Abstract:Heritage languages are minority languages learned in a bilingual environment. These include immigrant languages, aboriginal or indigenous languages and historical minority languages. In the last two decades, heritage languages have become central to many areas of linguistic research, from bilingual language acquisition, education and language policies, to theoretical linguistics. Bringing together contributions from a team of internationally renowned experts, this Handbook provides a state-of-the-art overview of this emerging area of study from a number of different perspectives, ranging from theoretical linguistics to language education and pedagogy. Presenting comprehensive data on heritage languages from around the world, it covers issues ranging from individual aspects of heritage language knowledge to broader societal, educational, and policy concerns in local, global and international contexts. Abstract:This book looks closely at Yi bilingual education practice in the southwest of China from an educationalist’s perspective and, in doing so, provides an insight toward our understanding of minority language maintenance and bilingual education implementation in China. The book provides an overview on the Yi people since 1949, their history, society, culture, customs and languages. Adopting the theory of language ecology, data was collected among different Yi groups and case studies were focused on Yi bilingual schools. By looking into the application of the Chinese government’s multilingual language and education policy over the last 30 years with its underlying language ideology and practices the book reveals the de facto language policy by analyzing the language management at school level, the linguistic landscape around the Yi community, as well as the language attitude and cultural identities held by present Yi students, teachers and parents. The book is relevant for anyone looking to more deeply understand bilingual education and language maintenance in today’s global context.

Abstract:Critical tools are needed for navigating the concept of minority and its usefulness for the study of culture. This article reflects on the cultural and political purposes that are served when distinguishing between majorities and minorities, and the various historical and intellectual agendas that have shaped these social practices of classification. It begins by examining Deleuze and Guattari’s concept of ‘minor literature’ as an anti-sociological reworking of minor and minority, then turns its attention toward the policy-driven sociological traditions of the Chicago School, and how this has informed the contemporary construction of ‘minorities’ reflected in Australian immigration debates. As a third key paradigm in the study of the ‘minor’, the article revisits cultural studies’ own embrace of the Popular as a site for political struggles over the meanings attached to ‘major’ and ‘minor’ social identities. Finally, we consider the range of transformative cultural practices addressed in this Minor Culture special issue, and reflect on the utility of the minor in holding together disparate political projects. There are a range of ways in which the minor might productively imagine or construct collective identities, in ways that do not anticipate, or even desire, majoritarian endings. It is argued that minoritised social categories do substantive political and cultural work, while acknowledging that numerical descriptions of minorities can hide as much as they reveal.

Abstract:The transcultural communication that characterizes our times needs to be carried out in a few commonly shared languages and this requirement has sharpened the awareness about uneven language status. While defenders of minor languages frequently make use of such concepts as ecosystem, human rights, capital, power, imperialism, etc. To express alarm at the spread of the English language in the present world, researchers tend to forget that these concepts applied to languages are only metaphors which, taken at their face value, would conceal the non-exclusive nature of language as a communicative instrument. A question is raised as to whether we should go beyond an essentially nationalist perception of language inherited from the nineteenth century.

Abstract:The challenges faced by minority languages in the contemporary linguistic landscape have been a relevant topic for several years. With global languages claiming an increasing share of speakers, smaller, community-based languages have been neglected in favor of a lingua franca. The paper aims to present a few possible ways in which this linguistic exposure can be transformed into a potential boon for language education and maintenance in smaller language communities, rather than this being a hindrance. The research relies on methods of scrutiny present in all forms of the media-oriented towards achieving an increased usage and recognition of apparently neglected languages.
Multilingual and multimodal mediation in online intercultural conversations: a translingual perspective

