Abstract:China and the United States have developed a complex relationship. Facing common threats such as missile proliferation and regional instability, they tend to collaborate for mutual benefit. However, the two countries have hedged against each other for their respective national interests, often acting so as to reinforce each other's negative security perceptions. Their security dynamism in missile defense and antisatellite (ASAT) operations has furthered their mutual distrust. This article addresses their security dilemmas by suggesting that China and the United States take a more trusting view of each other's missile defense program, whether at the research and development stage or at deployment. They must develop such systems in an approach of mutual reassurance, allowing a degree of reciprocal vulnerability in order to avoid an arms race. An interim partial space security arrangement is also proposed here, namely, a limited ASAT ban for satellite security in outer space, to soothe respective security concerns and meet each country's present need.
China's ASAT Test: Motivations and Implications

Abstract:Abstract : China launched a direct-ascent ASAT weapon on January 11, 2007, which struck a Chinese FY-1 weather satellite in low Earth orbit (LEO). The ASAT's kinetic kill vehicle was likely boosted by a two-stage launcher based on a DF-21 medium-range ballistic missile, which may be mounted on a mobile launcher. China reportedly conducted several previous tests of the system; it is unclear if the same configuration was used for all the tests. The successful test demonstrates a Chinese capability to destroy a number of U.S. satellites in LEO used for reconnaissance, remote sensing, surveillance, electronic surveillance, and meteorology. The direct-ascent ASAT appears to be part of a larger Chinese ASAT program that includes ground-based lasers and jamming of satellite signals. People's Republic of China (PRC) analysts, scientists, and strategists have written extensively about ASAT weapons and potential means of countering U.S. military uses of space. The revelation by the director of the NRO that Chinese lasers have "painted" U.S. satellites indicates a capability to disrupt imaging satellites by dazzling or blinding them. Jamming can disrupt U.S. military communications and global positioning system (GPS) navigation and targeting signals. The exact performance characteristics of Chinese systems are unknown, but a range of ASAT capabilities would provide flexible options to temporarily or permanently deny U.S. space capabilities. The NDU's Institute for National Strategic Studies convened an unclassified roundtable to discuss the motivations and implications of China's direct-ascent ASAT weapons test. The roundtable was intended to highlight issues and perspectives that U.S. policy makers should consider in thinking about U.S. responses to the test. This report draws heavily on views expressed at the discussion, but the authors have added further analysis to provide a fuller explication of the relevant policy issues.

Abstract:This article views China's development of anti-access capabilities against the backdrop of the theory and history of military innovation. It begins with a discussion of the process of military innovation, as well as the indicators that may appear at different stages of that process. It then discusses the barriers to recognizing new ways of war and applies that framework to China's development of advanced ballistic missiles, to include precision-guided conventional ballistic missiles and anti-ship ballistic missiles (ASBMs). It concludes with several suggestions for how to improve the ability to recognize and understand foreign military innovation.

Abstract:With the development of science and technology,the scope of future war expands into outer space gradually.The space-based anti-satellite kinetic missile with the advantages of high accuracy,strong anti-interference,good mobility,light weight and small size,becomes one of the most important space weapons.It is a new concept weapon that launches from satellites or other spacecrafts,hits enemy satellite directly with high relative velocity,and destroys it by large kinetic energy.It can be considered as an extension of ammunition technologies on the space-based platform.By tracking the development of this kind of missile abroad,its system composition and principle are studied,and related key technologies,including launch and separation,space autonomous navigation,target detection and identification,accurate terminal guidance,etc.,are presented and analyzed.Some research foundation is established for following study on the anti-satellite kinetic missile.

Abstract:This paper analyzes the maneuverability, capabilities, and survivability of Chinese DF-31 mobile missiles and the ability of a proposed U.S. Space Radar system to persistently track them. The author posits possible defense strategies for the Chinese military and concludes that the survivability of the mobile DF-31's is not guaranteed during a nuclear attack given the huge U.S. strategic arsenal, but also questions the ability of the proposed U.S. Space Radar system to persistently track the DF-31's if the Chinese military engages in relatively simple countermeasures. Neither China nor the United States can be completely confident of a strategic advantage. The two countries need strategic dialogues to improve relations on this topic.

Abstract:Abstract A number of U.S. military programs, if successfully developed and deployed, could undermine China's nuclear retaliatory capabilities, thereby enhancing U.S. damage limitation capabilities vis-à-vis China. Meanwhile, China seeks to maintain the credibility of its nuclear retaliatory capabilities and increase the survivability and penetration of its nuclear weapons. These interactions are part of the nuclear competition between the United States and China. This article discusses three cases: the U.S. homeland missile defense system, anti-submarine warfare (ASW) preparations, and the space-based Ground Moving Target Indicator. These programs may serve declaratory purposes in one way or another, but their development has had a negative impact on China’s strategic nuclear retaliatory capabilities. Using non-nuclear means that differ technologically from the measures taken by China, these programs have created an asymmetric competition between the two sides. These U.S. programs have endured for several decades, and have continued to introduce new technologies despite occasional interruptions. The main element of development in these programs has been qualitative improvement, while quantitative increases have not always been evident. The development of these U.S. damage limitation capabilities put pressure on China’s nuclear retaliatory capabilities. The arms race theories developed during the Cold War are inadequate for fully understanding nuclear competition between the United States and China. We need new theories and wisdom to explore cooperative solutions.

