Abstract:While recent assessments have quantified the burden of air pollution at the national scale in China, air quality managers would benefit from assessments that disaggregate health impacts over regions and over time. We took advantage of a new 10 x 10 km satellite-based PM2.5 dataset to analyze spatial and temporal trends of air pollution health impacts in China, from 2004 to 2012. Results showed that national PM2.5 related deaths from stroke, ischemic heart disease and lung cancer increased from approximately 800,000 cases in 2004 to over 1.2 million cases in 2012. The health burden exhibited strong spatial variations, with high attributable deaths concentrated in regions including the Beijing-Tianjin Metropolitan Region, Yangtze River Delta, Pearl River Delta, Sichuan Basin, Shandong, Wuhan Metropolitan Region, Changsha-Zhuzhou-Xiangtan, Henan, and Anhui, which have heavy air pollution, high population density, or both. Increasing trends were found in most provinces, but with varied growth rates. While there was some evidence for improving air quality in recent years, this was offset somewhat by the countervailing influences of in-migration together with population growth. We recommend that priority areas for future national air pollution control policies be adjusted to better reflect the spatial hotspots of health burdens. Satellite-based exposure and health impact assessments can be a useful tool for tracking progress on both air quality and population health burden reductions. (C) 2016 Published by Elsevier Ltd.

Abstract:From 2013 to 2017, with the implementation of the toughest-ever clean air policy in China, significant declines in fine particle (PM2.5) concentrations occurred nationwide. Here we estimate the drivers of the improved PM2.5 air quality and the associated health benefits in China from 2013 to 2017 based on a measure-specific integrated evaluation approach, which combines a bottom-up emission inventory, a chemical transport model, and epidemiological exposure-response functions. The estimated national population-weighted annual mean PM2.5 concentrations decreased from 61.8 (95%CI: 53.3-70.0) to 42.0 µg/m3 (95% CI: 35.7-48.6) in 5 y, with dominant contributions from anthropogenic emission abatements. Although interannual meteorological variations could significantly alter PM2.5 concentrations, the corresponding effects on the 5-y trends were relatively small. The measure-by-measure evaluation indicated that strengthening industrial emission standards (power plants and emission-intensive industrial sectors), upgrades on industrial boilers, phasing out outdated industrial capacities, and promoting clean fuels in the residential sector were major effective measures in reducing PM2.5 pollution and health burdens. These measures were estimated to contribute to 6.6- (95% CI: 5.9-7.1), 4.4- (95% CI: 3.8-4.9), 2.8- (95% CI: 2.5-3.0), and 2.2- (95% CI: 2.0-2.5) µg/m3 declines in the national PM2.5 concentration in 2017, respectively, and further reduced PM2.5-attributable excess deaths by 0.37 million (95% CI: 0.35-0.39), or 92% of the total avoided deaths. Our study confirms the effectiveness of China's recent clean air actions, and the measure-by-measure evaluation provides insights into future clean air policy making in China and in other developing and polluting countries.

Abstract:Abstract. China has experienced dramatic changes in emissions since 2010, which accelerated following the implementation of the Clean Air Action program in 2013. These changes have resulted in significant air quality improvements that are reflected in observations from both surface networks and satellite observations. Air pollutants, such as PM2.5, surface ozone, and their precursors, have long enough lifetimes in the troposphere to be easily transported downwind. Emission changes in China will thus not only change the domestic air quality but will also affect the air quality in other regions. In this study, we use a global chemistry transport model (CAM-chem) to simulate the influence of Chinese emission changes from 2010 to 2017 on both domestic and foreign air quality. We then quantify the changes in air-pollution-associated (including both PM2.5 and O3) premature mortality burdens at regional and global scales. Within our simulation period, the population-weighted annual PM2.5 concentration in China peaks in 2011 (94.1 μg m−3) and decreases to 69.8 μg m−3 by 2017. These estimated national PM2.5 concentration changes in China are comparable with previous studies using fine-resolution regional models, though our model tends to overestimate PM2.5 from 2013 to 2017 when evaluated with surface observations. Relative to 2010, emission changes in China increased the global PM2.5-associated premature mortality burdens through 2013, among which a majority of the changes (∼ 93 %) occurred in China. The sharp emission decreases after 2013 generated significant benefits for human health. By 2017, emission changes in China reduced premature deaths associated with PM2.5 by 108 800 (92 800–124 800) deaths per year globally, relative to 2010, among which 92 % were realized in China. In contrast, the population-weighted, annually averaged maximum daily 8 h ozone concentration peaked in 2014 and did not reach 2010 levels by 2017. As such, O3 generated nearly 8500 (6500–9900) more premature deaths per year in 2017 compared to 2010. Downwind regions, such as South Korea, Japan, and the United States, generally experienced O3 improvements following 2013 due to the decreased export of ozone and its precursors. Overall, we conclude that the sharp emission reductions in China over the past decade have generated substantial benefits for air quality that have reduced premature deaths associated with air pollution at a global scale.