Abstract:<span>This study explored peer groups' mediation processes in the digital space. Building upon translingual research and multimodal discourse analysis, the researcher analysed video transcript excerpts of oral conversations and on-screen interactions among university students of different linguistic and cultural backgrounds. This article focuses on multilingual and multimodal mediation practices, which include polyaccented exemplification, bilingual interpretation, intercultural comparison, transnational definition, polyphonic performance and multimodal instruction (<i>N</i> = 24). The results show that the students attended to dynamic uses of English, Chinese and other languages as multilingual franca while communicating affect and stance through embodied expressions and shared screens in stylised multimodal discourses. The translingual analyses emphasise the students' collaborative transformations of English as a lingua franca (ELF) communication into playful interactions within digitally mediated networks of relationships. This study suggests that online peer mediation provides useful methods for developing university students' translingual awareness and capability for participating in intercultural conversations.</span>

Abstract:Studies on the Linguistic Landscapes (LLs) investigate frequencies, functions, and power relations between languages and their speakers in public space. Research on the LL thereby aims to understand how the production and perception of signs reflect and simultaneously shape realities. In this sense, the LL is one of the most dynamic places where processes of minoritization take place: the (in)visibility of minority languages and the functional and symbolic relationships to majority languages are in direct relationship with negotiations of minorities’ place in society. This chapter looks at minority languages in the LL from two major perspectives. Firstly, it discusses language policies, focussing on which policy categories and which domains of language use are of particular relevance for understanding minority languages in the LL. Then, it turns to issues of conflict, contestation, and exclusion by providing examples from a range of geographically and typologically prototypical case studies, including Israel, Canada, Belgium, the Basque Country, and Friesland.
Publishing in and about English: Challenges and Opportunities of Chinese Multilingual Scholars’ Language Practices in Academic Publishing

Abstract:This paper reports on a qualitative inquiry into Chinese multilingual scholars’ language practices in academic publishing as the Chinese government develops higher education competitiveness and expands multilingual foreign language education. Fifteen Chinese multilingual scholars from five non-English language divisions were interviewed. Bourdieu’s linguistic market theory was adopted as the guiding framework to understand the scholars’ multilingual practices in academic publishing. The findings suggest that institutional research assessment based on key index lists functioned as a market unification mechanism that devalued the scholars’ multilingual capital. Meanwhile, the implicit language policy of publishing in and about English perpetuated and reproduced structural inequality in the international and national academic publishing marketplace. Despite this perceived disadvantaged position, the scholars generated new language practices to counteract the structural constraints. In light of these findings, policy makers should be aware of the implicit language policies in index-based research assessment exercises, and should take into consideration the specific circumstances of different language majors when developing research assessment policies. Measures are suggested to empower multilingual scholars with capacities to participate equally in knowledge construction, regardless of the languages that they work with.
Evolving Means of Formal Language Policy on Putonghua and Minority Languages on the Chinese Mainland (1986–2021)

Abstract:This study analyses the evolving means of China's formal language policy on Putonghua and minority languages from 1986 to 2021. This paper identifies four stages based on the shifting focus between Putonghua and minority languages: status planning of the central government (1986-1990), balance via bilingual policy (1991-2000), strong Putonghua spread at all levels (2001-2011), and Putonghua promotion and minority language preservation (2012-2021). Through descriptive and corpus analysis of a self-constructed language policy database, for each stage, we explore the major means stated in policy documents by analysing keywords to explain policy changes with consideration of social conditions. The results show that China has continuously adjusted its formal language policy according to social changes, and that language planning in this emerging economy has been profoundly influenced by national strategy and government administration.

Abstract:The language vitality of non-dominant communities has gained increasing attention worldwide with international declarations and national legislation enacted to protect the right of non-dominant language use and development. As information and communication technology (ICT) has spread, extending ICT to ethnic or indigenous languages has lagged. Nevertheless, their use on social media and other platforms has been growing rapidly, raising the question of their role in supporting non-dominant language vitality. In 2020 in China, non-dominant languages were used on various social media platforms to communicate anti-COVID messages. Drawing on language revitalisation frameworks, the investigators explore how the global pandemic has provided minority nationalities in west China the opportunity to increase recognition of their cultures and languages. We explore how minority communities in Yunnan and Gansu provinces in western China participated in China's anti-Covid-19 campaign through the creation and dissemination of multilingual materials of different forms, genres, and modes on ICT social media platforms. We argue that using multilingual and multimodal ICT platforms to publicise countermeasures against Covid-19 has the potential to contribute to recognition and use of languages of non-dominant ethnic communities and revitalisation of heritage languages and cultures.

