Abstract:Whereas in the Global North the energy transition narrative focuses on the idea of 'global sustainability', in the Global South it is increasingly connected to old and new challenges that derive from dependence on natural resource extractivism and rentierism. In vast regions of South America, for instance, fossil fuels extractivism and the idea of (post-)development are inextricable. On the one hand, capitalist modernisation, energy security, and even political stability hinge on domestic use of fossil fuels and the rent generated by their exports. On the other hand, the idea of ending extractivism, which is again topical in Latin America, invites policymakers to dream on post-development and the possibility of converging toward the 'green' energy transition. This contribution builds on insights from Ecuador and Colombia, as paradigmatic examples, to address the juncture triggered by the energy transition in the Global South.

Abstract:The ultimate goal of energy education is to cultivate citizens with energy literacy, which in turn influences the energy preferences of the general public. Various aspects, such as teaching, practice, publicity, and participation, all profoundly impact the formation of energy literacy. This study reviews the role of energy education in educational policy-making, the operation of educational systems, the design of innovative energy industry environments, and public participation. Through a systematic review, this study integrates empirical research across various contexts and environments. The relevant topics of empirical research include 'energy education', 'energy literacy', 'energy preferences', 'energy education policy', 'operation of energy education systems', 'creation of a renewable energy industry environment', and 'public participation'. These studies indicate that energy education can enhance participants' awareness of energy through knowledge transfer, enabling them to adopt more effective energy solutions and cultivate citizens with energy literacy. Energy education not only shapes the public's energy literacy but also further influences energy preferences, which in turn can have profound effects on social interactions, market outcomes, and political and social systems. Finally, from the perspectives of 'educational shaping' and 'cultural shaping', the research explores the impact of energy education on the energy environment and people's values. The findings reveal that society gradually forms a consensus on energy through long-term interactions, establishing a unique energy culture that subsequently influences the direction and implementation of national energy policies. There exist interactive cycles between energy education and energy policy: energy education influences public energy preferences, while energy culture, in turn, affects policy formulation.

Macroeconomics of Stagnation and New Developmentalism in Latin America

Abstract:After the failure of conventional orthodoxy to promote macroeconomic stability and development, Latin America has become home to a clear movement for rejecting the “macroeconomics of stagnation” that it contains. Given that, the question is whether there is an alternative to the diagnoses and policies that the North offers to Latin America. In this chapter, after examining the crisis of the national development strategy that was old developmentalism, I compare the rising new developmentalism with its earlier version, as well as with the set of diagnoses and policies that rich nations have prescribed and pushed on developing countries since the neoliberal ideological wave became prevalent world-wide: conventional orthodoxy. In the first section, I discuss old developmentalism, its initial success, its obsolescence due to a series of new facts and distortions, and its replacement with conventional orthodoxy since the late 1980s. In the second section, I discuss the importance of the concept of the nation and of the “national development strategy” institution. In the third section, I discuss new developmentalism as a “third discourse” lying between the bureaucratic left wing’s populism and conventional orthodoxy’s macroeconomics of stagnation. In the fourth section, I compare new and old developmentalism. In the fifth section, I compare new developmentalism with conventional orthodoxy with regard to macroeconomic policies and growth strategies.
Of renewable energy, energy democracy, and sustainable development: A roadmap to accelerate the energy transition in developing countries

Abstract:<p>The world faces two pressing challenges: on the one hand, limiting global warming to 1.5 °C; on the other hand, enabling socio-economic development that is inclusive and equitable. These two challenges should not be seen as conflicting and should be addressed simultaneously. This is particularly true as we look forward to a post-COVID recovery efforts. The solution may partially rest on the transition to sustainable and renewable energy systems. The energy transition comprises presumptions of energy efficiency, affordability, reliability, and energy independence. And in developing countries, in particular, it also entails expectations of economic development, social inclusion, and environmental sustainability. Since most of the remaining renewable energy potential lies in developing countries, these countries will play a crucial role. This paper reviews the status of the energy transition in the Global South, by surveying scientific and grey literature and synthesising the wide scope of alternatives available to accelerate and enhance the transition to renewable energy systems. The alternatives and approaches found are encapsulated in three dimensions: technology, society, and policy. A roadmap presents the potential synergies that could be established across dimensions and sectors to aid the energy transition in developing countries. Concisely, the transition can be achieved by adopting and implementing technologies already commercially-available that improve the efficiency, affordability, and reliability of energy systems, by redefining and reclaiming citizens' participation in energy planning and policy-making, and by democratically restructuring institutions and monitoring to boost transparency, accountability, and trust.</p>

Abstract:Purpose: The aim of the study was to investigate sustainable energy investment and environmental development Methodology: This study adopted a desk methodology. A desk study research design is commonly known as secondary data collection. This is basically collecting data from existing resources preferably because of its low cost advantage as compared to a field research. Our current study looked into already published studies and reports as the data was easily accessed through online journals and libraries. Findings: The study's findings investigated the relationship between sustainable energy investment and environmental development across multiple countries. Using panel data analysis, they found a significant and positive correlation between sustainable energy investment and indicators of environmental development, including reduced carbon emissions and improved air quality. This suggests that directing resources toward sustainable energy projects can effectively contribute to better environmental outcomes. Policymakers are encouraged to prioritize and incentivize sustainable energy investment, as it can play a pivotal role in achieving environmental goals and fostering global sustainability. Unique Contribution to Theory, Practice and Policy: Environmental Kuznets Curve (EKC) Theory and Ecological Modernization Theory may be used to anchor future studies on Sustainable Energy Investment and Environmental Development. Prioritize energy efficiency measures in industries, buildings, and transportation. Collaborate with other nations to share best practices, technologies, and policies for sustainable energy and environmental development.

