Abstract:Hydrometeorological phenomena have increased in intensity and frequency in last decades, with Europe as one of the most affected areas. This accounts for considerable economic losses in the region. Regional adaptation strategies for costs minimization require a comprehensive assessment of the disasters' economic impacts at a multiple-region scale. This article adapts the flood footprint method for multiple-region assessment of total economic impact and applies it to the 2009 Central European Floods event. The flood footprint is an impact accounting framework based on the input-output methodology to economically assess the physical damage (direct) and production shortfalls (indirect) within a region and wider economic networks, caused by a climate disaster. Here, the model is extended through the capital matrix, to enable diverse recovery strategies. According to the results, indirect losses represent a considerable proportion of the total costs of a natural disaster, and most of them occur in nonhighly directly impacted industries. For the 2009 Central European Floods, the indirect losses represent 65% out of total, and 70% of it comes from four industries: business services, manufacture general, construction, and commerce. Additionally, results show that more industrialized economies would suffer more indirect losses than less-industrialized ones, in spite of being less vulnerable to direct shocks. This may link to their specific economic structures of high capital-intensity and strong interindustrial linkages.

Abstract:International headlines over the last few years have been dominated by extreme weather events, and floods have been amongst the most frequent and devastating. These disasters represent high costs and functional disruptions to societies and economies. The consequent breakdown of the economic equilibrium exacerbates the losses of the initial physical damages and generates indirect costs that largely amplify the burden of the total damage. Neglecting indirect damages results in misleading results regarding the real dimensions of the costs and prevents accurate decision-making in flood risk management. To obtain an accurate assessment of total flooding costs, this paper introduces the flood footprint concept, as a novel accounting framework that measures the total economic impact that is directly and indirectly caused to the productive system, triggered by the flooding damages to the productive factors, infrastructure and residential capital. The assessment framework account for the damages in the flooded region as well as in wider economic systems and social networks. The flood footprint builds on previous research on disaster impact analysis based on Input-Output methodology, which considers inter-industry flows of goods and services for economic output. The framework was applied to the 2007 summer floods in the UK to determine the total economic impact in the region of Yorkshire and The Humber. The results suggest that the total economic burden of the floods was approximately 4% of the region's GVA (£2.7 billion), from which over half comes from knock-on effects during the 14 months that the economy of Yorkshire and The Humber last to recover. This paper is the first to apply the conceptual framework of flood footprint to a real past event, by which it highlights the economic interdependence among industrial sectors. Through such interrelationships, the economic impacts of a flooding event spill over into the entire economic system, and some of the most affected sectors can be those that are not directly damaged. Neglecting the impact of indirect damages would underestimate the total social costs of flooding events, and mislead the correspondent actions for risk management and adaptation.

Abstract:Flooding in one location can impact the entire production chain of a regional economy. Neglecting the knock-on costs of this risks ignoring the economic benefits and beneficiaries of flood risk management interventions. However, economic consequence assessments in the existing studies are restricted to direct economic impact as there is not a generally accepted quantitative method to assess indirect economic impacts. This paper presents the full methodology for a novel flood footprint accounting framework - the Flood Footprint Model - to assess the indirect economic impact of a flood event and simulate post-flood economic recovery situations throughout productions supply chains. Within the framework of Input-Output (IO) analysis, the model is built upon previous contributions, with improvements regarding the optimization of available production imbalances; the requirements for recovering damaged capital; and an optimized rationing scheme, including basic demand and reconstruction requirements. The Flood Footprint Model will be applied in a hypothetical example with an extensive sensitivity analysis of the Flood Footprint Model performed, taking particular account of alternative labour and capital recovery paths.

