Abstract:Chinese higher education has experienced dramatic development since the reform and opening-up in 1978 and especially the great expansion in 1999. The entry to WTO brings a fresh dynamic and opportunity to Chinese higher education. Under the new impetus, the pressing demands of cross-border higher education in China are mainly to expand access, raise funds, improve the quality of human resources and exert national soft power. On joining the WTO, China made efforts to integrate itself into the international community though the development and improvement of legislation, policies, and regulations in higher education that have achieved positive outcomes. However, some current challenges and barriers, including capacity building, administration and management, quality assurance, and qualification recognition still block the further development and need to be removed. The promotion of cross-border higher education in the future not only requires more strategic planning and policy support from central and local governments and higher education institutions, but also depends on a series of institutional transitions and deep reforms to meet the challenges and grasp the opportunities brought by WTO/GATS.

Abstract:The entry of China in the World Trade Organization (WTO) in 2001 holds a number of promises for educational services. The purpose of this article is to explore both the direct and the indirect influence of China's entry into WTO on its education system. The direct influence mainly refers to the increase in the demand for education overseas and in the number of foreign students studying in China, the cooperation between China and educational institutions overseas, and China's administrative and legal frameworks for education. As to the indirect influence, the article focuses on the impact of economic growth on public and private expenditure on education, of income growth on demand for education and of changes in industrial structure on educational output. On this basis, the article examines the challenges that China's education system will face following its entry into the WTO.

Abstract:With the advent of the Belt and Road initiative and the digital age, cultivating intelligent accounting talents who have global vision and digital skills has become an important goal of accounting majors in universities. This paper analyses the impact of the Belt and Road Initiative and digital technology on accounting education and summarizes the problems existing in the current accounting courses, including the disconnection between the course content and the practical needs, and the relatively backward teaching mode. In addition, this paper shows how to use the BOPPPS teaching model to carry out the teaching and learning of intelligent accounting courses. This paper has enlightening significance for improvement of accounting courses under the background of the Belt and Road Initiative, also promotes the transformational development of accounting majors.

Abstract:Accounting in China in the last 30 years has changed deeply, in connection with one of the most astonishing process of economic development in the world. Most researchers focus their attention to business accounting, with attention to further needs for change in the future. This article takes a different perspective. First we are interested in public sector accounting: though the State is reducing its sphere of activity, some part of “public service” will persist. How (public sector) accounting is involved in the process of modernization of the State bureaucracy is our main research focus. Second, more than investigating future possible changes, this paper takes a historical viewpoint: we try to understand and make sense of the changes in accounting regulation for public sector as it occurred in the last decades. Identifying various streams of regulation and waves of documents over time, we will identify four main phases of continuity and change in which the post Open Door period can be structured: restoration, revision, innovation and maintenance.

Abstract:With China’s entry into WTO, China’s trade in higher education services has developed rapidly. In addition to the highly developed economy, the broad market prospect has attracted more and more foreign students. However, China’s current trade in higher education services is still at the initial stage of development, showing an obvious trade deficit. From the perspective of international comparison, this study combs the development process of education service trade in major developed countries, summarizes the general rules and basic modes of its development, discusses various factors that affect the competitiveness of its national education service trade, thus analyzing the development characteristics and international competitiveness of education service trade in major developed countries, and summarizing the relevant experience and enlightenment of the development of education service trade in major developed countries. On this basis, the current situation of China’s higher education service trade is comprehensively combed, the main problems existing in China’s higher education service trade are analyzed, and reasonable ways to improve the competitiveness of China’s higher education service trade are put forward from aspects of perfecting the legislative content of higher education service trade, formulating development plans and policies, and strengthening the construction of education service institutions themselves.

Abstract:While there is a growing literature on the reform of accounting practices and standards in China, relatively little has been written about practitioners. But it is they who will be doing the work!This paper traces changes in the organisation and regulation of accountancy practitioners in China during the twentieth century, with particular focus on the post‐1978 period. It highlights the changing balance, over time, between state, market and community as principles for organising practitioners. Nothwithstanding the significant trend towards a market economy, we are still in the midst of a period of transformation both in Chinese society as a whole and accountancy in particular. At present the state maintains quite a degree of influence over Chinese accountancy through its control of Chinese accountants.
