Abstract:China' economic boom has produced a surging appetite for fossil fuels, particularly oil. To foster and sustain its economic development, China has taken a series of steps to quench its thirst for energy. The most striking measure is its high-profile oil diplomacy, centering on the goal of gaining more secure national control of overseas oil and gas supplies. Why has China chosen oil diplomacy over directly purchasing oil on the international market? And why does one prefer direct control of oil and gas? This paper attempts to address China's motivations from the perspectives of both the central government and the national oil companies (NOCs). It is argued that China's oil diplomacy has been driven not only by the government's learning skill and strategic concerns, but also by the NOCs' strong commercial motives to expand business abroad and their management's personal incentive. Although both actors have common stakes in securing oil and gas from abroad, this by no means can guarantee that the NOCs will obediently follow state orders.

Abstract:In recent years China's national oil companies (NOCs) have proactively ventured abroad to look for more fossil fuel supply. Despite the divided views on their foreign energy quest, previous studies tend to consider the Chinese government and its NOCs to be a monolithic organism, and explicitly or implicitly presuppose that the Chinese NOCs' foreign energy quest could enhance China's energy security. This is, however, an untested hypothesis. To fill the gap, this article assesses the impact of Chinese NOCs' foreign energy quest on the country's energy security. Findings show that the Chinese NOCs have made some progress in their foreign energy quest, which contributes to their coffers and reserves, but that does not mean that China's energy security is greatly enhanced; in particular, the diversity and reliability of China's foreign oil sources are questionable.

Abstract:The notion of oil security on a global scale is problematic because of the diverging perspectives with which oil-importing countries and oil-exporting countries view energy security. Oil-importing countries are interested in “oil supply” while oil-exporting countries focus on “oil demand.” This leaves ample space for major powers to maneuver within the complex political-economic dynamics associated with oil trade. China has been no exception. This commentary addresses the international debate that has emerged concerning the geo-strategic and geo-economic motivations behind China's pursuit of offshore oil supply. By examining China's oil-related overseas investments in Sudan we shed light on some of the business and political complexities associated with the China-Sudan relationship. In the view of many Chinese observers, Sudan has in terms of oil exploration been a Chinese success story while in the view of many foreign observers, China's dealings in Sudan are the very reason why China has faced harsh international criticism of its overseas oil operations. Instead of debating whether or not China has the right, just as all oil-importing countries do, to pursue its own route to oil security we encourage oil-importing countries to re-examine the existing mechanisms of oil trade. It is in the interest of China as well as the established economies to collaborate in shaping a new global structure for oil trade.
China’s Strategic Options at Tapping the World’s Crude Oil Resources

Abstract:Successful entry into, as well as to acquire a share of, the world’s crude oil resource pool constitutes one of the most fundamental objectives of big powers when exercising their rights to overseas crude oil supplies; the ultimate aim is to gradually stabilize, then expand existing rights to oil exploitation. The key to this process is whether the big power in question is able to effectively overcome the resistance of its competitors, and win over the support of resource suppliers. On closer examination of China’s energy diplomacy, limited diversification of interests is the most important strategy at securing the rights to overseas crude oil. Meanwhile, restricted gains and exploiting contradictions are effective strategies against competitors’ interference. After its fundamental objectives are fulfilled, the big power would need to expand its influence over the supply regions in order to extend those oil exploitation rights. The Chinese experiences to this end have given some clues as to how this can be done. It primarily involves maintaining cordial political and economic relations with the supply regions, and raising exploitation efficiencies, in contrast to other options like providing security to resource suppliers. China’s experience in this endeavor is a result of China’s current capacity and overall foreign policy strategy.

Abstract:Energy security became an issue for China as a by-product of economic expansion. Over the past three decades China's access to offshore sources of energy has never been threatened for political reasons. The webs of interdependence between China and United States and its Asian allies on the one hand, and oil-supplying countries on the other, provide the single most powerful assurance against future disruptions to Chinese oil imports. The more daunting challenge for China is to make energy governance a key element in its conservation programmes. For the rest of the world, the desirable approach is to work with China in order to achieve a managed rise in China's energy consumption.