Abstract:Multiple natural disasters are becoming ever more frequent around the world, with both climate change and rapid urbanization increasing the risk of such disasters in human society. Comprehensive analysis of the economic impact of multiple disasters on the industrial and economic system has become an urgent and essential part of urban recovery and sustainable development. However, there is a lack of studies that focus on assessing the indirect economic impacts resulting from such multiple events, and thereafter providing a common quantitative approach within their assessment. With the concept of flood footprint and input-output theory, this study proposes a more externally oriented methodology (flood footprint model) for indirect flood footprint (IFF) accounting and offers various extensive sensitivity analyses based on a hypothetical two-flood event. Based on the two-flood case, we conclude that the total flood footprint of a multi-flood within a given region is larger than the sum of individual flood footprints and this is the same for the IFF due to the combination effect, while the flood footprint is highly constrained by factors such as occurrence time and physical damage caused by the ensuing disaster. Abstract:Natural disasters affect hundreds of millions of people worldwide every year. The impact assessment of a disaster is key to improve the response and mitigate how a natural hazard turns into a social disaster. An actionable quantification of impact must be integratively multi-dimensional. We propose a rapid impact assessment framework that comprises detailed geographical and temporal landmarks as well as the potential socio-economic magnitude of the disaster based on heterogeneous data sources: Environment sensor data, social media, remote sensing, digital topography, and mobile phone data. As dynamics of floods greatly vary depending on their causes, the framework may support different phases of decision-making during the disaster management cycle. To evaluate its usability and scope, we explored four flooding cases with variable conditions. The results show that social media proxies provide a robust identification with daily granularity even when rainfall detectors fail. The detection also provides information of the magnitude of the flood, which is potentially useful for planning. Network analysis was applied to the social media to extract patterns of social effects after the flood. This analysis showed significant variability in the obtained proxies, which encourages the scaling of schemes to comparatively characterize patterns across many floods with different contexts and cultural factors. This framework is presented as a module of a larger data-driven system designed to be the basis for responsive and more resilient systems in urban and rural areas. The impact-driven approach presented may facilitate public–private collaboration and data sharing by providing real-time evidence with aggregated data to support the requests of private data with higher granularity, which is the current most important limitation in implementing fully data-driven systems for disaster response from both local and international actors.

Abstract:<p>Flood disasters have appeared more frequently in recent years because of climate change and urbanization, and Integrated Flood Risk Management (IFRM) has emerged as an effective method to reduce damage from these floods. This research studies IFRM methods in three aspects: flood risk identification of high-risk areas, flood risk assessment to quantify economic losses, and flood risk management to identify structural measures with the greatest engineering benefits. These methods were applied to Beijing as a case study, and the results showed that the Zuoan-Road area was a high-risk area with economic losses ranging from 0.7 million to 35.9 million euros over different return periods. There are five structural measures in Zuoan-Road area, with engineering benefits ranging from 0.97 to 1.60 over different return periods, and the one with the greatest engineering benefits had a fifty-year return period. The results of this research can be used to support urban flood risk management in Beijing.</p>

Abstract:Using geographic information system to study flooded area and damage evaluation has been a hotspot in environmental disaster research for years. In this paper, a model for flooded area calculation and damage evaluation is presented. Flooding is divided into two types: ‘soruce flood’ and ‘non-source flood’. The source-flood area calculation is based on seed spread algorithm. The flood damage evaluation is calculated by overlaying the flooded ara range with thematic maps and relating the results to other social and economic data. To raise the operational efficiency of the model, a skipping approach is used to speed seed spread algorithm and all thematic maps are converted to raster format before overlay analysis. The accuracy of flooded area calculation and damage evaluation is mainly dependent upon the resolution and precision of the digital elevation model (DEM) data, upon the accuracy of registering all raster layers, and upon the quality of economic information. This model has been successfully used in the Zhejiang Province Comprehensive Water Management Information System developed by the authors. The applications show that this model is especially useful for most counties of China and other developing countries.

Abstract:A GIS-based method to estimate flood area and damage is presented in this paper, which is oriented to developing countries like China, where labor is readily available for GIS data collecting, and tools such as, HEC-GeoRAS might not be readily available. At present local authorities in developing countries are often not predisposed to pay for commercial GIS platforms. To calculate flood area, two cases, non-source flood and source flood, are distinguished and a seed-spread algorithm suitable for source-flooding is described. The flood damage estimation is calculated in raster format by overlaying the flood area range with thematic maps and relating this to other socioeconomic data. Several measures used to improve the geometric accuracy and computing efficiency are presented. The management issues related to the application of this method, including the cost-effectiveness of approximate method in practice and supplementing two technical lines (self-programming and adopting commercial GIS software) to each other, are also discussed. The applications show that this approach has practical significance to flood fighting and control in developing countries like China.

Abstract:Sustainable development relies on the capacity of communities to adapt to climate change and the natural disasters related to it. Primary among these in many regions of the world is the increasing frequency of prolonged, intense rainfall that drives surface water flooding. Given that more than half of the global population now lives in cities, and that this proportion is increasing, developing new adaptation strategies for urban stormwater infrastructure requires urgent attention. Cities in the UK have long been vulnerable to surface water and coincident flooding, but piped drainage infrastructure built in the Victorian era is well beyond its design life and has insufficient capacity to cope with modern rainstorms. Abstract:The rate of change on coastlines is accelerating from climate change and coastal development. Coastal flooding is a particularly pressing and increasing problem, which affects hundreds of millions of people and damages trillions of US$ in property. Scientists, practitioners and managers must be able to quickly assess flood risk and identify appropriate adaptation and risk reduction measures often with limited data and tools, particularly in developing countries. To inform these decision-making processes, we identify how sensitive flood risk and adaptation analyses are to changes in the resolution of data and models. We further do these comparisons in the context of assess the benefits of an ecosystem-based approach for risk reduction. There is growing interest in these ecosystem-based approaches as cost effective measures for adaptation and risk reduction. We assess flood risks from tropical cyclones and the flood risk reduction benefits provided by mangroves in Pagbilao (the Philippines). Then, we also compare risks and risk reduction (benefits) using different quality data and models, to identify where to invest in in new modeling and data acquisition to improve decision-making. We find that coastal flood risk valuation improves by using high resolution topography and long time series of data on tropical cyclones, while flood reduction benefits of mangroves are better valued by using consistent databases and models along the whole process rather than investing in single measures.