Abstract:It is no surprise that just like the previous years, this year as well China has expanded its military budget, put another ship to sea, demonstrated new weaponary at the military parade, etc. For the last two decades, all the combat arms of the Chinese army has been developing at a high rate. Many authors claim very specific reasons for the Chinese armaments especially highlighting the conflicts with its immediate neighbors. From a geopolitical point of view, an interesting balance of power is being formed in the East. It’s been several years now that there are some precise problems in China-Japan conflict related to the power over some islands. China actively builds artificial islands which can serve as military bases far away from its shores approximately at an operative depth. And this matter deeply concerns the Philippines and Vietnam. In this light, it would be very interesting to study the balance of forces in the region and to analyze the American military doctrine on the one hand and the Chinese specific military and military-political attempts to appose it on the other hand. It is common knowledge that in political and professional circles in the USA are concerned about the actions and capabilities of China and Russia, which can considerably restrict the US access to key regions of Eurasia: Today, China and Russia have great potential to influence on the traditional American Net-platform weaponary, Air Forces, Navy, command and control networks, and even the orbital groupings. The two countries mentioned above, which are perceived as potential adversaries in the USA, strive to reach the level of the American military by all possible means and develop powerful techonologies. Russia and especially China are designing powerful satellite systems, various long-range missiles, fighter jets, UAVs, etc. New Electronic Warfare (EW) systems are being developed, to suppress or weaken the command and management systems of the US or its allies. The People’s Liberation Army (PLA) of China also has the capacity to destroy settelites, disrupt extraterrestrial intelligence, wreck command and control networks, etc. According to experts, there is no guarantee that the armed forces of the USA can ensure reliable and secure communication and conncetion during conflicts on the theater of military operations, in particular on operational and strategic levels.

China's Search for Assured Retaliation: The Evolution of Chinese Nuclear Strategy and Force Structure

Abstract:After exploding its first nuclear device in 1964, China did not develop sufficient forces or doctrine to overcome its vulnerability to a first strike by the United States or the Soviet Union for more than three decades. Two factors explain this puzzling willingness to live with nuclear vulnerability: (1) the views and beliefs of senior leaders about the utility of nuclear weapons and the requirements of deterrence, and (2) internal organizational and political constraints on doctrinal innovation. Even as China's technical expertise grew and financial resources for modernization became available after the early 1980s, leadership beliefs have continued to shape China's approach to nuclear strategy, reflecting the idea of assured retaliation (i.e., using the fewest number of weapons to threaten an opponent with a credible second strike). The enduring effect of these leadership ideas has important implications for the trajectory of China's current efforts to modernize its nuclear force.

Abstract:With the rise of China and the resurgence of Russia in international politics, a new power politics has emerged between the Great Powers, which has extended the arenas of power competition. One such significant and emerging area for the strategic competition is space, as it holds the key to the projection and protection of all forms of power. The paper explores the contours of the emerging space competition between the United States and China and its ramifications. It argues that the emerging commercialization of space will cause legal, political, and environmental issues due to its satellite saturation, space debris, and high competition for space dominance. This competition encompasses various sectors including space tourism, space mining, exploration of Mars, and militarization, weaponization, and territorialization of space. This study attempts to critically view the power competition in space through the lens of offensive realism, proposing that the desire for 'power in space for states' hegemony has led to a security dilemma between United States and China, which has far-reaching consequences for international peace and stability.

Abstract:This article aims to outline main directions of the security strategy of the People’s Republic of China basing on the analysis of the Defence White Paper of July 2019, the political practice of the Beijing authorities as well as internal and international situation. Having analysed the above mentioned areas, the author concludes that the contemporary strategy of the PRC is internally subordinated to maintaining territorial, political and social integrity, including primarily legitimization of the power of the Communist Party of China. Externally, the strategy is oriented at reversing the unfavourable balance of forces in the Asia-Pacific region and weakening of the US military advantage. Those two directions determine the activities of the Chinese state in such specific areas as: modernization of the People’s Liberation Army (PLA), the relations with Taiwan and claims concerning South China Sea. The Defence White Paper is aimed at contrasting the unilateral and hegemonic policy of the United States (as the authors of the document see it) with the defensive and moderate activities of China. The narration serves to convince international players to remain neutral or engage in collaboration with China in the face of intensifying military, economic and political pressure on the part of the USA. China has entered a “critical moment” of its development and the response of the Beijing authorities to the challenges of internal development and external pressures will determine whether in the 21st century it will become a superpower.

