. Owing to the lack of differentiated incentive measures, the impacts of rewards and subsidies on the private sector are not significantly different. To fully leverage the supervision role of the public, it is necessary to reduce supervision costs and reward public supervision behavior. The findings of this study provide a useful reference for inhibiting speculative behavior during the operation phase of PPP projects for mining waste land.
