The Future of the Geographical Journal: Engaging with Public Issues

Abstract:These are unprecedented times of prominent structural changes and uncertainties as societies, economies, cultures, and human-environment relations adapt and reconfigure in various ways. The global pandemic has brought us to a place of urgency and reflection that exposes and has intensified longer-term concerns about the climate emergency, rising levels of economic austerity, altered geopolitical alliances, and infrastructural changes including those driven by technology and science. These issues are refracted through long histories of raced, classed, gendered, and other inequalities as seen in the outcomes of the pandemic. Black, Asian, and minority ethnic lives have been lost at higher than average rates in some countries exposing the nexus of race and low-paid casualised work, and the risks this involves. Moreover, the pandemic also showed us how immobility was a luxury that some people could afford, while others, such as internal migrants, whose livelihoods were threatened, were forced to move back to places that could still sustain them. The centrality of social reproduction – what needs to continue to be done – means that lesser skilled workers became so-called key or critical workers but without the necessary support or rewards that the ‘key’ suggests. Moreover, these tensions have been reflected during the last year in the unprecedented response to the death of George Floyd in the USA, and the ensuing protests and social practices demanding that Black Lives Matter. At best it has led to reviews of how structural racism has embedded and enabled existing power hierarchies to stabilise and expand and the crucial necessity of addressing this head on for a more progressive future. Deep reflection, empathy, change, and review is required if societies and natural environments are to reboot, survive, and thrive in the post-pandemic world. Even before the profound disruptive effects of COVID-19, it was clear that dramatic transformations to environmental (e.g., extreme weather, climate change, access to clean water, plastic-less environments, carbon sequestration), political (e.g., populism, global security and terrorism), social (e.g., race relations and justice, ageing populations, inequalities and poverty), economic (e.g., artificial intelligence and data, food security) and cultural (e.g., cyberspace and social media, automated vehicles and travel) conditions were unfolding. These issues present numerous inter-connected challenges for the 21st century. Together they will have a marked geographical footprint in the future to where, why, and how new societal, economic, cultural, environmental, and political formations are forged in light of deep underlying processes of change and reproduction. In this contemporary moment of both intense change and the continuation of longstanding structural violence and injustice, our aim is for The Geographical Journal to serve as a space for critical engagement and positive proposal on ‘public issues’ – matters that are of importance and relevance to interested or affected publics. This framing builds on the established strengths of the journal – with a reputation for engaged, relevant work, international scholarship, and a readership that is both global and embracing of academic and non-academic audiences. We are open to what counts as public issues, with the term being deliberately broad. We seek to attract and publish the most interesting, inventive work on the widest possible range of public issues – from species loss to domestic violence, racial surveillance to racial violence, the new green deal to Islamophobia, global south mega projects to automation, indigenous rights to the MeToo movement, water security to the culture wars, and much more. As this indicative list shows, public issues might be the ‘grand socio-environmental challenges’ that attract attention and are already subject to concerted action. We will, for example, continue the tradition of The Geographical Journal as being a space for the very best work exploring the intersection between development and environment, as climate change drives new geographies of damage and loss, as well as new ways of living. We also invite research on the geographies of resource extraction and use that are profoundly reshaping flows of material and energy, to give another example of an emergent public issue. And we expect the journal will address the important changes to urban life, including the new geographies of density and sprawl. But as our suggested agenda highlights, public issues are not restricted to those that already attract attention and global action, nor are they necessarily global. So, we also want The Geographical Journal to be a space where we collectively anticipate what might become a public issue, and attempt to diagnose, understand, and intervene in ethical and political concerns or problems as they emerge. Thus, we want to make issues that are simmering, or ought to be given airtime, public. With this in mind, we encourage work on forgotten, marginalised, and silenced issues from the global south and global north, as well as incipient themes. We want to showcase work on both the problems and concerns that have gathered attention and action and the many public issues which have yet to cross a threshold of visibility, but we anticipate may do so, or argue should do. This is important for geographical scholarship to be even more valuable, impactful, and relevant for effectively informing and shaping policy and practice to address the challenges of this century. What excites us about the journal as we move forward, then, is the chance to demonstrate the difference geographical dimensions can make to reflective thought and action across a spectrum of concerns and problems. We believe The Geographical Journal should be a journal for the whole discipline, where new ways of framing and thinking about contemporary public issues are presented, different voices and positions are juxtaposed in dialogue and disagreement, and transformations in practice, activism, and policy are critically analysed and advocated. This means we are keen to encourage more work from subdisciplines, as well as non-academic voices, whether they be activist, policy makers, NGO workers, or others. The reach of The Geographical Journal – in terms of non-academic subscribers and global readership – gives the publication a unique platform to showcase different kinds of public geography and new ways of thinking and acting. More specially, we want to encourage papers that do three things. First, the publications should strive to bring the best of geographical scholarship to bear on contemporary public concerns with the aim of generating new understanding and action around an issue. Too often geographical writing reconfirms what we already know. As well as encouraging submissions from all subdisciplines (and from beyond geography), we want to support and publish work that takes risks, that thinks and acts with new conceptual or methodological resources to understand the issues that matter to people’s lives and resonate with non-academic actors and audiences. This means we expect the writings to draw on a diversity of relevant approaches, including research and scholarship from across the globe. These are necessary for making sense of today’s important public issues. Second, as well as diagnosing and understanding public issues and their geographies, we hope that some papers will be orientated towards the future and how change might happen. How this is done will depend on the conventions of different styles of work, authors’ ethical and political commitments and interests, and the specific issues being addressed. It may, for example, involve calling for new practical or policy solutions to seemingly intractable problems. It could require evaluating specific policy initiatives and proposals and making recommendations for improvement. Alternatively, it may entail showcasing the efforts that are underway by community groups and activists to improvise changes that address ongoing structural violence. Or it may involve authors producing creative work that is deliberately utopian or speculates in order to change what seems possible around an issue. There are many ways of addressing the futures that surround public issues, and we encourage authors to see the journal as a home for experimentation with future orientated modes of inquiry that extend beyond description, interpretation, and explanation. Third, we hope that the journal becomes a space to advance the exchange of geographical knowledge(s) between academic and relevant non-academic actors, such as professional geographers, activists, institutional actors (e.g. government officials and civil servants, think-tanks), the private and voluntary sectors. We are open to new constituencies and actors – the substantive focus of the work, and fresh perspectives are what matter. But we start from the principle that much is to be gained through exchange and co-production. Alongside traditional academic papers, we, therefore, welcome co-produced work and engagements in the journal between academics and non-academics. A number of Themed Sections have also been commissioned and are in progress, which exemplify this type of work. In the pipeline for publication are themed issues on the important topics of ‘Food geographies in, of, and for the Anthropocene’ and ‘The new geopolitics of the Arctic.’ As well as inviting papers from across the disciplines, we also encourage short (up to 4,000 word) commentaries addressing contemporary public issues. A good commentary will articulate a specific approach to a topic, saying something distinctive and novel that stimulates further thought and reflection. We hope commentaries will come from all parts of our readership – academics at all career stages and throughout the world, but also non-academics – and we will aim to fast track the review process. Future editorials will elaborate upon our agenda. For now, we invite submissions from people across all subdisciplines working on existing and incipient ‘public issues.’ We are committed to making The Geographical Journal into an inclusive space for critical reflection and experimentation on how geographical research, praxis and thinking can make a difference to policy and action around the important issues that are making and remaking worlds.