Abstract:Air pollution control has become one of the top priorities of China's "Ecological Civilization" development. As a quick response to the 2013 PM2.5 episodes, the Chinese Government issued the "Air Pollution Prevention and Control Action Plan" as the national strategy and roadmap for air quality improvements consisting of phased quantitative targets and concrete measures. Taking this into account, this study explores the spatiotemporal variations of the five conventional pollutants-PM2.5, PM10, SO2, NO2, and O3-as well as the Air Quality Index and primary pollutants in 338 Chinese cities from 2013 to 2017 in order to comprehensively understand China's current air pollution situation and evaluate the effectiveness of the Action Plan. The results indicate that: (1) the overall air quality has been significantly improved, with the concentrations of PM2.5, PM10, and SO2 decreasing noticeably, although the still high PM level, the dramatically increasing O3 concentration, and the stagnant amounts of NO2 present further challenges, along with the intensification of regional compound air pollution problems; (2) in contrast to the three key regions under the Action Plan exhibiting significant decreases in PM and SO2, the Fen-Wei Plain (FWP) is suffering from serious compound pollution, suggesting that there is an urgent need for the development of a regional joint prevention and control mechanism in the FWP and similar areas; (3) with the exception of the common pollution hot spots mainly concentrated in the FWP as well as Beijing-Tianjin-Hebei (BTH) and its surrounding regions, the distribution of each pollutant exhibited remarkable spatial heterogeneity due to their distinctive emission sources, a finding that strongly indicates the need for regionally differentiated management; and (4) the most frequent primary pollutant at the national level was O3, followed by PM2.5 and PM10. In the Wuhan Metropolitan Area (WHM), Changsha-Zhuzhou-Xiangtan Metropolitan Area (CZT), and Sichuan-Chongqing Region (CY), PM2.5 pollution is playing the dominant role, while in the FWP, BTH, Yangtze River Delta region (YRD), and Pearl River Delta region (PRD), the synergistic control of PM2.5 and O3 pollutants is urgently needed as soon as possible, which will require that more attention be paid to emission mitigation in the transportation sector, as well as the synergistic control of NOx and VOC emissions.
Projections of Air Pollutant Emissions and Its Impacts on Regional Air Quality in China in 2020

