Abstract:While traditional port literature uses origin and destination pairs in global shipping networks, recent developments of dry ports in the hinterland, feeder service networks, and heavy foreign trade traffic make the ports in Bohai Bay a unique case in the analysis of inter-port connectivity and competitiveness. Using an integrated port connectivity index to define the above features, the advantages and challenges of individual ports can be assessed in a dynamic interconnected environment. The model can provide unbiased port development strategies for each port to ensure long-term sustainability. Published by Elsevier Ltd.
Port-city Synergism and Regional Development Policy: Evidence from the Yangtze River Region

Abstract:As one of China's three development strategies, the Yangtze River Economic Belt (YEB) strategy plays an important role in strengthening the development of port-city synergy. This study uses the difference-in-differences (DID) approach to investigate the impact of the YEB strategy on port-city synergy development, with panel data for 15 port-city pairs along the YEB over the period 2005-2019. The results show that the YEB strategy significantly promotes port-city synergy through fixed-asset investment in the transportation, warehousing, and postal industries, especially for economically developed port cities and cities far from the port. It is suggested that decision-makers prioritize the fixed asset investments in these industries and formulate differentiated collaborative development plans according to different types of cities.

Abstract:The pursuit of better performance by the local government can influence the investment decision-making related to port expansion. This paper compares the ceilings at which the port enterprise and the local government would stop making investments. To achieve this, the benefits to the port enterprise and the local government are measured over a given time period. An empirical study investigating how a port would respond if a rival port uses a type of capacity investment strategy is conducted for two major ports in Liaoning. The time at which the local government and the port enterprise would stop making investments and the final equilibrium are developed using the data from 2010. From the empirical results, it was found that investment in port capacity contributes greatly to the local government's performance. Meanwhile, different investment ceilings are discovered for the port enterprise and the local government. This research is meaningful for discussing the institutional relationship between the local government and the port enterprise in China's current decentralized port governance system.This paper is a revised and expanded version of a paper entitled Port expansion mechanism in the context of political achievement of local government: a special phenomenon in China' presented at International Association of Maritime Economists 2012 Taipei Conference during 5th September -8th September.

Abstract:The ports of Dalian, Qingdao and Tianjin are the largest ports in the Bohai Bay Rim and as such are among the fastest growing container ports in China. This setting provides an opportunity to analyse the dynamics of competition involved in inter-port clusters. Competition in a port cluster can be examined from the perspective of port choice. To understand the key determinants of carriers' port choice strategies, on-site interviews were conducted in the fall of 2013. Having identified the factors involved, we performed multinomial logit regressions on them. The results indicated that foreign trade routes and destinations, improved design capacity, demand from the hinterland and whether or not there is a rapid boutique line, can sway a carrier's decision towards either a single port strategy or a combined strategy of making two or three stops at the ports of Dalian, Qingdao and Tianjin. As a result of this research, using combined qualitative and quantitative methodologies, a better understanding of the competition, development and governance of not only ports in a regional area, but throughout China itself, has been achieved. This has contributed overall to a better understanding of the dynamics and interrelationships involved between ports in the Bohai Bay Rim.

Abstract:Port economy is playing more and more important role in regional development.But there are many vital problems that baffle Chinese port economy,such as port transportation capability cannot keep up with the development of social and economic development,the structure of transportation is improper,seaports are built superfluously.Especially,port economy driving effects on regional industry and employment are powerless,that impedes the further development of port city and delta region in China. Port industry can be categorized three kinds according to its connection ability with seaport,the first kind is symbiotic port industry,happened with port building;the second is depended port industry and the third is correlative port industry.Based on the study Rotterdam port industry development,we can conclude that in the different port development stage there is different kind of port industry that play a key role in the port region area.In the early port development stage,symbiotic port industry including port assemble,port transportation,storage developed more quickly than the other port industries.And then the port-related industry,such as manufacture,oil refining,chemical developed.Under the promotion of the direct port industry development,relative port industry will develop quickly such as financial,insurance,agency and information service,etc. Different kind of port industry can differently affect the regional social and economic activities,employment,land use and other development.In the process of port industry development,the regional land use of port also changed in space.Different kind port industry will develop in the port around,and shape a seeming water landscape.The wave center is port,and the waves are different port industry land layout.From the wave center to edge,normally,there locate orderly symbiotic port industry,depended port industry,and the correlative port industry.Different industry land use form a series of homogenous industry belts around the port.This landscape shows the various port industries ability of space expands,which attribute to many factors,such as transport fee,land rent,environment pollution,etc.