Abstract:Teaching young people to understand and appreciate diversity is crucial in Hong Kong efforts for a just and inclusive multicultural society. History is the main place where the cultural identity and values of Hong Kong society have been reflected on, questioned, and problematized in the curriculum, as changes to this curriculum interface with larger social and political changes of the society. Although diversity is emphasized in Hong Kong history curricula, representations of ethnic minorities provided in education may not always be effective toward multicultural aims. This research explores how multicultural content is expressed in Hong Kong Chinese history textbooks. In particular, we focus on how relationships between Han and minority cultures are represented in the texts, using qualitative content analysis. Based on the analysis, we elaborate three main descriptive codes and themes: (1) only majority perspectives are provided, (2) cultural superiority of the dominant group (the Han), and (3) plural monoculturalism, where minority views are treated as threatened and/or as threatening in relation to the society as a whole. We argue that these codes are in contrast with a multicultural stance that aims to enhance social justice and equity in relation to diversity, through providing balanced perspectives, including positive ethnic minority recognition and support for just forms of pluralistic integration.

Abstract:Cultural diversity encoded within languages of the world is at risk, as many languages have become endangered in the last decades in a context of growing globalization. To preserve this diversity, it is first necessary to understand what drives language extinction, and which mechanisms might enable coexistence. Here, we study language shift mechanisms using theoretical and data-driven perspectives. A large-scale empirical analysis of multilingual societies using Twitter and census data yields a wide diversity of spatial patterns of language coexistence. It ranges from a mixing of language speakers to segregation with multilinguals on the boundaries of disjoint linguistic domains. To understand how these different states can emerge and, especially, become stable, we propose a model in which language coexistence is reached when learning the other language is facilitated and when bilinguals favor the use of the endangered language. Simulations carried out in a metapopulation framework highlight the importance of spatial interactions arising from people mobility to explain the stability of a mixed state or the presence of a boundary between two linguistic regions. Further, we find that the history of languages is critical to understand their present state.

Abstract:There have been widespread concerns over the decline of modern languages and waning interest in learning languages other than English (LOTEs) around the world, thought to be partly due to recent political events including Brexit and Trump's aggressive isolationism in the United States. By contrast, governments in Greater China have energetically renewed their investment in promoting LOTE education, driven by globalisation initiatives such as Mainland China's 'Belt and Road' initiative and Taiwan's 'New Southbound Policy'. Thus, it remains pertinent to explore the policies and practices of multilingual education expansion in this region, as the success or failure of the globalisation initiatives may have profound consequences for the prospects of multilingual and multicultural development at universities in the Greater China region and perhaps around the world. This special issue presents empirical studies in which the authors, as insiders engaged in the new wave of language policy shifts, offer diverse perspectives on issues including foreign language curricula, learners' motivational identities and teachers' professional development. We contend that to sustain the increase in multilingual education, the tensions between global English and LOTEs, between individual identity and contextual variation, and between instrumental orientation and translanguaging/transcultural values of language learning need to be addressed.
Breaking the Linguistic Minority Complex through Creative Writing and Self-Translation