Abstract:In 2011, new and historic developments took place in the strategic environment of Northeast Asia, with the adjustments by the United States to its AsiaPacific strategy having the most far-reaching significance. The revised "New Military Strategy" enables the U.S. to "return to the Asia-Pacific". The transformation of the U.S. military has proved highly adaptive to meeting the country’s military and defense needs in a "post-post-Cold War era". Reassessing the "China threat" will also reassure the U.S. that its strategic assets (alliance relationships) will not slip. Moreover, the Obama administration’s toughened China policy has emerged partially in response to electoral politics in the run up to the 2012 general elections. For now, it is very clear that the U.S. "pivot to the Asia-Pacific" will amount to an onslaught on China. A new era, in which China and the U.S. will compete and cooperate with each other and enter into potential confrontation with each other on several concrete issues, has already emerged.

Abstract:The rapid development of artificial intelligence (AI) has become integral to the defense strategies of major military powers, particularly the U.S. and China, heralding a new era of military innovation. This technological advancement has driven both countries to significantly accelerate their development of intelligent weapon systems, fundamentally reshaping strategic capabilities and defense architectures and profoundly affecting Sino-U.S. strategic relations. The U.S. defense policy explicitly identifies China as a strategic competitor, emphasizing the necessity to maintain a leading position in critical and emerging technologies such as AI. Conversely, China views the U.S. advancements in AI weaponry as efforts to contain its rise and destabilize the international strategic balance. This article examines the transformation of the traditional arms race model in the AI era, highlighting how the new features of AI, such as increased information transfer speed and reassessment of cost-benefit analyses, are reshaping military interactions among great powers. The inability to adapt to these changes could entrap the U.S. and China into a new AI arms competition model, leading to a strategic dilemma. The article concludes with strategies for the U.S. and China to break down traditional tactical choices in the arms race and bypass the five mutually reinforcing traps, enabling competition and cooperation to coexist. This approach aims to rebuild strategic stability, minimize the negative impacts of the AI arms race, and maintain regional and global peace and security.

Abstract:In recent years, the growing arms race between the United States and China has begun to affect almost all areas of the offensive and defensive military potential of the two countries. One of its key directions is the development of the Chinese anti-access/area denial (A2/AD) system, aimed at blocking enemy's military actions, information tools, and capabilities in various zones of the theater of operations, as well as the US response to counter this strategy. The Chinese A2/AD concept and its correlation with the doctrine of development of the Chinese Armed Forces are analyzed. Additionally, based on systematic analysis and analysis of sources and statistical data, the dynamics of strengthening the main elements of China's A2/AD system over the past decade is discussed, including high-precision missiles, ground and air defense systems, fourth-generation tactical aircraft, electronic warfare, antisatellite weapons, and cyberwarfare. Several conclusions are made as to the effect of these processes on the US doctrines and principles of deploying forces in the Asia–Pacific region.

Abstract:This article looks at the influence of ancient military thinkers, especially Sunzi, in Chinese strategic culture today to shed light on a critical aspect of Alastair Iain Johnston's work on strategic culture: the relationship between the foreign policy elites and the cultural artefacts and symbols at the origin of strategic culture. The empirical analysis revolves around a large number of articles published by Chinese military scholars and officers between 1992 and early 2016 in the PLA Academy of Military Science's journal, China Military Science. The conclusion is that some elements of Chinese ancient military thought are readily apparent in China's military doctrine and operations today. These elements clearly call for a realist vision of the world, especially within the PLA. Yet, the analysis also prompts reflection on how to positively engage China on non-traditional security issues.

Abstract:Many countries in history have faced the problem of how to defend their interests overseas. China is not different. China’s Interest Frontiers: The Making of an International Strategy sheds light on the tortuous securitization process that pushed the Chinese foreign and security policy machine to evolve in order deal to the new threats to Chinese assets and nationals in the Middle East and North Africa. Based on a vast number of Chinese language sources, the analysis presented in the book finds that crises, especially the evacuation from Libya in 2011, deeply influenced how Chinese civilian and military elite think about the protection of the country’s interests overseas. Consistent with this development, the emphasis on ensuring that the People’s Liberation Army can play a larger role, along with the Ministry of Foreign Affairs, has become a crucial issue for Chinese policymakers. Yet, the presence of many bureaucratic actors, each with its own priorities and interests, was a challenge for the creation and implementation of a clear strategy. In the aftermath of the Arab Spring, it seems that the situation has been improving slowly but steadily, although some changes will take more time than others to be completed. Vis-à-vis an extremely complex challenge, China’s cautiously incremental approach to the use of its military has, so far, spared it from strategic overstretching. Yet, the reactive nature of its strategy makes it vulnerable to shocks. This is especially true as Chinese public opinion has become increasingly interested in how the country’s overseas interests are protected.

Generally, the higher an official is in status, and the more reputed a scholar is, he will attract more and wider attention from history and the people. This is why "Emperor Song Taizu’s fear of historiographers" has been so familiar to us, and should be born in mind by scholars and officials alike. Dramatic changes are taking place in the world. It is thus of great importance to pay attention to the security development strategy of China and the Chinese communist party. In international strategy research, we must take the stand of China and the Chinese nation, adopt a right methodology and follow the guideline of "letting one hundred flowers bloom and letting one hundred schools of thought contend." All the articles included in this book are related, more or less, with China’s national security and global strategy. As a theoretical worker, I would like to share with the reader some of the ideas of the book, and submit them to the testing of time, history and the people.