Abstract:The growth pole theory point out that the growth pole have both diffusion effect and polarizing effect. The paper discusses the two effects of inshore harbour area to the region it is in through the comparison of Bohai-Rim area, Yangtze River delta area, and Pearl River Delta area and Fujian. The paper focuses on the relationship of Harbours distribution and regional structure of China's international trade, and analyses the effect of the increase of the port cargo throughput, which supplied by harbours engineering construction, to the increase of regional international trade volume by Trade Gravity Model's framework and elasticity analytical method. The paper find out that the most prominent one of the effect of growth pole of inshore harbour area for international trade is Bohai-Rim area. And the layout and policy of 11th Five-Year Plan of harbour engineering construction of China accord with this paper's result.

Abstract:We used the "technique for order preference by similarity to ideal solution" model to measure port comprehensive strength and its spatial features on the basis of the concept of regional balanced development during the period of port resources integration. Using the panel data for coastal cities from 2001 to 2017, we built a spatial econometric model of port comprehensive strength to explore the effect of port comprehensive strength on economic growth and its spatial spillover effect. The study found the following: (1) The hierarchical structure of China's coastal ports has expanded toward a flat pyramid structure, the shift of which enlarges middle- and high-level ports and shrinks the low-level ones; China's coastal port groups present a "core-periphery structure," which focuses on international and national hubs. (2) China's coastal port comprehensive strength has a significant spatial spillover effect on the economic growth in local and neighboring cities; for every 1% increase in port comprehensive strength, the peripheral economic growth contributes by 0.08% and 0.04%. (3) The spatial spillover effect of coastal port comprehensive strength on the scale of the port group reflects a spatial conglomeration effect and regional differences: the coastal port comprehensive strength of the Pearl River Delta and the Southeast coastal area presents direct and indirect double spillover effects, the port groups in the Yangtze River Delta and Southeast coastal area have a direct spillover effect only, and the Southwest port groups have a double negative spillover effect.

Abstract:The globalization of the world economy has resulted in the rapid growth of container transportation and a corresponding increase in container ports. In China, the Shanghai and Ningbo ports have undergone explosive growth based on their strong economic hinterlands. In this paper, we adopt the regional economic theory and statistical methods to analyze quantitatively the spatial structure of port clusters. We also aim to investigate the competitiveness of the port clusters at their conjunct hinterlands using a case study of the Shanghai International Shipping Hub (SISH), along with its two main ports, Shanghai and Ningbo, from 1995 to 2010. This paper initially uses the Hirshmann-Herfindahl index model and the shift-share analysis to examine the degree of concentration of the port system, which comprises 12 container ports in the SISH. Based on the above analyses, this study employs location quotient and statistical inference approaches to determine the major hinterland regions in Zhejiang Province to study the competitiveness between the Shanghai and Ningbo ports. Our findings suggest that the Ningbo port has emerged as a serious contender to the Shanghai port in the SISH, although the former is less dominant than the latter. The results show the spatial structure of the SISH and forecast the future structure of a double-hub port mode.

Abstract:As port is an important link of international economy and trade,port competitiveness is an indicator of the national power.Port efficiency,especially the efficiency of port container terminal collection and distribution system is an important part of port competitiveness.In this paper,we consider port container terminal collection and distribution system as a whole and empirically study its technical efficiency,pure technical efficiency and scale efficiency from the perspective of supply chain system.The results indicate that the technical and scale efficiency of the port container terminal collection and distribution systems is mostly low and the pure technical efficiency is relatively high;the reasons are also explored.

Abstract:Cities are commonly recognized as the immediate hinterland of ports and play a crucial role in fostering the sustainable development of ports. Therefore, it is imperative to investigate the influence of cities on ports. By employing panel data from 2001 to 2021 for both ports and cities in the Bohai Rim region, this study examines the spatial spillover effect of urban economy on port efficiency using the spatial error model (SEM). The findings show that urban economies have a significant spatial spillover effect on port efficiency, but this effect diminishes across different spatial matrices. In particular, the geographical matrix demonstrates a stronger spatial spillover effect of the urban economy on port efficiency. These research findings help to establish a collaborative mechanism for port-city development and provide useful insights for government management decision-making.