Abstract:Anthropogenic emissions of air pollutants in China influence not only local and regional environments but also the global atmospheric environment; therefore, it is important to understand how China's air pollutant emissions will change and how they will affect regional air quality in the future. Emission scenarios in 2020 were projected using forecasts of energy consumption and emission control strategies based on emissions in 2005, and on recent development plans for key industries in China. We developed four emission scenarios: REF[0] (current control legislations and implementation status), PC[0] (improvement of energy efficiencies and current environmental legislation), PC[1] (improvement of energy efficiencies and better implementation of environmental legislation), and PC[2] (improvement of energy efficiencies and strict environmental legislation). Under the REF[0] scenario, the emission of SO2, NOx, VOC and NH3 will increase by 17%, 50%, 49% and 18% in 2020, while PM10 emissions will be reduced by 10% over East China, compared to that in 2005. In PC[2], sustainable energy polices will reduce SO2, NOx and PM10 emissions by 4.1 Tg, 2.6 Tg and 1.8 Tg, respectively; better implementation of current control policies will reduce SO2, NOx and PM10 emission by 2.9 Tg, 1.8 Tg, and 1.4 Tg, respectively; strict emission standards will reduce SO2, NOx and PM10 emissions by 3.2 Tg, 3.9 Tg, and 1.7 Tg, respectively. Under the PC[2] scenario, SO2 and PM10 emissions will decrease by 18% and 38%, while NOx and VOC emissions will increase by 3% and 8%, compared to that in 2005. Future air quality in China was simulated using the Community Multi-scale Air Quality Model (CMAQ). Under REF[0] emissions, compared to 2005, the surface concentrations of SO2, NO2, hourly maximum ozone in summer, PM2.5, total sulfur and nitrogen depositions will increase by 28%, 41%, 8%, 8%, 19% and 25%, respectively, over east China. Under the PC[2] emission scenario, the surface concentrations of SO2, PM2.5, total sulfur depositions will decrease by 18%, 16% and 15%, respectively, and the surface concentrations of NO2, nitrate, hourly maximum ozone in summer, total nitrogen depositions will be kept as 2005 level, over east China. The individual impacts of SO2, NOx, NH3, NMVOC and primary PM emission changes on ozone and PM2.5 concentrations have been analyzed using sensitivity analysis. The results suggest that NOx emission control need to be enhanced during the summertime to obtain both ozone and PM2.5 reduction benefits. NH3 emission controls should also be considered in order to reduce both nitrate concentration and total nitrogen deposition in the future.

Abstract:Residential contribution to air pollution-associated health impacts is critical, but inadequately addressed because of data gaps. Here, we fully model the effects of residential energy use on emissions, outdoor and indoor PM2.5 concentrations, exposure, and premature deaths using updated energy data. We show that the residential sector contributed only 7.5% of total energy consumption but contributed 27% of primary PM2.5 emissions; 23 and 71% of the outdoor and indoor PM2.5 concentrations, respectively; 68% of PM2.5 exposure; and 67% of PM2.5-induced premature deaths in 2014 in China, with a progressive order of magnitude increase from sources to receptors. Biomass fuels and coal provided similar contributions to health impacts. These findings are particularly true for rural populations, which contribute more to emissions and face higher premature death risks than urban populations. The impacts of both residential and nonresidential emissions are interconnected, and efforts are necessary to simultaneously mitigate both emission types.

Abstract:From 2013 to 2019, a series of air pollution control actions significantly reduced PM 2.5 pollution in China. Control actions included changes in activity levels, structural adjustment (SA) policy, energy and material saving (EMS) policy, and end-of-pipe (EOP) control in several sources, which have not been systematically studied in previous studies. Here, we integrate an emission inventory, a chemical transport model, a health impact assessment model, and a scenario analysis to quantify the contribution of each control action across a range of major emission sources to the changes in PM 2.5 concentrations and associated mortality in China from 2013 to 2019. Assuming equal toxicity of PM 2.5 from all the sources, we estimate that PM 2.5 -related mortality decreased from 2.52 (95% confidence interval, 2.13–2.88) to 1.94 (1.62–2.24) million deaths. Anthropogenic emission reductions and declining baseline incidence rates significantly contributed to health benefits, but population aging partially offset their impact. Among the major sources, controls on power plants and industrial boilers were responsible for the highest reduction in PM 2.5 -related mortality (∼80%), followed by industrial processes (∼40%), residential combustion (∼40%), and transportation (∼30%). However, considering the potentially higher relative risks of power plant PM 2.5 , the adverse effects avoided by their control could be ∼2.4 times the current estimation. Our power plant sensitivity analyses indicate that future estimates of source-specific PM 2.5 health effects should incorporate variations in individual source PM 2.5 effect coefficients when available. As for the control actions, while activity levels increased for most sources, SA policy significantly reduced the emissions in residential combustion and industrial boilers, and EOP control dominated the contribution in health benefits in most sources except residential combustion. Considering the emission reduction potential by source and control actions in 2019, our results suggest that promoting clean energy in residential combustion and enforcing more stringent EOP control in the iron and steel industry should be prioritized in the future.