Abstract:Marketization of the petroleum industry is part of China's efforts to construct a market economy. This has provided strong incentives for national oil companies (NOCs) to seek their commercial interests. Nevertheless, marketization of this industry is only partial. What impact does the partial marketization have on China's energy security against the backdrop of its growing reliance on foreign energy resources? This paper argues that China is plagued by two paradoxes when dealing with its energy security problems: between state centralism and market domination, as well as between state control and NOCs’ struggle for greater autonomy. Both paradoxes stem from the government's distrust of the market and the multi-faceted goals that it has set for the petroleum industry. The government's high expectation of the NOCs enhancing China's energy security with their oligarchic monopoly rights could prove to be a little far-fetched.

Abstract:The growing gap in supply and demand makes China more and more dependent on overseas oil.As a result,petroleum security has become an important factor in China's economic development and national security.International oil prices have come down from a higher level,which will help enhance China's economic security in a short time,but in the longrun,it can may increase the risk of overseas oil supply.In response to the vulnerability of overseas oil supply problem,that is,the high level of dependence on foreign oil,oil supply disruption risks,as well as ability to cope with supply disruptions,China needs to adopt a Yuan Jiao Jin Gong policy(literally,it means attacking nearby countries and coordinating with faraway countries) and further promote the import of oil supply sources and the diversification of modes of transport.

Abstract:Resource requirements in general, and energy needs in particular, are an important component of China’s international relations. From a domestic Chinese perspective, since the turn of the century, there has been a new and urgent focus on the need to ensure reliable and continued access to energy supplies. This focus on energy has in part helped change the fundamental thinking on the nature of security in China, introducing a much stronger focus on economic security and economic (market) solutions alongside traditional conceptions of inter-state war and diplomacy. But the move from energy self-sufficiency has also fed into existing security anxieties.

Abstract:China is in a unique period of strategic opportunity for shale oil and gas development now. There are many favorable factors such as expanding domestic natural gas market, rich resources, stimulus from the government as well as experiences and advanced technologies imported from America. State-owned large oil companies, such as SINOPEC and PetroChina as well as Yanchang Petroleum (a provincial government company), lead shale gas exploration in China. Local state-owned and private companies are also active players. Breakthroughs have been made in development of shale resources, especially shale gas. By the end of the “Twelfth Five-Year Plan”, Jiaoshiba pilot project will become the first large shale gas field of China with an annual production capacity of about 5 bcm and annual shale gas output of 3.2 bcm. However, there are also big challenges facing shale resource development in China, such as complex geological conditions, technical bottlenecks and poor infrastructure. These difficulties can be overcome through strengthening resource assessment, technical innovation and international cooperation.

Abstract:During its interactions with the world oil market, contemporary China has experienced different stages —— from oil shortage, embargo, self-sufficiency, export, and to today’s import dependency. Thus, the following questions are central to China’s oil supply security: how can China guarantee sufficient oil supplies for its national economic and social development? Can China gain the initiative under the volatile state of world oil prices? The author suggests that, based on the theories of liberal functionalism of IPE, the optimal policy to ensure China’s future oil security and its national security is to properly deal with the interdependence of China and the global oil market, and even the global economy.

Abstract:China's phenomenal economic growth has riveted attention on the role of the Chinese state. Several models, such as the developmental state, predatory state, irresponsible state, state capitalism and centrally managed capitalism, have contributed to our understanding of that topic, but none of them can capture the dynamism and complexity of the Chinese state's role. Drawing on two cases in the petroleum industry, this article argues that a state-management approach (SMMA) is in a better position to account for the role of the state and the nature of the state–national oil companies (NOCs) ties.1 If most countries embracing the market economy can be classified as a state-in-market paradigm, where state interventions in economic activities are subject to market forces, China's SMMA can be regarded as a market-in-state model, where China's state is superior to the market.