Abstract:Abstract Coastal flood risks are rising rapidly. We provide high resolution estimates of the economic value of mangroves forests for flood risk reduction every 20 km worldwide. We develop a probabilistic, process-based valuation of the effects of mangroves on averting damages to people and property. We couple spatially-explicit 2-D hydrodynamic analyses with economic models, and find that mangroves provide flood protection benefits exceeding $US 65 billion per year. If mangroves were lost, 15 million more people would be flooded annually across the world. Some of the nations that receive the greatest economic benefits include the USA, China, India and Mexico. Vietnam, India and Bangladesh receive the greatest benefits in terms of people protected. Many (>45) 20-km coastal stretches particularly those near cities receive more than $US 250 million annually in flood protection benefits from mangroves. These results demonstrate the value of mangroves as natural coastal defenses at global, national and local scales, which can inform incentives for mangrove conservation and restoration in development, climate adaptation, disaster risk reduction and insurance.

Abstract:Sound flood risk management decision making is underpinned by flood risk analysis. Current methods applied at regional and local scales are often limited in their consideration of the potential for defences to fail. Ultimately this can lead to underestimates of the true risk and subsequent difficulties in justifying mitigation measures such as maintenance and replacement of defences. A methodology has been developed for assessing flood risk arising from fluvial and coastal sources that explicitly considers defence failures represented through fragility curves. This method requires consideration of flooding scenarios involving multiple defence section failures and flood events ranging in severity. It has therefore been necessary to develop a purpose-specific flood spreading method that is capable of simulating many flood events in practical timescales. The method has been applied to the Thames Estuary, where outputs including spatial maps of flood risk and defences attributed with residual risk have been used to support decisions relating to strategic flood risk management over the coming century.

Abstract:Abstract. The refined assessment of the direct economic losses of flood disasters is important for emergency dispatch and risk management in small- and medium-sized cities. There are still great challenges in the accuracy and timeliness of the previous research methods. In this study, a single flood disaster in Lishui city in 2014 was taken as an example to study and verify a method for the rapid and refined assessment of direct economic loss. First, based on a field investigation, the inundation range and submerged depth simulated by the flooding model were verified. Next, the urban land use status map and high-precision remote sensing classification data were fused and combined with expert questionnaire surveys, thereby providing the types and values of disaster-bearing bodies. Then, the existing vulnerability curve database was summarized, and the curves were calibrated by disaster loss reporting. Finally, the spatial distributions of the flood disaster loss ratio and loss value were estimated by spatial analysis. It is found that the constructed land use map has detailed types and value attributes as well as high-precision spatial information. Secondly, the vulnerability curves after function fitting and calibration effectively reflect the change characteristics of land use loss ratio in this area. Finally, the estimated loss ratio and loss value distributions can accurately reflect the spatial pattern of flood disaster loss, which is useful for the government to formulate effective disaster reduction and relief measures.

Abstract:This study investigates the effect of flash floods on local economic activity in Central America and the Caribbean. I measure these rarely analyzed floods by constructing a high-resolution, physically based index of flash flood occurrence from satellite data and connect these to changes in local night light emissions. After accounting for tropical cyclone activity, flash floods have a delayed, short-term negative effect on economic activity. In countries with a low to medium human development index (HDI), the average negative effect can be up to in the following months. Countries with higher HDI appear more resilient and are only marginally affected. Also, flash floods exhibit a minor positive spatial spillover in low to medium HDI countries, besides their more substantial local negative effect. Due to their high frequency, flash floods have a detrimental effect on local economic growth in developing countries that will likely be exacerbated by climate change. (JEL )

Abstract:The assessment of vulnerability to the danger of flooding, with a focus on the need for rescue and assistance from the population, is still in an exploratory scientific phase. The main objective of this research is to propose a methodology based on the issues of rescue and assistance in the face of the risk of floods and to provide a tool for its management. A series of maps is presented, indicating those territorial elements that require rescue and surveillance in a prioritized manner in a visual and accessible way for public administration. Four methodological cartographic proposals have been designed as follows: (1) a map of territory sectors with special rescue needs (dependent population and/or buildings without shelter); a map of the impact on transportation infrastructure and vulnerable areas of buildings (2); a map of vulnerability to possible disorder and looting caused by flooding events (3); and a map of the increase in the cost of deployment for rescue and assistance systems (4). As an experimental zone to test the effectiveness of these proposals, a peri-urban area of the municipality of Málaga (Spain) is chosen, which has an extensive history of severe floods. The results confirm the applied and preventive nature of the tool, which can be incorporated into flood risk management plans and local flood risk action plans developed by public administrations. The main finding of the research is the technical advancement that comes with a precise understanding of vulnerability and its resulting issues for better flood risk management.