Abstract:Significant emission reductions have been observed in China recently, especially after the the ‘Air Pollution Prevention and Control Action Plan’ in 2013. Major air pollutants, such as NOx, CO, SO2, are found to reach their peak in 2012 or 2013. Few studies attempted to investigate how the recent emission reductions in China will affect global air quality and climate change. Here, by using global climate-chemistry models and health impact functions, we investigate how the contrasting emission changes in China from 2010 to 2017 will affect global air quality, mortality burden and climate change. We calculate that compared with the year 2010, 4800 deaths were avoided due to ozone reductions in 2017 globally, while 65% of the avoided deaths happen in China, and the other 35% worldwide. In 2017, 109,000 deaths were avoided due to PM2.5 reductions, while 92% of the avoided deaths happen in China, and the other 8% worldwide. We also find that the cooling effect from the emission reductions of SO2 in China has been compensated by the warming effect from the emission reductions of black carbon at the same time in China, which is the opposite trend as found in the developed countries in previous decades.
Health Burdens Related to Emission Sources and Cross-Provincial Air Pollution in China

Abstract:Effective abatement of air-pollution-induced health damages requires comprehensive understanding on the changing roles of individual sources and cross-regional transport. Here, we estimate premature mortality attributable to specific source categories, precursor species, and regions within mainland China. We find that the marginal national premature deaths, dominated by PM2.5 exposure, have declined from 151,842 per 10% growth of emissions in 2013 to 111,271 in 2020, and would further to 54,293 in 2035 following a carbon peaking and carbon neutrality pathway. The impacts of certain species-category combinations have grown including NOX from industrial combustion and off-road traffic. The proportions of cross-provincial to marginal health burden have remained stable around 50%. Provinces with net exporting of premature deaths were intensively located in the north of China while those with net importing were in the south. Our findings highlight the need for a location-precursor/sector-specific strategy of emission controls in China’s public health regulatory framework.
Long-term variations of air pollutants and public exposure in China during 2000-2020

Abstract:Since 2000, China has faced severe air pollution challenges，prompting the initiation of comprehensive emission control measures post-2013. The subsequent implementation of these measures has led to remarkable enhancements in air quality. This study aims to enhance our understanding of the long-term trends in fine particulate matter (PM2.5) and gaseous pollutants of ozone (O3) and nitrogen dioxide (NO2) across China from 2000 to 2020. Utilizing the Community Multiscale Air Quality (CMAQ) model, we conducted a nationwide analysis of air quality, systematically quantifying model predictions against observations for pollutants. The CMAQ model effectively captured the trends of air pollutants, meeting recommended performance benchmarks. The findings reveal variations in pollutant concentrations, with initial increases in PM2.5 followed by a decline after 2013. The proportion of the population living in high PM2.5 concentrations (>75 μg/m3) decreased to <5 % after 2015. However, during the period from 2017 to 2020, around 40 % of the population continued to live in regions that did not meet the criteria for Chinese air quality standards (35 μg/m3). From 2000 to 2019, fewer than 20 % of the population met the WHO standard (100 μg/m3) for MDA8 O3. In 2000, 77 % of the population met the NO2 standard (<20 μg/m3), a figure that declined to 60 % between 2005 and 2014, nearly reaching 70 % in 2020. This study offers a comprehensive analysis of the changes in pollutants and public exposure in 2000-2020. It serves as a foundational resource for future efforts in air pollution control and health research.

