Abstract:China in the 1980s is in the midst of a social revolution as far–reaching as either Land Reform or the early years of the Cultural Revolution. After four decades of championing the superiority of state monopolies and the evils of private ownership, the leaders of the Politburo have decollectivized agriculture, advocated commodification of land values, encouraged private trade and investment, and explicitly agreed that it is good if a few get rich first. Rural citizens in particular have responded with alacrity to this privatization of work and the retreat of the Party and the state from the daily management of agriculture. The household farm has become the basic unit of production for the first time since 1952, and private entrepreneurs have transformed the structure of rural commerce and manufacturing. Average incomes in rural areas trebled in the decade after 1977 and the economic gap between rural and urban citizens noticeably narrowed.

Abstract:After su ering from the short nightmare of in the 1990s,China has found a burgeoning countermovement hastening the birth of a In a social market,the market is still the primary mechanism of resource allocation but the government employs redistributive instruments to conduct decommodification in areas concerning people's rights of existence,letting everyone share the fruits of market operation and letting each social class share the costs of market operation in a bid to reembed the market in social and ethical relations. A litany of social policies enacted in recent years show that the Chinese government has both the political will and fiscal prowess to serve as a midwife for the birth of the social market. Nevertheless,China has yet to strengthen its will and prowess. Today there still exists a multitude of grave problems in Chinese society but it is a historical turning point to see the eventual emergence of social policy whose importance cannot be overestimated.

Abstract:In the establishment of western welfare states,the concepts of citizenship and citizen social right have been a dominant theme of social policies of major developed countries after World War II.The author emphasize that implementation of social right is the most important way to maintain social justice in market economy.While establishment of the minimum livelihood guarantee system,enforcement of free compulsory education,and increasing coverage of social insurance beneficiaries imply an expansion of social right of Chinese people,it is not based on citizenship,but on factors like status,occupation and economic capacity.As a result,the effect of social right in promoting social equality is minimized.In fact,differentiated welfare itself is a source of social inequality.The advancing of building a harmonious society provides possibilities of further expanding social right in China.Reform the Hukou system and equalizing the provision of basic public services by the government are two main approaches to expanding citizen social rights in China;both of which require an active response from and adjustment in the public governance system,institutional reform and innovation at various levels of policy-making as well.

Abstract:As a part of designed human intervention against social problems, social policy has to respond and adapt to social changes. In this article, the author aims to discuss social changes that occurred in the past decade in China ( including economic, demographic, and cultural changes) and relate them to relevant social policies formulated by the Chinese government to address the concerned social issues. To interpret the roles of the state, nongovernmental organizations (NGOs), and the community in tackling social problems in the changing context of the market economy and globalization, the author attempts to provide a theoretical explanation on the emergence of social policy in China in a new era and to further re-assess the concept of the welfare regime in East Asian countries.

Abstract:<span><em class="EmphasisTypeItalic">In Governance, Domestic Change and Social Policy in China,</em>the contributing authors cover 7 different aspects of China from the Republic of China (ROC: 1912–49); Socialist China (PRC: 1949–79) and China under Reform and Economic Opening (PRC: 1978–2017) in seven chapters. The editors, Blanchard and Lin, introduced the book with a historical perspective. Contrary to the state-society dichotomy, the authors brought forward the interstices which suggest four major expectations in Chinese politics under comparative historical analysis: firstly, the conflicts as well as compromises between state actors and societal interests exist in different arenas. Secondly, organized social interests do not intrinsically seek autonomy or resist extension of state leverages over the operations of NGOs. Thirdly, "State in Society" matters as state power stems directly from the evolving social structures. Abstract:After the brief nightmare of the "market society" in the 1990s,a flourishing counter-movement has emerged in China and is engendering a "social market." In such a market,the market is still the principal mechanism for resource allocation,but the government,through redistributive social policies,strives to re-embed the market into social and ethical relations.More specifically,the government is de-commodifying fields closely connected with the human right to survival,so that all groups in society can enjoy the benefits of market operation and all can share in its costs.The recent policy changes show that the Chinese government has the political will and fiscal capacity to act as midwife to the social market,even though both need to be further strengthened.Despite the numerous serious challenges China still faces,the ultimate emergence of social policies signifies a historic turning point.

