Abstract:In this paper, the evolution of the ethics committees for health research, their history, membership, and function in China and Australia is described. Investigators in each country compared the history and governance of their ethical systems based on the published evidence rather than personal opinions. Similarly, examples of challenges were selected from the literature. In both countries, the aim was to maximize the social benefits of research and minimize the risk imposed on the participants. Common challenges include maintaining independence, funding and delivering timely ethical reviews of the research projects. These challenges can be difficult where research ethics committees rely on voluntary contributions and lack a strong resource base. They must adapt to the increasingly rapid pace of research as well as the technological sophistication. Population health research can challenge the conventional views of consent and privacy. The principles of the sound ethical review are common in both countries; governance arrangements and operational procedures, however, can differ, reflecting the cultural values and norms of their host countries and in respect of legal environments. By studying the evolution and function of ethics committees in the two countries, we established the differences in the governance and health systems, while similar ethical objectives helped sustain collaborative research.

Abstract:Abstract Background Respect for patients’ autonomy is usually considered to be an important ethical principle in Western countries; privacy is one of the implications of such respect. Healthcare professionals frequently encounter ethical dilemmas during their practice. The past few decades have seen an increased use of courts to resolve intractable ethical dilemmas across both the developed and the developing world. However, Chinese and American bioethics differ largely due to the influence of Chinese Confucianism and Western religions, respectively, and there is a dearth of comparative studies that explore cases of ethical dilemmas between China and the United States. Methods This paper discusses four typical cases with significant social impact. First, it compares two cases concerning patient privacy: the “Shihezi University Hospital Case”, in which a patient was used as a clinical teaching object without her permission, and the “New York-Presbyterian Hospital Case”, in which the hospital allowed the filming of a patient’s treatment without his consent. Second, it compares two cases regarding patient autonomy and potentially life-saving medical procedures: the “Case of Ms. L”, concerning a cohabitant’s refusal to sign a consent form for a pregnant woman’s caesarean, and the “Case of Mrs. V”, concerning a hospital’s insistence upon a blood transfusion for a dissenting patient. This paper introduces the supporting and opposing views for each case and discusses their social impact. It then compares and analyses the differences between China and the United States from cultural and legislative perspectives. Conclusions Ethical dilemmas have often occurred in China due to the late development of bioethics. However, the presence of bioethics earlier in the US than in China has not spared the US of ethical dilemmas. This paper highlights lessons and inspiration from the cases for healthcare professionals and introduces readers to the role and weight of privacy and autonomy in China and in the US from the perspectives of different cultures, religions and laws.

Abstract:This study aims to provide an overview of RECs (research ethics committees) in Chinese universities, encompassing both medical and non-medical studies. The primary objective is to identify major challenges faced by RECs in Chinese universities and draw meaningful implications from the findings. The investigation focuses on 42 comprehensive Chinese universities, and the results reveal that while all universities have implemented RECs in various forms, only 28.6% explicitly stipulate ethical review requirements for non-medical disciplines. Furthermore, RECs in Chinese universities encounter various challenges, including insufficient attention to research ethics review, inadequate ethics review systems and regulations, a lack of education and training, and lacking ethics review for non-medical research. This paper proposes recommendations for establishing robust RECs in Chinese universities, seeking to enhance ethical governance in research. By addressing the challenges identified, these recommendations aim to strengthen ethical oversight, foster a culture of responsible research, and uphold the highest ethical standards across diverse academic disciplines.

Abstract:Traced back to the one decade's development of research ethics in China,the author summarizes the current issues,such as: not sufficient implementing of informed consent,relatively loose review of IRB,IRBs lack ability to improve the review level and not provide much education opportunities to researchers,and not yet take account into the continuous review to the protocols approved before.By comparing the current issues of China and the conditions of U.S.in 1998,we can find some similarities exist,so we can learn from the lessons and experiences of the development of research ethics in the United and the other country,such as adding the model of region ethical review committee,instead of only institutional IRB.The author aims to point out some general ideas about research ethics capacity building,enforce training continuously,government pay much attention to IRB regulation and consider much on cultural elements,which are all bases for the road of sustainable development of research ethics in China.