Abstract:<p>To attain sustainable development in Latin Ameica and the Caribbean, where there is a strong dependence on commodity and food price development, priority attention towards energy, water, and food security is critical. In this literature and data analysis, we examined the baseline and trends of resource security based on the Water-Energy-Food Nexus concept. A performance index was developed to evaluate the progress in water, energy, and food security of the region, and a nexus-based index was developed to evaluate the inter-linkages of these resources. Finally, critical issues and challenges for sustainable development were addressed. Results showed that an unprecedented amount of infrastructure is needed to address increasing energy consumption. Emphasis should be placed on gradually replacing high carbon-sources that produce electricity with low carbon-energy systems and clean power production. Results also showed that water scarcity, given unequal distributions of rainfall, will be aggravated by changing climate conditions; improvements in water governance as well as water and sanitation provisions are needed. The region is a net exporter of food, at the expense of water availability and greenhouse gas emissions, and suffers from structural constraints. It is important to foster novel agricultural practices and sustainable food systems.</p>

Abstract:The 1990s marked a transformative era for Latin American economies, characterized by significant political and institutional reforms aimed at increasing trade and financial openness. The economic development model adopted during this period emphasized market-led growth through liberalization measures, significantly reducing the state's role in the economy. However, by the decade's end, the anticipated economic and social benefits had not materialized in many countries, prompting a reevaluation of development policies. This paper revisits the theoretical frameworks proposed by the Economic Commission for Latin America and the Caribbean (ECLAC), grounded in Keynesian economics and a historical-structural methodology. ECLAC's analysis focused on the implications of deregulation and the liberalization of economic and financial policies, advocating for a regional development strategy that balances economic growth with equitable income distribution, employment opportunities, technological advancement, and social fairness. By analyzing Latin America's integration into the global economy in the 1990s, this study explores ECLAC's theoretical perspectives as viable alternatives to the reforms implemented during that period. Employing a bibliographic and reflective analytical approach, the paper underscores ECLAC's contributions to understanding the socioeconomic challenges and opportunities facing the region.

Abstract:Examining the relationship between green energy, the digital economy, and economic advancement in eighteen South American nations, the study used the Principal Component Factor (PCF) approach. A Green Energy Transition Index (GETI) and a Digital Economy Index (DEI) were developed as a consequence of this study. Confirmation of the large influence of switching to green energy on economic development and environmental sustainability is provided by the research's use of Fixed Effect Panel Threshold Regression (FEPTR) analysis. In today's global industrial value chain, hydrocarbons are the main source of energy. As a result, it hastened the decarburization of the world energy system to lower the noteworthy quantities of CO2 emissions from these sources. All quantile groups' economic development is strongly impacted by the digital economy and the move to green energy, according to the Methodology of instants of quantile regression (MMQR). The only element that positively impacts environmental sustainability across all quantile groups is the switch to Green energy. Reducing CO2 emissions and increasing economic development are characteristics of the low-quantile group. While the median quantile group does see a decrease in carbon dioxide emissions, economic growth remains stagnant.

Abstract:Energy consumption in Ecuador has increased significantly during the last decades, affecting negatively the financial position of the country since large energy consumption subsidies are provided in its internal market and Ecuador is mostly a crude oil exporter and oil derivatives importer country. This research seeks to state the long run price and income elasticities of energy demand in Ecuador, by analyzing information spanning the period from 1970 to 2015. A cointegration analysis and an estimation by using a Dynamic Ordinary Least Squares approach considering structural breaks is carried out. Results obtained are robust and suggest that in the long run energy demand in Ecuador is highly income elastic, has no relationship with its price and has an almost unitary but inverse relationship with the industrial production level. Conclusions and economic policy suggestions are also provided.

Abstract:Emerging Adulthood, Ahead of Print. The existence of a new distinctive stage in the human life cycle, known as "Emerging Adulthood (EA)," is a subject of great discussion and research. The emergence of this stage is attributed to sociodemographic transformations in recent decades, resulting in the prolongation of the acquisition of adult roles, especially in high-income countries. The relevance of the theory of EA in middle- and low-income countries is less clear. The main objective was to analyze the studies conducted to date on the theory of EA in Latin America. Results showed that most of the publications are quantitative and revealed that Brazil, Chile, Argentina and Mexico are the countries that most publications. The most studied topics are identity and developmental transition. Pending challenges include involving more Latin American countries, increasing collaborations, establishing connections with public policies, and incorporating a critical perspective in the conceptualization of the theory of EA in Latin America.

Abstract:This article aims to define the category of energy colonialism in order to analyse the conflicts that are arising due to the deployment of renewable energy megaprojects in the Global South and in the peripheries of the Global North. First, the limits of the corporate energy transition are questioned, and based on an exhaustive bibliographic review, the category of energy colonialism is formulated along with six dimensions that characterise it: geopolitical; economic and financial inequalities; power, violence, and decision making; land grabbing and dispossession; impacts on territories and commons; resistance and socio-territorial conflicts. Based on this framework, we analyse and juxtapose different expressions of energy colonialism in four case studies; the isthmus of Tehuantepec (Oaxaca, Mexico), the territories of Western Sahara occupied by Morocco, the Saami territory in Norway, and the rural territories of Spain. The results from this study allow us to conclude that energy colonialism is a useful concept for understanding and critiquing the effects of the corporate energy transition and establishing a base for grassroots and decolonial alternatives in both the Global North and South.