Abstract:Since the founding of New China, it has successfully completed two historical stages of development and realized the dream of being self-reliant and becoming rich. Now in the third historical stage, China is trying to realize the dream of common prosperity. A vast number of data shows that in order to realize the dream of common prosperity, China has indeed experienced an unprecedented "great leap-forward" in social protection over the past ten years. This shows that China's political system is highly adaptive to changing environment and strongly responsive to the needs of the people. China was in a "low welfare state" around the year 2000, mainly because its policies were influenced by Neoliberalism at one point. If people now still firmly assert that China is a "low welfare" or "zero welfare" or even a "negative welfare" state, that would be groundless.

Abstract:This paper provides a brief summary of China's social policy in the last three decades by dividing it into two significant stages. It analyses the different policy orientations and concrete measurements in the two stages. According to the author, the changes and development of China's social policy in the last three decades were, to a large extent, responses to the economic transition and the current socio-economic conditions. In the first stage, China's social policy had to keep a low social welfare level to support the labour-intensive and foreign-trade oriented economic model in the 1990s. In the second stage, it had turned more to solve serious social problems and responded to the new economic and social challenges. After the fast development of almost two decades, China's social policy is still facing big challenges. Several important issues for further social policy development are discussed in this paper.

Abstract:The foundation of the People's Republic of China in 1949 marked the realization of a dream strived for by millions of Chinese people over the preceding hundred years, i.e., the dream of liberation. Since 1949, China has gone through two stages of historical development, in which it realized the dream of self-reliance and the dream of freedom from poverty, respectively. Having entered the third stage of its contemporary history, China is now striving to achieve a new dream of shared prosperity for all. Supported by statistical data, this paper argues that China has made a great leap forward in the field of social protection over the past 10-plus years. This new leap forward has quietly brought about enormous changes to the Chinese society. On one hand, it has stopped inequality from further deteriorating; on the other hand, it has created a benign environment for lessening human insecurity.

Abstract:Universal provision of basic public services has defined as the target of China's transformation towards a "service oriented government". By exploring the welfare regime in China, it is found that the rationale of welfare regime of China has followed "productivism" or developmentalism ideology for the last three decades with main features such as social policy subordinates to the economic policy; government acts as regulator rather than provider and so on as other East Asian economies have done. Further more, the unique combination of the "household registered system" with the welfare entitlement and the decentralized fiscal and welfare responsibility system have produced welfare gaps beyond the income gaps between urban and rural, East and West, rich and poor. Therefore, to achieve the target of the service-oriented government, a deliberated reform agenda on household registration system, welfare entitlement system, fiscal system and the local government accountability system is urgently need.

Abstract:Nowadays, the shortage of the binary systems of society security is becoming more obvious in its innovation and practice. This paper is based on the expatiation of the strategic sense of the construction of urban-rural Harmonious social security system, and the referencing the development experience and revelation of foreign social security systems. With synthetically utilizing theories and technology means, such as social security basic theory, demography, actuarial science, life-table method and system simulation, the "Three-Step" covering strategy theory from urban to rural area of social security system is presented in this paper. The research explains how to alter the actual binary system to the future Harmonious system of social security. "The First Step" is that the social security system covering urban and rural area will be realized in 2020. It adheres to the principle of "Wide-Covering, Levels-Dividing, Different and Continual" and its backbone is to establish new rural social security system. "The Second Step" will be taken during from 2021 to 2035. The main task of this step will aim at founding a social security linking urban and county in grand regions divided into three parts: East, Middle and West. It takes the concept of "making overall plans while taking all factors into consideration, and dynamically linking" and the parameters of pension substitute rates and yield ratios. "The Third Step" is to try to realize the harmony social security system stably before the century celebration of PRC in 2049. The security system will link the region in the range of the whole state in stead of the three grand regions.
The Welfare Turn of China's Urbanization : Towards a Balance between Production and Welfare