Abstract:‘Ethics first’ reform in China significantly changes the governance framework for the research of emerging technologies. The misapplication of human genome editing technology reflects the urgent need to reform the governance framework. Strengthening ethics governance in medical research has become a consensus in China, where legal and ethical reforms are proceeding in parallel. The protection of human dignity, the prevention of biosafety risks, as well as the regulation of technological crimes are at the core of the legal system, which has been embodied in numerous fundamental legislations following the CRISPR-babies incident. Establishing a national ethics committee to coordinate ethics governance, and reinforcing ethics review and external oversight are significant steps in ethical reform. Essentially, ethics governance requires implementing the basic concept of ‘ethics first’, focusing on forward-looking and preventive governance rather than delayed intervention, while maintaining openness and collaboration.

Abstract:Research ethics provides the ethical standards for conducting sound and safe research. The field of medical research in China is rapidly growing and facing various ethical challenges. However, in China, little empirical research has been conducted on the knowledge and attitudes of medical postgraduates toward research ethics and RECs. It is critical for medical postgraduates to develop a proper knowledge of research ethics at the beginning of their careers. Abstract:Variances in perceived standards regarding research integrity appear to exist between China and the U.S. An established joint institute for translational and clinical research between one Chinese and one U.S. health system provides a valuable venue in which to evaluate these perceptions better. We therefore undertook a survey of 209 physicians at the two institutions in 2013-14. The vast majority of physicians from both institutions understood the necessity of obtaining informed consent from research participants, the need to provide a description of the risks of participation, and the voluntary nature of research participation. However, there were differences in responses between the two sites in willingness to report plagiarism (U.S. 95.65% vs. Chinese 40.21%; p < .0001) and data falsification (U.S. 100% vs. Chinese 81.25%; p < .0001) and in willingness to attend biomedical industry-funded promotional events (U.S. 11.0% vs. Chinese 74.0%; p < .0001). When planning to conduct collaborative clinical research across cultures, particularly when uncertainty regarding the similarity of research cultures exists, exploration of cultural and ethical norms in research may be informative regarding educational needs and the risks of research and academic misconduct.

Abstract:The research and development of emerging technologies has potential long-term and societal impacts that pose governance challenges. This essay summarizes the development of research ethics in China over the past few decades, as well as the measures taken by the Chinese government to build its ethical governance system of science and technology after the occurrence of the CRISPR-babies incident. The essay then elaborates on the current problems of this system through the case study of ethical governance of brain-computer interface research, and explores how the transition from research ethics to translational bioethics, which encourages interdisciplinary collaboration and focuses on societal implications, may respond to the challenges of ethical governance of science and technology.

Abstract:The authors proposed a survey on the ethics review of biomedical research involving human subjects by hospital ethics committee in 33 public hospitals in Shanghai.The results showed that most hospital ethics committees in Shanghai had detail operation procedures and requirements on initial review,expedited review,and adverse events review.However,most efforts need to be strengthening on following up review and adverse event review as well as standardize the procedures.

Quantitative Imaging in Medicine and Surgery

Abstract:Following tremendous economic progress, society in China is also undergoing fundamental changes, as is the healthcare system. Currently the training of Chinese young doctors and their future work placement are all undergoing re-structuring. We compiled some thoughts and opinions on the topic of 'should clinicians in China engage in research?', and publish them as a special report in this issue of Quantitative Imaging in Medicine and Surgery (QIMS). The contributors included some editorial members of this journal, and a few personal friends. Besides a few minor linguistic corrections, opinions from the contributors have not been edited, as we want authors' to write their own independent views. However, it is possible there is a selection bias of the contributors of this paper; more likely those who are interested in the medical research are selected and therefore the views of the contributors may not be generalizable. To compare the structure and funding of China with other countries, authors from UK, The Netherlands, France, and USA are also invited.