Abstract:To tackle the problem of severe air pollution, China has implemented active clean air policies in recent years. As a consequence, the emissions of major air pollutants have decreased and the air quality has substantially improved. Here, we quantified China's anthropogenic emission trends from 2010 to 2017 and identified the major driving forces of these trends by using a combination of bottom-up emission inventory and index decomposition analysis (IDA) approaches. The relative change rates of China's anthropogenic emissions during 2010-2017 are estimated as follows: -62% for SO2, -17% for NOx, +11% for nonmethane volatile organic compounds (NMVOCs), +1% for NH3, -27% for CO, -38% for PM10, -35% for PM2.5, -27% for BC, -35% for OC, and +16% for CO2. The IDA results suggest that emission control measures are the main drivers of this reduction, in which the pollution controls on power plants and industries are the most effective mitigation measures. The emission reduction rates markedly accelerated after the year 2013, confirming the effectiveness of China's Clean Air Action that was implemented since 2013. We estimated that during 2013-2017, China's anthropogenic emissions decreased by 59% for SO2, 21% for NOx, 23% for CO, 36% for PM10, 33% for PM2.5, 28% for BC, and 32% for OC. NMVOC emissions increased and NH3 emissions remained stable during 2010-2017, representing the absence of effective mitigation measures for NMVOCs and NH3 in current policies. The relative contributions of different sectors to emissions have significantly changed after several years' implementation of clean air policies, indicating that it is paramount to introduce new policies to enable further emission reductions in the future.
Decadal changes in anthropogenic source contribution of PM<sub>2.5</sub> pollution and related health impacts in China, 1990–2015

Abstract:Abstract. Air quality in China has changed dramatically in response to rapid development of the economy and to policies. In this work, we investigate the changes in anthropogenic source contribution to ambient fine particulate matter (PM2.5) air pollution and related health impacts in China during 1990–2015 and elucidate the drivers behind the decadal transition. We estimate the contribution of five anthropogenic emitting sectors to ambient PM2.5 exposure and related premature mortality over China during 1990–2015 with 5-year intervals, by using an integrated model framework of a bottom-up emission inventory, a chemical transport model, and the Global Exposure Mortality Model (GEMM). The national anthropogenic PM2.5-related premature mortality estimated with the GEMM for nonaccidental deaths due to noncommunicable diseases and lower respiratory infections rose from 1.26 million (95 % confidence interval (CI) [1.05, 1.46]) in 1990 to 2.18 million (95 % CI [1.84, 2.50]) in 2005; then, it decreased to 2.10 million (95 % CI [1.76, 2.42]) in 2015. In 1990, the residential sector was the leading source of the PM2.5-related premature mortality (559 000, 95 % CI [467 000, 645 900], 44 % of total) in China, followed by industry (29 %), power (13 %), agriculture (9 %), and transportation (5 %). In 2015, the industrial sector became the largest contributor of PM2.5-related premature mortality (734 000, 95 % CI [615 500, 844 900], 35 % of total), followed by the residential sector (25 %), agriculture (23 %), transportation (10 %), and power (6 %). The decadal changes in source contribution to PM2.5-related premature mortality in China represent a combined impact of socioeconomic development and clean-air policy. For example, active control measures have successfully reduced pollution from the power sector, while contributions from the industrial and transportation sectors have continuously increased due to more prominent growth in activity rates. A transition in fuel consumption has dominated the decrease in the contribution from residential sector. Meanwhile, the contribution from the agriculture sector has continuously increased due to persistent NH3 emissions and enhanced formation of secondary inorganic aerosols under an NH3-rich environment.

Abstract:Aggressive emission control measures were taken by the Chinese government after the promulgation of the 'Air Pollution Prevention and Control Action Plan' in 2013. Here we evaluated the air quality and health benefits associated with this stringent policy during 2013-2015 by using surface PM2.5 concentrations estimated from a three-stage data fusion model and cause-specific integrated exposure-response functions. The population-weighted annual mean PM2.5 concentrations decreased by 21.5% over China during 2013-2015, reducing from 60.5 in 2013 to 47.5 mu g m(-3) in 2015. Subsequently, the national PM2.5-attributable mortality decreased from 1.22 million ( 95% CI: 1.05, 1.37) in 2013 to 1.10 million ( 95% CI: 0.95, 1.25) in 2015, which is a 9.1% reduction. The limited health benefits compared to air quality improvements are mainly due to the supralinear responses of mortality to PM2.5 over the high concentration end of the concentration-response functions. Our study affirms the effectiveness of China's recent air quality policy; however, due to the nonlinear responses of mortality to PM2.5 variations, current policies should remain in place and more stringent measures should be implemented to protect public health.
Air Quality and Health Impacts from the Updated Industrial Emission Standards in China