The impact of port green competitiveness on the hinterland economy: A case study of China

Abstract:In the global trade landscape, ports are not only critical nodes for the transportation of goods but also increasingly recognized as key factors driving sustainable development through their green competitiveness. This paper takes a green competitiveness perspective to delve into the interactive relationship between port development and the hinterland economy, aiming to provide a theoretical foundation and policy recommendations for the green development of ports. An evaluation index system for green competitiveness of ports was constructed, and a combination of the Slacks-Based Measure (SBM) and the Entropy Weighted-Technique for Order Preference by Similarity to Ideal Solution (EW-TOPSIS) method was employed to quantitatively measure and assess the 25 major coastal ports and their hinterland economic systems in China. The study reveals that the overall green competitiveness of these major coastal ports is on the rise, yet notable disparities exist among individual ports. Regionally, the green competitiveness of the Yangtze River Delta port group stands out, while that of the Bohai Rim, southeastern, Pearl River Delta, and southwestern coastal port groups is relatively low. Empirical analysis conducted in this paper demonstrates the positive impact of port green competitiveness on the hinterland economic system, particularly its significant role in enhancing the total and quality aspects of the hinterland economy. Furthermore, it was found that the green competitiveness of ports exerts a more pronounced promotional effect on the hinterland economies of the Yangtze River Delta and Pearl River Delta port groups compared to that on the Bohai Rim, southeastern, and southwestern coastal port groups. The results of this paper also hold important guiding value for optimizing the allocation of port resources, promoting port technological innovation, and improving port environmental management, contributing to the harmonious coexistence and long-term development of ports and their hinterlands.

Abstract:Port Integration (PI) -or port industry consolidation- is actively pursued in many countries around the world. It has been established that unfettered competition among ports in proximity leads to unnecessary duplication of effort and waste of scarce port resources. We adopt the Difference-in-Differences (DID) model to analyze the effect of PI on urban economic growth, as well as to identify the causes of spatial differences in urban development, possibly due to PI. We have analyzed datasets from 69 port cities in China, from 2000 to 2018. Our results show that PI can significantly advance the economic growth of port cities, and its effects increase with time. We also show that port integration has a clear positive effect on the economic growth of cities in the Yangtze River Delta region (YRD), particularly on small- and medium-sized cities. The economic effects of PI on cities in the Bohai Rim region (BR) and on big cities is, instead, insignificant. This result indicates the existence of strong spatial differences in the impacts of PI. Moreover, we show that PI has positive effects on the rationalization of port resources and their allocation among regional ports, promoting, in this way too, urban economic growth. In China, in particular, the country's port integration strategy has effectively driven the development of numerous ports, and it has successfully contributed to the development of the country's strong transportation network. Our findings provide useful guidelines to ports around the world, in their process of integrating and consolidating their port-, transport- and logistics sectors.

Abstract:The Yangtze River Delta (YRD) ports are pivotal in shaping the Yangtze River Economic Belt and advancing urban economies across China. This article utilizes panel data from 20 cities with ports in the YRD area, spanning from 2011 to 2020, using the spatial Durbin model to explore how these ports influence urban economic growth. The findings indicate that: (1) The YRD ports significantly contribute to economic growth in both the port cities and their surrounding areas, with the indirect impact on neighboring cities being more substantial than the direct effect on the cities themselves; (2) The beneficial spillover effects of the YRD ports on the economic growth of nearby cities vary in intensity over different spatial ranges, marked by distinct boundary effects and geographical attenuation. The influence extends up to approximately 110km; (3) Within the various elements impacting the economic growth of cities in the YRD, financial development prominently exhibits a threshold effect on urban economic growth; (4) Upon analyzing heterogeneity, inland and coastal port cities manifest divergent spillover effects, with inland port cities predominantly exerting a positive spillover on adjacent regions. Accordingly, in order to eventually achieve the shared prosperity of the region's economy, it is recommended that a strong top-level design be established and that efforts be made to transform the YRD region into a core region a diffusion and driving effect.