Abstract:Generally speaking, a minority language is “one spoken by less than 50 percent of a population in a given region, state or country” (Grenoble and Singerman, 2017, n.p.). In this article, I propose a more contextualized definition that applies to the realm of literary writing and (self-)translation. Thus, I define a minority language as any language which a bilingual or plurilingual writer perceives as not being the dominant one in the sociocultural and linguistic context in which s/he is active as an author or as a (self-)translator. Assuming this alternative definition as a point of departure, I discuss the creative and self-translational practice of the Canadian writer Antonio D’Alfonso. D’Alfonso is one of those rare plurilingual writers who feel linguistically defamiliarized, claiming that instead of having a proper mother tongue he has a mixed baggage of native Molisano dialect, French, English and Italian. Thus, he tends to write, think and (self-)translate immersed in a kind of 3D- (or even 4D-) linguistic landscape (Pivato, 2002). D’Alfonso’s self-translations from French into English and/or vice versa are testimony to the author’s experimental way of challenging the “crude subjugation” (Whyte, 2002, p. 69) of a language over another and of overcoming any minority-language complex he might have developed on his path to becoming a linguistically uprooted writer.
Celebrating culture and neglecting language: representation of ethnic minorities in Chinese primary school textbooks (1976–2021)

Abstract:This study draws on data collected from Chinese language textbooks to investigate the ways in which ethnic minority cultures and languages are represented in primary school textbooks in China. Drawing on the methods of thematic and comparative analysis, we specifically analyse how the representation of ethnic minorities in Chinese textbooks has changed across different periods in history. The analysis reveals that the representation of ethnic minority cultures and languages is largely limited to the contributions approach and additive approach to multicultural curriculum development. The findings show a largely selective, traditional, and stereotypical representation of ethnic minority cultures and languages in school textbooks, which focus primarily on cultures from representative ethnic groups. Although an accurate and equitable representation of ethnic minorities is still mostly lacking in Chinese language textbooks, a multicultural approach to ethnic diversity has been gaining ground over the past four decades. Interestingly, increasing interest in a multicultural approach has been accompanied by decreasing tolerance towards ethnic multilingualism in textbooks over the past four decades. Such observable trends towards monolingualism and multiculturalism in the representation of ethnic and linguistic diversity in textbooks echo the continuous changes in national education policy.

A global AI community requires language-diverse publishing

Abstract:In this provocation, we discuss the English dominance of the AI research community, arguing that the requirement for English language publishing upholds and reinforces broader regimes of extraction in AI. While large language models and machine translation have been celebrated as a way to break down barriers, we regard their use as a symptom of linguistic exclusion of scientists and potential readers. We propose alternative futures for a healthier publishing culture, organized around three themes: administering conferences in the languages of the country in which they are held, instructing peer reviewers not to adjudicate the language appropriateness of papers, and offering opportunities to publish and present in multiple languages. Translanguaging as a social justice strategy: the case of teaching Chinese to ethnic minority students in Hong Kong

Abstract:For the past two decades, a significant number of ethnic minority students from diverse racial, cultural, linguistic, and religious backgrounds have entered Chinese language classrooms in Hong Kong for the first time. Simultaneously, Chinese language teachers have come under criticism for their lack of understanding of diversity and their failure to integrate ethnic minority students academically and socially. However, there is little research on how these teachers can transform their educational beliefs, teaching techniques, and attitudes toward diversity and inclusion to respond effectively to the drastic changes taking place in their professional work. This study examines how a group of Chinese language teachers employed translanguaging as a social justice strategy to address the challenges of teaching minority students in a monolingual and assimilative educational setting in Hong Kong. Classroom observations show that teachers enacted a translanguaging stance, using students' familiar semiotic resources to make their teaching more inclusive and equitable for ethnic minority students from low socioeconomic and religious backgrounds. Teachers reported becoming more aware of diversity in the classroom as well as of the social inequalities and racial discrimination outside of school. The study shows that criticism has been unfairly levied on Chinese language teachers in Hong Kong, who should not be held responsible for the social problems hindering ethnic minorities' social mobility. Research should include a decolonial perspective to legitimize translanguaging as a social justice strategy for more transformative praxis in the education sector in postcolonial Hong Kong.
