Abstract:The interest rate is a vital tool of monetary policy and is taken into account when the central bank and the government deal with variables such as capital flows, inflation, unemployment and investment. In the context of financial crises, central banks are given the key task of growing the national economy and maintaining financial stability. Formulating monetary policy, in particular lowering or increasing interest rates, is therefore under close scrutiny. This article first discusses how China's central bank has been using interest rates as a key policy tool in and after the latest financial crisis. Against this background, some “domestic” challenges of adjusting interest rates will be discussed. China's latest decision to let banks set lending rates freely by removing an artificial floor is a new policy move that has triggered tremendous market reactions. However, it will be argued in this article that this deregulatory move is probably simply another gesture from the new leadership to deepen economic reform without touching upon vested-interest groups.

Abstract:China’s economy has grown at an unprecedented pace since 1978, which has resulted in a sustained improvement in the average living standard in China. A theoretical model is developed in the present study to analyze the role of interest rate control in China’s economic growth, where investment is primarily determined by interest rates available to firms and entrepreneurs. When the central bank regulates the interest rates and makes them below the equilibrium rate, high-level investment activities boost economic growth and introduce new technologies into the economy, which in turn promotes growth in labour productivity. As the current marginal product of capital is much higher than the interest rate, the output growth is much faster than consumption growth and exports become an important part of the economy. To maintain competitiveness of exports over a longer period, it is necessary to keep exchange rates low, which results in large foreign exchange reserves. When the export sector is losing its competitiveness edge due to increased labour costs and exports cannot digest the difference between output growth and consumption plus investment growth, interest rate control may lose its positive impact on economic growth.

Abstract:Abstract China's recent removal of the last ceiling restriction on deposit rates in October 2015 is a milestone in interest rate liberalization, but not the end of it. International experience suggests that, without structural and quantitative reforms, simply freeing interest rates can result in major financial stress. Before China's central bank can completely relinquish implicit or explicit guidance for commercial banks' interest rate determination, it needs to accomplish two tasks: improvement of commercial banks' pricing capability as well as the monetary policy transmission mechanism. Both tasks require significant reform measures to be initiated, such as enforcing market discipline, forming a new monetary policy framework, developing money and capital markets, abandoning quantitative restrictions on credit and reforming the financial regulatory system.

Abstract:At present,Chinese economy is in the "three-high" state,a state of high growth,high inflation and high liquidity.In the first half of 2011,along with a series of monetary and fiscal restraints,inflaction is expected to be controlled to some degree,and the economy has begun to return to regular development.The interest rate term structure estimated by the cubic B-spline method reflects that the monetary policies such as raising the interest rate,and up regulating of the reserve rate have made the financing cost rise remarkably,indicating that the monetary restraint effectiveness is distinct and the urgency to take further restraint policies has been greatly reduced.It is anticipated that the inflation level in the second half of 2011 will go down evidently.However,the monetary policy will continue to keep steady but tight to some degree to consolidate the policy effect.At the same time,the proactive fiscal policy will be implemented to boost the smooth development of economy.

Abstract:Purpose: Most prior studies on interest rate liberalization focused on banking system reforms and technological reforms, as well as liberalization’s impact on the profitability of commercial banks. Rarely considered were the effects of monetary policy or management’s leadership ability. This paper aims to investigate the influence of these two missing aspects and to explore whether or not such liberalization has had any influence on commercial banks’ risk resistance capacity and, if so, to identify the nature of that influence. Methodology: This article considers 18 commercial banks in China, operating from 2003 to 2018. Analyses include descriptive statistics, the Sobel test, the ADF stationarity test, and the VAR model co-integration test. Main Findings: Our results show that China’s interest rate marketization reform has a net positive effect on reducing bank risk, despite the new risks created by reform. Commercial bank anti-risk capabilities were also found to be improved both by China's monetary policy transmission for interest rate liberalization and by the strategic leadership capabilities of individual bank managers. Results: Based on these research results, this article encourages the Chinese government to strengthen appropriate laws and regulations to reduce the bankruptcy risk of commercial banks during interest rate liberalization. Commercial banks should build competent risk management teams with the ability to anticipate risks to allow their banks to better resist the disadvantages of interest rate liberalization reforms. Application: Based on these research results, this article can provide insights for the Chinese government, showing that appropriate laws and regulations should be strengthened to reduce the risk of bankruptcy that commercial banks may face as a consequence of interest rate liberalization. Originality/Value: This paper contributes to the theory of interest rate liberalization and anti-risk capability of commercial banks, by conceptualizing new constructs from strategic leadership and monetary policy transmission theory. It finds that market-oriented rate reform has increased interest rate risk and complicated the term structure. Commercial banks should, therefore, improve their operational management capabilities and optimize their internal governance decision-making mechanisms.

The present article seeks for the impact on life insurance from reduction of interest rate, analyses causes of transformation in life insurance resulted from reduction of interest rate,and gives some proposals on effective stipulation of life insurance market during the transitional period. As one of the hot topics on instrance market, the above study will make a great contribution to the development and readjustment of China' s insurance industry.