Abstract:To improve air quality, China has been increasing the stringency of national emission standards for industrial sectors. However, from the projected air quality and associated health impacts it is not known if the updated emission limits have been completely followed. Here, we develop emission inventories based on the emission limits at different stages and use the Weather Research and Forecasting with Chemistry (WRF-Chem) model and health impact function to determine the potential air quality and health impacts for different scenarios. We found that full implementation of the special emission standards would decrease PM2.5 concentrations by over 25% in April, July and October, and decrease O3 concentrations in July by 10%–20%. Overall, the number of PM2.5-related premature deaths could be reduced by 0.15 million (95% confidence level 0.13–0.17 million) if special emission limits were met and that O3-related premature deaths would decrease by 18oo (95% confidence level 500–3000). However, even with these special emission limits, a greater than 25% increase in O3 levels occurred in northern China during October, January and April, leading to an increase in O3-related premature deaths in northern provinces which would offset the decrease in provincial PM2.5-related mortality by 10%–20%. These findings indicate that emissions of volatile organic compounds (VOCs) should be reduced to avoid increases in O3 in VOC-limited provinces. Despite the increase in O3 in certain provinces, improvement of industrial emission standards could greatly limit PM2.5 pollution and reduce the associated health burden. Therefore, we suggest that government should accelerate full implementation of strict emission standards in order to improve air quality.
[Impact of Emission Reduction in Different Sectors on Air Quality and Atmospheric Temperature in Eastern China]

Abstract:China's emission reduction policy will focus on the synergistic control of air pollution and atmospheric warming in future. However, the impacts of emission reductions in different sectors on air quality and atmospheric temperature vary significantly. Using a two-way coupled air quality model(WRF-Chem), this study quantified the impacts of anthropogenic emission reductions from various sectors(industrial, residential, transportation, thermal power plants, and agricultural sectors) on air quality and atmospheric temperature in eastern China in September 2016. Emission reduction from industrial, residential, transportation, thermal power plant, and agricultural sources could effectively improve air quality, with PM2.5 reduction of 33.9%, 9.6%, 15.8%, 10.8%, and 26.7%, respectively; however, the weakened aerosol-radiation interactions resulted in more energy at the surface, further increasing the near-surface air temperature by 0.04, 0.03, 0.01, 0.03, and 0.09℃. At the top of the atmosphere, the net radiation flux decreased by 0.3, 0.8, 0.7, and 0.1 W·m-2 owing to the emission reduction from industrial, residential, traffic, and thermal power plant sectors, whereas the emission reduction from agricultural sources resulted in an increase in the net radiation flux of 0.8 W·m-2. On one hand, the emission reduction from agricultural sources led to a decrease in scattering aerosols and increase in the net radiation flux; contrastingly, it did not lead to a decrease in absorbing aerosols(black carbon), which could not offset the radiation increase caused by the decrease in scattering aerosols. Therefore, the emission reduction from agricultural sources led to the increase in net radiation flux at the top of the atmosphere and the most significant increase in near-surface temperature. It is noted that in the future, although emission reduction from agricultural sources will bring about significant air quality improvement, it will also consequently cause significant warming.
Increased Impact of Aviation on Air Quality and Human Health in China

Abstract:China's civil aviation market has rapidly expanded, becoming the world's second-largest. However, the air quality and health impacts caused by its aircraft emissions have been inadequately assessed. Here, we leverage an updated emission inventory of air pollutants with improved temporal and spatial resolution based on hundreds of thousands of flight trajectories and simulate aviation-attributable contributions to ground-level air pollution in China. We find that in 2017, the annual-average aviation-attributed PM2.5 and O3 concentrations were 0.4-1.5 and 10.6-14.5 μg·m-3, respectively, suggesting that aviation emissions have become an increasingly important source of ambient air pollution. The contributions attributable to high-altitude emissions (climb/cruise/descent) were comparable to those at low altitudes (landing and takeoff). Aviation-attributed ambient PM2.5 and O3 exposures are estimated to have caused about 67,000 deaths in China in 2017, with populous coastal regions in Eastern China suffering the most due to the dense aviation activity. We recommend that industrial and policy stakeholders expedite an agenda of regulating air pollutants harmonized with decarbonization efforts for a more sustainable aviation future.