Abstract:Objective: To analyze the ethical review of Clinical Stem-cell research in public hospitals in China. Methods: A questionnaire survey of related ethics committees was conducted among 10 public hospitals in Shanghai,Tianjin and Guizhou. Results: The ethical review of Clinical Stem-cell research basically grasped the elements of ethical review,but benefit and risk assessments were the difficult parts in ethical review,and risk disclosure was still insufficient. Conclusion: Ethics Committees in china should pay more attention to the trade-off between benefits and risks of Clinical Stem-cell research,specific risks of Clinical Stem-cell research and the improvement of ethical review elements of informed consent.

Abstract:Social surveys must be conducted within the framework of research ethics, a subject to which China has not given due emphasis. The basic principles of internationally established research ethics are respect, beneficence and fairness. While most literature in China and abroad deals with ethics merely from the perspective of moral rights, social science research should go further to understand the positive role played by observance of research ethics in the improvement of survey quality from the viewpoint of methodology. The significance of research ethics is rooted in the idea of "interaction," "exchange" and "subjective construction" in social surveys. It is necessary for every social survey with human subjects to follow the three fundamental principles of research ethics: informed consent, equality and respect, and non-maleficence and benefit. Moreover, those who conduct the surveys are supposed to genuinely put themselves in the place of the respondents and treat them without prejudice. Adhering to these ethics is conducive to promoting survey interaction and improving survey quality. The observance of research ethics is a sine qua non for every social survey.

Abstract:Meaningful progress of medicine depends on research that must ultimately involve human subjects. Obtaining ethical approval therefore, especially in medical sciences, should be a moral reflex for researchers. This unfortunately is not the case, with numerous researchers bypassing the ethics approval procedure, or simply unaware of its importance. Good research involves risks taken by research participants and uses tax payers' money in the process. These mandates the research endeavor to aim at attaining the highest degree of respect for the sacrifices made by others for science. Most researchers mistake scientific clearance or approval, for ethics approval. For a study to be ethical sound, it must be scientifically sound. This is only one of the activities carried out during protocol review. It is not uncommon for sensitive ethical concerns, especially in the social sciences to be overlooked and considered not to be accompanied by any serious risks for the research participants.The researcher has the responsibility of systematically consulting the competent ethics committee for advice and consequent approvals or ethical waivers. Journal editors and reviewers have the duty to systematically evaluate the ethical soundness of manuscripts submitted for review. Capacity building in research ethics and institutional support for Research Ethics Committees to speed up protocol review could reduce the incentive of carrying out research in human subjects without ethics approvals. It is hypocritical and idle to continue to expect optimal reviews on time and of good quality, from ethics committees functioning purely on altruistic grounds. Capacity building for researchers in research ethics, and institutional reforms and support for Research Ethics Committees appear not to have received the attention they truly deserve.

Abstract:Purpose - This editorial essay aims to focus on research integrity and commitment to excellence by analyzing the transitioning symptom associated with the Chinese research community as causes for concerns in research ethics and misconduct. The authors highlight their editorial process and practice in safeguarding research integrity at JCHRM and address related ethical issues on duplicate submissions in relation to their editorial experience.Design/methodology/approach - This article adopts an approach combining literature review and reflexive analysis.Findings - The current academic misconduct and ethical concerns in China are caused by a number of concurrent counterforces: increased attractive opportunities in moonlighting; research mindset rooted in the traditional learning orientation on imitation and contemporary education on rote learning; and heightened publication-based performance requirement enforced by the government and institutions. These counterforces are further complicated by the ongoing socio-cultural context, e.g. the drinking and eating culture. The authors report their editorial steps in safeguarding research integrity and commitment to excellence. In relation to submitting translated published papers to an English journal, they emphasize that originality is the core. They are committed to facilitate the transition of Chinese HRM research community to conform to the international standard.Originality/value - This article links professional ethics, research integrity, and commitment to excellence to developing Chinese scholarly human resources. It articulates specific goals, principles, and responsibilities of JCHRM editorial practices for promoting high-quality Chinese HRM research.