Abstract:In recent years, interest rate of our country has experienced frequent regulations. Five increases in 2007 intended to cool the over-hot economy and the second half of the year 2008 witnessed four successive decreases of deposit interest rate by the Central Bank of China. It is evident that interest rate is quite popular as an important currency policy instrument. Stating from June 8 th of 2012 when RMB loan and deposit benchmark rate of financial institutions was reduced, one-year term deposit rate went down by 0.25% and loan rate 0.25%, the fist reduction since the end of 2008. Besides, interest rate regulation influences currency supply, capital expected rate of return, and enterprises’ capital situation, etc. It will also exert some certain influence on the active stock market.

Abstract:<p>China's financial market has undergone significant changes since financial deleveraging commenced and regulatory supervision was tightened in 2017. Intensifying China–US trade tensions have further increased the uncertainties of external environments. In this article, we estimate the natural interest rate using a Bayesian state space model considering financial factors and open conditions, and analyze the relationships among the natural interest rate, economic activities and monetary policies. We find that technological and demographic factors are the main drivers of natural interest rates, while financial factors and open conditions also play important roles. In particular, shocks in the financial markets and the external economic environment in recent years are important reasons for the decline of China's natural interest rate. Therefore, it is necessary to strengthen research on the estimation of the natural interest rate to ensure China's transformation into more price‐based monetary policy and high‐quality development.</p>

Abstract:We examine whether the effectiveness of the monetary policy rate transmission differs before and after interest rate liberalization in China using the autoregressive distributed lag (ARDL) bound test and an error correction model (ECM). The results show that after liberalization the mark-up is lower, and both the long-run and short-run interest rate pass-through has become faster and more complete. We attribute our findings to the ongoing reforms of China's banking system, which has improved the competitiveness of Chinese commercial banks.

Abstract:The Chinese economy has undergone a long-term transition reform, but there is still a planned economy characteristic in the financial sector, which is financial repression. Due to the existence of financial repression, China's actual interest rate level should be lower than the Consumer Price Index (CPI). However, based on official China's interest rates and CPI, over half of the years China's actual interest rate remained higher than CPI by our calculation from 1999 to 2022. This is inconsistent with the financial repression that exists in China, and the main reason is the calculation methods of China's CPI. China's CPI measurement system originated from the planned economy era, which did not fully consider the rise in housing purchase prices, so the current CPI measurement system can be more realistically presented by taking the rise in housing prices into consider. The core idea of this study is to mining relevant official statistical data and calculate the proportion of Chinese residents' expenditure on purchasing houses to their total expenditure. By taking the proportion of house purchases as the weight of house price factor, and taking the proportion of other consumption as the weight of official CPI, the Generalized CPI (GCPI) is formulated. The GCPI is then compared with market interest rates to determine the actual interest rate situation in China over the past 20 years. This study has found that if GCPI is used as a measure, China's real interest rates have been negative for most years since 1999. Chinese residents have suffered the negative effects of financial repression over the past 20 years, and their property income cannot keep up with the actual losses caused by inflation. Therefore, it is believed that China's CPI calculation method should be adjusted to take into account the rise in housing prices, so China's actual inflation level could be more accurately reflected. In view of the above, deepening interest rate marketization reform and expand channels for financial investment are the future development goals of China's financial system.

Abstract:China’s interest rate market is unique because its central bank sets a term structure of official interest rates on bank deposits and loans as well as money supply. In this paper we explore both theoretically and empirically how market interest rates in China are related to economic fundamentals, bond demand and supply, and official interest rates and money supply. We first develop a theoretic model with both preferred habitat investors and arbitrageurs and show how the short term and long term market interest rates are related to these factors, and then empirically test their relationships. Different from the interest rate market in the U.S., we find that while the short-term rate in China is closely tied to the official interest rates and bond demand, it has a weak relationship with economic variables. In contrast, we find that the long-term rates are sensitive to the industrial production growth and inflation rate as well as the official interest rates and bond demand. We attribute these results to the unique monetary policy system in China.

Abstract:We study the consequences of interest rate liberalization in a two-sector general equilibrium model of China. The model captures a key feature of China’s distorted financial system: state-owned enterprises (SOEs) have greater incentive to expand production and easier access to credit than private firms. In this second-best environment, interest rate liberalization can improve capital allocations within each sector but can also exacerbate misallocations across sectors. Under calibrated parameters, the liberalization policy can reduce aggregate productivity and welfare unless other policy reforms are also implemented to alleviate SOEs’ distorted incentives or improve private firms’ credit access. Abstract:In a retrospective way,this paper depicts the 30-year-long course of the market-based interest rate reform,summarizes the achievements the two-track methodology made in the historic process.On the one hand, the PBoC has eased the regulations upon interest rate step by step and promoted the pricing ability of financial institutions,liberalized the upper limit of lending rate and lower limit of deposit rate.On the other hand,a whole new pricing mechanism of financial market interest rate was ushered into the system,SHIBOR and treasury bond yield curve were established,representing short-term and long-term benchmark rate respectively.The PBoC has been streamlining its operations to make sure that interest rate plays a key role in conducting monetary policy.The paper also looks forward to the advancing of market-based interest rate reform,and discusses the preconditions on that process.
