Abstract:We examine the role of China's financial system in supporting economic growth, and explore directions of future development. First, the current financial system is dominated by a large but inefficient banking sector. Reducing the amount of non-performing loans among the major banks to normal levels is the most critical task for reforming the financial system in the short run. Second, the role of the stock market in allocating resources in the economy has been limited and ineffective. Further development of China's financial markets is the most important task in the long-term. Third, the most successful part of the financial system, in terms of supporting the growth of the overall economy, is a non-standard sector that consists of alternative financing channels, governance mechanisms, and institutions. This sector should co-exist with banks and markets in the future in order to continue to support the growth of the Hybrid Sector (non-state, non-listed firms). Finally, in order to sustain stable economic growth, China should aim to prevent and halt damaging financial crises, including a banking sector crisis, a real estate or stock market crash, and a "twin crisis" in the currency market and banking sector.

Abstract:Growth of private capital enjoys important actions in economic development. The actions remedy the awful shortage of state capital, accelerate the whole economic development and become the major capital of development in West China. Three new growth models of private capital can be designed in west development. They are original model, deriving model and transferred-grafted model. Nowadays in west China there are problems on thought liberation, accumulation mechanism, macro-management and law criterion. In order to speed growth of private capital, institution insurance should be strengthened, property right should be identified, modest favorable credit and taxation should be given and payment of transfer from government should be enlarged.
An Empirical Study of the Effects of Capital Formation and Flow on the Economy of the Eastern Region of China

Abstract:Capital provides strong support for the rapid economic development of east China,but significant differences are found in this region in aspects such as financial revenue and expenditure,fixed asset investment,FDI,overseas investment,and bank deposits and loans.Additionally,the economy in this region exhibits unbalanced growth due to different economic structures and foreign capital utilization.As shown by the results of empirical analyses,the capital flows differ significantly.Data on the bank deposits and loans in the eastern region indicate a net general capital outflow.The fixed asset investment per capita greatly promotes the regional economy,but the differences in the regional economic structures have led to different influences of financial revenue and expenditure and FDI on the economy.The differences between deposits and loans per capita haven't resulted in significant impacts on east China as a whole,which indicates the inefficiency of transforming savings into investments in the region.However,such differences are manifest in three districts in the eastern region.

Abstract:We provide a comprehensive review of China’s financial system and explore directions of future development. First, the current financial system is dominated by a large banking sector. Abstract:This paper analyzes the impact of financial development on capital return in theory, and makes an empirical verification using the data of China provinces. The main conclusions are as follows:The capital return of China was relatively stable before 2008, after which there has been a significant de-cline, and the trend of regional convergence is obvious. Underdevelopment and overdevelopment of China's financial exist at the same time, and its impact on capital return are different in three regions, there is a"financial failure" phenomenon in the area of high investment expansion coefficient, a "financial curse"phenomenon in the area of low investment expansion coefficient, and a "structural imbalance" phenomenon in the area of middle investment expansion coefficient. Government intervention exacerbates the negative impact of financial development, but this effect is weakening. Capital accumulation does not contribute to technological progress,which is the reason of that capital stock has the negative effect on capital return. The labor-intensive technological progress not only promoted the improvement of capital return, but also extends the period of investment-driven growth. Technological progress is an important driving force for capital return of China.

In light of the status quo of the west region, what the government can only do is to adopt the mechanism of " government subsidizing market". Abstract:Non-governmental education (non-governmentale school) has played an important role in western educational development and has been one of crucial forces for promoting local educational development since the National Development Strategy of Western Region. However,enthusiasm of private fund invests education in western region has fallen down with the changing environment of policy and market,as a result,non-governmental education in western region faces with systematical risks. At present,unstable policy,shrink market and shortage of human resource have been main problems of restricting sustainable development of non-governmental education in western region. Key point for encouraging private fund invests education in western region is to remove systematical obstacles induced by above problems. Governments should recognize the special values of non-governmental education for education development in western region and adopt better policies for encouraging and attracting private fund invests education in western region. These policy actions will shape new drive force for education development in western region.

A Study On Capital Formation Efficiency

Abstract:Based on the economic logic of the Investment-Capital-Output process, this paper proposes the concept of Capital Formation Efficiency, which is the proportion of the capital formed by a unit investment concerning the first phase of the Investment process. After careful calculation, this paper reaches the conclusion that the capital formation efficiency in China declined during the last decade, from 93% in 2003 to 77% in 2010. Empirical tests have been made on the data of all provinces in China, demonstrating that the proportion of private investment is a factor that causes a significant negative impact on the efficiency of capital formation. The reason for this is that transaction costs of private enterprises are much higher than the SOEs. Therefore, it’s necessary to provide a more equal environment to protect the private enterprises in China, especially in terms of providing financial support and fair treatment given by the government.

Abstract:Strictly based on the definition of capital market and also taking account of mid-long term credit market,stock market and bond market,the paper systematically analyzes China's capital efficiency and the relation between the capital market and economic growth in transferring period.Through dynamic model demonstration,it discovers that higher ratio of indirect financing to the fixed-assets investment has negative effect on economy.But along with the deepening financial reform,the negative effect reduces gradually.Relatively,higher ratio of the direct financing of capital market to the fixed-assets investment has an active effect on economy,which is more and more obviously.Therefore,it is suggested that the proportion of direct financing should be continuously increased while boosting the innovation and development of capital market with multi-layers and products.

Abstract:We develop an asymmetric-information oligopolistic model to analyze the informal financial market.When outside investors' monitoring is quite easy,the equilibrium interest rate is low and the project is financed with high investment level,and vice versa.In China's rural area,where people have deep social interaction with each other and entrepreneurs invest mostly in the labor-intensive business with low technology,outside investors easily monitor entrepreneur,and good project is invested and the equilibrium informal financial market is characterized with low interest rate and high investment level.This paper can partially explain the argument highlighted in Allen et al.(2005):even though the legal system does not efficiently protect investors,the development of informal financial system supports the growth of the informal sector in China.This paper also argues that it is the inefficiency of the formal financial system that leads to the existence of equilibrium with high interest rate,which may induce local financial crises in rural China.To prevent local financial crises,the government can either improve the efficiency of formal financial system,or increase the external investment opportunity of capital held by external investors through policies supporting the development of small and medium banking system.

Abstract:Based on a comprehensive framework of five major capitals and the World Bank database of world development indicators, the authors analyze developmental trends in contemporary China from the perspective of international comparisons. The increase of five major capitals in China drives the total capital to rise sharply, with the fastest rate of change of major countries and an increasing share of the world volume. China is has one of the world's highest levels of total capital accumulation. China's accumulation level of total capital keeps ahead of its economic development and is supported by a high level of physical capital accumulation. A major challenge for China is that the level of the accumulation of physical capital is too high while the level of human capital accumulation too low. In the future, China should allocate the five major capitals more rationally, in particular, promoting the efficiency of physical capital and greatly increasing investment in human capital.