Abstract:China has made extensive claims to the offshore resources in the Yellow Sea, the East China Sea and the South China Sea. In the East China Sea, China claims sovereignty over the entire continental shelf. South Korea, Japan and Taiwan also claim seabed rights on the continental shelf. These claims overlap particularly in the prospective oil-bearing area west of the Okinawa Trough. The relevant principles of international law advanced by these countries in support of their respective claims are also examined. The disputes involve a complex mix of political, economic, legal, historical and cultural factors. In the South China Sea the disputes mainly concern the ownership of islands as distinct from competing claims to the continental shelf in the East China Sea. The most significant of these disputes is between China and Vietnam and particularly concerns the Parace and Spratly Islands.The People's Republic of China is determined to become a major world oil producer. The technology and huge finance required to achieve this objective must be obtained by co-operating with foreign sources. In order to co-ordinate this activity, the Chinese have established a complex petroleum administration. Examination of China's recent production history and ambitions demonstrates the need for China to seek foreign assistance to obtain production targets. China has recently concluded geophysical agreements with foreign entities in eight offshore areas. In addition, it has concluded an ambitious exploration/development agreement with Japan National Oil Corporation. The experience of industry in dealing with Chinese authorities with special emphasis on negotiating techniques is briefly described.

Abstract:For a long time, the oil exploration and development business of Chinese oil enterprises is mostly limited to China, and the international cooperation of transnational oil and gas started late. Therefore, compared with foreign companies, there is still a big gap in understanding the business model of overseas oil and gas industry. Therefore, it is necessary to summarize and learn from the past business model. This paper summarizes the main modes of offshore oil and gas cooperation among global oil companies, compares various modes, and studies the cooperative development mode of offshore oil and gas resources. The research shows that under the lease contract mode, foreign oil companies have greater management rights, but with the continuous development of international oil industry, the government of resource countries has gradually increased its control over foreign oil companies.

Abstract:Purpose of the study: The purpose of the study is to examine China’s hunt for the acquisition of energy supplies through the Belt & Road Initiative (BRI) in the Middle East due to the unprecedented economic expansion on accounts of which it needs reliable resources of natural gas and oil to cope with the requisite needs of energy. Methodology: The data for this study is collected from various secondary sources like Research Journals, Academic Research Papers, and Electronic Sources. Data were interpreted using the deductive method of investigation through an analytical and descriptive approach. Principal Findings: The main findings indicate that China has long followed its “win-win” strategy, which means that all trading partners of the region profit fairly, and for that reason, Beijing is aiming to boost its commercial presence in the region of the Middle East for mutual gains and that economic interdependence, according to Beijing encourages collaboration between the states on accounts of which it is considered that energy deals of China are centered on mutual economic interests. Applications of this study: Findings of the study will be helpful for scholars and academics of International Relations, Security Studies, Policymakers of China and the Middle East countries, diplomats of China, USA, Russia, Saudi Arabia, and Iran as well as it also contributes for understanding energy and economic ambitions of China in the region of Middle East, which to be accomplished through BRI. Novelty/Originality of this study: The originality/novelty of the study lies in the attempt to explore that BRI is considered as the 21st century’s Marshall Plan by China and that it will associate China’s hunt for global energy resources by diversification of the economic markets of the Middle East.

Abstract:The motivations prompting China's dramatic increase in outward foreign direct investment (OFDI) are not always clear, especially regarding OFDI by state-owned enterprises (SOEs) in energy and natural resources. First, both commercial and governmental interests are intertwined, although not necessarily in lock-step. Chinese SOEs listed in the West may worry about the reputational risks to their global corporate citizenship, while government stakeholders may instead focus on diplomatic international relations. Second, subsidies for oil investments may be viewed as serving Chinese national interests and threatening the national security of the host countries. Whether China's OFDI will benefit or harm global energy security, economic development and diplomatic relations is still hotly contested. This article discusses China's outward investment in oil with a global security concern.