Pluvial flood adaptation using nature-based solutions: An integrated biophysical-economic assessment

Abstract:Globally, flood events are considered the costliest natural hazard. Changes in precipitation patterns and large areas of impervious surfaces in urban environments are increasing the sensitivity of these systems to runoff production. At the same time, projected global sea-level rise may further increase the frequency of compound flooding due to simultaneous storm surge, sea-level rise and pluvial runoff that cause vast socio-economic and ecological impacts to coastal cities. In this context, over the last decade, the role of Nature-Based Solutions (NBS) has been recognised to support climate change adaptation by addressing ideas of multi-functionality, non-linearity and heterogeneity in urban design. Thus, increasing awareness about NBS benefits increases the willingness to accept these solutions. However, empirical evidence of NBS effectiveness at the urban catchment scale is still subject to debate. This study develops a spatial biophysical-economic framework that allows for the integrated assessment of NBS flood risk mitigation impacts, costs and benefits in the face of climate change, combining the Integrated Valuation of Ecosystem Services and Tradeoffs (InVEST) model, benefit transfer methods and Geographic Information System (GIS) tools. Specifically, the InVEST Urban Flood Risk Mitigation model was used to assess the biophysical impacts of NBS on urban pluvial flood risk, benefit-transfer methods were used to evaluate the economic implications of such solutions, and GIS was used to integrate and map biophysical impacts and economic implications. For the case of the coastal lagoon city of Aveiro (Portugal), NBS scenarios of green roofs and bioswales under current and future climate conditions were assessed. The main findings of this study show that green roofs scenarios would save 32 % of the flood damages to buildings and infrastructures every year, while bioswales help save only 0.1 %. Moreover, green roofs implementation provides larger benefits in the future climate scenario (representative concentration pathway - RCP - 4.5). The findings confirm the extent to which knowledge on NBS benefits and costs is partial and uncertain, thus requiring constant progress through biophysical-economic assessment to support an evolutive decision making process in climate adaptation planning.

Abstract:The analysis of historical disaster events is a critical step towards understanding current risk levels and changes in disaster risk over time. Disaster databases are potentially useful tools for exploring trends, however, criteria for inclusion of events and for associated descriptive characteristics is not standardized. For example, some databases include only primary disaster types, such as ‘flood’, while others include subtypes, such as ‘coastal flood’ and ‘flash flood’. Here we outline a method to identify candidate events for assignment of a specific disaster subtype—namely, ‘flash floods’—from the corresponding primary disaster type—namely, ‘flood’. Geophysical data, including variables derived from remote sensing, are integrated to develop an enhanced flash flood confidence index, consisting of both a flash flood confidence index based on text mining of disaster reports and a flash flood susceptibility index from remote sensing derived geophysical data. This method was applied to a historical flood event dataset covering Ecuador. Results indicate the potential value of disaggregating events labeled as a primary disaster type into events of a particular subtype. The outputs are potentially useful for disaster risk reduction and vulnerability assessment if appropriately evaluated for fitness of use.

Abstract:Natural disasters affect hundreds of millions of people worldwide every year. Early warning, humanitarian response and recovery mechanisms can be improved by using big data sources. Measuring the different dimensions of the impact of natural disasters is critical for designing policies and building up resilience. Detailed quantification of the movement and behaviours of affected populations requires the use of high granularity data that entails privacy risks. Leveraging all this data is costly and has to be done ensuring privacy and security of large amounts of data. Proxies based on social media and data aggregates would streamline this process by providing evidences and narrowing requirements. We propose a framework that integrates environmental data, social media, remote sensing, digital topography and mobile phone data to understand different types of floods and how data can provide insights useful for managing humanitarian action and recovery plans. Thus, data is dynamically requested upon data-based indicators forming a multi-granularity and multi-access data pipeline. We present a composed study of three cases to show potential variability in the natures of floodings,as well as the impact and applicability of data sources. Critical heterogeneity of the available data in the different cases has to be addressed in order to design systematic approaches based on data. The proposed framework establishes the foundation to relate the physical and socio-economical impacts of floods.