Abstract:With the transformation of economic development mode in the 21 st century , the establishment of welfare system has become one of the most important tasks for the Chinese government , which leads to the transition of urbanization in the wake.Based on an integrated framework of economic development and urbanization , this paper postulates that urbanization is a process of production factor flow and welfare distribution , and regards urbanization and economic development as two facets of the process.It reinterprets the urbanization process in China from the perspective of production and welfare , and argues that after experiencing the "high accumulation-low welfare" urbanization since the founding of the People's Republic of China as well as the "high accumulation-polarized welfare" urbanization since China's reform and opening-up , the urbanization process in China has come across with a welfare turn , i.e. , the "high cost-balanced welfare" urbanization with the emergence of Lewis turning point , the completion of social security system , the reform of land system , and the change of external economic situation.Based on the experience of spatial transformation accompanying the founding of welfare states in western countries , this paper indicates the influence that the welfare turn of China's urbanization has produced on the urban development mode , urban size , and its spatial morphology.

Abstract:Depuis le début du xxi e siècle, la Chine essaie de construire un marché social qui pallie les effets de l’économie de marché. L’État a organisé des transferts sociaux pour lutter contre les inégalités régionales et la pauvreté des ruraux. 59 millions de pauvres urbains bénéficient d’un revenu minimum d’existence garanti. 800 millions de Chinois bénéficient d’un système d’assurance santé, en voie d’extension dans les zones rurales. Les trois régimes de retraite couvrent 80 % de la population adulte de plus de 16 ans. Des aides au logement ont été mises en place. En douze ans le budget consacré à la protection sociale a été multiplié par 10 et fait maintenant 10,5 % du PIB.

Abstract:The socialist market economy in China has brought about impressive economic growth. It has also resulted in serious social problems such as unemployment, deteriorating family relations, prostitution, and poverty among the disadvantaged groups. This paper discusses a welfare model proposed by the Chinese Government to contain the destabilizing effects of the social problems and to serve the newly adopted market socialism. The authors argue that although this welfare model is still very much residual by western standards, it is a big step forward in building a modern Chinese welfare system.

Abstract:The year 2006 was a major turning point in the development of China's healthcare system, as the government has pledged to take major responsibility in the health sector. This adjustment is based upon progressions in the Chinese reform's guiding principles, using conclusions from more than 20 years' experience in economic reform. It is a reform that is needed to solve a series of social problems, and it signifies a new stage of economic development for China. The issues that were debated in 2006 delved broader and deeper into this topic. Some of the issues covered were the Suqian healthcare reform, models of a future healthcare system and the feasibility of an Universal Healthcare System. These discussions have increased cogitation and consensus on the healthcare reform, and provided counsel for the reform. At the same time, affordable hospitals, community healthcare services and new Collective Medical Service(CMS) in rural areas are providing a foundation from which the reform will expand.

Abstract:In the aftermath of China's ICT-driven and mass-mediated neoliberal development, the need to reduce China's economic vulnerability to transnational market volatility and to pacify class tensions by improving social justice and redistributing social resources has become urgent. The "socialist harmonious society" concept marks a more sophisticated and socially-oriented mode of governance. By examining two state projects under the auspices of constructing a socialist harmonious society, i.e., the state-endorsed surge of charity activities and the state-subsidized increase of vocational education targeting exclusively rural migrants, this paper argues that these emerging sites of governance, often responding to and defined by China's ICT-driven and mass-mediated neoliberal development, mark the neoliberal restructuring of state activities, and that what distinguishes this new mode of governance is the neoliberal notion of redistribution, which is central to the quasi-inclusive social institutions discussed in this paper.