Abstract:China has to promote its shale gas exploration and exploitation because of the need for economic and social development. The huge shale gas reserve provides a reliable source for upgrading its economic development. This paper analyzes the strategic measures and advantages for a safe and vigorous development of shale gas in China and suggests the reasons for the financial conspiracy of the shale gas revolution by reviewing the developments of hydraulic fracturing technologies in China. The three strategic advantages include reserve advantage, market advantage, and favorable policies. In addition, three strategic measures are proposed: technical innovation, managing system restructuring, and infrastructure construction. Some key problems in shale gas stimulation are proposed, including the mechanics of fracture network propagation, characteristics of fluid flow in horizontal shale gas wells, and the outlook for the next research plan and experiments. Due to the imperfect managing and running of the systems for China’s shale gas development, it is argued that China should take some more effective and powerful measures, for example, through establishing an overriding authority for managing shale gas projects to coordinate the work between ministries and agencies, to enhance the efficiency and improve the effectiveness. The paper concludes by presenting strategic measures for enhancing the construction of infrastructure which is a crucial foundation for the shale gas market, such as reinforcing the construction of gas pipeline and weakening the threshold of entry requirements for natural gas pipelines, to enhance their efficiency.

Abstract:Shale gas is one of the most promising unconventional resources both in China and abroad. It is known as a form of self‐contained source‐reservoir system with large and continuous dimensions. Through years of considerable exploration efforts, China has identified three large shale gas fields in the Fuling, Changning and Weiyuan areas of the Sichuan Basin, and has announced more than 540 billion m3 of proven shale gas reserves in marine shale systems. The geological theories for shale gas development have progressed rapidly in China as well. For example, the new depositional patterns have been introduced for deciphering the paleogeography and sedimentary systems of the Wufeng shale and Longmaxi shale in the Sichuan Basin. The shale gas storage mechanism has been widely accepted as differing from conventional natural gas in that it is adsorbed on organic matter or a mineral surface or occurs as free gas trapped in pores and fractures of the shale. Significant advances in the techniques of microstructural characterization have provided new insights on how gas molecules are stored in micro‐and nano‐scale porous shales. Furthermore, newly‐developed concepts and practices in the petroleum industry, such as hydraulic fracturing, microseismic monitoring and multiwell horizontal drilling, have made the production of this unevenly distributed but promising unconventional natural gas a reality. China has 10–36 trillion m3 of promising shale gas among the world's whole predicted technically recoverable reserves of 206.6 trillion m3. China is on the way to achieving its goal of an annual yield of 30–50 billion m3 by launching more trials within shale gas projects.

Abstract:President Xi Jinping defined energy cooperation as the 'core of cooperation' between China and Arab states, as he addressed the opening ceremony of China-Arab States Cooperation Forum (CASCF) Ministerial Meeting in 2014.<a href="#"> 1 </a> 1 On 5 June 2014, President Xi Jinping proposed that a '1 + 2+3 cooperation pattern' should be established in the cooperation between China and Arab States, of which '1' refers to taking energy cooperation as the core, at the opening ceremony of the 6th Ministerial Meeting of CASCF. China and Saudi Arabia, respectively the world's most important oil importer and exporter, recognise the pivotal status of energy cooperation in bilateral ties. In 2018, Saudi Arabia exported 61.2 million ton of oil (crude oil and oil products) to China, representing the second largest source of supply of China and 11.2% of China's total oil imports, while China represented the largest oil export market, absorbing 14.4% of Saudi oil export of 2018. The bilateral investment has also started. Saudi Arabia has already constructed and is planning to construct five major petrochemical projects while China and Saudi Arabia have jointly constructed a refinery in Saudi Arabia. New trends are occurring in the global oil market. On the one hand, a tendency of long-term over-supply and low prices has emerged; on the other hand, the competition of oil supply is shifting to Asia. However, these market changes would not weaken China-Saudi energy cooperation. On the contrary, they give more reasons for both sides to strengthen cooperation, so as to address common challenges, especially to promote peace and stability of the Middle East, rationalisation of oil prices, diversification of oil trade denominated currencies, mutual investment in energy field and joint development of renewables. These trends have also indicated the direction for bilateral cooperation to address the challenges. It would be advisable for both countries to open up new prospects in energy cooperation based on the new concept of a community of energy security.