Abstract:In the context of regional economic integration, free-trade port zones (FTPZs) have become a powerful platform for attracting high-quality international investment and promoting national economic development. It is worthwhile, then, to explore the hidden value of the locational factors of FTPZs in the process of their construction. Specifically, analyzing the key locational factors of FTPZs and their influences on the locational value can help to improve the ability of FTPZs to add value through factor congregation and further promote the development of regional economies. This study, therefore, analyzes the locational factors of the Shanghai and Ningbo-Zhoushan free-trade ports using an econometric model. The corresponding external influences of locational factors are examined as well. The results show that regional economic development level, industrial structure, port and shipping system, capital accumulation, talent quality, institutional policies, market scale, market consumption potential, and market openness are the essential factors affecting the locational value of FTPZs. Based on our analysis and comparison of the location characteristics and locational value of the Shanghai and Ningbo-Zhoushan free-trade ports, three constructive suggestions are made to enhance the locational value of free-trade ports based on the actual situation of the Ningbo-Zhoushan free-trade port. These suggestions can also maximize the value of free-trade ports’ locations and promote high-quality regional economic growth.

Abstract:Existing literature on inland ports has rarely discussed the regional economic dimension of inland port development. The economic impact of inland ports on host cities and regions is unclear. This paper accordingly seeks to fill this gap by analyzing the economic impact of the Yangtze River inland ports on regional development. To this end, this paper analyses the impact of inland port activities on regional development for a sample of 22 inland ports located in the Yangtze River Basin, observed over the period 2000–2018. The paper uses a spatial econometric model to estimate the direct and spillover effects associated with inland port activities. The results indicate that while Yangtze River inland ports induce a non-negligible economic impact on local economic development, positive and larger spatial spillover effects occur outside the host city where the inland port is located. This paper provides new evidence for the economic impact of inland ports on regional development and provides the basis for the policy of investing in the Yangtze River inland ports.

Abstract:Under the background of thriving digital economy and the digitization of port industry, using data derived from port cities in Guangdong, this study intends to investigate the spatial effect of digital economy on the port city coordination. This paper firstly measures the port city coupling coordination degrees and the digital economy comprehensive development levels, then estimates the spatial spill over effect of digital economy on the port city coordination by constructing the dynamic Spatial Durbin Model (SDM). To further clarify local patterns of the spatial effect, this paper subsequently analyses the spatial effects within and between three sub regions in Guangdong. The results show that first, the port city coordination has a habit persistence; second, the digital economy development may be mainly due to the local policy; third, the digital economy has a positive spatial spillover effect on the port city coordination, and the effect will increase over time; forth, the spatial effects in the Pearl River Delta and in the western and eastern areas present different patterns. The quantitative research enriches the port city theory under the new circumstances of digital economy, and brings new insights into regional integration and sustainable development.

Abstract:The spatial accessibility between inland city and seaport plays a very important role in the process of industrial transformation and upgrading and reasonable layout of port and hinterland.Firstly,this paper began with the difference between seaport and inland-city about the property and the traffic flow on traffic network to define the meaning of inland spatial comprehensive accessibility of port.Then,the modified gravity model was used to measure the comprehensive accessibility level of the inland ports in the Northeast China,analyze the different spatial characteristics and explore finally the mechanism of its internal.The results showed that:①The accessibility level of the Yingkou Port grew fast and surpassed the Dalian Port at last,the Jinzhou Port followed the Dalian Port,the Dandong Port caught up later,with the Panjin Port and the Huludao Port being slightly behind,but it was contrast with the "n" structure feature measured by the shortest travel time index and the weighted average travel time index.At the same time,the difference among the six ports was more significant in the hinterland of the overall improvement of the traffic network.②The inland spatial accessibility of the six major ports is presented along the Harbin Dalian traffic.The level of spatial accessibility in western Liaoning and eastern Mongolia is higher than other areas.There exists a kind of "enclave" phenomenon about the port-inland spatial accessibility of the capital city and the resource type city which have strong comprehensive economic strength.③Traffic cost between port and inland resistance promotes the formation of the basic pattern of inland space in the port,and the important traffic lines and the comprehensive "quality" promote the change of this basic pattern.
